Human activities extract and displace different substances and materials from the earth s crust, thus causing various environmental problems, such as climate change, acidification and eutrophication. As problems have become more complicated, more holistic measures that consider the origins and sources of pollutants have been called for. Industrial ecology is a field of science that forms a comprehensive framework for studying the interactions between the modern technological society and the environment. Industrial ecology considers humans and their technologies to be part of the natural environment, not separate from it. Industrial operations form natural systems that must also function as such within the constraints set by the biosphere. Industrial symbiosis (IS) is a central concept of industrial ecology. Industrial symbiosis studies look at the physical flows of materials and energy in local industrial systems. In an ideal IS, waste material and energy are exchanged by the actors of the system, thereby reducing the consumption of virgin material and energy inputs and the generation of waste and emissions. Companies are seen as part of the chains of suppliers and consumers that resemble those of natural ecosystems. The aim of this study was to analyse the environmental performance of an industrial symbiosis based on pulp and paper production, taking into account life cycle impacts as well. Life Cycle Assessment (LCA) is a tool for quantitatively and systematically evaluating the environmental aspects of a product, technology or service throughout its whole life cycle. Moreover, the Natural Step Sustainability Principles formed a conceptual framework for assessing the environmental performance of the case study symbiosis (Paper I). The environmental performance of the case study symbiosis was compared to four counterfactual reference scenarios in which the actors of the symbiosis operated on their own. The research methods used were process-based life cycle assessment (LCA) (Papers II and III) and hybrid LCA, which combines both process and input-output LCA (Paper IV). The results showed that the environmental impacts caused by the extraction and processing of the materials and the energy used by the symbiosis were considerable. If only the direct emissions and resource use of the symbiosis had been considered, less than half of the total environmental impacts of the system would have been taken into account. When the results were compared with the counterfactual reference scenarios, the net environmental impacts of the symbiosis were smaller than those of the reference scenarios. The reduction in environmental impacts was mainly due to changes in the way energy was produced. However, the results are sensitive to the way the reference scenarios are defined. LCA is a useful tool for assessing the overall environmental performance of industrial symbioses. It is recommended that in addition to the direct effects, the upstream impacts should be taken into account as well when assessing the environmental performance of industrial symbioses. Industrial symbiosis should be seen as part of the process of improving the environmental performance of a system. In some cases, it may be more efficient, from an environmental point of view, to focus on supply chain management instead.

Suomessa uudistettiin vuoden 2008 alussa uuden henkilöauton oston yhteydessä maksettava autovero sekä vuosittainen ajoneuvovero hiilidioksidipäästöihin perustuviksi. Uudistuksen taustalla olivat Euroopan unionin tavoitteet hiilidioksidipäästöjen vähentämisestä sekä jäsenmaiden autoverotuksen yhdentämisestä. Uudistuksessa verojen määrät sidottiin auton ominaishiilidioksidipäästöihin (g/km) ja autoveron keskimääräistä tasoa laskettiin kuudenneksella. Tutkimuksessa tarkasteltiin auto- ja ajoneuvoverojen uudistuksista käytyä sanomalehtikeskustelua. Media vaikuttaa keskeisesti julkisen keskustelun aiheiden ja painotusten määrittelyyn sekä sosiaalisen todellisuuden rakentamiseen. Autoverouudistuksesta käyty sanomalehtikeskustelu antaa siis osviittaa siitä, miten uudistukseen suhtauduttiin ja minkälaisena liikenteen aiheuttamien ympäristöongelmien ratkaisukeinona se koettiin yhteiskunnassa. Tutkimuksen aineistoksi valikoitiin 131 Suomen laajalevikkisimmässä sanomalehdessä, Helsingin Sanomissa, julkaistua autoverouudistusta ja ympäristöaiheita käsittelevää artikkelia. Aineisto käsiteltiin sisällönanalyysillä, jossa aineisto luokiteltiin 67 muuttujan avulla. Lisäksi aineistosta tarkasteltiin laadullisia ominaisuuksia. Autoverouudistuksen suunnittelun ja toimeenpanon yhteydessä kirjoiteltiin paljon henkilöautojen päästöistä ja niiden vähentämisestä. Kirjoittelu jäi kuitenkin yleiselle tasolle, eikä eri päästöjä eroteltu tai päästöjen määriin vaikuttavia tekijöitä analysoitu. Autoverouudistus näyttäytyi Helsingin Sanomien artikkeleissa hyvin toimivana liikenteen aiheuttamien ympäristöongelmien hallintakeinona, vaikka uudistukseen liittyi sekä päästöjä vähentäviä että niitä lisääviä ominaisuuksia. Autoverouudistuksen näyttäytymiseen tehokkaana liikenteen päästöjen hallintakeinona vaikutti kirjoittelun keskittyminen lähitulevaisuuden vaikutuksiin, pitkän aikavälin seurausten jäädessä vähemmälle huomiolle. Keskustelua ei myöskään käyty kovin kokonaisvaltaisesti, sillä kirjoituksissa käsiteltiin lähinnä ihmisten toimintaan liittyviä aiheita ekologiseen ympäristöön kohdistuvien vaikutusten jäädessä vähälle huomiolle. Lisäksi käytyyn keskusteluun vaikutti valtiovarainministeriön menettely, jossa tietoja autoveron muuttamisesta ei annettu julkisuuteen lakimuutoksen valmistelun aikana. Tämä vähensi kansalaisten mahdollisuuksia esittää näkemyksiään tulevaan uudistukseen.

