The 1988 Constitution was the legal marc to define changes in Brazilian State with major importance to the layout of public politician. In that moment of redefinitions e openness to new ways the redemocratization, participation and decentralization of public school had as their starter the elementary school. This work focus on the manage of FUNDESCOLA, particularly one of its politics called PDE (Educational Development Plan) wich purpose is guarantee a better quality in teaching and spread out democracy throughout its methodology. It was chosen two public schools: Professor Ulisses de Gis and Antonio Campos. The theoretical and methodological orientation is based on the theory of participative democracy developed by authors such as Putnam and Pateman. They says that a cultural background precedes individual participation in society. The collected data (educational legislation, surveys with all sectors of schools and technicians of Natal educational secretary, and relevant documents of de institutions) showed that PDE. Implementation had opposite runnings in the schools studied. In one, as a consequence of bad preparations of its teachers to absorve its methodology, PDE failed. In another way, PDE achieved its goals, especially helping the structure of action plans of the school and the administrative organization making possible several pedagogic activities planned. The work concludes that the main factor the failure or success of PDE relies on the organizational (both political and pedagogical) structure of each school. This discovery implies three important guidelines when comes to formulation of public politicians: a) Constitution of school; b) the local actors who manages the actions; c) the colletive interest in taking part of decisions

This study reflects on the conflicts that exist between the different forms of participation and the political representation manifested by community organizations and social movements in the city of Natal/RN. The objective is to better understand the process of political participation of the popular classes and how the different actors have represented collective demands in the struggle for rights. To this end, we mapped the organizations, social movements and participation spaces, through a type of participant research, in which we had the opportunity to experience and study different forms of collective action and events instigated by the community organizations and the Movement for the Struggle in the Neighborhoods, Villages and Slums (Movimento de Luta nos Bairros, Vilas e Favelas) MLB. From the theoretical contributions of authors such as Maria da Glria Gohn, Marco Aurlio Nogueira, Virginia Fontes, Vera da Silva Telles, Roberto Da Matta and Carlos Montao, as well as the empirical data collected, the study revealed that on representing their segments and occupying different spaces of participation, some actors have formed partnerships with the State, putting collective demands on a second plane. Contrarily, other actors have articulated their struggle around collective demands and manifested through direct action, mobilizing and asserting themselves in defense of a project for society

Este estudio tiene por objeto investigar la política de democratizacin de la administracin educativa de la consideracin de los procesos socio-histricos que participaron en el programa de modernizacin de los paradigmas de administracin, por la forma en que la política de descuentos y que se entiende por los sujetos dentro de la escuela. Se considera que la democracia defendida por la política de democratizacin de la educacin por el neoliberalismo / gerencialismo, siendo el resultado de un acuerdo que aspira a dirigir la sociedad hegemnica, portador del gen, las diferentes concepciones de la democracia, por lo tanto, en su en el interior se colocan en posicin, los elementos conceptuales de los diferentes proyectos de la sociedad. Por lo tanto, vamos a ver cmo, en el Estado Dom Escuela Nivaldo Monte, esta política se (re) significado y transformado por los sujetos, incluyendo las diferentes formas que se delinean en la dimensin de la democracia, autonoma, participacin y representacin. Aborda el tema de estudio en vista del materialismo histrico y dialctico, por lo que consideramos que es posible examinar el objeto en sus fronteras, pero no de manera fragmentada o enajenados o la mediacin de la determinacin del capital econmico, poltico, cultural y simblica de la sociabilidad la globalizacin, para superar los matices asignado a estructuralista metodologa de diseo terico adoptado, usado, en el entendimiento de que considera que la macro y micro estructuras estn formadas por una relacin de complementariedad entre los procesos micro y macro. Entre nuestras conclusiones parciales, que argumentan que la gestin democrtica y la gestin de la administracin son diferentes formas de administracin, antagnicos, aunque este efecto fue una especie de coincidencia, le distinguen: en primer lugar, si queremos apoyar la calidad de las escuelas pblicas, y en segundo lugar que la organizacin de gestin crea las condiciones para la gestin democrtica legal y legtimo, mientras que se establecen las condiciones que tanto impracticable y difcil como imposible y muy difcil de llevar a cabo la gestin de la administracin que conduce a la conclusin de que, finalmente, la gestin democrtica es imposible de llevarse a cabo por medio de la gerencia pblica y la gerencia pblica es imposible de llevarse a cabo por medio de la democracia. Sin embargo, la participacin institucionalizada de la gerencia pblica puede promover la extensin del control social sobre el estado y contribuir a la transformacin social, que parece que est un reto difcil, pero no improbable, y es probable que se siga investigando.

