This paper tests the explanatory capacities of different versions of new institutionalism by examining the Australian case of a general transition in central banking practice and monetary politics: namely, the increased emphasis on low inflation and central bank independence. Standard versions of rational choice institutionalism largely dominate the literature on the politics of central banking, but this approach (here termed RC1) fails to account for Australian empirics. RC1 has a tendency to establish actor preferences exogenously to the analysis; actors' motives are also assumed a priori; actor's preferences are depicted in relatively static, ahistorical terms. And there is the tendency, even a methodological requirement, to assume relatively simple motives and preference sets among actors, in part because of the game theoretic nature of RC1 reasoning. It is possible to build a more accurate rational choice model by re-specifying and essentially updating the context, incentives and choice sets that have driven rational choice in this case. Enter RC2. However, this move subtly introduces methodological shifts and new theoretical challenges. By contrast, historical institutionalism uses an inductive methodology. Compared with deduction, it is arguably better able to deal with complexity and nuance. It also utilises a dynamic, historical approach, and specifies (dynamically) endogenous preference formation by interpretive actors. Historical institutionalism is also able to more easily incorporate a wider set of key explanatory variables and incorporate wider social aggregates. Hence, it is argued that historical institutionalism is the preferred explanatory theory and methodology in this case.

In this paper the diffusion and flow of carbon tetrachloride, benzene and n-hexane through a commercial activated carbon is studied by a differential permeation method. The range of pressure is covered from very low pressure to a pressure range where significant capillary condensation occurs. Helium as a non-adsorbing gas is used to determine the characteristics of the porous medium. For adsorbing gases and vapors, the motion of adsorbed molecules in small pores gives rise to a sharp increase in permeability at very low pressures. The interplay between a decreasing behavior in permeability due to the saturation of small pores with adsorbed molecules and an increasing behavior due to viscous flow in larger pores with pressure could lead to a minimum in the plot of total permeability versus pressure. This phenomenon is observed for n-hexane at 30degreesC. At relative pressure of 0.1-0.8 where the gaseous viscous flow dominates, the permeability is a linear function of pressure. Since activated carbon has a wide pore size distribution, the mobility mechanism of these adsorbed molecules is different from pore to pore. In very small pores where adsorbate molecules fill the pore the permeability decreases with an increase in pressure, while in intermediate pores the permeability of such transport increases with pressure due to the increasing build-up of layers of adsorbed molecules. For even larger pores, the transport is mostly due to diffusion and flow of free molecules, which gives rise to linear permeability with respect to pressure. (C) 2002 Elsevier Science Ltd. A major challenge faced by today's white clover breeder is how to manage resources within a breeding program. It is essential to utilise these resources with sufficient flexibility to build on past progress from conventional breeding strategies, but also take advantage of emerging opportunities from molecular breeding tools such as molecular markers and transformation. It is timely to review white clover breeding strategies. This background can then be used as a foundation for considering how to continue conventional plant improvement activities and complement them with molecular breeding opportunities. In this review, conventional white clover breeding strategies relevant to the Australian dryland target population environments are considered. Attention is given to: (i) availability of genetic variation, (ii) characterisation of germplasm collections, (iii) quantitative models for estimation of heritability, (iv) the role of multi-environment trials to accommodate genotype-by-environment interactions, (v) interdisciplinary research to understand adaptation to dryland environments, (vi) breeding and selection strategies, and (vii) cultivar structure. Current achievements in biotechnology with specific reference to white clover breeding in Australia are considered, and computer modelling of breeding programs is discussed as a useful integrative tool for the joint evaluation of conventional and molecular breeding strategies and optimisation of resource use in breeding programs. Four areas are identified as future research priorities: (i) capturing the potential genetic diversity among introduced accessions and ecotypes that are adapted to key constraints such as summer moisture stress and the use of molecular markers to assess the genetic diversity, (ii) understanding the underlying physiological/morphological root and shoot mechanisms involved in water use efficiency of white clover, with the objective of identifying appropriate selection criteria, (iii) estimation of quantitative genetic parameters of important morphological/physiological attributes to enable prediction of response to selection in target environments, and (iv) modelling white clover breeding strategies to evaluate the opportunities for integration of molecular breeding strategies with conventional breeding programs.

Conceptual modelling is an activity undertaken during information systems development work to build a representation of selected semantics about some real-world domain. Ontological theories have been developed to account for the structure and behavior of the real world in general. In this paper, I discuss why ontological theories can be used to inform conceptual modelling research, practice, and pedagogy. I provide examples from my research to illustrate how a particular ontological theory has enabled me to improve my understanding of certain conceptual modelling practices and grammars. I describe, also, how some colleagues and I have used this theory to generate several counter-intuitive, sometimes surprising predictions about widely advocated conceptual modelling practices - predictions that subsequently were supported in empirical research we undertook. Finally, I discuss several possibilities and pitfalls I perceived to be associated with our using ontological theories to underpin research on conceptual modelling.

