Tässä tutkielmassa tutkin millaisen kuvan Francis Ford Coppolan ohjaamat kolme Kummisetä-elokuvaa ja David Chasen luoman Sopranos-televisiosarjan kaksi ensimmäistä tuotantokautta antavat roomalaiskatolisesta kirkosta ja erityisesti Amerikassa toimivasta roomalaiskatolisesta kirkosta. Kummisetä-elokuvat valmistuivat vuosina 1972, 1974 ja 1990, Sopranos-sarjan kaksi ensimmäistä tuotantokautta taas esitettiin HBO-kanavalla ensimmäisen kerran vuosina 1999 ja 2000. Lähteet kattavat Amerikan katolisen kirkon historian 1900-luvun alusta aina 2000-luvun alkuun asti. Pyrin vastaamaan tutkielmassani siihen, millaisena lähteet kuvaavat katolisen ja onko kuvaukselle löydettävissä jotain syitä. Kummisetä-elokuvien kohdalla on paradoksaalista se, että ne kaikki kuvaavat menneisyyden eivätkä tekohetkensä tapahtumia, mikä mahdollisesti näkyy myös niiden tavassa kuvata katolista kirkkoa. Vaikuttaisi siltä, että varsinkin kahden ensimmäisen Kummisetä-elokuvan tapa kuvata Amerikan katolista kirkkoa pohjautuu pitkälti elokuvan tekohetken tunnelmiin. Elokuvien ohjaaja Francis Ford Coppola on myöntänyt käyttäneensä Kummisetä-elokuvien päähenkilöinä olevaa Corleone-perhettä Amerikan vertauskuvana. Elokuvien yksi kattava teema on eräänlainen maallistumiskehitys, jossa vanhan polven edustajan, don Vito Corleonen, arvot syrjäytyvät ja tilalle nousee uusi johtajapolvi Viton nuorimman pojan don Michael Corleonen hahmossa. Michael Corleone edustaa huomattavasti armottomampaa polvea kuin Vito eikä uskonto ja katolinen kirkko näy hänen elämässään juuri lainkaan. Michaelin kyyninen ja kylmäkin hahmo on mitä todennäköisemmin vertauskuva elokuvien tekohetken yleisistä tunnelmia, jolloin Watergate-skandaali kansallisella tasolla ja Vatikaanin II konsiili ja paavin kiertokirje Humanae Vitae muokkasivat rajusti perinteisen katolisuuden ja amerikkalaisuuden identiteettiä. Kolmas Kummisetä-elokuva käsittelee lähes kokonaan paavi Johannes Paavali I:n lyhyeksi jäänyttä paaviuskautta vuodelta 1978 osittain fiktioin keinoin. Elokuvan yhtäläisyydet rikoskirjailija David Yallopin menestyskirjaan In Gods Name. An Investigation into the Murder of Pope John Paul I, jossa kirjailija esittää paavin tulleen kuurian virkamiesten ja mafiosoiden murhaamaksi, ovat selkeät. Kirkosta luodaan kuva toisaalta armottomona valtakoneistona, mutta toisaalta myös hengellisenä yhteisönä, josta katuvan ihmisen on mahdollisuus löytää apua. Sopranos-televisiosarja jatkaa kahdella ensimmäisellä tuotantokaudellaan saman maallistumiskehityksen kulkua kuin kaksi ensimmäistä Kummisetä-elokuvaakin. Päähenkilö Tony Soprano perheineen on lähes täysin irrallaan katolisesta perinteestä eivätkä he enää tunne sen oppejakaan kunnolla. Silti he mieltävät itsensä katolilaisiksi. Tämä vastaa joiltain osin tutkimustuloksia todellisista amerikkalaisista katolilaisista. Kaiken kaikkiaan Kummisetä-elokuvatrilogia ja Sopranos-televisiosarja antavat katolisesta kirkosta hyvin monipuolisen ja joissain asioissa totuudenmukaisenkin kuvan, joskin tekijöiden oma henkilöhistoria ja ajan skandaalit ovat väistämättä värittäneet kirkkokuvausta. Siten ne muodostavat värikkään läpileikkauksen Amerikan katolisen kirkon kehityksestä amerikanitalialaisessa yhteisössä 1900-luvun alusta 2000-luvun alkuun.

