This study deals with how ethnic minorities and immigrants are portrayed in the Finnish print media. The study also asks how media users of various ethnocultural backgrounds make sense of these mediated stories. A more general objective is to elucidate negotiations of belonging and positioning practices in an increasingly complex society. The empirical part of the study is based on content analysis and qualitative close reading of 1,782 articles in five newspapers (Hufvudstadsbladet, Vasabladet, Helsingin Sanomat, Iltalehti and Ilta-Sanomat) during various research periods between 1999 and 2007. Four case studies on print media content are followed up by a focus group study involving 33 newspaper readers of Bosnian, Somalian, Russian, and 'native' Finnish backgrounds. The study draws from different academic and intellectual traditions; mainly media and communication studies, sociology and social psychology. The main theoretical framework employed is positioning theory, as developed by Rom Harré and others. Building on this perspective, situational self-positioning, positioning by others, and media positioning are seen as central practices in the negotiation of belonging. In support of contemporary developments in social sciences, some of these negotiations are seen as occurring in a network type of communicative space. In this space, the media form one of the most powerful institutions in constructing, distributing and legitimising values and ideas of who belongs to 'us', and who does not. The notion of positioning always involves an exclusionary potential. This thesis joins scholars who assert that in order to understand inclusionary and exclusionary mechanisms, the theoretical starting point must be a recognition of a decent and non-humiliating society. When key insights are distilled from the five empirical cases and related to the main theories, one of the major arguments put forward is that the media were first and foremost concerned with a minority actor's rightful or unlawful belonging to the Finnish welfare system. However, in some cases persistent stereotypes concerning some immigrant groups' motivation to work, pay taxes and therefore contribute are so strong that a general idea of individualism is forgotten in favour of racialised and stagnated views. Discussants of immigrant background also claim that the positions provided for minority actors in the media are not easy to identify with; categories are too narrow, journalists are biased, the reporting is simplifying and carries labelling potential. Hence, although the will for the communicative space to be more diverse and inclusive exists — and has also in many cases been articulated in charters, acts and codes — the positioning of ethnic minorities and immigrants differs significantly from the ideal.

Le site archéologique de Las Mercedes est situé sur le versant atlantique du Costa Rica. Ce site monumental est considéré comme le haut lieu d'une société hiérarchisée ayant une organisation sociopolitique complexe. Las Mercedes semble avoir été un centre administratif et cérémoniel dont l'apogée se situe entre 1000 et 1500 ans de notre ère. Notre mémoire porte sur la documentation d'assemblages céramiques extraits de contextes archéologiques stratigraphiques provenant notamment de deux monticules architecturaux. Notre projet se veut une contribution à une meilleure connaissance de Las Mercedes, selon une perspective diachronique d'affiliation culturelle et de séquences d'occupation. Les datations radiométriques provenant de l'assise des monticules convergent aux alentours de l'an 1000 de notre ère. D'autre part, les assemblages céramiques correspondant aux styles culturels El Bosque (500 avant notre ère à 500 de notre ère), La Selva (500-1000) et La Cabana (1000-1500) représentant une séquence temporelle d'environ deux millénaires. La présente étude vise à comprendre ce phénomène à l'aide des données provenant de l'intervention archéologique conduite, en 2005, conjointement par le Museo Nacional du Costa Rica et l'Université de Montréal. Les assemblages sont décrits selon des attributs technologiques, morphologiques et stylistiques en vue d'en faire une étude comparative et interprétative. Les résultats de notre recherche suggèrent qu'indépendamment des contextes archéologiques, les assemblages ont un composition hétérogène formée des trois styles culturels. Par ailleurs, le modèle présente un certain caractère homogène. Ainsi, les assemblages se composent de façon récurrente de 12% de céramique El Bosque, 55 % La Selva et 33 % La Cabana. Une interprétation parcellaire peut être soutirée de ce mélange céramique. L'amalgame des styles culturels témoignent que Las Mercedes a connu une longue occupation, toutefois les résultats ne permettent pas de confirmer ou d'infirmer nos hypothèses de travail.

