Aquesta tesi presenta un projecte de gestió integral d'infraestructures hidràuliques de sanejament a la Conca del riu Besòs. S'han considerat dos sistemes de sanejament (La Garriga i Granollers) amb les seves respectives xarxes de clavegueram i Estacions Depuradores d'Aigües Residuals (EDAR), i un tram del riu Congost, afluent del Besòs, com a medi receptor de les seves aigües residuals. Amb aquesta finalitat es construeix i s'utilitza un Sistema de Suport a la Decisió Ambiental (SSDA). Aquesta eina incorpora l'ús de models de simulació de qualitat de l'aigua pels sistemes de clavegueram, EDAR i riu, com a forma d'extracció de coneixement sobre la gestió integrada d'aquests elements. Aquest coneixement es conceptualitza, posteriorment, en forma d'arbres de decisió, que proporcionaran a l'usuari les actuacions a realitzar davant de les diferents situacions reals de gestió diària.

O artigo analisa a problem??tica da moderniza????o do Estado vista como um processo de constitui????o de cidadania e de otimiza????o dos recursos p??blicos. Os autores focalizam, por um lado, o atendimento aos usu??rios, a qualidade dos servi??os e a transpar??ncia. Por outro lado, a incorpora????o de t??cnicas de gest??o avan??adas ?? considerada indispens??vel para o aumento da efic??cia e da efici??ncia no setor p??blico. Os principais problemas discutidos no artigo incluem: racionalidade do setor p??blico racionalidade das empresas privadas; incentivos e motiva????o dos servidores p??blicos; rigidez dos procedimentos administrativos; margem de decis??o dos gestores; sistemas de acesso a informa????o; import??ncia da gest??o de pessoal e da valoriza????o do trabalho no setor p??blico; papel dos gerentes na moderniza????o das institui????es p??blicas; cargos de carreira, cargos de confian??a; mecanismos de recrutamento e reten????o e sistemas de capacita????o dos servidores p??blicos. Os autores concluem que, devido ??s inova????es constantes em mat??ria de ger??ncia p??blica, n??o existe hoje um perfil gerencial definitivo como resposta ??s necessidades do Estado. Pelo contr??rio, o que se observa ?? uma crescente complexidade da gest??o p??blica que continuar?? oscilando entre a pol??tica e a tecnocracia, entre a maior flexibilidade e as exig??ncias de controle, entre a ado????o das t??cnicas de gest??o e a recupera????o da tradi????o administrativa e a cultura da fun????o p??blica.

O objetivo deste texto ?? iniciar um levantamento da dificuldades impostas ?? reforma administrativa a partir da considera????o do problema da neutralidade da burocracia versus o requisito da autonomia de decis??o, elemento fundamental do Modelo de Administra????o P??blica Gerencial. Tal problema assume especial relev??ncia frente aos objetivos de aumentar a governan??a do Estado e constitui um dos desafios centrais do Plano Diretor da Reforma do Aparelho do Estado, particularmente no que diz respeito ?? forma de administra????o do chamado ???n??cleo estrat??gico??? ??? respons??vel pela defini????o das leis e pol??ticas p??blicas ??? e das ???atividades exclusivas de Estado??? ??? caracterizadas pelo exerc??cio do poder de legislar e tributar, fiscalizando, regulamentando e transferindo recursos. Para isso, a discuss??o est?? organizada em quatro se????es. Na primeira, s??o rapidamente apresentados os conceitos de governabilidade e governan??a, com ??nfase no fato de que a distin????o entre eles representa apenas um recurso anal??tico. Na segunda se????o, a partir das distin????es cl??ssicas de Max Weber entre pol??tica e administra????o, pol??ticos e burocratas, busca-se caracterizar a neutralidade burocr??tica e mostrar que representa, na realidade, apenas um dos elementos de uma constru????o t??pico ideal, cada vez mais distante de qualquer correspond??ncia com o mundo real. Em seguida, comenta-se rapidamente o processo de mudan??a do modelo de administra????o p??blica; e s??o apresentadas algumas das caracter??sticas do chamado Modelo de Administra????o P??blica Gerencial que, em lugar da neutralidade, implicam elevado grau de autonomia por parte dos agentes burocr??ticos. Por fim, s??o tecidas algumas considera????es, procurando mostrar que, da mesma maneira que a neutralidade, a autonomia burocr??tica apresenta dificuldades e que a proposta da ???autonomia imersa??? ou ???autonomia inserida??? exibe implica????es que merecem reflex??o mais demorada.