The objective of the dissertation was to determine the concept of sustainable development according to current understanding and to analyze the structuration of sustainable daily life and how it varies between different groups. The present dissertation is both a literature-based theoretical study and data-based empirical research. The theoretical framework of the study was a greated model of the Structuration of Sustainability in Everyday Life. The model is based on a synthesis of Giddens Theory of Structuration (1984), Spaargaren JA van Vliet's Theory of Consumption as Social Practices (2000) and principles of sustainable development. According to the model created, sustainable everyday life is generated in a context of internal and external factors compromising the interests of ecosystems, society and business. The literature used in the thesis included international and national statements on sustainable development and research into sustainability and the transition to sustainable societies. The data were collected at Helsinki Metropolia University of Applied Sciences. The discretionary sample consisted of students of social services (n = 210) and were collected using the semantic differential technique. The data were analyzed using quantitative and qualitative methods. The results showed that the value placed on ecological, economic and social sustainability increased with age. Activity in non governmental organizations was associated with the acceptance of sustainable development as a whole and especially with global responsibility. Women's everyday life promoted sustainability more than men´s. People living in Helsinki had more sustainable ways of living than those living in the surrounding municipalities because of greater recycling and the low importance given to ownership. Prefering vegetarian food turned out to be a real opportunity for a more sustainable way of living because there were few barriers identified. Contradictory human behavior occurred when advanced sustainable consumer were ready to risk their health. The importance of communality was high and it was considered an aspect of health. The most significant obstacles to sustainable development in daily life were high costs, lack of knowledge and busyness. Similar attitudes towards sustainable development translate into different people´s behavior, which indicates complexities of the behaviour change in the context of sustainable development. The role of non governmental organizations is significant in increasing global responsibility. Education presents an opportunity to increase sustainability, but there are challenges to face from system thinking and in understanding entities in a state of transition towards sustainable everyday life. The responsibility of policy makers is paramount because high costs create a barrier to a sustainable way of living. The implementation of the concept of sustainable development should be focused on the planetary ethics which cover humans, animals, plants and ecosystems. The purpose of this study is to evaluate contemporary philosophical models for global ethics in light of the Catholic theologian Hans Küng s Global Ethic Project (Projekt Weltethos). Küng s project starts with the motto, No survival without world ethos. No global peace without peace between religions. I will use the philosophically multidimensional potential of Projekt Weltethos in terms of its possible philosophical interpretations to evaluate the general discussion of global ethics within political philosophy today. This is important in its own right, but also because through it, opportunities will emerge to articulate Küng s relatively general argument in a way that leaves less room for mutually contradictory concretizations of what global ethics ultimately should be like. The most important question in this study is the problem of religious and ideological exclusivism and its relation to the ethically consistent articulation of global ethics. I will first explore the question of the role of religion as the basis for ethics in general and what Küng may mean by his claim that only the unconditional can oblige unconditionally. I will reconstruct two different overall philosophical interpretations of the relationship between religious faith and human rationality, each having two different sub-divisions: a liberal interpretation amounts to either a Kantian-Scheiermacherian or a Jaspersian view, whereas what I call postliberal interpretation amounts to either an Aristotelian-Thomistic or an Augustinian view. Thereafter, I will further clarify how Küng views the nature of ethics beyond the question of its principal foundation in religious faith: Küng searches for a middle way between consequentialist and non-consequentialist ethics, a way in which the latter dimension has the final stake. I will then set out to concretize further this more or less general notion of the theoretical potential of Projekt Weltethos in terms of certain precise philosophico-political models. I categorize these models according to their liberal or postliberal orientation. The liberal concretization leads me to consider a wide spectrum of post-Kantian and post-Hegelian models from Rawls to Derrida, while the alternative concretization opens up my ultimate argument in favor of a postliberal type of modus vivendi. I will suggest that the only theoretically and practically plausible way to promote global ethics, in itself a major imperative today, is the recognition of a fundamental and necessary contest between mutually exclusive ideologies in the public sphere. On this basis I will proceed to my postliberal proposal, namely, that a constructive and peaceful encountering of exclusive difference as an ethical vantage point for an intercultural and inter-religious peace dialogue is the most acute challenge for global ethics today.

