Ten GPS-Met stations were installed in northwest Mexico from June - September 2013. Each station included a Trimble NetR9 GPS receiver for PWV and a Vaisala WXT520 surface meteorological package measuring wind speed and direction, air temperature, humidity, pressure and precipitation. The geographic location, elevation and data period for each station are provided in Serra et al. (2016). The GPS receiver at Rayon failed on July 16, 21 days after installation, thus these data are not included in the archive but are available upon request (yserra@uw.edu). Data include 1-min surface meteorological variables, while the GPS PWV is calculated at 5-min intervals. A full description of the experiment can be found in Serra et al., 2016: Bull. Am. Meteor. Com um aumento significativo dos dados nos setores empresariais, urge a necessidade de criar formas de facilitar o seu tratamento para um ganho do tempo na execução das atividades, garantindo uma maior eficiência dos sistemas e também proporcionando a maximização do lucro às empresas, quando for esse o caso. O sucesso de uma empresa depende bastante dos seus recursos humanos e estes, constituem o seu “instrumento” mais importante. É (ou seria) das pessoas que a empresa define ações estratégicas, constituindo ganhos de diversas naturezas (de conhecimento, de marca, económicas ou financeiras). O objetivo principal desta dissertação é permitir que a instituição universitária ISCED – Cabinda se adapte ao potencial digital pelo recurso às tecnologias de informação e comunicação, no contexto da sua gestão de Recursos Humanos. Em consequência, a instituição beneficiará com a maior facilidade e rapidez do acesso à informação e a facilidade na atualização dos dados do sistema. Uma vez automatizado, o sistema poderá facilitar o acesso aos dados a fim de responder a uma determinada necessidade que possa existir, independentemente de estar prevista ou não (tornando o sistema mais flexível e adaptável a novas realidades). Com uma Base de dados, far-se-á o cadastro dos dados dos funcionários da instituição fazendo assim evoluir a gestão de Recursos Humanos e proporcionando a busca de informação relativa a um determinado funcionário de uma forma fácil, rápida, precisa, fiável e coerente. Recorrendo ao desenvolvimento de uma aplicação móvel baseada na arquitetura cliente-servidor, as operações de consultas (adicionar, modificar, eliminar), ficam facilitadas e permitem ainda uma maior exploração de dados. A apresentação de uma aplicação móvel para a consulta no âmbito da gestão de Recursos Humanos é complementada com uma agenda de trabalhos a serem desenvolvidos para garantir a proposta de um sistema de gestão de Recursos Humanos para o ISCED.

La evaluación del desempeño se ha convertido en un factor crítico para el éxito de las organizaciones, ya que realizarla de forma consciente y adecuada permite tomar decisiones y acciones que llevan a la obtención de mejores resultados. El presente trabajo muestra el impacto que tiene la evaluación del desempeño en los demás procesos de Gestión Humana: Incorporación, Desarrollo Humano (Formación y Capacitación, Plan Carrera y Bienestar) y Compensación. Se realizó una encuesta a los colaboradores de una empresa de servicio de tercerización de procesos de negocio (o BPO por sus siglas en inglés) de la ciudad de Medellín para conocer la percepción que tienen acerca de la importancia y utilidad de la evaluación de desempeño dentro de la organización, realizando una comparación con la teoría y encontrando que existen algunos procesos que las personas sienten que no son tan impactados por la evaluación del desempeño, por ejemplo, selección. Se plantea un modelo capaz de demostrar la forma como afecta la evaluación del desempeño los demás procesos de Gestión Humana y los resultados de la organización desde el momento en que la persona se incorpora a la misma, siendo fundamental el rol de los líderes, el análisis de las competencias de las personas y la alineación con la estrategia organizacional.