The material I analyze for my master's thesis is a teaching manual used by the Mormons (the Church of Jesus Christ of Latter-day Saints), called "Duties and Blessings of the Priesthood". This work includes numerous lesson plans, each one with a separate topic. The manual is intended especially for teaches, but can also be used for individual study. The main target of my research is to find out how men and their bodies are constructed in the manual. Prescriptive texts together with narrative stories and illustrations create a multifaceted picture of Mormon notions of masculinity and corporeality. I approach my research material from a constructivist perspective. I build my interpretative reading upon Critical Discourse Analysis. I am especially interested in how the manual interprets and understands connections between gender, embodiment and religion. I understand gender in Judith Butler's terms, as a performance of styled and repeated gestures. Some of the discussions I raise in my work draw upon the disciplines of Critical Men's Studies and Sociology of Religion. In Mormonism, gender is thought to be an elementary part of human ontology. It is an eternal trait inherited from God the Father (and God the Mother). The place of men in Mormon cosmology is determined by their double role as patriarchs, fathers and priests. The main objective of mortal life is to gain salvation together with one's family. The personal goal of a Mormon man is to one day become a god. Patriarchs are responsible for the spiritual and material well-being of their family. The head of a household should be gentle and loving, but still an unconditional authority. In the manual, a Mormon man is depicted as a successor of mythical and exemplary men of sacred history. The perfect and sinless body of Jesus Christ serves as an ideal for the male body. Mormon masculinity is also defined by priesthood - the holy power of God - which is given to practically all male Mormons. Through the priesthood, a Mormon man serves as the governor of God on Earth. The Mormon priest has the authority to bind the immanent and the transcendent worlds together with gestures, poses and motions performed with his body. In Mormonism, the body also symbolizes a temple or a space where the sacred meets the profane. Because the priesthood borne by a man is holy, he has to treat his body accordingly. The body is valuable in itself, without it one cannot be saved. Men are forbidden of polluting their bodies by using stimulants or by having sexual relations out of wedlock. A priesthood holder must uphold healthy habits, dress neatly, and conduct himself in a temperate manner. He must also be outgoing and attentive. The manual suggests that a man's goodness or wickedness can be perceived from his external appearance. The Church of Jesus Christ of Latter-day Saints is a hierarchical and man-led organisation. The ideals of gender and corporeality are set by a homogenous priesthood leadership that consists mainly of white heterosexual American men. The larger Mormon community can control individual men by sanctioning. Growing as a Mormon man happens under the guidance of one's reference group.

