The Iowa Department of Transportation began preparation for the acquisition of an electronic document management system in 1996. The first phase was development of a strategic plan. The plan provided guidelines for defining the acquisition and implementation of a document management system to automate document handling and distribution. Phase 2 involved developing draft standards (document, indexing and technology) for planning and implementation of a document management system. These standards were to identify existing industry standards and determine which standards would best support the specific requirements of the Iowa Department of Transportation. During development of these standards, the decision was made to enlarge the scope of this effort from a document management system to a records management system (RMS). Phase .3 identified business processes that were to be further developed as pilot projects of a much larger agency-wide records management system.

Companies have always been organized by processes, often imperceptible to its employees. With the advancement of technology, organizational processes currently run an organization through computers, and thus generate immediate information that is available to each sector. With the objective of seeking business information in real time, the government created the SPED - Public System of Digital, which involves three subsystems, which are the Electronic Invoice, Digital Accounting Bookkeeping and Digital Tax Bookkeeping. This system is revolutionizing the business structures when gathering, in an innovative way, all information and interlinked business processes. For the implementation of SPED, a revision in the organizational processes is required, since the information is generated and is sent online to the government, without mistakes. Thus the study aimed to analyze the change brought about by the implementation of the Public System of Digital SPED in the main business processes. In order to do so, we have performed a multiple case study involving three companies in the state of Para, two operate in wholesale and one explores agribusiness. The Data collection was performed by accounting professionals, IT and managers. According to the results obtained, it was found that in two companies, the IT infrastructure was capable of deploying the new system without major problems, while one company had more difficulties to cope with the new system. However, all companies had to examine its processes to make the customizations needed to fit. It was also observed that there is no IT Governance in two companies. Therefore, we recommend the use of an appropriate model, not only for the implementation of SPED, but as a way to manage and extract better results from investment in information technology

In response to widespread water quality and quantity issues, the New Zealand Government has recently embarked on a number of comprehensive freshwater management reforms, developing a raft of national discussion and policy documents such as “Freshwater Reform 2013 and Beyond” and a National Policy Statement for freshwater management (NPS-FM 2014). Recent resource management reforms and amendments (RMA 2014), based on previous overarching resource management legislation (RMA 1991), set out a new approach and pathway to manage freshwater nationwide. Internationally, there is an increasing trend to engage with indigenous communities for research and collaboration, including indigenous groups as active participants in resource management decision making. What is driving this change toward more engagement and collaboration with indigenous communities is different for each country, and we document the progress and innovation made in this area in New Zealand. The indigenous rights of Māori in New Zealand are stated in the 1840 Treaty of Waitangi and in many forms of New Zealand's legislation. Local and central governments are eager to include local indigenous Māori groups (iwi/hapū) in freshwater management planning processes through meaningful engagement and collaboration. Key to the success of collaborative planning processes for Māori are enduring relationships between local government and Māori, along with adequate resourcing for all partners contributing to the collaborative process. A large number of shared governance and management models for natural resource management have emerged in New Zealand over the past 20 years, and some recent examples are reviewed. We provide some discussion to improve understanding and use of the terms used in these management models such as cogovernance, comanagement, and coplanning, and describe some of the more important frameworks and tools being developed with Māori groups (e.g., iwi/hapū), to strengthen Māori capacity in freshwater management and to support good collaborative process and planning.

A partir del principio general de inembargabilidad de bienes del Estado, el contenido de este documento incursiona en el tema de las excepciones al mismo legalmente contempladas, a efectos de verificar la aplicabilidad de la medida cautelar de embargo sobre tales bienes en los casos procedentes, cuando los particulares adelantan procesos ejecutivos ante la jurisdicción contenciosoadministrativa, en procura de defender sus intereses y del pago de dineros a cargo del Estado como consecuencia de contratos, sentencias, acreencias laborales, laudos arbitrales u otro tipo de documento eficaz. El propósito fue establecer claramente la normatividad aplicable en este tipo de eventos, aportando de este modo respuesta objetiva y confiable frente a la problemática generada tanto por las distintas posiciones en torno al tema adoptadas por el legislador, como igualmente por dificultades para clasificar los bienes y rentas estatales en orden a determinar su carácter y la posibilidad real de su embargo. Todo ello, además, con el referente de pronunciamientos jurisprudenciales adoptados como soporte conceptual básico puesto que desde esta perspectiva dan cuenta de una línea coincidente de pensamiento por parte de los altos organismos pertinentes.

