Työ on tapaustutkimus turkulaisen arkkidiakonin ja tuomiorovastin Paavali Scheelin ja Danzigin porvarin Hans Chonnertin sekä tämän pojan Hans Chonnert nuoremman kaupankäynnistä ja kaupan organisaatiosta. Työn pääasiallisena lähdeaineistona on käytetty Paavali Scheelin kirjekokoelmaa vuosilta 1509–1516. Suomen keskiajan lähteiden joukossa ainutlaatuinen kirjekokoelma mahdollistaa henkilötasolle ulottuvan tarkastelun sekä kaupassa ja henkilöverkostossa ilmenevien muutosten seuraamisen. Kirjekokoelman ohella on käytetty laajasti muita Itämeren piirin editoituja aikalaislähteitä. Aineiston lähiluvulla on hahmoteltu Scheelin ja Chonnertin kauppaverkosto: kaupan kannalta keskeiset henkilösuhteet ja henkilösuhteiden merkitys kaupassa. Verkoston kannalta olennaista on henkilöiden erilaisten roolien erottelu sekä kauppiaan, laivurin, lähetin ja velallisen roolien merkitys kauppaverkostossa. Scheelin ja Chonnertin kauppakontaktit osuvat osittain samalle ajalle Itämerellä 1500-luvun alussa käytyjen sotien kanssa. Tanskan ja Ruotsin unionikiistat sekä Tanskan ja Lyypekin (hansan) väliset kauppakiistat johtivat 1500-luvun alussa monivuotisiin sotiin, joiden yhteisenä piirteenä oli kaapparitoiminta vastustajan rannikoilla ja Itämeren keskeisillä kauppareiteillä. Itämeren kaapparisota muodostaa Scheelin ja Chonnertin kauppaverkoston kontekstin vuosina 1509–1512. Kaapparisodan loppuminen vuonna 1512 mahdollistaa Scheelin ja Chonnertin kauppaverkoston sodan- ja rauhanajan organisaation ja toiminnan vertailun. Scheelin ja Chonnertin kauppaverkoston ytimen muodosti pieni kauppiaiden ydinjoukko, johon kuului Turussa sekä kirkonmiehiä että porvareita. Ydinjoukon toiminta perustui luottamukseen, luottoihin, henkilökohtaisiin ystävyyssuhteisiin ja tiiviiseen informaation vaihtoon kirjeitse tai lähettien välityksellä. Vaikka purjehdus oli kaupankäynnin elinehto, laivureiden rooli kauppaverkostossa oli toissijainen. Sodan loppuminen Itämerellä johti laivureiden täydelliseen vaihtumiseen vuosien 1512–1513 aikana. Kauppaverkoston ydinryhmä sen sijaan säilyi samana, ja sen yhteistoiminta tiivistyi. Laajemmassa kontekstissa tapaustutkimus johtaa kolmeen päätelmään: 1) Paavali Scheelin omissa nimissään käymä kauppa oli normaali osa Turun tuomiokapitulin toimintaa; 2) turkulaiset kirkonmiehet ja porvarit tekivät kaupan saralla pitkälle menevää yhteistyötä, ja heidän kauppaverkostonsa olivat kytköksissä toisiinsa; 3) tanskalaisten monivuotinen kaapparitoiminta ei estänyt kaupankäyntiä Turun ja Danzigin välillä.

Since the 1990s, European policy strategies have stressed the mutual responsibility and joint action of all societal branches in preventing social problems. Network policy is an integral part of the new governance that generates a new kind of dependency between the state and civil society in formulating and adhering to policy goals. Using empirical group interview data collected in Helsinki, the capital of Finland, this case study explores local multi-agency groups and their efforts to prevent the exclusion of children and young people. These groups consist mainly of professionals from the social office, youth clubs and schools. The study shows that these multi-agency groups serve as forums for professional negotiation where the intervention dilemma of liberal society can be addressed: the question of when it is justified and necessary for an authority or network to intervene in the life of children and their families, and how this is to be done. An element of tension in multi-agency prevention is introduced by the fact that its objectives and means are anchored both in the old tradition of the welfare state and in communitarian rhetoric. Thus multi-agency groups mend deficiencies in wellbeing and normalcy while at the same time try to co-ordinate the creation of the new community, which will hopefully reduce the burden on the public sector. Some of the professionals interviewed were keen to see new and even forceful interventions to guide the youth or to compel parents to assume their responsibilities. In group discussions, this approach often met resistance. The deeper the social problems that the professionals worked with, the more solidarity they showed for the families or the young people in need. Nothing seems to assure professionals and to legitimise their professional position better than advocating the under-privileged against the uncertainties of life and the structural inequalities of society. The groups that grappled with the clear, specific needs of certain children and families were the most capable of co-operation. This requires the approval of different powers and the expertise of distinct professions as well as a forum to negotiate case-specific actions in professional confidentiality. The ideals of primary prevention for everyone and value discussions alone fail to inspire sufficient multiagency co-operation. The ideal of a network seems to give word and shape to those societal goals that are difficult or even impossible to reach, but are nevertheless yearned for: mutual understanding of the good life, close social relationships, mutual trust and active agency for all citizens. Individualisation, the multiplicity of life styles and the possibility to choose have come true in such a