Tutkielman aiheena on kuvata ja analysoida seurakunnan työalajohtajuutta työhyvinvoinnin näkökulmasta. Aineistona on kahdentoista diakonian työalajohtajan teemahaastattelut. Tutkimuskysymyksinä ovat: 1.Millaisilla edellytyksillä työalajohtaja voi toimia seurakunnassa? 2.Mistä työhyvinvointi diakoniatyössä haastateltavien kokemuksen mukaan muodostuu? 3.Millaisilla toimenpiteillä työalajohtajat edistävät tiimiläistensä työhyvinvointia? Sisällönanalyysilla saatujen tulosten mukaan työalajohtajuus onnistuu, kun kirkkoherra on työalajohtajuuden tukena ja vallan ja vastuun delegointi on selkeää ja riittävän laajaa. Ilman ylemmän johdon tukea työalajohtajan tehtävässä toimiminen on vaikeaa tai jopa mahdotonta. Työalajohtajan toimivalta ja vastuu tuli määritellä selkeästi. Kirkkoherralla oli merkittävä rooli myös työyhteisön suhtautumisen muokkaajana. Huomattavan monessa seurakunnassa varsinkin papeilla oli ollut vaikeuksia suhtautua johtajuuteen aseman sijasta tehtävänä. Haastatellut työalajohtajat painottivat johtajuutta ammattina, johon voi ja pitää kouluttautua sekä toisaalta prosessina, jossa ei tule valmiiksi. Työalajohtajan tuli haastateltavien mukaan olla työalansa substanssiosaaja. Diakoniatyössä monet työn piirteet toimivat sekä työhyvinvointia edistävinä että sitä haastavina. Työn haasteellisuus ja monipuolisuus tuottivat työniloa, mutta tuntuivat myös raskailta. Työn rajaamisen ongelmat olivat ajankohtaisia kaikissa haastatteluseurakunnissa. Työajattomuus koettiin pääsääntöisesti voimavaraksi ja mahdollisuudeksi. Verkostoyhteistyö vei voimavaroja, mutta antoi myös tunteen yhdessä tehtävästä laajemmasta työstä. Merkittävä vaikutus työhyvinvointiin oli työntekijän suhtautumistavalla työhönsä. Työalajohtajat edistivät tiimiläistensä työhyvinvointia luomalla rakenteita ja toimintaedellytyksiä työn kehittämiselle ja työn tekemiselle. Yhteisöllisyyttä vahvistavat toimenpiteet liittivät sooloilevat työntekijät osaksi tiimiä. Hoitamalla hallintoon liittyvät tehtävät työalajohtajat vapauttivat tiimiläisten työpanosta varsinaisen diakoniatyön tekemiseen. Työalajohtajat toimivat diakonian äänenä välittämällä tietoa tiimin ja hallinnon välillä molempiin suuntiin sekä tuomalla esiin diakonian näkökulmaa seurakunnassa ja toiminta-alueella. Työalajohtajat edistivät tiimin keskusteluyhteyttä ja huolehtivat tiimin työskentelyilmapiiristä. Keskustelujen avulla he loivat yhteisiä toimintatapoja ja linjanvetoja sekä vahvistivat maltillista suhtautumista työhön. Diakonian työalajohtajista löytyi neljä työalajohtajtyyppiä suhteessa työhyvinvoinnin edistämiseen: Koordinoija, Pelinrakentaja, Majakka ja Opas. Koordinoijat korostivat toimivien rakenteiden merkitystä. Pelinrakentajat painottivat tiimin yhteistä suunnittelua, jakamista ja arviointia. Majakka-työalajohtajat toimivat vakaina yhteisöllisyyden ja optimismin vahvistajina. Oppaat loivat levollista ja laadukasta työskentelyilmapiiriä. Diakonian työalajohtajat pyrkivät omalla johtamistoiminnallaan luomaan tiimiläisilleen mahdollisimman hyvät puitteet tehdä työtä hyvällä mielellä. Tämän tutkimuksen päätarkoitus on hahmottaa Tampereen Kaupunkilähetyksen kristillissosiaalista työtä ja sen toimintakenttiä niitä kohdanneissa muutoksissa toisesta maailmansodasta 1960-luvun alkuun. Tutkimuksen päämetodi on geneettinen metodi, ja päälähteinä on käytetty tämän yhdistyksen ja sen yhteistyökumppanien