Les adolescents qui décrochent de l’école secondaire arrivent difficilement à s’intégrer dans une économie axée sur le savoir et éprouvent plusieurs problèmes d’ajustement à l’adolescence et à l’âge adulte. Pour prévenir le décrochage scolaire, une étape cruciale consiste à dépister efficacement les élèves les plus à risque. Deux formes de dépistage axées sur des données peuvent être utilisées en milieu scolaire: une forme utilisant des informations auto-rapportées par les élèves à partir de questionnaires, et une autre fondée sur des informations administratives consignées au dossier des élèves. Toutefois, à notre connaissance, l’efficacité de ces différentes modalités n’a jamais été comparée directement. De plus, il est possible que l’efficacité relative de ces outils de dépistage soit différente selon le sexe de l’élève. Cette étude vise à comparer différents outils de dépistage pour prédire le décrochage scolaire, en tenant compte de l’effet modérateur du sexe. Les outils utilisés seront a) un questionnaire auto-rapporté validé (Archambault et Janosz, 2009) et b) un outil conçu à l’aide de données administratives, créé par une commission scolaire du Québec. La comparaison de ces outils est effectuée en termes de qualités psychométriques et d’aspect pratique pour le milieu scolaire. Pour ce faire, un échantillon de 1557 élèves (50% de garçons), âgé entre 14 et 18 ans est utilisé. Les résultats indiquent que l’indice administratif possède une capacité discriminante adéquate, mais inférieure à celle de l’indice auto-rapportée, jugée excellente. L’effet modérateur du sexe n’a pas été confirmé. Les avantages et inconvénients respectifs de ces deux modes de dépistage sont discutés.

La Constitución Política de 1991 introdujo el concepto de participación como dato fundamental de su estructura. Un estudio ligero permite evidenciar una cantidad de artículos que regulan la materia participativa sin embargo, dichos preceptos se encuentran sin una relación de convexidad precisa. En cuanto al tema de la participación del administrado en la administración pública, como género de la especie que engloba las normas precisas sobre el ejercicio de funciones administrativas por particulares, el problema es de mayor complejidad; ello debido a que el problema participativo supone el estudio de teorías sociológicas que explican el fenómeno desde perspectivas que superan el ámbito normativo de los preceptos que consagran dicho fenómeno. El presente artículo tiene como propósito estudiar desde un punto de vista teórico el problema de la participación como fundamento del ejercicio de funciones administrativas por particulares con el objeto de explicar su fundamento último. Para este efecto, el artículo propone un panorama general de los fundamentos tradicionales del derecho administrativo y su eficacia actual, dentro del marco de una sociedad compleja en permanente conexión con el Estado Social de Derecho. A su vez expone teorías explicativas de la relación mencionada y sus efectos en la producción de normas jurídicas. Por último, expone un estudio de caso para la aplicación de los fundamentos teóricos expuestos en este artículo.

Para possibilitar o atendimento de demandas crescentes, e a cada dia mais complexas da sociedade, as organizações públicas necessitam utilizar ferramentas que permitam a condução de suas instituições a determinadas direções, buscando-se a melhoria dos serviços públicos e a redução do desperdício. Nesse cenário, o planejamento estratégico se mostra imprescindível, no entanto, não basta a sua formulação, esse tem que ser efetivamente implementado, permeando os demais processos da organização. Assim, este trabalho investigou a integração entre o planejamento estratégico e os sistemas gerenciais das organizações, em especial o orçamentário, que possui elevada relevância no setor público. O objetivo dessa pesquisa é identificar quais os fatores que influenciam a relação entre o planejamento estratégico e o processo de elaboração orçamentária nas organizações. Para tal, foi utilizada metodologia qualitativa, por meio de um estudo de caso múltiplo, que analisou quatro organizações da Marinha do Brasil. Os resultados da pesquisa permitiram o levantamento de diversos fatores, assim como os impactos causados por esses na relação estudada. No entanto, poucos fatores se apresentam da mesma forma nas organizações militares, havendo grande heterogeneidade não só entre as organizações, como também entre os setores de cada organização. Além disso, verifica-se que a implementação do planejamento estratégico, assim como de outras ferramentas administrativas que o fortalecem, encontra-se em plena evolução na Marinha, havendo tendência de fortalecimento do pensamento estratégico nessa Força nos próximos anos.