way that the very idea of a mutual and binding network can be attained only momentarily and between restricted participants. In conclusion, uniting professional networks that negotiate intervention dilemmas with citizen networks based on changing compassions and feelings of moral superiority seems impossible. Rather, one should encourage openness to scrutiny among tangential or contradicting groups, networks and communities. Pitkärannan kaivokselle Laatokan Karjalaan saapui vuonna 1880 24 ruotsalaista vuorimiestä perheineen käynnistääkseen sen uudella teholla, tekemään siitä modernin ja johtamaan sen toimintaa. Heidät oli rekrytoinut sinne pietarilainen kansainvälisten liikemiesten omistama pankki suomalaisen vuoriteollisuuden asiantuntijan Hjalmar Furuhjelmin avulla. Pankki oli hankkinut lupaavalla malmialueella sijainneen kaivoksen omistukseensa muutamaa vuotta aikaisemmin. Ruotsalaisten saapumisesta käynnistyi 25 vuotta jatkunut ketjusiirtolaisuus Ruotsin vuoriteollisuuden keskusalueelta Bergslagenista Pitkärantaan, mikä oli pituutensa ja toimintansa vuoksi merkittävä. Vaikka Pitkäranta sijaitsi periferiassa, oli se hyvin kansainvälinen paikka, jossa oli myös muutamia muunmaalaisia työntekijöitä. Pitkäranta eli ruotsalaisten johdossa teollisen kultakautensa. Sieltä louhittiin pääasiassa kuparia, mutta loppuaikoina toiminta keskittyi rautamalmiin, jota rikastettiin. Kaivoksen yhteydessä toimi eri aikoina myös muuta teollisuutta kuten pullotehdas. Monet Pitkärannan ruotsalaisista olivat siirtolaisina perheensä kanssa. Naimattomista muutamat solmivat avioliiton suomalaisen kanssa ja kaksi kaivoksen saksalaisen johtajan O. G. Trüstedtin tyttärien kanssa. Ruotsalaiset siirtolaiset olivat Pitkärannassa johtavassa asemassa niin tehtäviensä pohjalta kuin sosiaalisestikin. Pitkärannan ruotsalaiset eivät pääsaantöisesti integroituneet Suomeen, vaan säilyttivät ruotsalaisen identiteettinsä ja palasivat jossain vaiheessa takaisin Ruotsiin - jopa sellaiset, jotka olivat Suomessa yli kymmenen vuotta. Vain muutama ruotsalainen vuorimies jäi Suomeen. Ruotsalaiset loivat Pitkärannassa ollessaan tiiviin suhdeverkon, johon kuului keskeisesti myös Trüstedtien perhe. Verkosto toimi tiiviisti muutama vuosi Pitkärannan jälkeen perustetun Outokummun kaivoksen alkutaipaleen aikana. Pitkärannan ruotsalaiset liittyivät vielä Petsamon nikkelinkin löytymiseen. Pitkärannan ruotsalaisuus kuului kolmeen historialliseen kontekstiin. Taustalla oli vuosisatoja Ruotsista Suomeen jatkunut vuoriammattilaisten siirtolaisuus, joka ei ollut loppunut, vaikka maiden valtiollinen side oli päättynyt vuonna 1809. Tästä syytä rekrytoijien kannalta Ruotsi oli luonnollinen kohde. Rekrytoidut taas elivät Ruotsin suurinta siirtolaisuusaaltoa, jolloin suuret siirtolaisvirrat suuntautuivat Pohjois-Amerikkaan ja siirtolaisuus kosketti lähes jokaista ruotsalaista. Kolmas taustalla vaikuttanut historiallinen kehitys oli Pietarin nopea kasvu ja kansainvälistyminen sekä sen imussa tapahtunut vaikutusalueiden ja koko Suomen teollistuminen. Pitkärannan kaivos oli Pietarin kansainvälisten liikemiesten omistama ja sen tuotanto palveli täysin Pietaria, jonka laajaan vaikutusalueeseen Pitkäranta kuului hyvin voimakkaasti. Monessa mielessä ruotsalaisten vuorimiesten siirtolaisuus Pitkärantaan olikin enemmän siirtolaisuutta Pietarin vaikutusalueelle kuin Suomeen. Pitkärannan side Suomeen oli lähinnä vain sen fyysinen sijainti, muuten sitä täytyy arvioida kiinteästi osana Pietarin vaiheita. Pitkäranta oli Amerikan siirtolaisuuteen ja vähän myöhemmin alkaneeseen Norrbotteniin muuttoon verrattuna vain pieni sivujuonne ruotsalaisessa 1800-luvun lopun siirtolaisuudessa. Suomeen ja Venäjälle tapahtuneen ruotsalaissiirtolaisuuden joukossa se oli kuitenkin aikanaan merkittävä, monimuotoinen ja kauaskantoinen tapahtuma. Tutkimuksen tavoitteena on hahmottaa 1800-luvulla tapahtunutta keskiluokan sosiaalista nousua pohjalaissyntyisen papin, opettajan, liikemiehen ja valtiopäiväedustajan Alfred Kihlmanin (1825-1904) elämänvaiheiden kautta. Kyseessä ei ole perinteinen elämäkerta, vaan työn pyrkimyksenä on mikrotason tarkan analyysin kautta päästä käsiksi laajempiin yhteiskunnallisiin muutosprosesseihin. Erityisen kiinnostuksen kohteena ovat erilaiset sosiaaliset verkostot sekä niiden merkitys Kihlmanin kaltaisen keskiluokkaisen yksilön sosiaaliselle nousulle. Tutkimus jakautuu kahteen pääosaan, joista ensimmäinen käsittelee heränneiden pappien verkostoja 1840-luvulla ja 1850-luvun alussa ja jälkimmäinen liikemiesverkostoja 1850-luvun jälkipuolelta 1870-luvun alkuun. Pääasiallisena lähdeaineistona on Alfred Kihlmanin laaja kirjeenvaihto. Alfred Kihlman liittyi kouluvuosinaan 1840-luvun alussa nuorison piirissä nopeasti levinneeseen herännäisyyteen. Nuoret heränneet papit muodostivat tiiviin sosiaalisen verkoston, joka perustui jaetulle uskonnolliselle ideologialle sekä pappisperheiden välisille avioliittositeille. Lisäksi verkostoa pidettiin yllä yhteisillä kokoontumisilla, vierailuilla, kirjeenvaihdolla sekä palvelusten vaihtamisella. Verkoston välityksellä saatiin tehokkaasti mm. informaatiota sekä rahalainoja. Herännäisyys nousi nuoren keskiluokkaisen papiston omaa yhteiskunnallista voimattomuuttaan kohtaan tuntemasta tyytymättömyydestä. Kun sivistyneistön