This paper analyzes the political participation of Social Workers at the Social Service Regional Council Region 14th. The theoretical and methodological framework of this investigation has as its perspective the totality of social life and its determining relations within the object of study. To the production, analysis and collecting of data it was used a qualitative approach considering a bibliographical and documental research as well as a series of twelve interviews with 2005-2008 and 2008-2011 managing counselors of CRESS/RN. It was also used the data obtained from other special interviews held with the social workers in the period between 2007 and 2008. The results of this study allow and affirm the political dimension of Caseworkers and the CRESS/RN as a space of political activity with opportunities for effective and collective elaboration of strategies in order to reach the fulfillment of the ethical and professional policy of the Social Work. From a historical viewpoint, the beginning of this process is marked by the struggle for democracy, the end of military dictatorship, the establishment of the State of Human Rights. The Democratization of the so called Federal Council of Social Workers and its Regional Councils of Social Workers, CFAS / CRAS, respectively, area a result of the participation of the category in an effort to fight for democratization in Brazil. The objective of this research, so, is to understand which the socio-historical determinants are, that focus objectively and subjectively in the demobilization of social workers in CRESS Region 14th - in the contemporary and historical context. Among the results obtained we identified the ignorance of some professional workers and also of some advisors, regarding the existence and the role of the Council, as well as the commercialization of Education that compromises the quality of the professional training in its theoretical and methodological, ethical and political dimensions. According to our understanding, this shows a the presence of a non-critical professional profile based on a false reality, on the precariousness of employment contracts which undermine the political organization and submit the worker to various social exploring mechanisms such as double shift and ultimately the fragility of the management of the Regional Council -, as a consequence of the offensive capitalist system that ideologically invests to stop the political organization founded in a critical and democratic perspective. The low participation of some advisors and, in general, the category in CRESS / RN, despite its objective conditions, is a reality and it is presented to us as a challenge to future managements and policy consolidation to society. Inasmuch as the category intends to guarantee the high quality of its social workers, the demands of future counselors, their skills and abilities in dealing with regulatory issues, administrative policies that pervade the everyday life of CRESS / RN are necessary

After a long period of military dictatorship, the Brazilian people, following the redemocratization in the late 1980s, experimented the possibility of electing their political representatives. This experience of democracy and citizenship included in the electoral process, now, appear as one of the main challenges to make the Brazilian public schools more democratic and participative, through the election of school managers. The purpose of this paper is to discuss the historical aspects of the process of electing representatives in Brazil and the possibilities of direct elections for school managers. At first recovering the struggle of the Brazilian society in search of an effective political participation and, subsequently, pointing out the limits and possibilities of the introduction of direct elections for school managers as a mechanism to consolidate a more democratic school.

Amongst thematic networks, strategic laboratories and master and doctorate scholarships awarded by the National Program of Nanotechnology, an actor of great relevance can be distinguished due to its relative absence: the lay people, once more relegated to a secondary agent in Brazilian democracy, although citizens views have been increasingly recognized all over the world as an indispensable factor to the science and technology public policies which are intended to be democratic. Whereas Europe and United States have incorporated public values and feelings in the policy planning, Brazil is still waiting for opportunities of public participation in the definition of research guidelines. This paper examines contemporaneous demands of science communication to the strengthening of citizenship, aiming to offer contributions to a debate directed to question the present arrangement of antidemocratic indifference towards the public adopted in the formulation of public policies in Brazil.