The process of building Data Warehouses (DW) is well known with well defined stages but at the same time, mostly carried out manually by IT people in conjunction with business people. Web Warehouses (WW) are DW whose data sources are taken from the web. We define a flexible WW, which can be configured accordingly to different domains, through the selection of the web sources and the definition of data processing characteristics. A Business Process Management (BPM) System allows modeling and executing Business Processes (BPs) providing support for the automation of processes. To support the process of building flexible WW we propose a two BPs level: a configuration process to support the selection of web sources and the definition of schemas and mappings, and a feeding process which takes the defined configuration and loads the data into the WW. In this paper we present a proof of concept of both processes, with focus on the configuration process and the defined data.

The speed with which data has moved from being scarce, expensive and valuable, thus justifying detailed and careful verification and analysis to a situation where the streams of detailed data are almost too large to handle has caused a series of shifts to occur. Legal systems already have severe problems keeping up with, or even in touch with, the rate at which unexpected outcomes flow from information technology. The capacity to harness massive quantities of existing data has driven Big Data applications until recently. Now the data flows in real time are rising swiftly, become more invasive and offer monitoring potential that is eagerly sought by commerce and government alike. The ambiguities as to who own this often quite remarkably intrusive personal data need to be resolved – and rapidly - but are likely to encounter rising resistance from industrial and commercial bodies who see this data flow as ‘theirs’. There have been many changes in ICT that has led to stresses in the resolution of the conflicts between IP exploiters and their customers, but this one is of a different scale due to the wide potential for individual customisation of pricing, identification and the rising commercial value of integrated streams of diverse personal data. A new reconciliation between the parties involved is needed. New business models, and a shift in the current confusions over who owns what data into alignments that are in better accord with the community expectations. After all they are the customers, and the emergence of information monopolies needs to be balanced by appropriate consumer/subject rights. This will be a difficult discussion, but one that is needed to realise the great benefits to all that are clearly available if these issues can be positively resolved. The customers need to make these data flow contestable in some form. These Big data flows are only going to grow and become ever more instructive. A better balance is necessary, For the first time these changes are directly affecting governance of democracies, as the very effective micro targeting tools deployed in recent elections have shown. Yet the data gathered is not available to the subjects. This is not a survivable social model. The Private Data Commons needs our help. Businesses and governments exploit big data without regard for issues of legality, data quality, disparate data meanings, and process quality. This often results in poor decisions, with individuals bearing the greatest risk. The threats harbored by big data extend far beyond the individual, however, and call for new legal structures, business processes, and concepts such as a Private Data Commons. This Web extra is the audio part of a video in which author Marcus Wigan expands on his article "Big Data's Big Unintended Consequences" and discusses how businesses and governments exploit big data without regard for issues of legality, data quality, disparate data meanings, and process quality. Tavoitteena oleva hiilineutraali energiantuotanto muokkaa sähköntuotannosta sykkivämpää ja vaatii kulutuksen sopeutumista siihen. Tämä synnyttää tarpeen kansallisia markkinoita laajemmille sähkön vähittäismarkkinoille ja vaatii kuluttajilta aktiivisempaa roolia markkinoilla. Pohjoismaiset kantaverkkoyhtiöt ovat alkaneet valmistella pohjoismaisia sähkömarkkinoita sähkön vähittäiskaupan avaamiselle. Sähkön vähittäiskaupan avautuminen eri maiden välillä vaatii kansallisten markkinamenetelmien yhtenäistämistä varsinkin taseselvityksen ja tiedonvaihdon osalta. Tässä työssä tutkitaan Suomessa vuonna 2019 käyttöönotettavan keskitetyn tiedonvaihtojärjestelmän, Datahubin, vaikutuksia jakeluverkonhaltijalle. Vaikutuksia tarkastellaan Vantaan Energia Sähköverkot Oy:n näkökulmasta. Työssä kartoitetaan jakeluverkonhaltijan nykyisiä liiketoiminnan pääprosesseja ja niihin liittyvää tiedonvaihtoa eri markkinaosapuolten kanssa prosessien toteutuksessa. Lisäksi työssä esitellään jakeluverkonhaltijan nykyisten liiketoiminnan pääprosessien toteuttaminen Datahubissa. Jakeluverkonhaltijan liiketoiminnan nykyisiä pääprosesseja ja tiedonvaihtoa verrataan Datahubin kautta suoritettaviin prosesseihin. Työssä todettiin Datahubin korjaavan jakeluverkonhaltijan liiketoiminannan nykyisissä pääprosesseissa havaittuja ongelmia ja mahdollistavan prosessien tehostamisen. Datahub ei sinällään muuta nykyisiä jakeluverkonhaltijan liiketoimintaprosesseja merkittävästi, mutta mahdollistaa prosessien kehittämisen markkinoiden muutoksen mukana. Datahubin kokonaisvaltainen hyödyntäminen on toimijoiden itsensä käsissä, niiltä osin, kun sähkömarkkinalaki ei velvoita tiettyyn toimintamalliin. Jakeluverkonhaltijan liiketoimintaprosessien osalta suurin muutos kohdistuu jakeluverkonhaltijan taseselvitykseen, joka siirtyy kokonaisuudessaan Datahubin tehtäväksi. Datahub tulee kaventamaan jakeluverkonhaltijan roolia markkinapaikalla ja siksi jakeluverkonhaltijoiden tulisi kartoittaa liiketoiminnan laajentamisen tarvetta ja mahdollisuuksia tulevaisuudessa.