mahdollisuudet menestyä perinteisillä foorumeilla olivat autonomian alkupuolella heikot, nuoret heränneet kielsivät uskonnollisessa ideologiassaan arvon maalliselta menestykseltä ja rakensivat oman verkostonsa, jonka sisällä he saattoivat toteuttaa pätemisentarvettaan. Yhteiskunnallisen tilanteen muututtua verkosto muuttui 1850-luvun alussa hyödystä rasitteeksi, minkä seurauksena heränneiden pappien rivit hajaantuivat. Irtauduttuaan herännäisyydestä Alfred Kihlman siirtyi opettajan uralle. Heränneeltä vaimoltaan perimänsä varallisuuden sekä nuoruus- ja herännäisvuosinaan solmimiensa ystävyyssuhteiden ansiosta hän ajatui 1850-luvun kuluessa yhä enemmän myös liike-elämään. Hänen merkittävimmäksi toimintakentäkseen muodostuivat Suomen Yhdyspankki sekä Tampereen Pellava- ja Rautateollisuus, jonka johtajana hän toimi vuodesta 1866 lähtien. 1860-luvulla liikemiesverkostot perustuivat suurelta osin sukulaisuuteen, mutta yhä enenevässä määrin myös ystävyys-, kollega- ja liikekumppanuussuhteisiin. Kun pankkilaitos oli vielä hyvin kehittymätön, verkostot olivat etenkin pääomien hankinnassa avainasemassa. Tiiviit lainaverkostot olivat huonojen suhdanteiden aikana toisaalta myös vaaraksi, sillä yksi suuri konkurssi saattoi vetää mukanaan joukoittain liikemiehiä. Verkostojen kautta voitiin välittää ja saada myös suosituksia sekä sisäpiiritietoa, jota ei ollut saatavissa muista lähteistä. Yhteiskunnan muuttuminen ja henkilösuhteet mahdollistivat Alfred Kihlmanin sosiaalisen nousun. Teollistuminen ja liike-elämän vapautuminen tarjosivat uusia mahdollisuuksia keskiluokan yritteliäille yksilöille. Ylempien yhteiskuntaluokkien välisten säätyjen välisten raja-aitojen tasaantuminen tekivät 1850-luvun puolivälissä mahdolliseksi myös papin osallistumisen liike-elämään. A Journey in the Landscape of Sustainable School Development “A Journey in the Landscape of Sustainable School Development” is a story of the Sorrila School development process. This research deals with a school development project as a process, and as a part of international projects on Education for Sustainable Development, with ENSI (Environment and School Initiatives) being the most important. The main purpose of the study was to analyze the change process as a general phenomenon as well as the learning connected to it. The research describes the development period 2001–2008 at the Sorrila Primary school. The research questions are as follows: 1. What did pupils learn during the research and development period? 2. How did the coordinating teacher develop personally? 3. How were the ENSI targets and other closely linked projects reached? 4. What was the feedback from the pupils, their parents and other teachers at the school? 5. How did the developing process proceed in 2001–2008? The method used was integrating action research, which also had ethnographical elements. Narrative was the form of the data as well as the manner of reporting. The method as a whole was integrating, ethnographical action research as a story. The research data consisted mostly of Knowledge Forum notes written by the teacher-researcher. Knowledge Forum is an Internetbased collaborative knowledge-building programme. Pupils’, parents’ and other teachers’ feedback, newspaper articles and students’ writings complied the data, which consists of material from seven years. Sustainable development was the basis of the school improvement. The targets of the United Nations Decade of Education for Sustainable Development (2005–2014) were part of the development projects. According to the research results the school was seen as part of complex systems where manifold and interactive learning took place. The learning of pupils, teachers and the school as a community can be characterised socioculturally. The school was able to reach a level of collaborative transformative learning. As well as several concrete projects, such as Comenius school project, school development consisted of networking at many levels. Along with the projects and networking, the school was able to apply the pedagogy of connection, by carrying out integrative and cross-disciplinary themes and using various learning and teaching methods. International cooperation was a natural part of the work. A figure of Aunt Green, the role model of the teacher researcher, was an innovation which resembled a change agent. The other role of the teacherresearcher as a coordinator, was important for her own professional development. According to the results the change process, which relied on sustainable school development, led the school along a road of positive renewals. It was not a series of projects but an ongoing process. The objectives of the international projects were accomplished to a great extent during the research period. According to the principles of action research, the main results were put forward in order to help others to develop their schools. Frictions and problems as well as positive experiences and rejecting dualities were seen as change forces. Diseases caused by the Lancefield group A streptococcus, Streptococcus pyogenes, are amongst the most challenging to clinicians and public health specialists alike. Although severe infections caused by S. pyogenes are relatively uncommon, affecting