Let ZG be the integral group ring of the finite nonabelian group G over the ring of integers Z, and let * be an involution of ZG that extends one of G. If x and y are elements of G, we investigate when pairs of the form (u(k,m)(x*), u(k,m)(x*)) or (u(k,m)(x), u(k,m)(y)), formed respectively by Bass cyclic and *-symmetric Bass cyclic units, generate a free noncyclic subgroup of the unit group of ZG.

In this article, we give a method to compute the rank of the subgroup of central units of ZG, for a finite metacyclic group, G, by means of Q-classes and R-classes. Then we construct a multiplicatively independent set u subset of Z(U(ZC(p,q))) and by applying our results, we prove that u generates a subgroup of finite index.

Marciniak and Sehgal showed that if u is a non-trivial bicyclic unit of an integral group ring then there is a bicyclic unit v such that u and v generate a non-abelian free group. A similar result does not hold for Bass cyclic units of infinite order based on non-central elements as some of them have finite order modulo the center. We prove a theorem that suggests that this is the only limitation to obtain a non-abelian free group from a given Bass cyclic unit. More precisely, we prove that if u is a Bass cyclic unit of an integral group ring ZG of a solvable and finite group G, such that u has infinite order modulo the center of U(ZG) and it is based on an element of prime order, then there is a non-abelian free group generated by a power of u and a power of a unit in ZG which is either a Bass cyclic unit or a bicyclic unit.

Let G be a group of odd order that contains a non-central element x whose order is either a prime p >= 5 or 3(l), with l >= 2. Then, in U(ZG), the group of units of ZG, we can find an alternating unit u based on x, and another unit v, which can be either a bicyclic or an alternating unit, such that for all sufficiently large integers m we have that < u(m), v(m)> = < u(m)> * < v(m)> congruent to Z * Z.

Analogous to *-identities in rings with involution we define *-identities in groups. Suppose that G is a torsion group with involution * and that F is an infinite field with char F not equal 2. Extend * linearly to FG. We prove that the unit group U of FG satisfies a *-identity if and only if the symmetric elements U(+) satisfy a group identity.

If * : G -> G is an involution on the finite group G, then * extends to an involution on the integral group ring Z[G] . In this paper, we consider whether bicyclic units u is an element of Z[G] exist with the property that the group < u, u*> generated by u and u* is free on the two generators. If this occurs, we say that (u, u*)is a free bicyclic pair. It turns out that the existence of u depends strongly upon the structure of G and on the nature of the involution. One positive result here is that if G is a nonabelian group with all Sylow subgroups abelian, then for any involution *, Z[G] contains a free bicyclic pair.

We consider locally nilpotent subgroups of units in basic tiled rings A, over local rings O which satisfy a weak commutativity condition. Tiled rings are generalizations of both tiled orders and incidence rings. If, in addition, O is Artinian then we give a complete description of the maximal locally nilpotent subgroups of the unit group of A up to conjugacy. All of them are both nilpotent and maximal Engel. This generalizes our description of such subgroups of upper-triangular matrices over O given in M. Dokuchaev, V. Kirichenko, and C. Polcino Milies (2005) [3]. (C) 2010 Elsevier Inc. Let F be an infinite field of characteristic different from 2, G a group and * an involution of G extended by linearity to an involution of the group algebra FG. Here we completely characterize the torsion groups G for which the *-symmetric units of FG satisfy a group identity. When * is the classical involution induced from g -> g(-1), g is an element of G, this result was obtained in [ A. Giambruno, S. K. Sehgal, A. The aim of this thesis is to describe and analyze the geographical distribution of everyday criminality in the town of Borlänge during the year 2002 and to analyze which measures to be taken in the physical social planning to decrease this everyday criminality there. The term everyday criminality is here to be understood as those categories of crime that appear most frequently in the records of reports to the police every year. Here two kinds of crime have been in focus, thefts from cars and office burglary.In fulfilling this aim two main questions have been answered. The first one is how the everyday criminality was distributed geographically in the town of Borlänge during the year 2002. The second one is which measures to be taken in the physical social planning to decrease this everyday criminality in the town of Borlänge.In order to answer the first question a spatial autocorrelation analysis, Local Moran LISA has been used. This method is based on the measurement Moran´s I and shows the spatial autocorrelation for every single location. To answer the second question three different theories of crime prevention through environmental design have been studied and applied in the analysis. These are Jane Jacobs’ ideas about ”the living city”, Oscar Newman´s ideas about ”defensible space” and Ronald V. Clarke´s theories about crime prevention.The major conclusions that can be drawn from this thesis are that the risk of being exposed to thefts from cars, during the analyzed time period, was highest in Centrum and Hagalund and their surroundings. The lowest risk of being exposed to this type of crime was found in Domnarvet and Islingby, during the year 2002. The highest risk of being a victim of the crime office burglary was found in Hagalund and its surroundings and in the single area of Kvarnsveden. The corresponding lowest risk was found in Lergärdet and its surroundings and in Norra Backa and Kupolen. The measures that should be taken in order to decrease these types of criminality can be divided into overall changes and place-specific changes. When it comes to the crime thefts from cars a more attractive central business district, a better view of parking lots from nearby buildings, dividing of larger parking lot zones into smaller ones, migration of hidden parking lots and stronger access control to parking lots where problems with this kind of crime have occurred have been suggested as overall changes. The corresponding place-specific changes are to remove vegetation that is blocking the view, better lighting and to put up signs with information about increased risk of exposure to crime at parking lots with the most problems. To decrease the amount of office burglaries overall changes as to create a better view of the area from nearby surroundings, move bigger office compartments or divide them into smaller units, rebuild characteristic buildings and increase security by strengthening the access control to offices with these kinds of problems could be useful. Finally there are possibilities to decrease office burglary by using place-specific measures as surveillance cameras combined with signs containing information about these, high fences and better lighting around the buildings where a higher risk of being exposed to this kind of criminality is present.