arkistoja ja julkaisuja. Tutkimuksen erityisenä tukena ovat olleet tekijän aiemmat tutkimukset tästä tutkimuskohteesta. Tutkimuksessa on selvitetty myös toiminnan sukupuolittumista ja ammatillistumista, sekä toiminnan vaihtelevaa suhdetta Tampereen kaupunkiin ja muihin yhteistyötahoihin. Tampereen Kaupunkilähetys on pitänyt toimintaperiaatteena perinteistä sisälähetystä, johon on kuulunut karitatiivinen ja missionaarinen puoli. Toimintaan on kuulunut niin laitosdiakoniaa kuin avohuollollista työtä. Diakonian ja uuskansankirkollisuuden läpimurto muuttivat työtapoja yhdessä sodan luomien poikkeuksellisten yhteiskunnallisten olojen kanssa. Inflaatio, vuokra- ja hintasäännöstely aiheuttivat raskaita menetyksiä Kaupunkilähetyksen toiminnalle. Samaan aikaan yhteiskunnan sosiaalityö alkoi kehityksen kohti hyvinvointiyhteiskuntaa, mikä ammatillisti ja kohotti sosiaalityön tasoa. Nämä kaikki yhdessä loivat muutospaineita Kaupunkilähetykselle, joka ryhtyi tuottamaan uusia työmuotoja kristillisessä hengessä toteutettuina, kuten avioliittoneuvonnan, jota voi luonnehtia sosiaaliseksi innovaatioksi, sekä hengellistä teollisuustyötä, erilaisia lastensuojelullisia laitoksia, pullakirkon ja kehitysvammaisten teollista työtoimintaa. Samalla Kaupunkilähetyksenkin työ ammatillistui. Tampereen kaupungin kunnallispolitiikkaa hallinnut sosialidemokraattien ja kokoomuslaisten aseveliakseli tuki Tampereen Kaupunkilähetyksen työtä. Tampereen kaupungin sosiaaliviranomaiset, kuten Alpo Lumme, ehdottivat usein uusia työmuotoja Kaupunkilähetykselle. Näiden ehdotuksien mukana tuli lupaukset antaa tarvittava taloudellinen tuki. Kaupungista tuli Kaupunkilähetyksen merkittävin tukija ja yhteistyökumppani. Molemmat hyötyivät yhteistyöstä. Kaupunkilähetys pyrki vastaamaan näkemiinsä sosiaalisiin haasteisiin pikaisesti. Tämä oli myös menestyksen ydin, sillä suhteellisen nopea päätöksenteko uuden toiminnan kokeilusta oli Kaupunkilähetykselle helpompaa kuin kaupungille tai seurakunnille. Yhdistyksen uusille työmuodoille oli luonteenomaista, että joku asiaan perehtynyt henkilö ryhtyi niitä ajamaan voimakkaasti ja taitavasti kohti toteutusta. Toimintamuotojen jouduttua rahoitusvaikeuksiin tai kasvaessa selvästi julkishallinnon tehtäviksi, Kaupunkilähetys luopui tarvittaessa osuudestaan melko kivuttomasti aloittamalla usein jälleen uuden työmuodon. Tampereen Kaupunkilähetys voidaan sijoittaa sosiaalityön toimintakenttään kristillissosiaalista työtä tekevänä kolmannen sektorin toimijana. Yhdistyksen työssä ja hallinnossa oli havaittavissa sellaista sukupuolittumista, että varsinaista työtä tekivät pääosin naiset naisten johdolla. Mies-, poika- ja evankelioimistyötä tekivät puolestaan pääosin miehet. Myös johtokunnissa naisilla oli merkittävä asema, kuten jäsenistössäkin. Johtokuntatoiminta etääntyi seurakunnasta, sillä puheenjohtajaksi vaihtui maallikko jo 1940-luvulla, ja johtokunnassa oli vain vähän pappeja muutenkin. Toiminnan taloudellisena tukena olivat Tampereen kaupunki suurimpana rahoittajana, Tampereen Kaupunkilähetyksen osittain omistama hotelli Emmaus Oy, valtio, Tampereen seurakunnat, yksityiset lahjoittajat ja jäsenistö. Yhdistyksen omat kiinteistöt tuottivat välillä tappiota ja välillä voittoa, mutta niiden tärkein merkitys oli olla toimitiloina.