around 3 per 100,000 of the population per annum in developed countries, the case fatality is high relative to many other infections. Despite a long scientific tradition of studying their occurrence and characteristics, many aspects of their epidemiology remain poorly understood, and potential control measures undefined. Epidemiological studies can play an important role in identifying host, pathogen and environmental factors associated with risk of disease, manifestation of particular syndromes or poor survival. This can be of value in targeting prevention activities, as well directing further basic research, potentially paving the way for the identification of novel therapeutic targets. The formation of a European network, Strep-EURO, provided an opportunity to explore epidemiological patterns across Europe. Funded by the Fifth Framework Programme of the European Commission s Directorate-General for Research (QLK2.CT.2002.01398), the Strep-EURO network was launched in September 2002. Twelve participants across eleven countries took part, led by the University of Lund in Sweden. Cases were defined as patients with S. pyogenes isolated from a normally sterile site, or non-sterile site in combination with clinical signs of streptococcal toxic shock syndrome (STSS). All participating countries undertook prospective enhanced surveillance between 1st January 2003 and 31st December 2004 to identify cases diagnosed during this period. A standardised surveillance dataset was defined, comprising demographic, clinical and risk factor information collected through a questionnaire. Isolates were collected by the national reference laboratories and characterised according to their M protein using conventional serological and emm gene typing. Descriptive statistics and multivariable analyses were undertaken to compare characteristics of cases between countries and identify factors associated with increased risk of death or development of STSS. Crude and age-adjusted rates of infection were calculated for each country where a catchment population could be defined. The project succeeded in establishing the first European surveillance network for severe S. pyogenes infections, with 5522 cases identified over the two years. Analysis of data gathered in the eleven countries yielded important new information on the epidemiology of severe S. pyogenes infections in Europe during the 2000s. Comprehensive epidemiological data on these infections were obtained for the first time from France, Greece and Romania. Incidence estimates identified a general north-south gradient, from high to low. Remarkably similar age-standardised rates were observed among the three Nordic participants, between 2.2 and 2.3 per 100,000 population. Rates in the UK were higher still, 2.9/100,000, elevated by an upsurge in drug injectors. Rates from these northern countries were reasonably close to those observed in the USA and Australia during this period. In contrast, rates of reports in the more central and southern countries (Czech Republic, Romania, Cyprus and Italy) were substantially lower, 0.3 to 1.5 per 100,000 population, a likely reflection of poorer uptake of microbiological diagnostic methods within these countries. Analysis of project data brought some new insights into risk factors for severe S. pyogenes infection, especially the importance of injecting drug users in the UK, with infections in this group fundamentally reshaping the epidemiology of these infections during this period. Several novel findings arose through this work, including the high degree of congruence in seasonal patterns between countries and the seasonal changes in case fatality rates. Elderly patients, those with compromised immune systems, those who developed STSS and those infected with an emm/M78, emm/M5, emm/M3 or emm/M1 were found to be most likely to die as a result of their infection, whereas those diagnosed with cellulitis, septic arthritis, puerperal sepsis or with non-focal infection were associated with low risk of death, as were infections occurring during October. Analysis of augmented data from the UK found use of NSAIDs to be significantly associated with development of STSS, adding further fuel to the debate surrounding the role of NSAIDs in the development of severe disease. As a largely community-acquired infection, occurring sporadically and diffusely throughout the population, opportunities for control of severe infections caused by S. pyogenes remain limited, primarily involving contact chemoprophylaxis where clusters arise. Analysis of UK Strep-EURO data were used to quantify the risk to household contacts of cases, forming the basis of national guidance on the management of infection. Vaccines currently under development could offer a more effective control programme in future. Surveillance of invasive infections caused by S. pyogenes is of considerable public health importance as a means of identifying long and short-term trends in incidence, allowing the need for, or impact of, public health measures to be evaluated. As a dynamic pathogen co-existing among a dynamic population, new opportunities for exploitation of its human host are likely to arise periodically, and as such continued monitoring remains essential.

