Right to Food, Food Security and Food Aid Under International Law, or the Limits of a right-based approach

The right to food has become a pillar of international humanitarian and human rights law. The increasing number of food-related emergencies and the evolution of the international order brought the more precise notion of food security and made a potential right to receive food aid emerge. Despite this apparent centrality, recent statistics show that a life free from hunger is for many people all over the world still a utopian idea. The paper will explore nature and content of the right to food, food security and food aid under international law in order to understand the reasons behind the substantial failure of this right-centred approach, emphasising the lack of legal effects of many food-related provisions because of excessive moral connotations of the right to be free from hunger. Bearing in mind the three-dimensional nature of food security, the paper will also suggest that all attention has been focused on the availability of food, while real difficulties arise in terms of accessibility and adequacy. Emergency situations provide an excellent example of this unbalance, as the emerging right to receive food aid focus itself on the availability of food, without improving local production and adequacy. Looking at other evolving sectors of international law, such as the protection of the environment, and particularly the safeguard of biological diversity, alternative solutions will be envisaged in order to “feed” the right to food.

Interface issues in the ESCHER visual database editor

Presentation at the 1997 Dagstuhl Seminar "Evaluation of Multimedia Information Retrieval", Norbert Fuhr, Keith van Rijsbergen, Alan F. Smeaton (eds.), Dagstuhl Seminar Report 175, 14.04. - 18.04.97 (9716). - Abstract: This presentation will introduce ESCHER, a database editor which supports visualization in non-standard applications in engineering, science, tourism and the entertainment industry. It was originally based on the extended nested relational data model and is currently extended to include object-relational properties like inheritance, object types, integrity constraints and methods. It serves as a research platform into areas such as multimedia and visual information systems, QBE-like queries, computer-supported concurrent work (CSCW) and novel storage techniques. In its role as a Visual Information System, a database editor must support browsing and navigation. ESCHER provides this access to data by means of so called fingers. They generalize the cursor paradigm in graphical and text editors. On the graphical display, a finger is reflected by a colored area which corresponds to the object a finger is currently pointing at. In a table more than one finger may point to objects, one of which is the active finger and is used for navigating through the table. The talk will mostly concentrate on giving examples for this type of navigation and will discuss some of the architectural needs for fast object traversal and display. ESCHER is available as public domain software from our ftp site in Kassel. The portable C source can be easily compiled for any machine running UNIX and OSF/Motif, in particular our working environments IBM RS/6000 and Intel-based LINUX systems. A porting to Tcl/Tk is under way.

Accuracy of outcome anticipation, but not gaze behavior, differs against left- and right-handed penalties in team-handball goalkeeping

Low perceptual familiarity with relatively rarer left-handed as opposed to more common right-handed individuals may result in athletes' poorer ability to anticipate the former's action intentions. Part of such left-right asymmetry in visual anticipation could be due to an inefficient gaze strategy during confrontation with left-handed individuals. To exemplify, observers may not mirror their gaze when viewing left- vs. right-handed actions but preferentially fixate on an opponent's right body side, irrespective of an opponent's handedness, owing to the predominant exposure to right-handed actions. So far empirical verification of such assumption, however, is lacking. Here we report on an experiment where team-handball goalkeepers' and non-goalkeepers' gaze behavior was recorded while they predicted throw direction of left- and right-handed 7-m penalties shown as videos on a computer monitor. As expected, goalkeepers were considerably more accurate than non-goalkeepers and prediction was better against right- than left-handed penalties. However, there was no indication of differences in gaze measures (i.e., number of fixations, overall and final fixation duration, time-course of horizontal or vertical fixation deviation) as a function of skill group or the penalty-takers' handedness. Findings suggest that inferior anticipation of left-handed compared to right-handed individuals' action intentions may not be associated with misalignment in gaze behavior. Rather, albeit looking similarly, accuracy differences could be due to observers' differential ability of picking up and interpreting the visual information provided by left- vs. right-handed movements.