The challenges in the business environment are forcing Australian firms to be innovative in all their efforts to serve customers. Reflecting this need there have been several innovation policy statements both at Federal and State government level aimed at encouraging innovation in Australian industry. In particular, the innovation policy statement launched by the Queensland government in the year 2000 primarily intends building a Sman State through innovation. During the last few decades the Australian government policy on innovation has emphasized support for industry R&D. However industry stakeholders demand a more firm-focused policy of innovation. Government efforts in this direction have been hindered by a lack of a consistent body of knowledge on innovation at the firm level. In particular the Australian literature focusing on firm level antecedents of innovation is limited and fragmented. This study examines the role of learning capabilities in innovation and competitive advantage. Based on a survey of manufacturing firms in Queensland the study finds that both technological and non·technological innovations lead to competitive advantage. The findings contribute to the theory competitive advantage and firm level antecedents of innovation. Implications for firm level innovation strategies and behaviour are discussed. In addition, the findings have important implications for Queensland government's current initiatives to build a Smart State through innovation.

Discharge grates play an important role in determining the performance of autogenous, semi-autogenous and grate discharge ball mills. The flow capacity (grinding capacity) of these mills is strongly influenced by the discharge grate design-open area and position of apertures, as well as the performance of the pulp lifters. As mill sizes have progressively increased and closed-circuiting has become more popular the importance of grate and pulp lifter design has grown. Unfortunately very few studies have concentrated on this aspect of mill performance. To remedy this a series of laboratory and pilot-scale tests were undertaken to study both the performance of grates on their own and in conjunction with pulp lifters. In this first paper of a two-part series the results from the grate-only experiments are presented and discussed, whilst the performance of the grate-pulp-lifter system is covered in the second paper. The results from the grate-only experiments have shown that the build-up of slurry (hold-up) inside the mill starts from the shoulder of the charge, while the toe position of the slurry progressively moves towards the toe of the charge with increasing flowrate. Besides grate design (open area and position of apertures), charge volume and mill speed were also found to have a strong influence on mill hold-up and interact with grate design variables. A model of iron carbonate (FeCO3) film growth is proposed, which is an extension of the recent mechanistic model of carbon dioxide (CO2) corrosion by Nesic, et al. In the present model, the film growth occurs by precipitation of iron carbonate once saturation is exceeded. The kinetics of precipitation is dependent on temperature and local species concentrations that are calculated by solving the coupled species transport equations. Precipitation tends to build up a layer of FeCO3 on the surface of the steel and reduce the corrosion rate. On the other hand, the corrosion process induces voids under the precipitated film, thus increasing the porosity and leading to a higher corrosion rate. Depending on the environmental parameters such as temperature, pH, CO2 partial pressure, velocity, etc., the balance of the two processes can lead to a variety of outcomes. Very protective films and low corrosion rates are predicted at high pH, temperature, CO2 partial pressure, and Fe2+ ion concentration due to formation of dense protective films as expected. The model has been successfully calibrated against limited experimental data. Parametric testing of the model has been done to gain insight into the effect of various environmental parameters on iron carbonate film formation. The trends shown in the predictions agreed well with the general understanding of the CO2 corrosion process in the presence of iron carbonate films. The present model confirms that the concept of scaling tendency is a good tool for predicting the likelihood of protective iron carbonate film formation.

This paper describes a process-based metapopulation dynamics and phenology model of prickly acacia, Acacia nilotica, an invasive alien species in Australia. The model, SPAnDX, describes the interactions between riparian and upland sub-populations of A. nilotica within livestock paddocks, including the effects of extrinsic factors such as temperature, soil moisture availability and atmospheric concentrations of carbon dioxide. The model includes the effects of management events such as changing the livestock species or stocking rate, applying fire, and herbicide application. The predicted population behaviour of A. nilotica was sensitive to climate. Using 35 years daily weather datasets for five representative sites spanning the range of conditions that A. nilotica is found in Australia, the model predicted biomass levels that closely accord with expected values at each site. SPAnDX can be used as a decision-support tool in integrated weed management, and to explore the sensitivity of cultural management practices to climate change throughout the range of A. nilotica. The cohort-based DYMEX modelling package used to build and run SPAnDX provided several advantages over more traditional population modelling approaches (e.g. an appropriate specific formalism (discrete time, cohort-based, process-oriented), user-friendly graphical environment, extensible library of reusable components, and useful and flexible input/output support framework). La globalizaci??n econ??mica ha impactado fuertemente en el mercado laboral europeo, abriendo puertas para el trabajo precario. Mientras el capital se torna global, el trabajo permanece local y m??s sumiso a los flujos econ??micos mundiales. Adem??s, los patrones de la sociedad de consumo se han consolidado, promoviendo nuevas desigualdades sociales y aumentando los riesgos de exclusi??n y vulnerabilidad social. La ca??da progresiva del industrialismo tambi??n afecta las principales bases de la estructura social como los roles de g??nero o las relaciones familiares. Diferentes redes aparecen como clave para la inclusi??n, especialmente en el actual contexto de crisis del Estado de Bienestar Social en que se encuentra Europa. Es decir, el an??lisis de la exclusi??n social debe tener en cuenta la evoluci??n de las pol??ticas sociales en toda Europa y la tendencia actual de descentralizaci??n y focalizaci??n de los ser vicios sociales. El objetivo de este art??culo es, por lo tanto, no s??lo describir el fen??meno de la exclusi??n social, sino tambi??n lanzar ideas para construir nuevos criterios de redefinici??n de las pol??ticas sociales.