Integrating biodiversity conservation into forest management in non-industrial private forests requires changes in the practices of those public and private actors that have implementing responsibilities and whose strategic and operational opportunities are at stake. Understanding this kind of context-dependent institutional adaptation requires bridging between two analytical approaches: policy implementation and organizational adaptation, backed up with empirical analysis. The empirical analyses recapitulated in this thesis summary address organizational competences, specialization, professional judgment, and organizational networks. The analyses utilize qualitative and quantitative data from public and private sector organizations as well as associations. The empirical analyses produced stronger signals of policy implementation than of organizational adaptation. The organizations recognized the policy and social demand for integrating biodiversity conservation into forest management and their professionals were in favor of conserving biodiversity. However, conservation was integrated to forest management so tightly that it could be said to be subsumed by mainstream forestry. The organizations had developed some competences for conservation but the competences did not differentiate among the organizations other than illustrating the functional differences between industry, administration and associations. The networks that organizations depended on consisted of traditional forestry actors and peers both in planning policy and at the operational level. The results show that he demand for biodiversity conservation has triggered incremental changes in organizations. They can be considered inert regarding this challenge. Isomorphism is advanced by hierarchical guidance and standardization, and by professional norms. Analytically, this thesis contributes to the understanding of organizational behavior across the public and private sector boundaries. The combination of a policy implementation approach inherent in analysis of public policies in hierarchical administration settings, and organizational adaptation typically applied to private sector organizations, highlights the importance of institutional interpretation. Institutional interpretation serves the understanding of the empirically identified diversions from the basic tenets of the two approaches. Attention to institutions allows identification of the overlap of the traditionally segregated approaches.

The study explores new ideational changes in the information strategy of the Finnish state between 1998 and 2007, after a juncture in Finnish governing in the early 1990s. The study scrutinizes the economic reframing of institutional openness in Finland that comes with significant and often unintended institutional consequences of transparency. Most notably, the constitutional principle of publicity (julkisuusperiaate), a Nordic institutional peculiarity allowing public access to state information, is now becoming an instrument of economic performance and accountability through results. Finland has a long institutional history in the publicity of government information, acknowledged by law since 1951. Nevertheless, access to government information became a policy concern in the mid-1990s, involving a historical narrative of openness as a Nordic tradition of Finnish governing Nordic openness (pohjoismainen avoimuus). International interest in transparency of governance has also marked an opening for institutional re-descriptions in Nordic context. The essential added value, or contradictory term, that transparency has on the Finnish conceptualisation of governing is the innovation that public acts of governing can be economically efficient. This is most apparent in the new attempts at providing standardised information on government and expressing it in numbers. In Finland, the publicity of government information has been a concept of democratic connotations, but new internationally diffusing ideas of performance and national economic competitiveness are discussed under the notion of transparency and its peer concepts openness and public (sector) information, which are also newcomers to Finnish vocabulary of governing. The above concepts often conflict with one another, paving the way to unintended consequences for the reforms conducted in their name. Moreover, the study argues that the policy concerns over openness and public sector information are linked to the new drive for transparency. Drawing on theories of new institutionalism, political economy, and conceptual history, the study argues for a reinvention of Nordic openness in two senses. First, in referring to institutional history, the policy discourse of Nordic openness discovers an administrative tradition in response to new dilemmas of public governance. Moreover, this normatively appealing discourse also legitimizes the new ideational changes. Second, a former mechanism of democratic accountability is being reframed with market and performance ideas, mostly originating from the sphere of transnational governance and governance indices. Mobilizing different research techniques and data (public documents of the Finnish government and international organizations, some 30 interviews of Finnish civil servants, and statistical time series), the study asks how the above ideational changes have been possible, pointing to the importance of nationalistically appealing historical narratives and normative concepts of governing. Concerning institutional developments, the study analyses the ideational changes in central steering mechanisms (political, normative and financial steering) and the introduction of budget transparency and performance management in two cases: census data (Population Register Centre) and foreign political information (Ministry for Foreign Affairs). The new policy domain of governance indices is also explored as a type of transparency. The study further asks what institutional transformations are to be observed in the above cases and in the accountability system. The study concludes that while the information rights of citizens have been reinforced and recalibrated during the period under scrutiny, there has also been a conversion of institutional practices towards economic performance. As the discourse of Nordic openness has been rather unquestioned, the new internationally circulating ideas of transparency and the knowledge economy have entered this discourse without public notice. Since the mid 1990s, state registry data has been perceived as an exploitable economic resource in Finland and in the EU public sector information. This is a parallel development to the new drive for budget transparency in organisations as vital to the state as the Population Register Centre, which has led to marketization of census data in Finland, an international exceptionality. In the Finnish Ministry for Foreign Affairs, the post-Cold War rhetorical shift from secrecy to performance-driven openness marked a conversion in institutional practices that now see information services with high regards. But this has not necessarily led to the increased publicity of foreign political information. In this context, openness is also defined as sharing information with select actors, as a trust based non-public activity, deemed necessary amid the global economic competition. Regarding accountability system, deliberation and performance now overlap, making it increasingly difficult to identify to whom and for what the public administration is accountable. These evolving institutional practices are characterised by unintended consequences and paradoxes. History is a paradoxical component in the above institutional change, as long-term institutional developments now justify short-term reforms.