Internationally, research on psychiatric intensive care units (PICUs) commonly reportsresults from demographic studies such as criteria for admission, need for involuntary treatment, andthe occurrence of violent behaviour. A few international studies describe the caring aspect of thePICUs based specifically on caregivers’ experiences. The concept of PICU in Sweden is not clearlydefined. The aim of this study is to describe the core characteristics of a PICU in Sweden and todescribe the care activities provided for patients admitted to the PICUs. Critical incident techniquewas used as the research method. Eighteen caregivers at a PICU participated in the study bycompleting a semistructured questionnaire. In-depth interviews with three nurses and two assistantnurses also constitute the data. An analysis of the content identified four categories that characterizethe core of PICU: the dramatic admission, protests and refusal of treatment, escalating behaviours, andtemporarily coercive measure. Care activities for PICUs were also analysed and identified as controlling– establishing boundaries, protecting – warding off, supporting – giving intensive assistance, andstructuring the environment. Finally, the discussion put focus on determining the intensive aspect ofpsychiatric care which has not been done in a Swedish perspective before. PICUs were interpreted asa level of care as it is composed by limited structures and closeness in care.

Introduction: Studies have shown that having a preterm infant may cause stress and powerlessness for parents. It is important to support parents around the feeding situation, and that the Neonatal Intensive Care Unit (NICU) has appropriate space and place to help the family to bond to each other. For the healthcare professionals it is important to promote skin-to-skin contact and breastfeeding; particularly for preterm infants. There are many studies on parent’s experiences of NICUs and a few studies on parent’s experiences of feeding their infant in the NICU. Objective: The objective of this study was to explore parents experiences of feeding their infant in the NICU. Design: The study was conducted using an ethnographic design. Results: A global theme of ‘The journey in feeding’ was developed from four organising themes: ‘Ways of infant feeding’; ‘Environmental influences’; ‘Relationships’ and ‘Emotional factors’. These themes illustrate the challenges mothers reported with different methods of feeding. The environment had a big impact on parent’s experiences of infant feeding. Some mothers felt that breastfeeding seemed unnatural because their infant was so tiny but breastfeeding and skin-to-skin contact helped them to bond to their infant. The mothers thought it was difficult to keep up with the milk production by only pumping. Routines were not inviting parents to find their own rhythm. They also felt stressed about the weighing. Healthcare professionals had positive and negative influences on the parents. Conclusions: This study demonstrates that while all parents expressed the wish to breastfeed, their ‘journey in feeding’ was highly influenced by method of feeding, environmental, relational and emotional factors. The general focus upon routines and assessing milk intake generated anxiety and reduced relationality. Midwives and neonatal nurses need to ensure that they emphasise and support the relational aspects of parenting and avoid over-emphasising milk intake and associated progress of the infant

In a market where past-sales embed information about consumers’ tastes (quality), we analyze the seller’s incentives to invest in a costly advertising campaign to report them under two informational assumptions. In the …rst scenario, a pooling equilibrium with past-sales advertising is derived. Information revelation only occurs when the seller bene…ciates from the herding behaviour that the advertising campaign induces on the part of consumers. In the second informational regime, a separating equilibrium with past-sales advertising is computed. Information revelation always happens, either through prices or through costly advertisements.