La investigación tuvo como objetivo conocer los rasgos de personalidad predominantes en un grupo de líderes y de igual manera describir el impacto de sus estilos de liderazgo de acuerdo al género. Metodológicamente, fue una investigación cuantitativa, descriptiva y con un diseño no experimental. La población se conformó por líderes de empresas con presencia en la ciudad de Medellín. Por un muestreo de tipo intencional, se seleccionaron 20 líderes a quienes se les aplicó una encuesta estructurada de acuerdo a los objetivos de la investigación. La incorporación de mujeres a posiciones directivas se perfila como una vía útil para aprovechar los recursos humanos disponibles, en situación de igualdad de oportunidades, la diversidad de estilos y la variabilidad individual. En los últimos años, la investigación acerca de las relaciones entre género y estilos de liderazgo ha insistido en la idea de reivindicar el papel de la mujer y su contribución al desarrollo de las organizaciones. Los resultados de la investigación permiten afirmar que la extraversión constituye uno de los rasgos de personalidad distintivos de la muestra investigada y del liderazgo carismático; también se obtuvieron puntajes relevantes en apertura, rasgo distintivo del liderazgo transformacional. La alta efectividad representa la fortaleza más importante de la muestra, conjuntamente con la marcada conducta de entrenar, dirigir y delegar. Las relaciones encontradas entre las variables indican asociación significativa entre hombres y mujeres que lideran en las organizaciones.

A história da sociedade humana sempre foi fiel ao retrato das diferentes etapas do seu desenvolvimento. O ser humano sempre sentiu a necessidade de realizar os seus propósitos de sobrevivência, conjugando os diferentes elementos inerentes a este processo. As organizações se destacam na manipulação de recursos valiosos, que exigem a busca permanente de equilíbrios sustentáveis. Para tal, estas elaboram estratégias, que permitam o alcance de seus objetivos, garantindo a sustentabilidade interna e externa. O presente trabalho de pesquisa centrou o seu exercício na perceção do papel que a Área de Recursos Humanos no processo definição da estratégia, focalizando os diferentes modelos que vão desde o RH estritamente operacional ao RH estratégico. Esta dimensão evidenciou o papel decisivo do alinhamento do RH à estratégia, como parte integrante da estratégia global da organização, desde a formulação até a implementação. Foi realizado um estudo de caso qualitativo na Empresa Nacional de Exploração de Aeroportos e Navegação Aérea (ENANA-EP), em Angola, caracterizado, pela recolha exaustiva de documentos relevantes da gestão da empresa, e concomitantemente a coleta de dados por via de um questionário escrito, que revelaram o estádio evolutivo da Área de RH, bem como o seu posicionamento ainda como órgão de consultoria interna, necessitando trabalhar novas ideias e estruturar procedimentos que integrem com maior facilidade a Área de RH no processo de definição da estratégia, configurando-a como gestora de talentos e competências, com foco no conhecimento e no capital humano.

This research has as an objective to study the IT Governance in the Brazilian Federal Universities, discusses the relationships between the IT Governance (ITG) mechanisms and the noticed IT management development in those public institutions. The subject Information Technology Governance, is not only vast, but constitutes implications in most different operational and knowledge areas, being relevant to the Public Administration, as a part of Corporative Governance and the public related, evolves high investments, such as financial, structure and material and human resources. The universities are entities from Indirect Administration and essential actors in the knowledge developing and creating and on its managers. Theirs public administrative agents, responds for the managing public resources competence and to provide internal policy that determines how IT will allow a bigger alignment and reaching of institutions business. We highlight the role of universities that manage significant quantity of public resources to achieve its institutional purposes. Looking this way, this theoretical and empirical study has as its goal to design an ITG panorama in the Brazilian universities (67 universities), for the strategic alignment on governance actions and institutional development focusing on the efficiency of the public service offered by those institutions. Facing this research focus delimitation, the methodology process will evolve three investigative activities: (1) documental and bibliographical research, (2) questioning, and exploratory tool, to investigate the IT Governance and Management perception in the IFES, directed to IT executive responsible, as a data collection device and (3) research the availability of ITG information in institutes websites. This project contributes to the studies this subject; it investigates the relations that make the ITG as a business strategy and shows the implementation IT Governance, such as a tool to allow the viability of Corporate Governance. This way, expected to contributes to the Public Administration development, following the principle that to improve it’s needed diagnose, and then, offer better results to the society on this field of working.