Tooth development is regulated by sequential and reciprocal interactions between epithelium and mesenchyme. The molecular mechanisms underlying this regulation are conserved and most of the participating molecules belong to several signalling families. Research focusing on mouse teeth has uncovered many aspects of tooth development, including molecular and evolutionary specifi cs, and in addition offered a valuable system to analyse the regulation of epithelial stem cells. In mice the spatial and temporal regulation of cell differentiation and the mechanisms of patterning during development can be analysed both in vivo and in vitro. Follistatin (Fst), a negative regulator of TGFβ superfamily signalling, is an important inhibitor during embryonic development. We showed the necessity of modulation of TGFβ signalling by Fst in three different regulatory steps during tooth development. First we showed that tinkering with the level of TGFβ signalling by Fst may cause variation in the molar cusp patterning and crown morphogenesis. Second, our results indicated that in the continuously growing mouse incisors asymmetric expression of Fst is responsible for the labial-lingual patterning of ameloblast differentiation and enamel formation. Two TGFβ superfamily signals, BMP and Activin, are required for proper ameloblast differentiation and Fst modulates their effects. Third, we identifi ed a complex signalling network regulating the maintenance and proliferation of epithelial stem cells in the incisor, and showed that Fst is an essential modulator of this regulation. FGF3 in cooperation with FGF10 stimulates proliferation of epithelial stem cells and transit amplifying cells in the labial cervical loop. BMP4 represses Fgf3 expression whereas Activin inhibits the repressive effect of BMP4 on the labial side. Thus, Fst inhibits Activin rather than BMP4 in the cervical loop area and limits the proliferation of lingual epithelium, thereby causing the asymmetric maintenance and proliferation of epithelial stem cells. In addition, we detected Lgr5, a Wnt target gene and an epithelial stem cell marker in the intestine, in the putative epithelial stem cells of the incisor, suggesting that Lgr5 is a marker of incisor stem cells but is not regulated by Wnt/β-catenin signalling in the incisor. Thus the epithelial stem cells in the incisor may not be directly regulated by Wnt/β-catenin signalling. In conclusion, we showed in the mouse incisors that modulating the balance between inductive and inhibitory signals constitutes a key mechanism regulating the epithelial stem cells and ameloblast differentiation. Furthermore, we found additional support for the location of the putative epithelial stem cells and for the stemness of these cells. In the mouse molar we showed the necessity of fi ne-tuning the signalling in the regulation of the crown morphogenesis, and that altering the levels of an inhibitor can cause variation in the crown patterning.

Double-stranded RNA and associated proteins are known to regulate the gene expression of most eukaryotic organisms. These regulation pathways have different components, outcomes and distinct nomenclature depending on the model system, and often they are referred to collectively as RNA silencing. In many cases, RNA-dependent RNA polymerases (RdRPs) are found to be involved in the RNA silencing, but their targets, activities, interaction partners and reaction products remain enigmatic. In the filamentous fungus Neurospora crassa, the RdRP QDE-1 is critical for silencing of transgenes a phenomenon known as quelling. In this thesis the structure, biochemical activities and biological functions of QDE-1 were extensively studied. This dimeric RdRP was shown to possess five distinct catalytic in vitro activities that could be dissected by mutagenesis and by altering reaction conditions. The biochemical characterization implied that QDE-1 is actually an active DNA-dependent RNA polymerase that has additional RdRP activity. It also provided a structural explanation for the dimerization and suggested a biological framework for the functions of QDE-1 in vivo. (I) QDE-1 was also studied in a broader context along with the other components of the quelling pathway. It was shown that DNA damage in Neurospora causes a dramatic increase in the expression level of the Argonaute protein QDE-2 as well as the synthesis of a novel class of small RNAs known as qiRNAs. The accumulation of qiRNAs was shown to be dependent on several quelling components, and particularly to be derived from an aberrant ssRNA (aRNA) molecule that is synthesized by QDE-1 in the nucleus. The genomic distribution of qiRNA targets was analyzed and the possible biological significance of qiRNAs was studied. Importantly, qiRNAs are the first class of small RNAs that are induced by DNA damage. (II) After establishing that QDE-1 is a multifunctional RNA polymerase with several activities, template specificities and subcellular locations, the focus was turned onto its interaction partners. It had been previously known that QDE-1 associates with Replication Protein A (RPA), but the RecQ helicase QDE-3 was now shown to regulate this interaction. RPA was also observed to promote QDE-1 dependent dsRNA synthesis in vitro. By characterizing the interplay between QDE-1, QDE-3 and RPA, a working model of quelling and qiRNA pathways in Neurospora was presented. (III) This work sheds light on the complexity of the various RNA silencing pathways of a fungal model system. It shows how an RdRP can regulate gene expression on many levels, and suggests novel lines of research in other eukaryotic organisms.

In the post-World War II era human rights have emerged as an enormous global phenomenon. In Finland human rights have particularly in the 1990s moved from the periphery to the center of public policy making and political rhetoric. Human rights education is commonly viewed as the decisive vehicle for emancipating individuals of oppressive societal structures and rendering them conscious of the equal value of others; both core ideals of the abstract discourse. Yet little empirical research has been conducted on how these goals are realized in practice. These factors provide the background for the present study which, by combining anthropological insights with critical legal theory, has analyzed the educational activities of a Scandinavian and Nordic network of human rights experts and PhD students in 2002-2005. This material has been complemented by data from the proceedings of UN human rights treaty bodies, hearings organized by the Finnish Foreign Ministry, the analysis of different human rights documents as well as the manner human rights are talked of in the Finnish media. As the human rights phenomenon has expanded, human rights experts have acquired widespread societal influence. The content of human rights remains, nevertheless, ambiguous: on the one hand they are law, on the other, part of a moral discourse. By educating laymen on what human rights are, experts act both as intermediaries and activists who expand the scope of rights and simultaneously exert increasing political influence. In the educational activities of the analyzed network these roles were visible in the rhetorics of legality and legitimacy . Among experts both of these rhetorics are subject to ongoing professional controversy, yet in the network they are presented as undisputable facts. This contributes to the impression that human rights knowledge is uncontested. This study demonstrates how the network s activities embody and strengthen a conception of expertise as located in specific, structurally determined individuals. Simultaneously its conception of learning emphasizes the adoption of knowledge by students, emphasizing the power of experts over them. The majority of the network s experts are Nordic males, whereas its students are predominantly Nordic females and males from East-European and developing countries. Contrary to the ideals of the discourse the network s activities do not create dialogue, but instead repeat power structures which are themselves problematic.