O presente estudo pretende avaliar o desempenho das Delegacias da Receita Federal através do estabelecimento de uma fronteira de eficiência paramétrica baseada nos custos, utilizando para tal um modelo estocástico que divide o ruído em dois componentes, sendo um aleatório e outro proveniente da ineficiência de cada unidade. O trabalho terá por base dados relativos aos anos de 2006 e 2008 em uma análise em corte transversal e visa avaliar a política pública de unificação dos órgãos estatais responsáveis pela arrecadação de tributos em nível Federal, a Secretaria da Receita Federal (SRF) com a Secretaria da Receita Previdenciária (SRP), ocorrida através da lei 11.457 de 16 de março de 2007. O objetivo principal da pesquisa é determinar se as unidades descentralizadas da Receita Federal, notadamente as Delegacias da Receita Federal estão operando com eficiência, na tarefa de arrecadar tributos, em função dos recursos colocados a disposição para execução de suas atividades. Na presente pesquisa o produto da unidade a ser avaliado é a arrecadação, dentre as inúmeras atividades realizadas pelo órgão, no sentido de proporcionar ao Estado recurso para implantação de Políticas Públicas. O resultado encontrado indica que as regiões onde existe um grande número de empresas optantes pelo regime de tributação do SIMPLES, bem como as que possuem em sua jurisdição empresas consideradas DIFERENCIADAS pelo seu porte, provocam um aumento nos custos das Delegacias. As unidades que se encontram nas capitais dos Estados melhoraram o seu desempenho após a unificação. Além disso, uma proporção maior de Auditores Fiscais dentro da Delegacia em relação ao total de servidores reduz a ineficiência. O trabalho espera contribuir na avaliação desse novo modelo de gestão implantado na administração tributária federal no país.

Esta pesquisa teve por objetivo apreender e analisar o perfil profissional dos que exercem funções de Chefia nas Unidades descentralizadas de Criminalística da Polícia Federal no Brasil, especificamente nos Setores Técnico-Científicos (SETECs) e nas Unidades Técnico-Científicas (UTECs), segundo a teoria de competências e habilidades. A releitura desses fundamentos, incluindo habilidades sociais nesse escopo, fortaleceu o embasamento teórico para análise dos resultados da etapa empírica desta dissertação. Essa postura, pode contribuir, na prática, para a construção de uma política de gestão de pessoas, baseada em competências, alinhada com o planejamento estratégico em desenvolvimento na organização, otimizando a designação para os cargos de liderança, sobretudo na área de Criminalística com suas especificidades. Além disso, as opções metodológicas qualitativas levaram a perceber tanto lacunas referentes às potencialidades de atuação dos profissionais sujeitos do estudo, quanto competências relevantes e presentes no perfil dos mesmos. Os resultados, ainda, favoreceram clarificar algumas competências técnicas e habilidades como sendo mais relevantes do que outras, diante das exigências peculiares ao exercício da função de Chefe do Setor de Perícia. A articulação das pesquisas bibliográfica, documental, de campo e o procedimento de triangulação de dados de entrevistas, análise documental, observação e aplicação de questionário - por meio do qual foi levantada a percepção dos sujeitos sobre suas funções – possibilitaram conclusões relevantes. Na teoria, ocorreu devido à melhor compreensão das relações entre competências e habilidades e, na prática, por esclarecer o panorama de avanços e limitações na gestão estudada. Conclui-se, pois que o Governo Federal promoveu avanços na política de recursos humanos do Serviço Público, no entanto, a implementação de um sistema moderno de gestão de pessoas ainda não foi consolidado, no Departamento de Polícia Federal. Isso fica evidenciado pela carência de competências primordiais para que os Chefes exerçam com excelência a função de gestores de Unidades de Perícia Técnica.

O objetivo deste trabalho é esclarecer em que medida o orçamento é utilizado como instrumento de gestão no âmbito da Polícia Federal. Para isso, foram estudados os principais conceitos relacionados ao assunto, bem como diversos documentos, entre eles as leis orçamentárias de 2007 a 2011 e a Carta de Serviços ao Cidadão elaborada pelo órgão, ferramenta de gestão concebida pelo Programa Nacional de Gestão Pública e Desburocratização (Gespública). Ainda, foram realizadas entrevistas com os dirigentes da instituição (gestão 2007/2010), sendo que se procedeu a uma amostragem não probabilística, tendo em vista a facilidade de acesso ao alto escalão da instituição. A pesquisa valeu-se de procedimentos de cunho qualitativo e teve por intuito explorar cenários do ponto de vista dos atores envolvidos. Verificou-se que, na teoria, o órgão busca alinhar o seu orçamento com o planejamento estratégico e os serviços prestados à sociedade. Contudo, na prática, esse desejo ainda não virou realidade, sendo que a prática do incrementalismo – o orçamento é elaborado com ajustes no orçamento do ano anterior – ainda é encontrada no órgão. A conclusão é que na Polícia Federal o sentido das decisões orçamentárias tem por início os meios e por fim os resultados. Portanto, seu orçamento pouco atua como instrumento de gestão. Por outro lado, deve-se reconhecer o avanço do órgão no aumento do fluxo de informações na esfera orçamentária com diminuição de decisões conflitantes, o que reflete em maior harmonia entre os setores da instituição.