This study analyzes civic activity, citizenship and their gendered manifestations in contemporary Russia. It is based on a case study conducted in the city of Tver , located in the vicinity of Moscow, during 2001-2005. The data consists of interviews with civic activists and municipal and regional authorities; observations of civic organizations; and a quantitative survey conducted among local civic groups. The theoretical and methodological framework of the study draws upon a micro perspective on organization, discourse analysis, gender and citizenship theories and Pierre Bourdieu s theory of fields and capital. This study develops theoretical understanding of the characteristics and logic of civic organization in Russia. It shows that social class centrally structures the field of civic activity. Organizations can be seen as a vehicle of the educated class to advocate their interests, help themselves and seek both social and individual-level change. The study also argues that civic organizations founded during the post-Soviet era are often an institutionalized form of informal social networks. Networks, which were a central element of everyday interaction in Soviet society, are a resource and often the only resource available that can be made use of in contemporary organizational activities. The study argues that gender operates as a key structuring principle in the Russian socio-political community. Civic activity is often discursively associated with femininity and institutional politics with masculinity. Women tend to participate more than men in civic organizations, while men dominate the formal political domain. The study shows that civic organizations are important loci of communality. This communality, however, differs from the communality envisioned in the communitarian and social capital debates in the West. It is selective communality , as it is restricted to the members of the organizations and does not create generalized reciprocity and trust. Civic organizations tend to build upon and reproduce the traditional Russian organizational form of circles , kruzhki. Along with the analysis of civic activities, the study also examines the redefinition of the role and functions of the state. The authorities interviewed in this study understand civic organizations as serving those goals and interests determined by the authorities, instead of viewing them as sites of citizens self-organization around interests and problems citizens themselves deem important, or as a counterforce to the state. By contrast, civic activists understand the core of organizational activity to be advocacy of their interests and rights, tackling social problems, the pursuit of wider social change and self-help. Co-operation between authorities and organizations tends to be personified and based upon unequal, hierarchical patron-client arrangements, which inhibits the development of democratic governance. Constitutional politics in Russia, a conceptual history study of the constitutional rhetoric in the 20th century In April 2006 the Russian Constitution had its 100th anniversary. Following its late start, five constitutions have been adopted. The great number of constitutions is partly explained in my work by the fact that Russia s political system has changed many times, from one state system to another. From a monarchical state power, it changed first, with the October revolution, into the Russian Socialist Federal Soviet Republic, and after that, in 1924, into the Union of Soviet Socialist Republics. In 1991, the Russian Federation was established. The great number of constitutions can also be explained by the fact that in a one-party system, constitutional concepts became one of the most important instruments for introducing political programmes. When the political unity of the state was not only restricted by the Constitution, but also by the party ideology, the political debates concerning constitutional concepts were the key discussions for all the reformative pursuits of Soviet politics. It can be said that, in the Soviet Union, almost all political discourses dealt with constitutional concepts. In the context of restricted unity, the constitutional concepts were the most important tools to argue and create a basis for a new presentation and new political programmes. Thus, the basic feature of the Soviet political discourses has been a continuous competition regarding the constitutional concepts. By defining the constitutional concepts, a new, the political elites wanted especially to redefine, their own way, the traditional meanings of the October 1917 Revolution, and to differentiate them from those of the preceding period of power. From a methodological point of view, I argue that the Russian constitutional concepts make a conceptual historical approach very suitable, and change the focus on history. This approach studies history in contemporary contexts which follow after each other, and whose texts are the main research target. The picture of history is created through the interpretation of the original sources of contemporary contexts. Focusing on the dynamic and traditional characteristic of Russian constitutional concepts, I refer to a certain kind of value and the task of these concepts to justify and define the political and societal unity in every situation. This is done by combining the pursued future orientation of constitutional unity with the new acts of preservation of the traditional principles of the revolution. The different time layers of the constitutional concepts, the past, the present and the future, are the key aspects of storytelling in justifying the continuity and redefining the constitutional unity for the sake of reform. These aspects of constitutional concepts, in addition to all the other functions, have been the main elements of the argumentative structure of acting against opponents.