O paper estuda o caso da recente reforma da Previd??ncia na It??lia, ilustrando a possibilidade de uma participa????o positiva dos sindicatos ??? tradicionalmente contr??rios ??s reformas ??? no processo de transforma????o do setor p??blico. Ap??s uma revis??o do sistema previdenci??rio italiano, altamente fragmentado e particularista na opini??o dos autores, e o apontamento de suas principais defici??ncias, o estudo concentra-se na an??lise de tr??s propostas de reforma ligadas aos governos de Amato (1992-93), Berlusconi (1994) e Dini (1995), respectivamente. O texto aborda tanto as propostas concretas de mudan??a, trazendo contribui????es sobre uma variedade consider??vel de medidas, seu impacto e aceita????o sociais e por categoria, como os objetivos visados e o processo pol??tico relacionado ?? sua discuss??o e tramita????o. Uma preocupa????o constante dos autores ?? a correla????o entre a postura e a participa????o dos sindicatos em mat??ria de reforma previdenci??ria, por um lado, e o avan??o das propostas governamentais, por outro. Segundo o estudo, a ampla participa????o da for??a sindical na negocia????o do projeto de reforma previdenci??ria do governo Dini representou um fator decisivo para sua aprova????o e implementa????o bem-sucedidas. Ao mesmo tempo, a delibera????o democr??tica para concilia????o de prefer??ncias e interesses (m??ltiplos no caso de assuntos norteados pela dicotomia bem comum/interesse particular) ??? objeto da ??ltima sess??o do estudo ??? ?? vista como uma forma de ampliar a participa????o sindical al??m das lideran??as, passando a incluir os rank-and-file trabalhadores, um procedimento que traz, igualmente, a for??a de uma decis??o majorit??ria. A an??lise da reforma da Previd??ncia italiana ?? ilustrada no paper com tabelas que trazem e comparam dados referentes ?? contribui????o previdenci??ria, ??s categorias de beneficiados e ??s diferentes propostas de reforma formuladas por sucessivos governos italianos.

Este artigo procura explicar as raz??es do colapso na gest??o do sistema de planejamento regional no Brasil, debru??ando-se sobre a extin????o da Sudene no final da d??cada de 1990, como estudo de caso. Para tanto, utiliza-se o modelo de sa??da, voz e lealdade de Hirschman, para destacar o funcionamento dos mecanismos promotores do slack organizacional nessa ag??ncia de governo, e sua subsequente extin????o. Assim, sustenta-se o argumento de que a implementa????o de modelo federativo fortemente descentralizado, a partir da Constitui????o de 1988, produziu disfun????es operacionais em uma organiza????o dotada de estrutura decis??ria colegiada, deslegitimando-a, e conduzindo-a ?? extin????o.

Introduction Myocardial Perfusion Imaging (MPI) is a very important tool in the assessment of Coronary Artery Disease ( CAD ) patient s and worldwide data demonstrate an increasingly wider use and clinical acceptance. Nevertheless, it is a complex process and it is quite vulnerable concerning the amount and type of possible artefacts, some of them affecting seriously the overall quality and the clinical utility of the obtained data. One of the most in convenient artefacts , but relatively frequent ( 20% of the cases ) , is relate d with patient motion during image acquisition . Mostly, in those situations, specific data is evaluated and a decisi on is made between A) accept the results as they are , consider ing that t he “noise” so introduced does not affect too seriously the final clinical information, or B) to repeat the acquisition process . Another possib ility could be to use the “ Motion Correcti on Software” provided within the software package included in any actual gamma camera. The aim of this study is to compare the quality of the final images , obtained after the application of motion correction software and after the repetition of image acqui sition. Material and Methods Thirty cases of MPI affected by Motion Artefacts and repeated , were used. A group of three, independent (blinded for the differences of origin) expert Nuclear Medicine Clinicians had been invited to evaluate the 30 sets of thre e images - one set for each patient - being ( A) original image , motion uncorrected , (B) original image, motion corrected, and (C) second acquisition image, without motion . The results so obtained were statistically analysed . Results and Conclusion Results obtained demonstrate that the use of the Motion Correction Software is useful essentiall y if the amplitude of movement is not too important (with this specific quantification found hard to define precisely , due to discrepancies between clinicians and other factors , namely between one to another brand); when that is not the case and the amplitude of movement is too important , the n the percentage of agreement between clinicians is much higher and the repetition of the examination is unanimously considered ind ispensable.

