The Bolsa Família Program goal is to promote social development and poverty reduction, through the direct transfer of conditional cash, in association with other social programs. This study aims to analyze whether Bolsa Família had an association with children’s school attendance, which is one of the educational conditions of the program. Our main hypothesis is that children living in households receiving Bolsa Família had greater chances of attending school. Data from the Ministry of Social Development and Combating Famine indicated that children living in households with Bolsa Família had greater school enrolment levels. By using data from the 2010 Demographic Census, collected by the Brazilian Institute of Geography and Statistics (IBGE), some descriptive analyzes and binary logistic regression models were performed for different thresholds of household per capita income. These estimates were made by comparing children who lived in households receiving Bolsa Família to those children not receiving the program. We took into consideration characteristics about the household, mothers, and children. The results were clustered by the municipality of residence of the child. In all income thresholds, children benefi ting from Bolsa Família were more likely to be enrolled in school, compared to children not receiving the benefi t.

This research aims to analyze the housing conditions and socioeconomic of beneficiaries of the Bolsa Família ProgramPBF of the North side of Natal city. For that, it is necessary a survey of this region's origins and how its expansion has occurred in the context of local urban development, considering demographic evolution, in particular, from the construction of housing complex and formal and informal allotments. From the field research, consisting of a pilot in loco with some households, it became possible to start the analysis of housing conditions that culminated with a detailed study of the Single Register form of the federal Government (CadÚnico), in relation to 100% (one hundred percent) of the beneficiaries of the Bolsa Familia program (PBF) of Natal city, with qualitative and quantitative information. From this general survey, a cut was done, contemplating only beneficiaries residing in the north of the city. To better understand this reality, the survey found the Brazilian housing deficit, considering its origins, historical contexts and concepts used by the following institutions: João Pinheiro Foundation (FJP), Brazilian Institute of Geography and Statistics (IBGE), Applied Economics Research Institute (IPEA), and Local Plan Housing of Social Interested (PLHIS) and the United Nations Centre for Human Settlements (UN-HABITAT). Furthermore, were compared the various concepts of city and its respective evolution, considering the importance of planning as an instrument of public policy necessary to governmental actions and permanent policy of State. As a result, there are a detach about the deficit and housing conditions in the city of Natal, mainly North Zone, pointing out the importance of using the Unified Register of the federal government as an effective tool to measure the living conditions of Brazilian municipalities.

The question of evaluating the fight against poverty in a given society is very complex task, considering the range of factors that permeate, such as education, culture and economy itself. Come hence the relevance of the theme and its constant presence in discussions on the fruits of public policies, institutional structure and economic development which are the guiding elements of this work, and noted that seeks to highlight the social demographics and most important, the most significant trends and issues pertaining to her. The assessment was initially made in all the municipalities of Rio Grande do Norte doing a verticalilzação to the municipalities Caicó, Pau dos Ferros, Ipueira and Taboleiro Grande. Highlighting the role of a social policy through government programs, such as the Bolsa Familia Program (PBF), which creates the possibility of changes in the socio demographic profile given the importance that the action of this public policy has in shaping the regional economic reality As well as social programs and actions of the government here reported that generate mobility of people and new social demands, such as rural retirements, the benefit of continuing provision (BPC), the Program for the Eradication of Child Labor (PETI) that put on the market of population living on the margins of various forms of consumption. Accordingly, the socio economic profile of the state shows a significant improvement in their social indicators, vital education and redistribution of income, due to the significant improvement in life expectancy in the fall of school drop-out rate and the drop in indicators of Proportion Poor and destitute of the state. Where the fall in the proportion of poor and indigent is strongly associated with an increase in income, from social programs. With this transfer and redistribution of income can be gauged that occurs a strengthening of local economies and an engagement of families with the conditionalities of social programs and PETI Bolsa Familia. Our research concludes that simply raising the rents caused by transfers, presents relevant impacts on the education of young people in beneficiary families. There is no doubt that the programs of transfer income, no facing the social field, representing a mechanism to decrease the most perverse ills of poverty, social and economic inequality that is hungry. For a significant portion of the Brazilian population living below the poverty line, programs for the transfer of income are expressed directly in improving the material conditions of life and indirectly in improving self-esteem of women and all family members receiving encouraging yet the integration family. Experiments have shown that improvements in health and nutrition can be obtained through the implementation of adequate social policies like the programs of transfer income, while social inclusion and economic does not become full