Mapeamento das dissertaes e teses referentes subrea da comunicação popular, alternativa e comunitria (CPAC) desenvolvidas nos Programas de Ps-Graduao em Comunicação stricto sensu no Brasil, de 1972 a 2012. Dentre os objetivos esto localizar as pesquisas; os autores; sua distribuio no tempo e espao; identificar as instituies e orientadores que impulsionam a subrea; definir as abordagens terico-metodolgicas; e apontar autores/conceitos referncia. Por meio de pesquisa exploratria e aplicao de quatro filtros, chegou-se a uma amostra final de 102 pesquisas, 87 dissertaes e 15 teses, submetidas anlise quantitativa, por meio de Anlise de Contedo a partir de partes pr-definidas (Resumo, Palavras chave, Introduo, Sumrio, Consideraes Finais e captulo metodolgico, quando presente), e a uma anlise qualitativa do contedo completo das 15 teses. O mtodo que orienta esta pesquisa o histrico dialtico, na perspectiva da busca de uma anlise de conjunto e atenta s contradies e mudanas que o objeto est implicado; e a pesquisa bibliogrfica que a fundamenta se ancora em autores como Jorge Gonzlez, Cicilia Peruzzo, Regina Festa, Pedro Gilberto Gomes, Gilberto Gimnez e Augusto Trivios e foi realizada com o apoio do software NVivo. Resultados quantitativos indicam: a) predominncia de pesquisas sobre comunicação comunitria (68%) b) predominncia de estudos empricos (79%); c) a variedade de denominaes atribudas s experincias pelos pesquisadores; d) a constante luta das classes populares por democratizao da comunicação e por direitos sociais ao longo dos anos; e) a influncia e importncia dos intelectuais orgnicos nas experincias estudadas, f) problemas metodolgicos; g) UMESP, USP e UFRJ como instituies protagonistas, e, h) Cicilia Peruzzo e Raquel Paiva como as que mais orientam teses e dissertaes sobre a temtica. Quanto anlise qualitativa verificaram-se alguns critrios que permeiam a CPAC: 1) a definio de classes subalternas; 2) a importncia da participação ativa das comunidades nos processos de comunicação; e 3) formas, contedos e objetivos que se complementam e do identidade s experincias

A presente dissertao analisa como o Partido Social Cristo (PSC), ao longo do tempo, se apropriou da identidade religiosa de seus atores polticos que na sua maioria so membros da Frente Parlamentar Evanglica, os quais defendem no espao pblico a famlia tradicional, em detrimento da pluralidade de arranjos familiares na contemporaneidade. Para explicitar o objeto - famlia tradicional e PSC -, foi necessrio retroceder no tempo e investigar na historiografia os primrdios da insero dos evanglicos na política brasileira. Em vista disso, analisamos a participação dos evanglicos nos respectivos perodos do Brasil: Colnia, Imprio e Repblica. A dificuldade da entrada de evanglicos na política partidria, dentre outros fatores, se deve influncia do catolicismo no Estado. Assim sendo, averiguamos em todas as Constituies (1824, 1891, 1934, 1937, 1946, 1967, 1969 e 1988) o que a mesma diz no que tange a proibio e a liberdade religiosa no pas. Logo, verificamos entre as Eras Vargas e Repblica Populista, que ocorreu com intensidade a transio do apoliticismo para o politicismo entre os evanglicos brasileiros, porm, eles no recebiam o apoio formal de suas igrejas. Em seguida, a participação dos evanglicos na arena política durante a ditadura militar foi investigada com destaque para o posicionamento de vanguarda da IECLB, atravs do Manifesto de Curitiba e, tambm com a presena de parlamentares evanglicos no Congresso Nacional. A politizao pentecostal ressaltada em nosso trabalho, atravs do pioneirismo de Manoel de Mello e, depois na Redemocratizao quando as instituies evanglicas se organizaram para eleger seus candidatos Assembleia Nacional Constituinte. E, com o fim do regime militar, o PSC surge como partido nanico, contudo, deixa o anonimato e ganha visibilidade miditica quando o pastor e deputado, Marco Feliciano, assume a presidncia da Comisso de Direitos Humanos e Minorias, em 2013. Esse o pano de fundo histrico que projetou o PSC e seus atores no pleito de 2014 com o mote famlia tradicional.