The general goal of this study was to analyze the relations between the agents’ social capital and joint actions developed by the Cluster of wine produced at the high altitudes of Santa Catarina. This group is made up of 43 agents: one governing agent, 26 support agents and 16 winemakers. This descriptive and exploratory study uses data from qualitative and quantitative approaches. During the exploratory phase, a documental analysis was carried out, as well as semi-structured interviews. The data collection tool used to gather information concerning the social capital and joint actions was the semi-structured questionnaire, and this data gathering was conducted through field research using a structured interview with the selected agents from November 16 to November 26, 2015. The results of this study show a good social capital, which reflects on the joint actions done by the agents. Among the variables of social capital, trust shows a great level among the Cluster agents, followed by good levels concerning commitment and involvement, information share, rules and sanctions, horizontality and authority and improvement. As a result, it has created a nice level of involvement and effectiveness of joint actions, highlighting events organization, joint participation at fairs and events, marketing campaigns, development of products and processes, and human resources improvement. There is a small group of agents who show a strong social capital and a proper environment to expand this capital throughout the network. However, the evaluation concerning reciprocity and density represents only one third of the possibilities of this group, and it happens especially because of the geographical distance between the agents who are part of the Cluster. The main limitation of this study was the trouble trying to map the whole agent group before applying the questionnaires and identifying the responsible people in each of the support agents to inform everything correctly. It is suggested that these questionnaires be carried out with other Clusters as well as in the future in order to have a temporal assessment of this study.

This study examines the organizational structures and decision-making processes used by school districts to recruit and hire school librarians. For students to acquire the information and technology literacy education they need, school libraries must be staffed with qualified individuals who can fulfill the librarian’s role as leader, teacher, instructional partner, information specialist, and program administrator. Principals are typically given decision rights for hiring staff, including school librarians. Research shows that principals have limited knowledge of the skills and abilities of the school librarian or the specific needs and functions of the library program. Research also indicates that those with specific knowledge of school library programs, namely school district library supervisors, are only consulted on recruiting and hiring about half the time. School districts entrust library supervisors with responsibilities such as professional development of school librarians only after they are hired. This study uses a theoretical lens from research on IT governance, which focuses on the use of knowledge-fit in applying decision rights in an organization. This framework is appropriate because of its incorporation of a specialist with a specific knowledge set in determining the placement of input and decision rights in the decision-making processes. The method used in this research was a multiple-case study design using five school districts as cases, varying by the involvement of the supervisors and other individuals in the hiring process. The data collected from each school district were interviews about the district’s recruiting and hiring practices with principals, an individual in HR, library supervisors, and recently hired school librarians. Data analysis was conducted through iterative coding from themes in the research questions, with continuous adjustments as new themes developed. Results from the study indicate that governance framework is applicable to evaluating the decision-making processes used in recruiting and hiring school librarians. However, a district’s use of governance did not consistently use knowledge-fit in the determination of input and decision rights. In the hiring process, governance was more likely to be based on placing decision rights at a certain level of the district hierarchy rather than the location of specific knowledge, most often resulting in site-based governance for decision rights at the school-building level. The governance of the recruiting process was most affected by the shortage or surplus of candidates available to the district to fill positions. Districts struggling with a shortage of candidates typically placed governance for the decision-making process on recruiting at the district level, giving the library supervisor more opportunity for input and collaboration with human resources. In districts that use site-based governance and that place all input and decision rights at the building level, some principals use their autonomy to eliminate the school library position in the allotment phase or hire librarians that, while certified through testing, do not have the same level of expertise as those who achieve certification through LIS programs. The principals in districts who use site-based governance for decision rights but call on the library supervisor for advisement stated how valuable they found the supervisor’s expertise in evaluating candidates for hire. In no district was a principal or school required to involve the library supervisor in the hiring of school librarians. With a better understanding of the tasks involved, the effect of district governance on decision-making, and the use of knowledge to assign input and decision rights, it is possible to look at how all of these factors affect the outcome in the quality of the hire. A next step is to look at the hiring process that school librarians went through and connect those with the measurable outcomes of hiring: school librarian success, retention, and attrition; the quality of school library program services, outreach, and involvement in a school; and the perceptions of the success of the school librarian and the library program as seen from students, teachers, administrators, parents, and other community stakeholders.

A formação avançada de recursos humanos tem vindo a ser objecto de um elevado investimento, com base no pressuposto de que estes recursos desempenham um papel crucial no desenvolvimento tecnológico. No entanto, os jovens pós-graduados têm vindo a deparar-se com dificuldades crescentes no mercado de trabalho académico, dificuldades essas que não estão a ser compensadas com o aparecimento de novas oportunidades no mercado de trabalho empresarial. Tal sugere a existência de alguma desadequação entre a oferta e a procura, ou seja, entre as competências dos indivíduos e as pretendidas por um mercado de trabalho em mutação. Este artigo aborda esse problema, examinando a questão do emprego de jovens cientistas no sector empresarial em Portugal. A investigação foi conduzida tendo em consideração quer o ponto de vista das empresas, quer o dos jovens cientistas e centrou-se nas seguintes questões: a) no caso das empresas que empregam mestres e doutorados, que tipo de competências são procuradas, como são geridos este tipo de recursos e que tipo de obstáculos se deparam à sua integração e utilização plena; b) no caso das empresas que não empregam, mas que poderiam beneficiar destes recursos, quais os motivos para a sua relutância; c) no caso dos jovens cientistas, qual a sua atitude em relação a uma carreira no sector empresarial e em que condições estariam dispostos a segui-la. A investigação permitiu detectar alguns desajustamentos entre os objectivos e expectativas das empresas e dos cientistas, bem como identificar alguns factores de relutância em ambos os grupos. Estes resultados permitiram- nos avançar algumas sugestões no sentido de promover o emprego de jovens cientistas no sector empresarial.