Este trabalho analisa o Programa Bolsa Família (PBF), tratando de sua evolução ao longo do governo Lula, tanto no que diz respeito ao seu escopo quanto a seu desenho institucional e as alterações que foi sofrendo em seus objetivos. Tendo em vista a natureza federativa do Estado brasileiro, o objetivo do trabalho é mostrar os desafios enfrentados pelo poder central para garantir a implementação homogênea de um programa nacional de transferência condicionada de renda a ser gerido pelos municípios. Para tanto, são analisados, de um lado, os recursos institucionais e as estratégias de que dispunha o governo federal para alcançar os seus objetivos para o PBF, e de outro, os resultados e a dinâmica da gestão municipal do programa em dois grandes centros urbanos, São Paulo e Salvador. São analisadas informações relativas ao desempenho nacional do programa e também referentes à implementação municipal do PBF nos casos escolhidos, por meio de dados de surveys realizados com a população de baixa renda e de entrevistas semi-estruturadas com gestores municipais do programa nessas duas cidades. A tese identifica os mecanismos que asseguram o crescente poder de coordenação do governo federal no sentido de fazer com que suas principais diretrizes para o programa sejam de fato implementadas no plano municipal. Mostra também que o processo de implementação do PBF é afetado não só por seu desenho institucional, definido no plano federal, mas também pelas diferentes capacidades institucionais disponíveis no plano local recursos humanos, capacidade de gestão e articulação entre diversos serviços e políticas, infra-estrutura disponível, entre outros aspectos e pelos diferentes interesses políticos na maior ou menor coordenação dos programas locais de transferência com o programa nacional. Finalmente, o trabalho examina ainda os limites e possibilidades para a articulação do PBF com uma política mais ampla de assistência social.

O presente estudo tem como objeto o Programa Bolsa Família, buscando captar, junto aos usuários, as suas impressões acerca deste, que é o carro-chefe dos programas sociais do atual governo federal. Com base nos pressupostos de que o Bolsa Família tem forte apelo popular; é legitimado em larga escala por diferentes segmentos sociais e tem centralidade no campo da Assistência Social, a hipótese é de que os usuários, enquanto beneficiários diretos do Programa tendem à sua defesa, apesar de dificuldades e problemas que possam apontar. Muitos estudos têm debatido o Bolsa Família, mas ressentem-se de uma abordagem que coloque em cena os usuários. Para a realização deste estudo, que tem como referência o materialismo histórico-dialético, foram investigados diversos autores acerca do tema Política Social e diversos documentos de fontes primárias, como jornais, legislação e material institucional, bem como, pesquisa junto aos usuários do Bolsa Família que utilizam o Centro de Referência da Assistência Social (CREAS) Arlindo Rodrigues, na Tijuca, Rio de Janeiro, como local para aquisição e manutenção do benefício do Programa. A pesquisa, entre outros elementos, aponta para uma aceitação deste, ainda que haja alguns questionamentos e objeções por parte dos usuários. A procura ao CREAS é constante e intensa configurando o centro de referência como espaço central de atendimento ao Bolsa Família.

El programa Bolsa Família es considerado como la principal política pública de corte social desarrollada en el marco del gobierno brasileño de Luis Inácio Lula da Silva y está orientada a garantizar el derecho a la alimentación, a la salud y a la educación de familias que se encuentran en situación de pobreza o pobreza extrema. El objetivo de Bolsa Família es remover las fuentes de privación de libertad, la miseria y pobreza de las familias beneficiarias, a través del fortalecimiento del ejercicio de los mencionados derechos, lo que representa un aporte potencial a la realización de los Derechos Económicos Sociales y Culturales y de forma indirecta, sienta bases operativas a la realización del derecho humano al desarrollo de sus beneficiarios. Este programa evade la concepción tradicional de desarrollo, direccionada simplemente al crecimiento económico y a la elevación de índices como el producto interno bruto – PIB. Esta política pública es considerada como una herramienta fundamental en la ardua tarea de disminuir las desigualdades sociales en Brasil.