Unvalued Work. Gender and fragmented labour before national collective bargaining Systematically irregular work creates economic and social insecurity. A novelty? To think that globalisation results in unprecedented labour conditions turns out to be questionable when the idea is put in perspective. In the light of history there is nothing new in the frequency of today s short-term employment, for instance, ranking genders in labour relations in an old custom. Unvalued Work (Halvennettu työ) examines the regulation and management of labour before the time of collective bargaining. In the study present trends engage in a dialogue with empirical findings from the past. Preventing trade unions to take the initiative has been and remains an employer interest. The analysis focuses on female employment in the 1920s and 1930s. The inferences challenge to ask on what conditions the history of Finnish labour relations warrants on the whole speaking of contractual security, stable earnings and regular waged work that provides livelihood. Success in selling one s labour is not synonymous with good employment that yields decent income. Juxtaposing labour relations between the world wars and the 21st century helps us to understand the currently transforming labour market. Present policies are informed by past choices and patterns of thought. Unvalued Work (Halvennettu työ) offers instruments for making sense of today s labour relations.

Constitutional politics in Russia, a conceptual history study of the constitutional rhetoric in the 20th century In April 2006 the Russian Constitution had its 100th anniversary. Following its late start, five constitutions have been adopted. The great number of constitutions is partly explained in my work by the fact that Russia s political system has changed many times, from one state system to another. From a monarchical state power, it changed first, with the October revolution, into the Russian Socialist Federal Soviet Republic, and after that, in 1924, into the Union of Soviet Socialist Republics. In 1991, the Russian Federation was established. The great number of constitutions can also be explained by the fact that in a one-party system, constitutional concepts became one of the most important instruments for introducing political programmes. When the political unity of the state was not only restricted by the Constitution, but also by the party ideology, the political debates concerning constitutional concepts were the key discussions for all the reformative pursuits of Soviet politics. It can be said that, in the Soviet Union, almost all political discourses dealt with constitutional concepts. In the context of restricted unity, the constitutional concepts were the most important tools to argue and create a basis for a new presentation and new political programmes. Thus, the basic feature of the Soviet political discourses has been a continuous competition regarding the constitutional concepts. By defining the constitutional concepts, a new, the political elites wanted especially to redefine, their own way, the traditional meanings of the October 1917 Revolution, and to differentiate them from those of the preceding period of power. From a methodological point of view, I argue that the Russian constitutional concepts make a conceptual historical approach very suitable, and change the focus on history. This approach studies history in contemporary contexts which follow after each other, and whose texts are the main research target. The picture of history is created through the interpretation of the original sources of contemporary contexts. Focusing on the dynamic and traditional characteristic of Russian constitutional concepts, I refer to a certain kind of value and the task of these concepts to justify and define the political and societal unity in every situation. This is done by combining the pursued future orientation of constitutional unity with the new acts of preservation of the traditional principles of the revolution. The different time layers of the constitutional concepts, the past, the present and the future, are the key aspects of storytelling in justifying the continuity and redefining the constitutional unity for the sake of reform. These aspects of constitutional concepts, in addition to all the other functions, have been the main elements of the argumentative structure of acting against opponents.

On the material level of poverty, the work shows how the Great Depression forced rural women and children to enhance their work input and find new ways of coping. The most serious impact of the Depression was poor nutrition, as well as scarcity of food and clothes. Women's and men's ways to make a living started to resemble each other; men had also to consent to wages in form of foodstuff. The research also focuses on immaterial poverty by means of exploring experiences of otherness: shame, hatred and expressions of protest. Substantial humiliation was induced by poor relief and begging. A clear gap prevailed between the poor and the better off people in school, work and at leisure. The economic crisis deepened this gap even further. The dissertation specifies the poor people s every day experiences by taking into account the different worlds of men and women. The analysis of four different memory-based sources is the core in the micro-historical research design. The narrators of the research were survivors, unlike many others, who experienced the Great Depression. Moralization and humiliation of the poor have not ceased in contemporary society. Therefore, the historical perspective of both the material and the immaterial side of poverty could increase the understanding of the multifaceted phenomenon of today s poverty.