Pro gradu -tutkielmassani tarkastelen diasporia ja niihin kohdistuvaa kansainvälistä sääntelyä. Diasporilla tarkoitan valtion rajojen ulkopuolella asuvia ihmisiä, joilla on jokin, esimerkiksi etninen tai kieliside tuohon valtioon. Valtiolla puolestaan voi olla jokin intressi suhteessa diasporaansa. Diasporiin liittyvät kysymykset ovat ajankohtaisia globaalissa maailmassa, jossa ihmisillä on entistä enemmän mahdollisuuksia pitää siteitä yllä useampaan kuin yhteen valtioon. Diasporien ohella kirjallisuudessa puhutaan myös kin-state -problematiikasta, kun viitataan valtioiden harjoittamaan politiikkaan, joka pyrkii vaikuttamaan toisen valtion alueella asuvien tai oleskelevien ihmisten asemaan. Tutkimuksen teoreettinen viitekehys on englantilaisen koulukunnan ajatus kansainvälisestä yhteisöstä ja sille keskeisistä primaari-instituutioista, kuten valtiosuvereniteetti ja kansainvälinen oikeus. Se, miten valtio politiikassaan suhtautuu instituutioihin, kertoo valtion suhteesta kansainväliseen yhteisöön yleensä. Instituutioita voidaan puolestaan tarkastella tiettyjen kapea-alaisempien normien, sekundaari-instituutioiden, valossa. Edellä mainittuna sekundaari-instituutiona esitellään tutkielmassa se kansainvälinen normisto, joka vaikuttaa diasporien asemaan valtioiden välisessä politiikassa. Normisto perustuu Yhdistyneiden kansakuntien, Euroopan neuvoston ja ETYJ:n sopimuksiin ja suosituksiin. Kansainvälisen oikeuden lähtökohta on, ettei valtio voi puuttua diasporakseen katsomiensa ihmisten asemaan toisessa valtiossa edes ääritapauksessa, jossa asuinvaltio epäonnistuu tehtävässään suojella toisen valtion kansalaisia tai vähemmistöjään. Reagointivastuu on kansainvälisellä yhteisöllä – vaikka interventiota ulkomailla olevien kansalaisten suojelemiseksi onkin suoritettu sekä kylmän sodan aikana että sen jälkeen. Interventiot eivät ole diasporapolitiikan ainoa muoto ja monilla valtioilla onkin niin sanottuja diasporalakeja, joiden puitteissa ne voivat vaikuttaa diasporiensa asemaan. Koulutukseen ja kulttuuriin liittyvä tuki on eurooppalaisissa suosituksissa katsottu hyväksyttäväksi, mutta muiden tukimuotojen ulottamista diasporiin tulee harkita ja soveltaa vain erityistapauksissa, jos politiikalla on valtion toimivallan ulkopuolella vaikuttavia seurauksia. Tutkimus näyttää, että diasporakysymysten sääntely on kansainvälisessä yhteisössä vielä osin määrittelemätöntä sekä altista valtioiden tulkinnoille. Esimerkkinä valtioiden tulkinnoista ja niiden harjoittamasta diasporapolitiikasta tarkastellaan Venäjän federaation politiikkaa, sillä Venäjän ulkopolitiikassa esillä pidetty kiinnostus suojella ulkomailla olevia kansalaisia ja maanmiehiä on herättänyt myös kansainvälistä huomiota. Venäjän politiikan tarkastelu luo kontekstin, jossa tutkielman varsinaista kiinnostuksenkohdetta, Suomen venäläisen diasporan asemaa, on mahdollista tarkastella. Tutkimusaineistoa ovat Venäjän johdon lausunnot liittyen viimeaikaisiin Suomen ja Venäjän välisiin nk. lapsikiistoihin. Teoriaohjaava sisällönanalyysi aineistosta esittää, että vaikka vihjeitä politiikassa yleisesti esiintyvästä nk. suojelupuheesta on havaittavissa myös Suomen venäläisen vähemmistön asemaan liittyen, ei Venäjä lapsikiistoissa kuitenkaan suoraan loukannut Suomen suvereniteettia tai kansainvälistä oikeutta. Tiettyjen puhetapojen ja esimerkiksi lapsiasiamies Astahovin toiminnan voidaan kuitenkin tulkita olevan kansainvälisen normiston vastaisia ja siten myös loukkaavan suvereniteettia ja kansainvälisen oikeuden henkeä. Teoreettisen viitekehyksen tehtävä oli ensisijaisesti antaa näkökulmia aineiston tarkasteluun. Venäjän politiikan suhde suvereniteettiin ja kansainväliseen oikeuteen suhteessa tässä tarkasteltuun politiikkakysymykseen kertoo kuitenkin myös Venäjän asemasta kansainvälisen yhteisön jäsenenä. Diasporanormistoon sitoutuminen osoittaa Venäjän sitoutuneen ainakin periaatteellisella tasolla solidaristiseen, yhteisiä normeja jakavaan kansainväliseen yhteisöön – toisaalta Venäjän viime vuosien politiikka kuitenkin osoittaa Venäjän samalla haastavan myös pluralistisille yhteisöille keskeisiä valtiosuvereniteetin ja kansainvälisen oikeuden noudattamisen periaatteita. My thesis concerns the plans drawn up by architect Bertel Liljequist (1885 1954) for an industrial corporation and a city in Finland during the interwar years. These were two quite different clients: the Kymi Company operating in Kuusankoski and the City of Helsinki. My study includes the micro-examination of the wider social issues involved. That the industrial community and factories in Kuusankoski be constructed correctly in a way supporting corporate strategy was of primary importance for the company s operations. Through the planning process for Helsinki s abattoirs, I show how a city dealt with the twin problems of hygiene and increasing demand for food resulting from a growth in population. I clarify how society and its economic, political and class structures affected the practice of architecture and its expression in the built environment. I analyse how the different backgrounds and starting points of the clients affected the construction projects under study and architect Bertel Liljequist s work. In studying Liljequist as an industrial designer, I have considered it vital to ascertain the client s intentions and objectives within the framework of the prevailing social situation. I examine the meanings the client wished the architecture to express and also to communicate to those working in the factory and the area as well as to the workers living on company land. The social outlook of the owners and management of Kymi Company implicitly affected the appearance of the factory. A brick fairface for the factories was a safe and natural material at the beginning of the 1920s when taking into consideration the events of the 1918 Civil War. To have built a White factory in the style of a defence building would have been provocative. Outside the factory gates, however, the company supported White architecture. The company used the factory buildings to manifest its power and the dwellings to bind the workers and make them loyal to the company. Architecture was thus one way in which the company manifested its position as the higher and undisputed authority. The role of the City of Helsinki within the planning process was for its officials to provide expert opinions but also to arrange study trips for the architect and the abattoir s general manager. The city also decided on the standard of the design. The city s responsibility for the health of its inhabitants and the requirements of modern meat production can be seen in the minimal architecture and clear functionality of the plant. The architecture left no doubt about the trustworthiness of the modern city. Translation: Michael Wynne-Ellis