The IT capability is a organizational ability to perform activities of this role more effectively and an important mechanism in creating value. Its building process (stages of creation and development) occurs through management initiatives for improvement in the performance of their activities, using human resources and IT assets complementary responsible for the evolution of their organizational routines. This research deals with the IT capabilities related to SIG (integrated institutional management systems), built and deployed in UFRN (Universidade Federal do Rio Grande do Norte) to realization and control of administrative, academic and human resources activities. Since 2009, through cooperative agreements with federal and educational institutions of direct administration, UFRN has supported the implementation of these systems, currently involving more than 30 institutions. The present study aims to understand how IT capabilities, relevant in the design, implementation and dissemination of SIG, were built over time. This is a single case study of qualitative and longitudinal nature, performed by capturing, coding and analysis from secondary data and from semi-structured interviews conducted primarily with members of Superintenência de Informática, organizational unit responsible for SIG systems in UFRN. As a result, the technical, of internal relationship and external cooperation capabilities were identified as relevant in the successful trajectory of SIG systems, which have evolved in different ways. The technical capacity, initiated in 2004, toured the stages of creation and development until it reached the stage of stability in 2013, due to technological limits. Regarding the internal relationship capability, begun in 2006, it toured the stages of creation and development, having extended its scope of activities in 2009, being in development since then. Unlike the standard life cycle observed in the literature, the external cooperation capability was initiated by an intensity of initiatives and developments in the routines in 2009, which were decreasing to cease in 2013 in order to stabilize the technological infrastructure already created for cooperative institutions. It was still identified the start of cooperation in 2009 as an important event selection, responsible for changing or creating trajectories of evolution in all three capacities. The most frequent improvements initiatives were of organizational nature and the internal planning activity has been transformed over the routines of the three capabilities. Important resources and complementary assets have been identified as important for the realization of initiatives, such as human resources technical knowledge to the technical capabilities and external cooperation, and business knowledge, for all of them, as well as IT assets: the iproject application for control of development processes, and the document repository wiki. All these resources and complementary assets grew along the capacities, demonstrating its strategic value to SINFO/UFRN

By integrating these three aspects, the organization takes full advantage of all its resources, making results more efficiently, reducing administrative and operating expenses.With globalization and opening markets this has become a competitive advantage by providing further confidence and evidence to all customers, subcontractors, personnel and other stakeholders that the organization is committed to establishing, maintaining and improving levels acceptable quality products and services.Another advantage of quality systems is the clear definition of policies and functions, the staff is utilized according to their ability and focus on real customer needs.It should be mentioned that to achieve these benefits, it is necessary that management of the organization, is committed to the development of its quality system and to allocate financial and human resources to do so. These resources are minimal compared with the benefits you can achieve.

This paper intends to explore the relative importance of different Intellectual Capital (IC) dimensions regarding their contribution to the perceived performance of an Higher Education Organization (HEO). It also seeks to discuss the role of IC and performance measurement in these organizations. This is done through a case study conducted in a Portuguese HEO. The particularities of this type of organization turns it into a very interesting empirical ground for IC research. Evidence suggests that although human, structural and relational capital should contribute as a “whole” to the performance of an HEO, human resources have an added importance as source of knowledge. Results also suggest an ‘overlap’ between IC and performance indicators. Despite the validity of the interpretations provided in the context of the case study, generalization to other situations should only be conducted in a theoretically framed manner. This paper contributes to the development of IC research in a specific type of organization: an HEO. This empirical context is still underexplored, namely regarding the relationship between IC and performance. This study provides important managerial implications for HEOs and their members, who are concerned with its performance and competitiveness.