Gentlemen, Lads and the Art of War The Construction of Citizen Soldier- and Professional Soldier Armies into the Miracle of the Winter War During the 1920s and 1930s The Miracle of the Winter War was not a myth - at least according to them, who were making that miracle to happen. This study is not just about the Armed Forces and society, but moreover a study about civil society inside the organization of armed forces. Conscription kept Finnish military organization (and is still keeping) very closely connected with civil society and therefore there is no need to locate the possible critical misunderstandings brought by two different identity-based approaches. The great performance of the Armed Forces during the Second World War was not made of superior art of war. It was not the high level of discipline either. Art of war is basically a (deep level) cultural level equation that has more to do with culturally absorbed schemes of meaning making than rational decision-making. Naturally attrition based approach to effect-making directed the organizational methods in attrition based organisational practices, where there were only minor possibilities to practice any manoeuvre-based organisational behaviour. The practice and method of leadership lent similarly to the attrition-based thinking, which directed the organisational cultural thoughts towards composition that confirmed antagonism between gentlemen and lads . This setting has been absorbed and learned through cultural socialisation and was therefore not a product of the military organisation itself. The Finnish Armed Forces included two different communities (gentlemen and lads) within the same organisation as there were both the official and the unofficial organisations presented. This caused problems as they both made meaning-making processes simultaneously. These organisations had their own overlapping and in most cases also contradictory social meanings. The unofficial organisation has been overshadowed by the vast number of studies concerning the official organisation. The main reason for this systematic neglect is based on the reality of the attitudes and living conditions of the micro-level organisation which produced (perhaps) too realistic and repulsive viewpoints that are presenting a picture of a national level identity process in a way that is separating it from the ideals made to verify the ethos of national values. Complaining, griping, grumbling and moaning are usually situated in a category of abnormal and unwanted behaviour. However, within the context of a citizen soldier army community this was more of a characteristic feature of that organisation (in Finland) and therefore it was crucially important to locate the context of that abnormal behaviour. According to this study, it was not a malicious act but moreover seriously formed efforts in trying to use common sense in the chaos citizen soldiers faced when they were uniformed and placed in an unfamiliar process of disciplinary measures and frictions and competition between different ranks. There is much evidence that reinforces the argument that what seemed to be the most unconventional behaviour was finally the most efficient in a sense of military performance.

This doctoral thesis addresses the macroeconomic effects of real shocks in open economies in flexible exchange rate regimes. The first study of this thesis analyses the welfare effects of fiscal policy in a small open economy, where private and government consumption are substitutes in terms of private utility. The main findings are as follows: fiscal policy raises output, bringing it closer to its efficient level, but is not welfare-improving even though government spending directly affects private utility. The main reason for this is that the introduction of useful government spending implies a larger crowding-out effect on private consumption, when compared with the `pure waste' case. Utility decreases since one unit of government consumption yields less utility than one unit of private consumption. The second study of this thesis analyses the question of how the macroeconomic effects of fiscal policy in a small open economy depend on optimal intertemporal behaviour. The key result is that the effects of fiscal policy depend on the size of the elasticity of substitution between traded and nontraded goods. In particular, the sign of the current account response to fiscal policy depends on the interplay between the intertemporal elasticity of aggregate consumption and the elasticity of substitution between traded and nontraded goods. The third study analyses the consequences of productive government spending on the international transmission of fiscal policy. A standard result in the New Open Economy Macroeconomics literature is that a fiscal shock depreciates the exchange rate. I demonstrate that the response of the exchange rate depends on the productivity of government spending. If productivity is sufficiently high, a fiscal shock appreciates the exchange rate. It is also shown that the introduction of productive government spending increases both domestic and foreign welfare, when compared with the case where government spending is wasted. The fourth study analyses the question of how the international transmission of technology shocks depends on the specification of nominal rigidities. A growing body of empirical evidence suggests that a positive technology shock leads to a temporary decline in employment. In this study, I demonstrate that the open economy dimension can enhance the ability of sticky price models to account for the evidence. The reasoning is as follows. An improvement in technology appreciates the nominal exchange rate. Under producer-currency pricing, the exchange rate appreciation shifts global demand toward foreign goods away from domestic goods. This causes a temporary decline in domestic employment.