The present study examines citizen participation in local government and municipal democracy. Previous research has shown that the prerequisite for active citizenship lies in the opportunities available for local residents to determine which perspectives and planning needs are relevant. This research looks at whether the conception of knowledge employed in municipal planning allows for this kind of active role for local citizens. Methodologically the study employs an hermeneutic approach. The aim has been to identify various approaches steering the practice of municipal democracy. The theory behind the study comes from the assumption of the intersubjectivity of reality. Construing the rationality of one s own behaviour is seen as a prerequisite for meaningful action. In this context, criteria for the functionality of municipal democracy and the purpose of strengthening citizen participation are defined. The study is divided into two parts. Firstly, the purpose of participation and the opportunities for local residents to contribute is examined theoretically with reference to previous studies. The intention is to provide an overview of the Finnish cross-disciplinary debate on resident participation. This debate is reflected onto the prevailing views on changes in the municipal operating environment and modes of operation. In conclusion, a theoretical model is constructed to explain how the various modes of operation in regional municipalities affect the purpose of resident participation and the utilisation of information received through this participation. The second part of the study discusses the utilisation of this information and knowledge acquired through the participation of local residents and all those involved in political and administrative processes in municipalities. These first-hand reports are analysed using the model constructed earlier in the study. The goal is to understand how political and administrative practice affects opportunities for local residents to participate and contribute. The core of this analysis is based on the pragmatic conception of knowledge employed in municipal administration. The study argues that the normal practice of municipal administration does not support the systematic utilisation of local residents experience. This is caused by two interlinked factors: firstly, knowledge constructed through these practices requires that the knowledge is apolitical; secondly, arising from this there is confusion with regard to when during a planning process does information obtained from the public become relevant; in other words, what are the politics of knowledge? The study suggests that the solution is in the complementary concept of knowledge, which implicitly acknowledges the politics of knowledge. The complementary concept of knowledge would serve the politicisation of issues on the level of interpretations linked with social reality, an indispensable requirement for functional democracy. The dissertation focuses on the recognition of the problems of uneven regional development in Finland in the 1950s, and the way the idea of controlling this development was introduced to Finnish politics. Since it is often stated that Finnish regional policy only began in the mid-1960s, the period at hand is considered to fall in the time before regional policy. However, various ideas, plans and projects of regional development as well as different aims of development were brought forward and discussed already in the 1950s. These give an interesting perspective to the ideas of later regional development. In the 1950s, many Finnish politicians became more conscious of the unavoidable societal change. The need for overall modernisation of the society made it reasonable to expect a growing level of unemployment and eagerness to migration. The uneven distribution of well-being was also feared to cause discontent and political changes. International experience proved interfering in the regional development possible when using the argument of public interest ; the measures taken increased the level of well-being, helped sustain societal balance, and supported national economy. Many of the development projects of the 1950s focused on Northern Finland, the natural resources of which were considered an important reserve and the political climate of which was regarded unstable. After the late 1940s, regional development was discussed frequently both on the national and the regional level. Direct and indirect support was given to less developed areas and the government outlined thorough investigations in order to relieve the regional problem. Towards the end of the decade, the measures taken were already often connected to the idea of equality. In the 1950s the conflicts within and between the largest Finnish political parties significantly affected the decisions of regional development. There are three case studies in this qualitative research based on the narrative method. The case studies clarify the characteristics of the 1950s regional development. In the first one, the representatives of the northern region and the state first discuss the location of a state-run nitrogen fertilizer factory and later the location of a new university. In the second, the aims and perspectives of private entrepreneurs and the state collide due to ideas of statist industrialisation projects and later due to an idea of a tax relief targeting northern industry. In the third case, the main role is given to the changing rural areas, in relation to which societal development and urbanisation were often measured. The regional development of the 1950s laid groundwork for the new, more established regional policy. The early problem solving actions were aimed both at the prevailing situation and the future and thus showed the way for the upcoming actions. Regional development policy existed already before regional policy.