My doctoral dissertation in sociology and Russian studies, Social Networks and Everyday Practices in Russia, employs a "micro" or "grassroots" perspective on the transition. The study is a collection of articles detailing social networks in five different contexts. The first article examines Russian birthdays from a network perspective. The second takes a look at health care to see whether networks have become obsolete in a sector that is still overwhelmingly public, but increasingly being monetarised. The third article investigates neighbourhood relations. The fourth details relationships at work, particularly from the vantage point of internal migration. The fifth explores housing and the role of networks and money both in the Soviet and post-Soviet era. The study is based on qualitative social network and interview data gathered among three groups, teachers, doctors and factory workers, in St. Petersburg during 1993-2000. Methodologically it builds on a qualitative social network approach. The study adds a critical element to the discussion on networks in post-socialism. A considerable consensus exists that social networks were vital in state socialist societies and were used to bypass various difficulties caused by endemic shortages and bureaucratic rigidities, but a more debated issue has been their role in post-socialism. Some scholars have argued that the importance of networks has been dramatically reduced in the new market economy, whereas others have stressed their continuing importance. If a common denominator in both has been a focus on networks in relation to the past, a more overlooked aspect has been the question of inequality. To what extent is access to networks unequally distributed? What are the limits and consequences of networks, for those who have access, those outside networks or society at large? My study provides some evidence about inequalities. It shows that some groups are privileged over others, for instance, middle-class people in informal access to health care. Moreover, analysing the formation of networks sheds additional light on inequalities, as it highlights the importance of migration as a mechanism of inequality, for example. The five articles focus on how networks are actually used in everyday life. The article on health care, for instance, shows that personal connections are still important and popular in post-Soviet Russia, despite the growing importance of money and the emergence of "fee for service" medicine. Fifteen of twenty teachers were involved in informal medical exchange during a two-week study period, so that they used their networks to bypass the formal market mechanisms or official procedures. Medicines were obtained through personal connections because some were unavailable at local pharmacies or because these connections could provide medicines for a cheaper price or even for free. The article on neighbours shows that "mutual help" was the central feature of neighbouring, so that the exchange of goods, services and information covered almost half the contacts with neighbours reported. Neighbours did not provide merely small-scale help but were often exchange partners because they possessed important professional qualities, had access to workplace resources, or knew somebody useful. The article on the Russian work collective details workplace-related relationships in a tractor factory and shows that interaction with and assistance from one's co-workers remains important. The most interesting finding was that co-workers were even more important to those who had migrated to the city than to those who were born there, which is explained by the specifics of Soviet migration. As a result, the workplace heavily influenced or absorbed contexts for the worker migrants to establish relationships whereas many meeting-places commonly available in Western countries were largely absent or at least did not function as trusted public meeting places to initiate relationships. The endoplasmic reticulum (ER) and the Golgi apparatus are organelles that produce, modify and transport proteins and lipids and regulate Ca2+ environment within cells. Structurally they are composed of sheets and tubules. Sheets may take various forms: intact, fenestrated, single or stacked. The ER, including the nuclear envelope, is a single continuous network, while the Golgi shows only some level of connectivity. It is often unclear, how different morphologies correspond to particular functions. Previous studies indicate that the structures of the ER and Golgi are dynamic and regulated by fusion and fission events, cytoskeleton, rate of protein synthesis and secretion, and specific structural proteins. For example, many structural proteins shaping tubular ER have been identified, but sheet formation is much more unclear. In this study, we used light and electron microscopy to study morphological changes of the ER and Golgi in mammalian cells. The proportion, type, location and dynamics of ER sheets and tubules were found to vary in a cell type or cell cycle stage dependent manner. During interphase, ER and Golgi structures were demonstrated to be regulated by p37, a cofactor of the fusion factor p97, and microtubules, which also affected the localization of the organelles. Like previously shown for the Golgi, the ER displayed a tendency for fenestration and tubulation during mitosis. However, this shape change did not result in ER fragmentation as happens to Golgi, but a continuous network was retained. The activity of p97/p37 was found to be important for the reassembly of both organelles after mitosis. In EM images, ER sheet membranes appear rough, since they contain attached ribosomes, whereas tubular membranes appear smooth. Our studies revealed that structural changes of the ER towards fenestrated and tubular direction correlate with loss of ER-bound ribosomes and vice versa. High and low curvature ER membranes have a low and high density of ribosomes, respectively. To conclude, both ER and Golgi architecture depend on fusion activity of p97/p37. ER morphogenesis, particularly of the sheet shape, is intimately linked to the density of membrane bound ribosomes.