Prop??e par??metros de an??lise para a avalia????o desses sistemas: abrang??ncia, inser????o e impacto na transforma????o da gest??o. Este artigo trata dos desafios de desenvolver as compet??ncias de servidores, de forma a melhorar a capacidade de governo na gest??o das pol??ticas p??blicas no Brasil. Na primeira parte, apresenta as caracter??sticas da administra????o p??blica brasileira em tr??s dimens??es: o modelo de carreiras dos servidores, o tipo de federalismo do Pa??s e o ambiente s??cio-econ??mico em que opera. Em seguida, analisa a nova pol??tica de desenvolvimento de pessoal (Decreto n??5.707/2006), que tem como foco a gest??o por compet??ncias, e o papel da ENAP na forma????o e capacita????o de dirigentes e servidores. Ao final, lan??a um desafio para a administra????o: a constru????o de um servi??o p??blico altamente capacitado e inovador, que atue dentro dos princ??pios da legalidade e da impessoalidade.

O presente trabalho representa uma tentativa de avaliar se o Conselho Nacional de Juventude da Secretaria Geral da Presid??ncia da Rep??blica pode ser entendido como uma rede de pol??ticas p??blicas, conforme a vis??o de Bonafont (2004). Para realizar essa avalia????o optou-se, inicialmente, pela abordagem da an??lise de redes de pol??ticas p??blicas qualitativa e por alguns itens avaliativos. Assim, foram realizadas entrevistas, al??m de pesquisas documentais em livros, boletins informativos, documentos oficiais, s??tios eletr??nicos e outras fontes de informa????es que auxiliaram a montar o hist??rico do Conselho, mapear as suas caracter??sticas, a estrutura, a forma de atua????o e a rela????o entre seus atores. O estudo mostra que, apesar do aumento de capital social trazido pela cria????o de um espa??o p??blico de discuss??o de pol??ticas p??blicas de juventude, o Conselho ainda n??o pode ser considerado uma rede de pol??ticas p??blicas. Identificou-se, principalmente, falta de consenso sobre o tema, aus??ncia de elabora????o de diretrizes sobre as pol??ticas p??blicas de juventude, bem como a inexist??ncia de um conceito ??nico de juventude compartilhado entre seus integrantes. Entretanto, vislumbram-se possibilidades concretas de surgimento de tal estrutura caso alguns requisitos, discutidos no artigo, estejam presentes em futuras realiza????es desse ??rg??o.

Este artigo tem como objetivo principal construir um ensaio te??rico que possibilite compreender as raz??es que determinam o desempenho satisfat??rio das institui????es do Estado, particularmente no Rio Grande do Sul. Ou seja, compreender os mecanismos que permitem aos governos locais realizar seus prop??sitos, como construir estradas, educar crian??as e promover o desenvolvimento de maneira satisfat??ria. Para tanto, a partir da revis??o da bibliografia especializada, constru??mos uma episteme que possibilite compreender o desempenho do Estado em suas implica????es institucionais formais (neo-institucionalismo) de North (2001), bem como suas implica????es com padr??es valorativos (capital social) de Putnam (2000). Assim, conclu??mos que institui????es e capital social sinergeticamente aliados podem contribuir para o desempenho satisfat??rio das institui????es do Estado.

O objetivo deste trabalho ?? o de construir um ??ndice de gest??o municipal em cultura, com o potencial de servir de balizador para as a????es nesta ??rea tanto no ??mbito municipal quanto no das esferas estaduais e federal. Para tanto s??o utilizados dados do ???Perfil dos Munic??pios Brasileiros ??? Cultura 2006???, publicado pelo IBGE, o qual disp??e das respostas de 5.562 munic??pios sobre cultura e gest??o cultural. As respostas foram tabuladas e combinadas de forma a produzir vari??veis espec??ficas para a constru????o do ??ndice. O m??todo utilizado para a constru????o do ??ndice de Gest??o Municipal em Cultura (IGMC) foi o de an??lise de componentes principais, que permite ?? pr??pria amostra definir os pesos que cada vari??vel exercer?? na computa????o do ??ndice final. Al??m do IGMC geral, foram computados no processo tr??s sub??ndices, cada um deles procurando refletir um aspecto espec??fico da gest??o municipal em cultura, a saber: fortalecimento institucional e gest??o democr??tica, infraestrutura e recursos humanos, e a????o cultural. Os resultados obtidos permitem diversos tipos de compara????es intermunicipais e regionais, bem como a prescri????o de a????es locais na ??rea de gest??o que visem ?? melhoria da administra????o cultural dos munic??pios.