This study in church history deals with the formation of aims in the church politics of the Centre Party during a period of extensive politicisation in Finnish society – 1966 to 1978. The focus is on the processes of creating political input within the party organisation. The most important source material consists of the records of the highest party organs as well as material from the party office and the party’s committee for church politics. In the late 1960s, at a time of leftist radicalism in Finnish society, issues concerning the Church were seldom dealt with in the highest party organs, even though informal discussion took place within the party. This phase was followed by a conservative reaction in society during the 1970s. The rightist trend as well as the ongoing politicisation process substantially strengthened the role of church politics in the party. An aim of great importance was to prevent those supporters who belonged to the Lutheran revival movements from moving into the Finnish Christian League. Therefore it became increasingly important to prove that the Centre Party was defending the Church as well as so-called Christian values in state politics, e.g., by advocating religious instruction in schools. The Centre Party also defended the independence and legal status of the Church, at the same time positioning itself against Finland’s Social Democratic Party. Many party members were of the opinion that the church politics should have been about defending the Church and Christian values in state politics instead of defending the proportional share of the party’s seats in the ecclesiastical decision-making system. Nevertheless, the struggle for hegemony between the Centre Party and the Social Democrats was reflected in the Evangelical Lutheran Church particularly since 1973. Thus the aims of church politics were increasingly directed towards ecclesiastical elections and appointments in the 1970s. To justify its activities in church elections, the party stressed that it was not politicising the Church. To the contrary, it was asserted that the church leaders themselves had politicised the Church by favouring the Social Democrats. These alleged efforts to affiliate the Church with one political party were strictly condemned in the Centre Party. But when it came to the political parties’ activity in church elections, opinions diverged. Generally, the issues of church politics resembled those of the party’s trade union politics in the 1970s.

The Birth of the Minority State Church Development of the legal relationship between the state of Finland and the Finnish Orthodox Church 1917 1922 Mika Nokelainen, University of Helsinki, Finland. The present research seeks to explain how the legal relationship developed between the state of Finland and the Orthodox Church of Finland. The main focus is on three statutes: 1) the Statute of the Orthodox Church in Finland as stated by Prime Minister J. K. Paasikivi s cabinet in November 1918, 2) The Republican Constitution of July 1919 and 3) The Freedom of Religion Act of 1923. This study examines how different political goals influenced the three statutes mentioned above. Another important factor that is taken into account is the attitude of the Lutheran Church of Finland, the church of the national majority, towards the Orthodox minority and its judicial position in the country. Finland became independent in December 1917, in the aftermath of the November Revolution in Russia. The Orthodox Church already had hundreds of years of history in Finland. In the 19th century, several statutes by emperors of Russia had made the Orthodox Church an official state church of Finland. Due to the long history of the Orthodox Church in Finland, Prime Minister Paasikivi s cabinet made the decision to support the church in the spring of 1918. Furthermore, the cabinet s goal to occupy East Karelia increased its willingness to support the church. The Finnish-national Orthodox Church was needed to educate the East-Karelians. A new statute on the Orthodox Church in Finland came into force in November 1918, reorganising the administration, economy and legal relationship between the church and state in Finland. With this statue, the cabinet gained some authority over the church. Sections of this statute made possible, for example, the cabinet s interference in the internal affairs of the church. The Republican Constitution of 1919 included the principle of freedom of religion. The state, which previously had been Lutheran, now became non-denominational. However, the Republican Constitution explicitly mentioned the Lutheran as well as the Orthodox Church, which indirectly confirmed the position of the Orthodox Church as the second state church of Finland. This position was finally confirmed by the Freedom of Religion Act in 1923. In general, the Lutheran Church of Finland did not resist the judicial position of the Orthodox Church. However, some Lutherans regarded the Orthodox Church with suspicion because of its intimate connection with Russia.