The study examines the contents, changes and the causes of changes of the growth and structural policy exercised by Finnish governments in 1962-1999. The policy is evaluated e.g. on the basis of government programmes. It is divided in the study into three phases: the phase of guided economy 1962-77, the transition period 1977-91 and the phase of competitive economy 1991-99. The opening of the economy has been the central factor influencing the contents of the growth and structural policy. When dividing the policy into ten sectors, it was found that the sectors losing weight during the study period are agricultural and forest policies and welfare policy and the sectors increasing weight are labour policy and environmental policy. Though impacts of the changes in the general line of the growth and structural policy could be seen in sector policies, the breaks in sector policies did not necessarily coincide with the breaks in the general line of the policy. In the study, in particular, the impacts of the factors affecting growth and structural policy thinking (political changes, foreign influences and changes in economics) are evaluated. The policy was influenced more by the prevailing ideological climate ("the spirit of time") than by political changes. Until the 1970s foreign influences mainly came from those individual Western European countries, where the role of government planning was important and where the economic development was favourable. Some impacts from socialist countries could be seen at the end of the 1960s and at the beginning of the 1970s. Since the 1980s the role of international organisations became emphasised. Also the impacts of the changes in economics could be seen in the changes in the general line of the growth and structural policy.

The Finnish forest industry bought more than half of the timber used in factories and sawmills in the 1930s from non-industrial private forests (NIPF). This research investigates the rules conformed to this timber trade. The main research questions are: what were the rules that influenced the timber trade; and by whom they were set up? Attention is also paid to the factors which advanced the forest owners’ negotiation possibilities. A variety of sources were used: legal and company statutes, timber trade contracts, archives of the forest companies and organisations. Moreover, the written reminiscences collected by the Finnish Literature Society in the early 1970s were used to analyse the views of individual sellers and buyers. An institutional economics approach was applied as the theoretical framework of this study. In the timber trade the seller (forest owner) and the buyer (the employee of the forest company) agreed to the rules of the timber trade. They agreed about the amount and the price of the timber on sale, but also rules concerning, e.g., timber marking and harvesting. The forest companies had a strong control over the written contracts. Neither the private forest owners nor the forest organisations had much influence over these contracts. However, they managed to influence the rules which could not be found in the contracts. These written and unwritten rules regulated, for instance, the timber marking and measurement. The forest organisations such as Central Forestry Board Tapio (Keskusmetsäseura Tapio) and associations of forest owners (metsänhoitoyhdistykset) helped private forest owners in gaining more control over the timber marking. In timber marking, the forest owner selected trees to be included in the timber trade and gained more information, which he could use in the negotiations. The other rule, which was changed despite forest companies’ resistance, was the timber measurement. The Central Union of Agricultural Producers (MTK) negotiated with the Central Association of Finnish Woodworking Industries (SPKL) about changing the rules of the measurement practices. Even though SPKL did not support any changes, the new timber measurement law was accepted in the year 1938. The new law also created a supervisory authority to solve possible disagreements. Despite this the forest companies were still in charge of the measurement process in most cases. The private forest owners attained changes in the rules of the timber trade mainly during the 1930s. Earlier the relative weakness of the private forest organisations had diminished their negotiation positions. This changed in the 1930s as the private forest owners and their organisations became more active. At the same time the forest industry experienced a shortage of timber, especially pulp wood, and this provided the private forest owners with more leverage. Anti-Semitism existed in Finland during the whole period covered by this study. The immoral acts associated with Jews in the articles were mostly regarded as universal habits, qualities and/or modes of action, that is, unconnected with any particular Finnish Jew. Researchers have tried to explain anti-Semitism in several ways. The theory of Jews as outsiders has been a popular explanation as well as xenophobia, chimerical anti-Semitism and the socio-economic models. The main sources of this study have been over 400 Finnish periodicals and magazines, literature and text books published between 1918 and 1944. This vast number of magazines includes those of the army and the civil guard, religion, humour