Maaseutupolitiikan yhteistyöryhmä on pääosin poliittis-hallinnollisessa tilassa toimiva, uusi verkostomainen hallintasommitelma, jossa on mukana myös hallinnon ulkopuolisia toimijoita ja tahoja. Kokonaisuutta nimitetään tässä YTR-verkostoksi. Itsearvioinnin tarkoituksena oli argumentoida esiin YTR-verkoston toiminnan kriittiset kohdat. Arviointitutkimuksesta vastasi Helsingin yliopiston Ruralia-instituutti ja sen toteutti 25.8. – 31.12.2010 välisenä aikana tutkimusjohtaja, dosentti Torsti Hyyryläinen. Itsearviointiin osallistui valtioneuvoston viisivuotiseksi toimikaudeksi (2008-2013) nimeämän maaseutupolitiikan yhteistyöryhmän jäseniä ja varajäseniä. Kokoavana tuloksena esitetään seuraava analyysi: 1. YTR-verkoston tiedollinen kapasiteetti on vahva. 2. YTR-verkostolla on potentiaalisesti laajat suhderesurssit mutta ne ovat alihyödynnettyjä. 3. YTR-verkostolla on mobilisoitikapasiteettia mutta sen omat voimavarat ovat niukat. YTR-verkostolla on ollut keskeinen rooli maaseutupolitiikan muotoutumisessa ja kehittymisessä. Keskustelu maaseudun kehittämistä olisi Suomessa ollut oleellisesti vähäisempää, heikommin jäsenneltyä ja tietopääomaltaan suppeampaa ilman YTR-verkostoa. Verkostossa on monialaista asiantuntemusta, jonka perusteella se on kyennyt vastaamaan laajoihin maaseutupoliittisiin kommunikaatiotarpeisiin. Tästä yhtenä esimerkkinä on maaseutupoliittisen selonteon perusteellinen valmistelu ja monivaiheinen käsittely eduskunnassa vuonna 2010. Verkostosuhteiden hallinnan kehittäminen nousee arvioinnissa tärkeimmäksi YTR-verkoston toimintakyvyn, tuloksellisuuden ja vaikuttavuuden kehittämisen painopisteeksi. Verkosto näyttää saavuttaneen tärkeän kehitysvaiheen, josta ei päästä eteenpäin ilman sen kysymyksen pohdintaa, miten YTR-verkoston suhdekapasiteettia, eli suhteita keskeisiin sidosryhmiin voitaisiin kehittää. Valta on YTR-verkostossa komplisoiduinta ja ongelmallisinta juuri suhderesurssien alueilla. Se kiteytyy kysymykseen poliittisesta valmistelu- ja päätösvallasta, eli kenellä on legitiimi asema toisaalta muotoilla poliittiseen päätöksentekoon etenevät aloitteet ja lopulta tehdä poliittisesti sitovia päätöksiä koskien maaseutua ja sen kehittämistä. Medioiden vaikutusvallan huomioiminen on entistä tärkeämpää. Niiden suuntaan vahvemmin kommunikoimalla YTR-verkosto voi tulevaisuudessa lisätä vaikutusvaltaansa. Toistaiseksi lähes täysin käyttämätön potentiaali on sosiaalisen median verkostoissa, joihin YTR:n säikeet eivät vielä juurikaan ulotu. Suhdepääomassa on siis YTR:n voima ja samalla sen heikkous. Tämä johtopäätös on merkittävä erityisesti valtioneuvoston asettaman yhteistyöryhmän itsensä kannalta. Yhteistyöryhmän tulisi itse vapautua komiteamaisista työtavoista ja kehittää niitä monimuotoisemmiksi. Paikallaan on myös kysyä: mitä yhteistyöryhmän jäsenet ja jäsenyhteisöt ovat valmiita tekemään YTR:n suhderesurssien kehittämiseksi?

Governance has been one of the most popular buzzwords in recent political science. As with any term shared by numerous fields of research, as well as everyday language, governance is encumbered by a jungle of definitions and applications. This work elaborates on the concept of network governance. Network governance refers to complex policy-making situations, where a variety of public and private actors collaborate in order to produce and define policy. Governance is processes of autonomous, self-organizing networks of organizations exchanging information and deliberating. Network governance is a theoretical concept that corresponds to an empirical phenomenon. Often, this phenomenon is used to descirbe a historical development: governance is often used to describe changes in political processes of Western societies since the 1980s. In this work, empirical governance networks are used as an organizing framework, and the concepts of autonomy, self-organization and network structure are developed as tools for empirical analysis of any complex decision-making process. This work develops this framework and explores the governance networks in the case of environmental policy-making in the City of Helsinki, Finland. The crafting of a local ecological sustainability programme required support and knowledge from all sectors of administration, a number of entrepreneurs and companies and the inhabitants of Helsinki. The policy process relied explicitly on networking, with public and private actors collaborating to design policy instruments. Communication between individual organizations led to the development of network structures and patterns. This research analyses these patterns and their effects on policy choice, by applying the methods of social network analysis. A variety of social network analysis methods are used to uncover different features of the networked process. Links between individual network positions, network subgroup structures and macro-level network patterns are compared to the types of organizations involved and final policy instruments chosen. By using governance concepts to depict a policy process, the work aims to assess whether they contribute to models of policy-making. The conclusion is that the governance literature sheds light on events that would otherwise go unnoticed, or whose conceptualization would remain atheoretical. The framework of network governance should be in the toolkit of the policy analyst.