The study analyses European social policy as a political project that proceeds under the guidance of the European Commission. In the name of modernisation, the project aims to build a new idea for the welfare state. To understand the project, it is necessary to distance oneself from both the juridical competence of the European Union and the traditional national welfare state models. The question is about sharing problems, as well as solutions to them: it is the creation and sharing of common views, concepts and images that play a key role in European integration. Drawing on texts and speeches produced by the European Commission, the study throws light on the development of European social policy during the first years of the 2000s. The study "freeze-frames" the welfare debate having its starting points in the nation states in the name of the entity of Europe. The first article approaches the European social model as a story in itself, a preparatory, persuasive narrative that concerns the management of change. The article shows how the audience can be motivated to work towards a set target by using discursive elements in a persuasive manner: the function of a persuasive story is to convince the target audience of the appropriateness of the chosen direction and to shape their identity so that they are favourably disposed to the desired political targets. This is a kind of "intermediate state" where the story, despite its inner contradictions and inaccuracies, succeeds in appearing as an almost self-evident path towards a modern social policy that Europe is currently seen to be in need of. The second article outlines the European social model as a question of governance. Health as a sector of social policy is detached from the old political order, which was based on the welfare state, and is closely linked to economy. At the same time the population is primarily seen as an economic resource. The Commission is working towards a "Europe of Health" that grapples with the problem of governance with the help of the "healthisation" of society, healthy citizenship and health economics. The way the Commission speaks is guided by the Union's powerful interest to act as "Europe" in the field of welfare policy. At the same time, the traditional separateness of health policy is effaced in order to be able to make health policy reforms a part of the Union's wider modernisation targets. The third article then shows the European social policy as its own area of governance. The article uses an approach based on critical discourse analysis in examining the classification systems and presentation styles adopted by Commission communications, as well as the identities that they help build. In analysing the "new start" of the Lisbon strategy from the perspective of social policy, the article shows how the emphasis has shifted from the persuasive arguments for change with necessary common European targets in the early stages of the strategy towards the implementation of reforms: from a narrative to a vision and from a diagnosis to healing. The phase of global competition represents "the modern" with which European society with its culture and ways of life now has to be matched. The Lisbon strategy is a way to direct this societal change, thus building a modern European social policy. The fourth article describes how the Commission uses its communications policy to build practices and techniques of governance and how it persuades citizens to participate in the creation of a European project of change. This also requires a new kind of agency: agents for whom accountability and responsibilities mean integration into and commitment to European society. Accountability is shaped into a decisive factor in implementing the European Union's strategy of change. As such it will displace hierarchical confrontations and emphasise common action with a view to modernising Europe. However, the Union's discourse cannot be described as being a political language that would genuinely rouse and convince the audience at the level of everyday life. The research topic is the formation of nuclear family understanding and the politicization of nuclear family. Thus, the question is how did family historically become understood particularly as nuclear family and why did it become central in terms of politics and social? The research participates in discussions on the concept and phenomena of family. Central theme of analysis is to ask what is family? Family is seen as historically contingent and the discussions on the concept and phenomena are done via historical analysis. Center of attention is nuclear family, thus, a distinction between the concepts of family and nuclear family is made to be able to focus on historically specific phenomena of nuclear family. Family contrary to the concept of nuclear family -- in general is seen to be able to refer to families in all times and all cultures, as well as all types of families in our times and culture. The nuclear family understanding is examined through two separate themes, that of parent-child relationships and marital relations. Two simultaneous processes give nuclear family relations its current form: on the one hand the marital couple as the basis of family is eroding and losing its capacity to hold the family together; on the other, in Finland at least from 1950s on, the normal development of the child has became to be seen ontologically bound to the (biological) mother and (via her to) the father. In the nucleus of the family is the child: the biological, psychological and social processes of normal development are seen ontologically bound to the nuclear family relations. Thus, marriages can collapse, but nuclear family is unbreakable. What is interesting is the historical timing: as nuclear family relations had just been born, the marriage dived to a crisis. The concept and phenomena of nuclear family is analyzed in the context of social and politics (in Finnish these two collapses in the concept of yhteiskunnallinen , which refers both to a society as natural processes as well as to the state in terms of politics). Family is political and social in two senses. First, it is understood as the natural origin of the social and society. Human, by definition, is understood as a social being and the origin of social, in turn, is seen to be in the family. Family is seen as natural to species. Disturbances in family life lead to un-social behaviour. Second, family is also seen as a political actor of rights and obligations: family is obligated to control the life of its members. The state patronage is seen at the same time inevitable family life is way too precious to leave alone -- and problematic as it seems to disturb the natural processes of the family or to erode the autonomy of it. The rigueur of the nuclear family is in the role it seems to hold in the normal development of the child and the future of the society. The disturbances in the families first affect the child, then the society. In terms of possibility to re-think the family the natural and political collide: the nuclear family seems as natural, unchangeable, un- negotiable. Nuclear family is historically ontologised. The biological, psychological and social facts of family seem to be contrary to the idea of negotiation and politics the natural facts of family problematise the politics of family. The research material consists of administrational documents, memoranda, consultation documents, seminar reports, educational writings, guidebooks and newspaper articles in family politics between 1950s and 1990s.