Several companies are trying to improve their operation efficiency by implementing an enterprise resource planning (ERP) system that makes it possible to control the resources of the company in real time. However, the success of the implementation project is not a foregone conclusion; a significant part of these projects end in a failure, one way or another. Therefore it is important to investigate ERP system implementation more closely in order to increase understanding about factors influencing ERP system success and to improve the probability of a successful ERP implementation project. Consequently, this study was initiated because a manufacturing case company wanted to review the success of their ERP implementation project. To be exact, the case company hoped to gain both information about the success of the project and insight for future implementation improvement. This study investigated ERP success specifically by examining factors that influence ERP key-user satisfaction. User satisfaction is one of the most commonly applied indicators of information system success. The research data was mainly collected by conducting theme interviews. The subjects of the interviews were six key-users of the newly implemented ERP system. The interviewees were closely involved in the implementation project. Furthermore, they act as representative users that utilize the new system in everyday business processes. The collected data was analyzed by thematizing. Both data collection and analysis were guided by a theoretical frame of reference. This frame was based on previous research on the subject. The results of the study aligned with the theoretical framework to large extent. The four principal factors influencing key-user satisfaction were change management, contractor service, key-user’s system knowledge and characteristics of the ERP product itself. One of the most significant contributions of the research is that it confirmed the existence of a connection between change management and ERP key-user satisfaction. Furthermore, it discovered two new sub-factors influencing contractor service related key-user satisfaction. In addition, the research findings indicated that in order to improve the current level of key-user satisfaction, the case company should pay special attention to system functionality improvement and enhancement of the key-users’ knowledge. During similar implementation projects in the future, it would be important to assure the success of change management and contractor service related processes.

Nos últimos anos, a satisfação do cliente tornou-se um dos fatores críticos de sucesso de maior importância dentro das organizações. Este sucesso está diretamente ligado à lealdade dos clientes com as organizações, que resulta numa continuidade do negócio. Esta lealdade é obtida através da implementação de processos de negócio que permitam uma melhor resposta às necessidades do cliente bem como uma qualidade de serviço superior que permita obter resultados positivos no mercado da concorrência. Através da visão geral de uma metodologia virada para as empresas de telecomunicação, o eTOM (Enhanced Telecom Operations Map), demonstrou-se a importância das empresas de telecomunicação possuírem um modelo de processos de negócio que disponibilize uma linguagem dentro da organização, de modo a permitir agilizar os processo internos e os processos de interação com as partes envolvidas na value network. Tendo como base a metodologia Design Science Research, procedeu-se a criação de um conjunto de cenários de interação com o cliente, onde foram apresentadas soluções práticas na aplicação da framework eTOM. Com isto, foi demonstrada as capacidades do eTOM na implementação de processos, bem como na flexibilidade como estes poderão ser implementados. Partindo dos processos disponibilizados pela framework e com base no contexto e características da organização, foram identificados os processos que, do nosso ponto de vista, são os mais indicados para criação dos processos core da organização.