Many discussions about the role of the school are on the agenda, in an increasingly complex society. Sociologists, educators, anthropologists, researchers of different areas seek that role. The objective of this dissertation is to contribute what we can consider the central role for the physics teaching, citizenship training. We have elaborated a didactic proposal to increase the interest of high school students on issues of social relevance and, throughout it, to promote the formation of attitudes of social responsibility, enhancing the formation of a more politically and socially active citizen. For the preparation of the proposal, studies were made on education for citizenship and on attitudes change, using as its main theoretical foundation the researches on the Science, Technology and Society curricular emphasis. The teaching of Nuclear Physics was integrated to our proposal, due to its pedagogical potential for the discussion of social, political and economic subjects related to scientific concepts and associated technologies. The educational proposal we have produced was applied on a high school class of a private school at Natal-RN. It was composed from the controversial issue involving the installation of nuclear power plants in Brazilian northeast. The methodology of role playing, in which students assumed social roles and produced specific subsidies for a public hearing and a later referendum, both simulated. In the analysis of the implementation of the proposal, we highlighted the difficulties but also the possibilities and the relevance of exercising skills such as reasoning, finding information, and arguing about of social problems. The results of the research showed the possibility of meaningful learning on Nuclear Physics contents, through this social, political, economic, scientific and technological contextualization using a controversial and real issue together with mechanisms that trigger for greater popular participation, as public hearing. It has also been identified changes in attitude by some students about issues related to Nuclear Physics. We hope, through this dissertation, to contribute to the formation of future citizens as well as to the initiative of teachers-researchers with pedagogical aims similar to those in the present work

Two colonies of Acromyrmex subterraneus brunneus Forel (Hymenoptera: Formicidae) were studied regarding their behavior during cultivation of the fungus garden to determine a) the existence of post-selection of foraged material by the workers, and b) if present, the mechanism of this discrimination and how this material is returned. Many studies on plant processing by leaf-cutting ants have been carried out, but none of them has investigated the decision-making process of workers in the case of erroneous food selection. For this purpose, material with different degrees of moisture and hardness (floral sponge, polystyrene, plastic and clay) were individually offered to the colonies and the tasks performed by the different size categories were carefully recorded. Three tasks, i.e., foraging, cultivation of the fungus garden and return of the foraged material, were studied and subdivided into 14 subtasks. Analysis of all inert materials as a whole showed the presence of post-selection of foraged material through the return of material inadequate for the workers and the fungus. Discrimination of the inert material was observed at the time of shredding, probably based on parameters such as physical resistance to cutting and moisture content. A. s. brunneus workers showed flexibility in their activities during substrate processing. The observed post-selection of foraged material provides strong evidence for the cognitive abilities of worker ants and of the colony as a whole. Polymorphism and a complex society represent vital characteristics for the ecological success of this species.

Objective is to highlight information about this syndrome and possibilities of their treatment, especially referred to the method of conductive education. It aims to promote a training experience of a reflexive identity of mother and family of these patients.

This master thesis aims to research the tension established between the judicial review and democratic theory which was always present in the constitutional doctrine of separation of powers. In this regard, the expansion of the Brazilian constitutional jurisdiction checked after the occurrence of the Federal Constitution of 1988 and the inertia of the Legislature in disciplinary relevant legal aspects of Brazilian society contributed to a hyperactivity of the Supreme Court. However, in a complex society of context, as is the Brazilian society, there are contained demands and political controversies that hardly would be well represented or resolved through the action of the Court of ministers at the expense of other government bodies. Among the supremacy of Parliament and the legitimacy deficit of these magistrates, is the constitutional text and the social fabric that makes this legal status of the political. Participatory democracy established by the guidelines of the Federal Constitution requires this perspective when the Supreme Court acting in place of concentrated constitutionality control. In a plural society, there is no reason to get rid of state decision moments popular participation. Lack the Supreme Court, this time, the democratizing perception that the institute brings to the interior of the Court, as state determination of space in which to come together and meet the aspirations of society and state claims. The dissertation investigates thus the possibility of amicus curiae Institute serve as a mediator of the democratic debate, to assist the Supreme Court in the preparation of the decision is, historically, that which is of greater legitimacy, from the perspective of a theory participatory democracy. Analyzes, likewise, the unfolding of abstract judicial review in the context of Brazilian law. Proposes, incidentally, a rereading of the separation of powers, with the call for the Judiciary be careful not to become the protagonist of national political decisions. It maintains, finally, that procedural opening the interpreters of the constitution, through the amicus curiae Institute, shows up as able to decrease the legitimacy deficit in the performance of the Brazilian Supreme Court.