Tutkin Pro Gradu – tutkielmassani kansainvälisen yhteisön toimeenpanemien sanktioiden ongelmallisuutta, niiden toimivuuden näkökulmasta. Aiempien tapausten valossa, sanktioiden suurimpana kärsijänä on usein nähty olevan siviiliväestö. Sanktioista huolimatta ne henkilöt ja ryhmät joiden katsotaan ollen vastuussa tilanteesta, ovat kuitenkin kyenneet jatkamaan toimintaansa. Sanktio-keskustelua onkin jakanut suhtautuminen sanktioiden hyödyllisyyteen, ennen kaikkea siihen miksi niitä käytetään kun ne eivät toimi. Pyrin työlläni osallistumaan kyseiseen keskusteluun kansainvälisten suhteiden tutkimuksen näkökulmasta. Aikaisemmin akateemista keskustelua on käyty pitkälti oikeudellisesta sekä taloudellisesta näkökulmasta. Työ on teoriasidonnainen tutkimus, jossa vertailevan tapaustutkimuksen keinoin haetaan teorioista tukea esimerkkitapausten käsittelyyn sekä johtopäätöksien tulkintaan. Tutkimuskysymystä lähestytään ensiksi aihepiirin teoreettisen sisällön esittelyllä, jonka jälkeen sitä sovelletaan kolmeen esimerkkitapaukseen. Esimerkkitapaukset ovat Rhodesia, Etelä-Afrikka ja Zimbabwe. Maat on valittu niiden sanktioihin johtaneiden olosuhteiden samankaltaisuuden vuoksi. Zimbabwe on lisäksi esimerkki sanktioissa ja niiden käytössä tapahtuneesta muutoksesta. Muutos on ollut siirtyminen kokonaisvaltaisista sanktioista kohdennettuihin sanktioihin. Teoreettisena viitekehyksenä työssä on toimijoiden rationaalinen toiminta, jonka lähtökohtana ovat heidät omat intressit. Kyseinen toiminta myötävaikuttaa osaltaan sanktioiden toimimattomuuteen, toimijoiden suhteuttaessa aina oman toimintansa muiden toimintaan. Sanktiokeskustelun sijoittumista tieteellisessä keskustelussa selvennän regiimiteorian avulla. Sanktioiden eri osapuolten toimintaa pyrin vuorostaan tuomaan esille rationaalisen valinnan teorian, eritoten peliteorian, avulla. Mainitun lisäksi tuon esille myös poliittisen päätöksenteon epävarmuuden, sekä sen vaikutukset osapuolten toimintamalleihin. Hypoteesina tutkimukselle on, että sanktioita lähettävien maiden keskinäisen yhteistyön heikkous sekä niiden omat kansalliset intressit vaikeuttavat sanktioiden toimintaa. Lähteinä työssä on käytetty julkisia lähteitä, jotka käsittelevät aihepiirin yleistä sekä teoreettista keskustelua. Esimerkkitapauksissa on käytetty myös julkisia lähteitä, sekä aikalaiskirjoituksia. Viimeksi mainitun taustalla on kahden esimerkkitapauksen, Rhodesian ja Etelä-Afrikan, historiallinen näkökulma. Kolmen esimerkkitapauksen kautta, tutkielmassani vahvistuu siinä esitetty hypoteesi. Tämän mukaan sanktioiden toimintaa vaikeuttavat sanktiota lähettävien maiden keskinäisen yhteistyön puute sekä niiden kansalliset intressit. Yhtä lailla sanktioitavat maat ovat sanktioprosessien hitaudesta johtuen kyenneet ennakoimaan ja varautumaan tuleviin muutoksiin. Esimerkkitapauksista Rhodesian ja Etelä-Afrikan kohdalla halutun muutoksen taustalla voidaan katsoa olleen pääasiallisesti muut tekijät kuin sanktiot. Zimbabwen osalta voidaan vuorostaan todeta, että siinä missä kokonaisvaltaiset sanktiot eivät toimineet Etelä-Afrikan ja Rhodesian tapauksissa halutulla tavalla, kohdennetut sanktiot ovat olleet yhtä lailla ongelmallisia. Esimerkkitapausten tuloksista ei voida vetää vedenpitäviä johtopäätöksiä joilla kyettäisiin arvioimaan tai ennustamaan sanktioiden toimivuutta kokonaisvaltaisemmin. Syynä on kansainvälisten sanktio-tapausten yksilöllisyys sekä sanktioiden käytön kiistanalaisuus kansainvälisessä politiikassa.