Brazilian public policy entered in the so-called new social federalism through its conditional cash transfers. States and municipalities can operate together through the nationwide platform of the Bolsa Familia Program (BFP), complementing federal actions with local innovations. The state and the city of Rio de Janeiro have created programs named, respectively, Renda Melhor (RM) and Família Carioca (FC). These programs make use of the operational structure of the BFP, which facilitates locating beneficiaries, issuing cards, synchronizing payment dates and access passwords and introducing new conditionalities. The payment system of the two programs complements the estimated permanent household income up to the poverty line established, giving more to those who have less. Similar income complementation system was subsequently adopted in the BFP and the Chilean Ingreso Ético Familiar, which also follow the principle of estimation of income used in the FC and in the RM. Instead of using the declared income, the value of the Rio cash transfers are set using the extensive collection of information obtained from the Single Registry of Social Programs (Cadastro Único): physical configuration of housing, access to public services, education and work conditions for all family members, presence of vulnerable groups, disabilities, pregnant or lactating women, children and benefits from other official transfers such as the BFP. With this multitude of assets and limitations, the permanent income of each individual is estimated. The basic benefit is defined by the poverty gap and priority is given to the poorest. These subnational programs use international benchmarks as a neutral ground between different government levels and mandates. Their poverty line is the highest of the first millennium goal of the United Nations (UN): US$ 2 per person per day adjusted for the cost of living. The other poverty line of the UN, US$ 1.25, was implicitly adopted as the national extreme poverty line in 2011. The exchange of methodologies between federal entities has happened both ways. The FC began with the 575,000 individuals living in the city of Rio de Janeiro who were on the payroll of the BFP. Its system of impact evaluation benefited from bi-monthly standardized examinations. In the educational conditionalities, the two programs reward students' progress, a potential advantage for those who most need to advance. The municipal program requires greater school attendance than that of the BFP and the presence of students’ parents at the bimonthly meetings held on Saturdays. Students must achieve a grade of 8 or improve at least 20% in each exam to receive a bi-monthly premium of R$50. In early childhood, priority is given to the poor children in the program Single Administrative Register (CadÚnico) to enroll in kindergarten, preschools and complementary activities. The state program reaches more than one million people with a payment system similar to the municipal one. Moreover, it innovates in that it transfers awards given to high school students to savings accounts. The prize increases and is paid to the student, who can withdraw up to 30% annually. The total can reach R$3,800 per low-income student. The State and the city rewarded already education professionals according to student performance, now completing the chain of demand incentives on poor students and their parents. Increased performance is higher among beneficiaries and the presence of their guardians at meetings is twice compared to non beneficiaries; The Houston program, also focuses on aligning the incentives to teachers, parents and students. In general, the plan is to explore strategic complementarities, where the whole is greater than the sum of its parts. The objective is to stimulate, through targets and incentives, synergies between social actors (teachers, parents, students), between areas (education, assistance, work) and different levels of government. The cited programs sum their efforts and divide labor so as to multiply interactions and make a difference in the lives of the poor.

Apesar de uma Constituição carregada de direitos sociais visando à transformação da sociedade brasileira, foi somente a partir de 2003 que o país ganhou destaque internacional nas ações de combate à pobreza e desigualdade, tornando-se uma referência. O grande protagonista teria sido o Programa Bolsa Família (PBF), um programa de transferência de renda condicionada que, combinado aos direitos sociais, teria permitido o alívio imediato de situações de extrema pobreza, mas também o desenvolvimento do capital humano atingindo resultados positivos multidimensionais nos seus mais de 10 anos de existência. Tal processo iniciou um debate acerca da necessidade de institucionalizar o programa como uma política de Estado, que para alguns interlocutores significaria transformar o PBF em um “direito” aos moldes dos direitos sociais, impondo uma obrigação aos governos futuros. Diante disso, este trabalho busca identificar, do ponto de vista jurídico e comparado aos direitos sociais, quais as vantagens e desvantagens do PBF na sua configuração atual. Compondo o movimento que busca compreender o papel do direito nas políticas públicas, adotando uma abordagem intra e interdisciplinar, e uma perspectiva funcional; a reflexão é alicerçada em três “eixos”: a cidadania, a judicialização e a vinculação orçamentária. Esse “tripé” foi escolhido em função da estrutura constitucional acerca dos direitos sociais, que em uma leitura funcional representam uma obrigação de fazer ao Estado para a concretização de uma noção de cidadania abrangente; uma dotação orçamentária vinculativa, garantido que parte da receita será destinada a ações de cumprimento dessas obrigações; e os instrumentos para adjudicação, permitindo a exigência dessas ações estatais pelos cidadãos. Assim, este trabalho não buscar descrever ou tentar prescrever a natureza ou alcance das obrigações que a transformação do PBF em direito geraria ao Estado; mas sim refletir sobre as vantagens e desvantagens dessa eventual mudança do programa diante das características estruturais do país, do modelo de sociedade abstratamente desenhado na lei maior e de nossa cultura jurídica acerca dos direitos sociais.