and the papers of the Finnish extreme right. One can see a distinct foreign and especially German influence in the subjects and phraseology of Finnish anti-Semitic writings between 1918 and 1944. Several known Finnish anti-Semitic writers had some kind of link with Germany. Some Finnish organisations and societies were openly anti-Semitic during this period. There had been cycles in the activity of anti-Semitic writing in Finland, obvious peaks appearing in 1918 1919, 1929 1931, 1933 1938 and 1942 1944. The reason for the 1918 1919 activity was the civil rights which were granted to the Jews in Finland, and the Russian Bolshevik revolution. The worldwide depression from 1929 to 1932 seem to be the reason for new anti-Semitic writing activity. The rise of National Socialism in Germany and the influence this phenomenon had in Finland was the reason for the peak during 1933 1938. During the continuation war 1942 1944 National Socialist Germany was fighting side-by-side with Finland and their anti-Semitic propaganda found easier access to Finland. Of the 433 magazines, journals and newspapers which were used in this study, 71 or 16.4 per cent had at least one article that can be identified as anti-Semitic; especially the magazines of national socialists and other extreme right parties were making anti-Semitic annotations. There were about 50 people known to have written anti-Semitic articles. At least half of these known writers had studied at the university, including as many as 10 priests. Over and above these, there was an even larger number of people who wrote under a pseudonym. The material used suggested that anti-Semitism was not very popular in Finland between 1918 and 1944. Anti-Semitic articles appeared mostly in the magazines of the extreme right, but their circulation was not very large. A proof of the slight influence of these extreme right anti-Semitic ideas is that, beside the tightening of policy towards Jewish immigrants in 1938 and the handing over of eight of these refugees to Germany in 1942, the official policy of Finland never became anti-Semitic. As was stated before, despite the cycles in the number of writings, there does not appear to have been any noticeable change in public opinion. One must also remember that most Finns had not at that period actually met a Jew. The material used suggests that between 1918 and 1944 the so-called Jewish question was seemingly unimportant for most Finns and their attitude to Jews and Jewishness can be described as neutral.

The study looks at the debates on gender equality in political decision-making in Finland and France in the 1990s and 2000s by analysing the argumentation for parité and quotas and the ways in which gender equality was constructed as a political problem. The focus of the study is on the parliamentary debates on the amendment of the electoral law in France in 2000 and the introduction of quota regulations into the Act on Equality in Finland in 1994 - 1995. The debates ended in the adoption of quota regulations in the electoral lists (France) and in the executive and preparatory bodies at the national and the local level (Finland). Apart from the analysis of the parliamentary debates, the study explores the political processes preceding the adoption of legislation as well as the debates on quotas and parity in Finnish and French societies in the 1980s and 1990s. The debates on gender equality are analysed as the sites of struggle and change with regard to the normative boundaries of gender equality, as well as of politics and citizenship. The cross-cultural perspective gives room to explore the ways in which gender equality and change can be imagined in different national contexts, and which kinds of discursive resources are available for the politicization of gender equality. Specific attention is paid to the discursive frames and agenda settings in the debates and how these set the limits of the imaginable and the possible in the promotion of gender equality. In both Finland and France, the promotion of equality was constructed as a national project, in which the main beneficiary was the society or the nation as a whole. In France, gender equality was an inherent part of the promotion of French democracy; in Finland, gender equality was regarded as a means to bring the expertise of both women and men to the benefit of the whole society. Furthermore, in both countries the promotion of gender equality was based on the harmonious cooperation of women and men and the temporal dimension of "nearly achieved" gender equality. In this kind of a context, gender equality served as a means towards the wider national ends, and there was little room to discuss the aspects of power and agency with regard to gender equality. However, the internationalisation of equality politics, as well as the conflicting interpretations of gender equality in the national political arenas, calls into question the existence of clearly defined and immutable boundaries of "Finnish" and "French" gender equality. At the same time, the rules of the game in politics, including the meaning of French republicanism and Finnish "expert oriented" politics were contested. In this way, the new equality legislation and the preceding political processes played a part in the transformation of the limits of gender equality, politics and citizenship.
