Recognizing the need to preserve a national ethnic minority, the Constitution, inspired by the pluralistic values of the Constitutional Law State, stipulated a series of rights and guarantees for the conservation of indigenous cultural singularity, disciplining in article 231 the Indians right to maintain their social organization, customs, languages, beliefs and traditions, as well as safeguarding the rights to the lands they traditionally occupy, and the exclusive use of the wealth existing in them, premise of ensuring their physical and cultural continuity, breaking decisively with the paradigm the assimilation of the Indian national civilization. However, despite the Indian policy of ethnic and cultural preservation, the Constitution allowed the exploitation of minerals in aboriginal territory, incorporated herein hydrocarbons, provided they meet certain predetermined requirements, leaving it to the legislature the discipline of ordinary matter. However, this law has not yet been published, with some projects in the National Congress, leaving thus precluding the indigenous subsurface oil exploration until the enactment of enabling legislation. Meanwhile, this paper carries out an integrated analysis of the constitutional protection of ethnic and cultural uniqueness of indigenous peoples, Convention Nº 169 of the International Labour Organization and the bill presented by Deputy Eduardo Valverde, in an attempt to consolidate sustainable development practices in the sector, through developing a system of social and environmental responsible oil exploration, aligning with national energy needs to maintain a balanced environment and preservation of socio-cultural organization of a minority so weakened and beaten over five centuries of domination

Neste trabalho, estudamos o regime de partilha de produção brasileiro, instituído pela Lei N$^o$ 12.351, para exploração de petróleo através de uma abordagem teórica. Alguns artigos da literatura de leilões de valor quase comum foram estudados aqui. Além disso, desenvolvemos um modelo de partilha de produção com informação assimétrica a fim de capturar algumas características do modelo de partilha brasileiro. Através de solução numérica, fazemos uma análise das estratégias dos participantes e dos ganhos esperados.

O governo brasileiro recentemente aprovou uma legislação instituindo um novo marco regulatório para as reservas petrolíferas do pré-sal. Segundo as novas regras, estas áreas deverão ser licitadas mediante um leilão de partilha de lucro. Motivado por esta mudança, apresentamos um modelo de leilão de partilha sob afiliação, demonstrando a existência de um equilíbrio monótono em estratégias puras e caracterizando a solução. Alem disso, provamos que este mecanismo gera receita esperada maior ou igual a um leilão de primeiro preço usual. Em seguida, introduzimos no modelo uma função representando taxas de royalties que dependem do valor do objeto. Este instrumento permite uma elevação na receita esperada de ambos os modelos, fazendo com que a diferença entre eles encolha. Finalmente, analisando o novo marco regulatório sob o ponto de vista dos resultados obtidos, concluímos que o antigo modelo de concessão utilizado pelo governo brasileiro é mais adequado e lucrativo.

Neste trabalho, estudamos o regime de partilha de produção brasileiro, instituí do pela Lei No 12.351, para exploração de petróleo através de uma abordagem te orica. Desenvolvemos um modelo de partilha de produção a fim de capturar algumas características do modelo de partilha brasileiro como, por exemplo, a participação obrigatória da Petrobras, assimetria de informação e a presença de participantes estratégicos. Através de solução numérica, fazemos uma análise das estratégias dos participantes e dos ganhos esperados. Além disso, desenvolvemos um modelo de custos heterogêneos para estudar as regras de conteúdo local.

The acceleration of industrial growth in recent decades on all continents aroused the interest of the companies to counter the impacts produced on the environment, spurred primarily by major disasters in the petroleum industry. In this context, the water produced is responsible for the largest volume of effluent from the production and extraction of oil and natural gas. This effluent has in its composition some critical components such as inorganic salts, heavy metals (Fe, Cu, Zn, Pb, Cd, ), presence of oil and chemicals added in the various production processes. In response to impact, have been triggered by research alternative adsorbent materials for water treatment and water produced, in order to removing oils and acids and heavy metals. Many surveys of diatomaceous earth (diatomite) in Brazil involve studies on the physico-chemical, mineral deposits, extraction, processing and applications. The official estimated Jazi are around 2.5 million tonnes, the main located in the states of Bahia (44%) and Rio Grande do Norte (37,4%). Moreover, these two states appear as large offshore producers, earning a prominent role in research of adsorbents such as diatomite for treatment of water produced. Its main applications are as an agent of filtration, adsorption of oils and greases, industrial load and thermal insulator. The objective of this work was the processing and characterization of diatomite diatomaceous earth obtained from the municipality of Macaíba-RN (known locally as tabatinga) as a low cost regenerative adsorbent for removal of heavy metals in the application of water produced treatment. In this work we adopted a methodology for batch processing, practiced by small businesses located in producing regions of Brazil. The characterization was made by X-ray diffraction (XRD), scanning electron microscopy (SEM) and specific surface area (BET). Research conducted showed that the improvement process used was effective for small volume production of diatomite concentrated. The diatomite obtained was treated by calcination at temperature of 900 oC for 2 hours, with and without fluxing Na2CO3 (4%), according to optimal results in the literature. Column adsorption experiments were conducted to percolation of the in nature, calcined and calcined fluxing diatomites. Effluent was used as a saline solution containing ions of Cu, Zn, Na, Ca and Mg simulating the composition of produced waters in the state of Rio Grande do Norte, Brazil. The breakthrough curves for simultaneous removal of copper ions and zinc as a result, 84.3% for calcined diatomite and diatomite with 97.3 % for fluxing. The calcined fluxing diatomite was more efficient permeability through the bed and removal of copper and zinc ions. The fresh diatomite had trouble with the permeability through the bed under the conditions tested, compared with the other obtained diatomite. The results are presented as promising for application in the petroleum industry