The International Labor Organization (OIT) estimates that there are around 118 million children subjected to child labor around the world. In Brazil, there are 3.5 million workers aged between 5 and 17. This exploitation practice constitutes a serious social problem, including of Public Health, since these workers are exposed to a wide range of risks, such as those related to health, physical integrity and even to life, which may cause them to become sick adults and/or interrupt their lives prematurely. Therefore, this research aims to investigate the relationship between the frequency of child labor in the age group of 10 to 13 years and some socio-economic indicators. It is a quantitative research in an ecological study whose levels of analysis are the Brazilian municipalities grouped in 161 regions, defined from socioeconomic criteria. The dependent variable of this study was the prevalence of child labor in the age group of 10 to 13 years. The independent variables were selected after a correlation between the 2010 Census of child labor in the age group of 10 to 13 years and secondary data had been conducted, adopting two main independent variables: funds from the Family Allowance Program (PBF) per 1,000 inhabitants and Funds from the Child Labor Eradication Program (PETI) per a thousand inhabitants. Initially, it was conducted a descriptive analysis of the variables of the study, then, a bivariate analysis, and the correlation matrix was built. At last, the Multiple Linear Regression stratified analysis was performed. The results of this survey indicate that public policies , like the Bolsa Familia Program Features per 1000 inhabitants and Resources Program for the Eradication of Child Labour to be allocated to municipalities with HDI < 0.697 represent a decrease in the rate of child labor ; These programs have the resources to be invested in municipalities with HDI > = 0.697 have no effect on the rate of child labor. Other adjustment variables showed significance, among these the municipal Human Development Index (IDH), years of schooling at 18 years of age, illiteracy at 15 years of age or more, employees without employment contract at 18 years of age and the Gini Index. It is understood that the child labor issue is complex. The problem is associated, although not restricted to, poverty, the social exclusion and inequality that exist in Brazil, but other factors of cultural and economic nature, as well as of organization of production, also account for its aggravation. Fighting child labor involves a wide intersectoral articulation, shared and integrated with several public policies, among them health, sports, culture, agriculture, labor and human rights, with a view to guaranteeing the integrality of the rights of children and adolescents in situation of labor and of their respective families

Des formulaires de demande de semi-structurés avec les bénéficiaires et les observations de terrain, le diagnostic a été réalisée dans le but de l'évaluation théorique des politiques publiques.

A partir de diversas perspectivas analíticas acerca da eleição presidencial de 2006, esta dissertação se propõe a analisar o impacto do programa federal de transferência de renda Bolsa Família, na decisão do voto dos moradores da região Norte do Brasil. A estratégia de pesquisa utilizada é uma análise comparativa, confrontando o resultado das urnas das eleições presidenciais de 2002 e 2006 e correlacionando o número de beneficiados pelo programa Bolsa Família com a quantidade de votos na candidatura petista de Lula da Silva, em cada município da região. Na análise empírica, foi possível identificar, no Norte do Brasil, a mudança na base eleitoral do candidato do PT em direção às cidades menos desenvolvidas, assim como o impacto positivo do programa na votação do petista, haja vista a melhora de seu desempenho eleitoral na região. No estudo, pode-se apontar, ainda, a coexistência pacífica, em 2006, de um padrão de comportamento eleitoral racional, sociológico e psicológico, com predominância do primeiro, porém, sem transformá-lo em teoria universalizante.

Objectives: The goal of this study was to understand the relationship between economic change (wage labor, retirement, and the Bolsa Familia program) and dietary patterns in the rural Amazon and to determine the extent to which these changes followed the pattern of the nutrition transition. Methods: The study was longitudinal. The weighed-inventory method and economic interviews were used to collect data on dietary intake and household economics in a sample of 30 and 52 women in 2002 and 2009, respectively. Twenty of the women participated in both years and make-up the longitudinal sub-sample. Comparative statistics were used to identify changes in dietary patterns over time and multiple linear regressions were used to explore the relationship between economics, subsistence strategies, and diet. Results: There was a significant decline in kcal (P < 0.01) and carbohydrate (P < 0.01) but no change in protein intake over time in both the larger and smaller, longitudinal subsample. The percent of energy, carbohydrate, protein, and fat purchased increased in the larger and longitudinal samples (P <= 0.02) and there was an increase in refined carbohydrate and processed, fatty-meat consumption over time. The abandonment of manioc gardens was associated with increased dependence on purchased food (P = 0.03) while receipt of the Bolsa Familia was associated with increased protein intake and adequacy (P = 0.02). Conclusions: The dietary changes observed are only in partial agreement with predictions of the nutrition transition literature. The relationship between the economic and diet changes was shaped by the local context which should be considered when implementing CCT programs, like the Bolsa Familia. Am. J. Hum.