In a rapidly changing and complex society full of challenges in all areas, it is vital to introduce new educational paradigms to meet the needs of diverse populations. This paper analyzes the necessity to face this challenge with responsibility, on an ethical framework and through critical thinking on the social realities, bringing attention to Counseling, as a discipline. It discusses the capacity to create inclusive opportunities for all, where inclusive education is seen as an emerging paradigm within a culture of diversity that can applied in our everyday activities.

With advances in pediatric cardiology and cardiac surgery, the population of adults with congenital heart disease (CHD) has increased. In the current era, there are more adults with CHD than children. This population has many unique issues and needs. They have distinctive forms of heart failure and their cardiac disease can be associated with pulmonary hypertension, thromboemboli, complex arrhythmias and sudden death. Medical aspects that need to be considered relate to the long-term and multisystemic effects of single ventricle physiology, cyanosis, systemic right ventricles, complex intracardiac baffles and failing subpulmonary right ventricles. Since the 2001 Canadian Cardiovascular Society Consensus Conference report on the management of adults with CHD, there have been significant advances in the field of adult CHD. Therefore, new clinical guidelines have been written by Canadian adult CHD physicians in collaboration with an international panel of experts in the field. Part III of the guidelines includes recommendations for the care of patients with complete transposition of the great arteries, congenitally corrected transposition of the great arteries, Fontan operations and single ventricles, Eisenmenger's syndrome, and cyanotic heart disease. Topics addressed include genetics, clinical outcomes, recommended diagnostic workup, surgical and interventional options, treatment of arrhythmias, assessment of pregnancy risk and follow-up requirements. Engineering assets such as roads, rail, bridges and other forms of public works are vital to the effective functioning of societies {Herder, 2006 #128}. Proficient provision of this physical infrastructure is therefore one of the key activities of government {Lædre, 2006 #123}. In order to ensure engineering assets are procured and maintained on behalf of citizens, government needs to devise the appropriate policy and institutional architecture for this purpose. The changing institutional arrangements around the procurement of engineering assets are the focus of this paper. The paper describes and analyses the transition to new, more collaborative forms of procurement arrangements which are becoming increasingly prevalent in Australia and other OECD countries. Such fundamental shifts from competitive to more collaborative approaches to project governance can be viewed as a major transition in procurement system arrangements. In many ways such changes mirror the shift from New Public Management, with its emphasis on the use of market mechanisms to achieve efficiencies {Hood, 1991 #166}, towards more collaborative approaches to service delivery, such as those under network governance arrangements {Keast, 2007 #925}. However, just as traditional forms of procurement in a market context resulted in unexpected outcomes for industry, such as a fragmented industry afflicted by chronic litigation {Dubois, 2002 #9}, the change to more collaborative forms of procurement is unlikely to be a panacea to the problems of procurement, and may well also have unintended consequences. This paper argues that perspectives from complex adaptive systems (CAS) theory can contribute to the theory and practice of managing system transitions. In particular the concept of emergence provides a key theoretical construct to understand the aggregate effect that individual project governance arrangements can have upon the structure of specific industries, which in turn impact individual projects. Emergence is understood here as the macro structure that emerges out of the interaction of agents in the system {Holland, 1998 #100; Tang, 2006 #51}.

Whether as deliverers of humanitarian assistance or as agents of political, social, and civic reconstruction, whether in Somalia, Bosnia, Kosovo, or East Timor, these actors have had to learn ways of interacting with each other in order to optimize the benefits for the populations they seek to assist. Yet the challenges have proved daunting.