This work addresses the relationship between University-Firm aims to understand the model of shared management of R&D in petroleum of Petrobras with UFRN. This is a case study which sought to investigate whether the model of cooperation established by the two institutions brings innovation to generate technical-scientific knowledge and contribute to the coordination with other actors in the promotion of technological innovation. In addition to desk research the necessary data for analysis were obtained by sending questionnaires to the coordinators of projects in R&D at the company and university. Also, interviews were conducted with subjects who participated in the study since its inception to the present day. This case study were analysed through the Resource-Based View and Interorganizational Networks theory. The sample data also stands that: searches were aligned to the strategic planning and that 29% of R&D projects have been successful on the scope of the proposed objectives (of which 11% were incorporated into business processes); which was produced technical and scientific knowledge caracterized by hundreds of national and international publications; thesis, dissertations, eleven patents, and radical and incremental innovations; the partnership has also brought benefits to the academic processes induced by the improved infrastructure UFRN and changing the "attitude" of the university (currently with national prominence in research and staff training for the oil sector). As for the model, the technical point of view, although it has some problems, it follows that it is appropriate. From the viewpoint of the management model is criticized for containing an excess of bureaucracy. From the standpoint of strategic allocation of resources from the legal framework needs to be reassessed, because it is focused only on the college level and it is understood that should also reach the high school given the new reality of the oil sector in Brazil. For this it is desirable to add the local government to this partnership. The set of information leads to the conclusion that the model is identified and named as a innovation of organizational arrangement here known as Shared Management of R&D in petroleum of Petrobras with UFRN. It is said that the shared management model it is possible to exist, which is a simple and effective way to manage partnerships between firms and Science and Technology Institutions. It was created by contingencies arising from regulatory stand points and resource dependence. The partnership is the result of a process of Convergence, Construction and Evaluation supported by the tripod Simplicity, Systematization and Continuity, important factors for its consolidation. In practice an organizational arrangement was built to manage innovative university-industry partnership that is defined by a dyadic relationship on two levels (institutional and technical, therefore governance is hybrid), by measuring the quarterly meetings of systematic and standardized financial contribution proportional to the advancement of research. These details have led to the establishment of a point of interaction between the scientific and technological-business dimension, demystifying they are two worlds apart

The Supplier-Relationship Management system is used by SC Department of Motor Vehicles personnel to requisition most purchases of services and materials for DMV purposes. General ledger account codes are first assigned by the shopping cart preparer. Administrative departments such as procurement, payables and budget regularly correct general ledger codes during the purchasing cycle to ensure proper reporting. DMV goals are consistent with accurate reporting of expenditures by general ledger account code. Incorrect reporting would be contrary to DMV' s vision of promoting effective and efficient business processes. Journal entries increased from 34 to 66 in FY2014 and FY20152 ; with a notable amount correcting the general ledger code. This project examines the assignment or correction of general ledger account codes for DMV's planned purchases for the purpose of process improvement.

El comercio es uno de los grandes motores del desarrollo, contribuye a la asignación eficiente de recursos y genera riqueza necesaria para la satisfacción de necesidades. Los planes de negocio permiten investigar, anticipar y diseñar estrategias comerciales adecuadas para fundamentar los procesos comerciales, propiciando un buen uso de las inversiones. Bajo estas premisas y con los resultados de la Misión Empresarial a China de la Universidad del Rosario, en el programa de Administración de Negocios Internacionales, a través de un estudio descriptivo, se construyen los componentes del sistema de negocio para la exportación de Quinua a ese mercado.