This study aims to bring reflection on the legitimacy crisis of the Brazilian representative democracy, which results in non-attendance of fundamental rights, regarding legal and social facts in light of the existing constitutional order and seeking solutions in more democratic procedures and in a more humane, critical, democratic and collaborative education. It has been an issue for some time the understanding that the authorities do not meet the basic needs of Brazilian citizens - the only way to make them autonomous and sufficiently able to conduct their lives in a competitive and globalized labor market. Such situation only worsened - as illustrated by the social movements in mid-2013 - when people took to the streets, showing a noticeable dissatisfaction with public services in general, and some other groups presenting specific complaints in those events. To find solutions or at least suggestions for the reflection of the problem found, a current approach to public authorities was necessary attempting to reveal how the constitutional order authorizes their operation and how - in fact - they act. In this endeavour, the legitimacy of power was discussed, involving the analysis of its origin, to whom it belongs and the legitimacy of deficit situations, concluding that it is only justified as it gets more democratic influence, with greater participation of people in its deliberations and decisions, with its plurality and complexity. Research carried out by official institutions was necessary to have evidence of the low level of social development of the country and the nonattendance of minimum basic rights, as well as exposure to various acts and omissions which show that all public authorities do not legitimately represent the people's interests. The competence of the Supreme Court to establish the broader scope of the remuneration policy in the public service received proper attention, presenting itself as an effective means to promote the reduction of the remuneration and structural inequality in public service and contributing to better care of fundamental rights. Also, considerations were made about the Decree 8243/2014, which established the National Policy for Social Participation (NPSP) and the National System of Social Participation (NSSP) and took other measures with the suggestion of its expansion into the legislative and judiciary powers as a way to legitimize the Brazilian democracy, considering its current stage. In conclusion, it is presented the idea expressed by the most influential and modern pedagogical trends for the creation of a participatory, solidary, non-hierarchical and critical culture since the childhood stage. This idea focuses on the resolution of questions addressed to the common good, which considers the complexity and the existing pluralism in society with a view to constant knowledge update. Knowledge update is in turn dynamic and requires such action, instilling - for the future generations - the idea that the creation of a more participatory and collaborative democracy is needed to reduce social inequality as a way to legitimize and promote social welfare, with the implementation of a policy devoted to meet the minimum fundamental rights to ensure dignity to the population.

Public communication is based on the public interest and the effective democratization of communication in publics agencies. Access to information is the base for this is materializes solidly, helping even in formation as an individual. The work of the press office is the instrument for the Public Communication and access to information is guaranteed to society , since one of the goals of the press officer is to be committed to media , providing it material quality and depth , benefiting so the citizen. The research the look exactly on reflections on the topics listed above. The purpose of this study was to analyze the news published in Fanpage and Santarem Town Hall site, in western Para, meet the demands of Public Communication and the precepts of the Access to Information Law (AIL), starting the questioning until point to Santarem Town Hall works to public communication. For this analysis, we developed a work using the techniques of bibliographic and descriptive research. Such referrals have served as a starting point for fieldwork and for exhibition on the concepts of Public Communication of Access to Information Law, Organizational Communication and Press office. The research was considered, also, because document was to identify and verify the documents with a specific purpose. This research was lifting a quantitative survey to support the qualitative analysis of the object. So considering its features is that it was monitor the Fanpage and the Town Hall site, through a specific tool and then the analysis of posts, searching to observe public communication accomplished in the Town Hall of Santarem, on the Internet, especially social media and corporate website. The methodology helped obtain indicators that allowed add knowledge about the production of the Town Hall press office, and identify if the press office productions meet AIL and Public Communication. Finally, it was suggested in this study the elaboration a strategic script of communication because it scales the actions and policies of the Santarem city, allowing citizen participation. For this, too, it suggested the training of Santarem municipal government communication team as a strategy. This training consists of speeches and wheels conversations with all the press officer of the town hall, including the secretariats.