Evaluaci??n y acci??n tutorial en educaci??n primaria

Se presenta experiencia educativa que propone elaborar el proyecto curricular del centro para adaptarlo a las necesidades reales del contexto. Se realiza en el CEIP Cristo de la Salud en N??var, Granada. Los objetivos son: desarrollar los apartados del proyecto curricular del centro; elaborar los elementos del proyecto curricular de centro; evaluaci??n del proyecto curricular.

Psicopedagogía de la función tutorial y orientación.

La obra es el resultado de la publicación de los materiales del curso de Psicopedagogía de la función tutorial y orientación del Programa de Formación del Profesorado conveniado entre el sindicato ANPE y el MEC. El curso se compone de once unidades didácticas divididas en cinco bloques de contenidos. El primero trata de cuestiones generales sobre psicología evolutiva de los alumnos en las etapas de educación infantil, primaria y secundaria, además de la legislación aplicable. En el segundo se sitúa la orientación en el marco de la nueva ordenación general del sistema educativo; en el tercero se aborda la acción tutorial y a la diversidad y dinámicas de grupo se dedican los últimos bloques.

Propuesta de plan de acción tutorial.

El proyecto trata de la elaboración de un plan de actuación del departamento de orientación, concretamente de la elaboración de un plan tutorial, incardinado en la programación general anual en lo que afecta al mencionado departamento. Los bloques de contenido propuestos para la acción tutorial son: convivir, aprender, evaluar, ser persona y tomar decisiones.

La orientación y la acción tutorial en el sistema educativo.

Materiales de un curso de formación de profesorado organizado por el sindicato ANPE y titulado: La orientación tutorial en el sistema educativo, compuesto por catorce unidades didácticas que completan y amplían los materiales de una edición anterior titulada: Psicopedagogía de la función tutorial y orientación. Entre otros los temas abordados son: dinámica de grupos, legislación sobre orientación y tutoría, evolutiva de los alumnos de infantil, primaria y ESO, la acción tutorial, funciones del tutor, líneas de actuación, atención a la diversidad y la acción tutorial en Bachillerato y F.P. específica.

La acción tutorial en primaria.

Proyecto tutorial dirigido a los profesores de primaria cuyo objetivo es integrar la tutoría en la práctica formativa. El libro consta de dos partes, la primera, en la que se aborda la acción tutorial como ámbito de la orientación educativa presente en los proyectos de centro y propone y ejemplifica un Plan de Acción Tutorial y la segunda, compuesta íntegramente por actividades tutoriales en los diferentes ámbitos de trabajo en los centros de primaria.

Keyword Join: Realizing Keyword Search in P2P-based Database Systems

In this paper, we present a P2P-based database sharing system that provides information sharing capabilities through keyword-based search techniques. Our system requires neither a global schema nor schema mappings between different databases, and our keyword-based search algorithms are robust in the presence of frequent changes in the content and membership of peers. To facilitate data integration, we introduce keyword join operator to combine partial answers containing different keywords into complete answers. We also present an efficient algorithm that optimize the keyword join operations for partial answer integration. Our experimental study on both real and synthetic datasets demonstrates the effectiveness of our algorithms, and the efficiency of the proposed query processing strategies.

Pla d'acció tutorial de la Facultat de Ciències de la UdG

En aquest article es presenta el Pla d’Acció Tutorial (PAT) per als alumnes de primer curs dels tres estudis de la Facultat de Ciències de la UdG, Biologia, Química i Ciències Ambientals, implantat en el marc del plans pilot de la UdG a partir del curs 2007. El PAT proposa treballar una sèrie de competències transversals entre les que destaca ’Responsabilitzar l’estudiant del seu procés d’aprenentatge’. S’assigna un tutor per un grup de 15 alumnes, s’estableixen tutories generals i concertades (3 alumnes), s’elaboren una agenda i un seguit d’enquestes per tal de realitzar el seguiment dels alumnes, es proposa als alumnes un espai de reflexió i s’avalua la progressió en la consecució de la competència. Finalment es fa un seguiment tant de les opinions dels tutors com dels alumnes tutoritzats en relació al PAT