Mesoporous molecular sieves of MCM-41 type are considered as promising support for metal in the refining processes of petroleum-based materials as catalysts and adsorbents for environmental protection. In this work, mesoporous molecular sieves MCM-41 were modified with different rare earth ions (La, Eu e Yb) for the obtaining nanostrutured materials with catalytic properties. The catalysts were synthesized by the hydrothermal method at 100oC for 120 h, presenting, all the samples, in the gel of synthesis molar ratio Si/Ln = 50. The obtained materials after calcination at 500oC for 2 h were characterized by XRD, surface area BET, TG/DTG, FTIR, and hydrothermal stability at 700ºC. The XRD analysis of the catalysts indicated that the materials containing rare earth presented characteristic hexagonal structure of the mesoporous materials of the type MCM-41. The TG curves showed that the decomposition of the structural template occurs in the materials at temperatures lower than 500oC. The samples presented variations as the specific superficial area, average diameter of pores and thickness of the silica wall, as a function of the nature of the rare earth impregnated in the mesoporous material. Hydrotermal stability was evaluated through the exposition of the materials to water vapour at 700°C. The thiophene adsorptions reach a maximum at 80% of conversion and incorporation of the rare earths showed influence in the process. Electrical Submersible Pump (ESP) is used as an artificial lift technique. However, pumping viscous oil is generally associated with low Reynolds number flows. This condition leads to a performance degradation respect to the performance expected from the regular operation with water that most of the centrifugal pumps are originally designed for. These issues are considered in this investigation through a numerical study of the flow in two different multistage, semi-axial type ESPs. This investigation is carried out numerically using a Computational Fluid Dynamics (CFD) package, where the transient RANS equations are solved numerically. The turbulence is modeled using the SST model. Head curves for several operating conditions are compared with manufacturer’s curves and experimental data for a three-stage ESP, showing good agreement for a wide range of fluid viscosities and rotational speeds. Dimensionless numbers (n, n, n e Re) are used to investigate performance degradation of the ESPs. In addition, flow phenomena through the impellers of the ESPs are investigated using flow field from numerical results. Results show that performance degradation is directly related to rotational Reynolds number, Re. In addition, it was verified that performance degradation occurs for constant normalized specific speedn, which shows that performance degradation occurs similarly for different centrifugal pumps. Moreover, experimental data and numerical results agreed with a correlation from literature between head and flow correction factors proposed by Stepanoff (1967). A definition of modified Reynolds number was proposed and relates the head correction factor to viscosity. A correlation between head correction factor and the modified Reynolds number was proposed, which agreed well with numerical and experimental data. Then, a method to predict performance degradation based on the previous correlations was proposed. This method was compared with others from literature. In general, results and conclusions from this work can also be useful to bring more information about the flow of highly viscous fluids in pumps, especially in semi-axial, multistage ESPs.

Resumen: El objetivo de este artículo es mostrar las estrategias de las organizaciones socialdemócratas frente a los nuevos desafíos que surgieron con la crisis del petróleo y la aparición de los llamados “valores posmateriales”. Se profundizará en una de las principales: el aumento de la actividad política trasnacional y la creación de comisiones que trabajaron aspectos relacionados con el desarrollo, la seguridad, el armamentismo nuclear y el medio ambiente. Estas comisiones no solo constituyeron un importante cambio frente a las tradiciones precedentes, también influyeron significativamente los desarrollos posteriores en dichas materias

Coletânea sobre os antecedentes da Política Nacional do Petróleo e das atribuições do Conselho Nacional do Petróleo; incluindo legislação, discursos parlamentares, estudos especializados, memoriais, investigações oficiosas e particulares que permitem uma visão da história econômica do petróleo brasileiro. Reúne projetos, requerimentos e outros documentos parlamentares, do período de 1824 a 1957, que precederam ao projeto da Petrobrás, da tramitação na Câmara dos Deputados e no Senado Federal até à reunião do Congresso para decidir sobre o veto. Inclui inquéritos da comissão especializada sobre a Petrobrás em atividade.

A partir de uma pesquisa histórica sobre a regulação da atividade petrolífera nacional, constatou-se que as jazidas de petróleo e de gás natural são bens públicos cuja exploração é constitucionalmente reservada ao Estado. Ademais, a delegação da exploração desses bens, por meio de concessão ou de partilha de produção, mantém a propriedade estatal desses recursos naturais.