In this article, a real-world case- study is presented with two general objectives: to give a clear and simple illustrative example of application of social multi-criteria evaluation (SMCE) in the field of rural renewable energy policies, and to help in understanding to what extent and under which circumstances solar energy is suitable for electrifying isolated farmhouses. In this sense, this study might offer public decision- makers some insight on the conditions that favour the diffusion of renewable energy, in order to help them to design more effective energy policies for rural communities.

The main argument developed here is the proposal of the concept of “Social Multi-Criteria Evaluation” (SMCE) as a possible useful framework for the application of social choice to the difficult policy problems of our Millennium, where, as stated by Funtowicz and Ravetz, “facts are uncertain, values in dispute, stakes high and decisions urgent”. This paper starts from the following main questions: 1. Why “Social” Multi-criteria Evaluation? 2. How such an approach should be developed? The foundations of SMCE are set up by referring to concepts coming from complex system theory and philosophy, such as reflexive complexity, post-normal science and incommensurability. To give some operational guidelines on the application of SMCE basic questions to be answered are: 1. How is it possible to deal with technical incommensurability? 2. How can we deal with the issue of social incommensurability? To answer these questions, by using theoretical considerations and lessons learned from realworld case studies, is the main objective of the present article.

This paper attempts to provide an explanation of why reductionistic approaches are not adequate to tackle the urban sustainability issue in a consistent way. Concepts such as urban environmental carrying capacity and ecological footprint are discussed. Multicriteria evaluation is proposed as a general multidimensional framework for the assessment of urban sustainability. This paper deals with the following main topics: 1) definition of the concept of urban sustainability 2) discussion of relevant sustainability indicators 3) multicriteria evaluation as a framework for the assessment of urban sustainability 4) an illustrative example.

This paper studies collective choice rules whose outcomes consist of a collection of simultaneous decisions, each one of which is the only concern of some group of individuals in society. The need for such rules arises in different contexts, including the establishment of jurisdictions, the location of multiple public facilities, or the election of representative committees. We define a notion of allocation consistency requiring that each partial aspect of the global decision taken by society as a whole should be ratified by the group of agents who are directly concerned with this particular aspect. We investigate the possibility of designing envy-free allocation consistent rules, we also explore whether such rules may also respect the Condorcet criterion.

We analyze situations in which a group of agents (and possibly a designer) have to reach a decision that will affect all the agents. Examples of such scenarios are the location of a nuclear reactor or the siting of a major sport event. To address the problem of reaching a decision, we propose a one-stage multi-bidding mechanism where agents compete for the project by submitting bids. All Nash equilibria of this mechanism are efficient. Moreover, the payoffs attained in equilibrium by the agents satisfy intuitively appealing lower bounds..

There is recent interest in the generalization of classical factor models in which the idiosyncratic factors are assumed to be orthogonal and there are identification restrictions on cross-sectional and time dimensions. In this study, we describe and implement a Bayesian approach to generalized factor models. A flexible framework is developed to determine the variations attributed to common and idiosyncratic factors. We also propose a unique methodology to select the (generalized) factor model that best fits a given set of data. Applying the proposed methodology to the simulated data and the foreign exchange rate data, we provide a comparative analysis between the classical and generalized factor models. We find that when there is a shift from classical to generalized, there are significant changes in the estimates of the structures of the covariance and correlation matrices while there are less dramatic changes in the estimates of the factor loadings and the variation attributed to common factors.

L'Association of Research Libraries (ARL) considera la digitalització com a una opció acceptada per a la preservació de diferents materials mitjançant el reformatatge ("reformatting"). Aquest document l'ha redactat un conjunt d'experts de diferents universitats, amb comentaris d'especialistes en preservació, amb l'objectiu de facilitar el desenvolupament i implementació de polítiques, estàndards, guies i millors pràctiques on encara no s'apliquen. L'informe s'adreça principalment a la preservació del material en suport paper però també a com preservar, a través del reformatatge, materials que actualment es troben en diversos suports. Ofereix un estudi comparatiu de diferents tecnologies que poden ajudar a prendre una decisió sobre quina estratègia de preservació cal seguir, enumera quins beneficis comporta la digitalització per a la preservació, proporciona una introducció als estàndards i millors pràctiques de reformatatge digital i en descriu l'estat actual així com els compromisos que s'adopten per a la preservació a llarg termini. Finalment dóna a conèixer els webs de projectes i iniciatives més rellevants en la matèria.
