Cultura de segurança em proteção civil

This work aims to stress the concept of a security culture in the sense that each one of us is an emergency responder, the first one to respond, and the more prepared we are, with better training and awareness, the better we will perform, this applies even to the relationship between us and the Emergency Responders. All this will lead to a better probability of surviving an accident. If there is an accident, anywhere at any time, each one of us is alone. And the bigger the accident is the longer we stay alone. There is no firefighter, no policeman, no doctor, so it is very important to be competent, in other words, knowing how to react, wanting to react and being able to react. This is a basic requirement to understand the phenomenon, to know the consequences arising from the way we act and that we have to perform according to the situation: before, during and after it occurred. In brief, let’s not make resilience be just a word, let’s make it a concept that belongs to the higher definition of the Security Culture.

Ensino Estratégico da Gramática na Aula de Português Língua Não Materna

Esta investigação incide sobre o treino de Estratégias de Aprendizagem a estudantes universitários zimbabueanos aprendentes da Língua Portuguesa (LP) como Língua Estrangeira que revelaram, na sua maioria, problemas gramaticais relativos à Concordância Nominal em textos escritos de provas de exame realizadas entre os anos 1999 e 2011. Desenvolve-se, por um lado, uma Gramática Pedagógica que consiste no ensino de aspetos gramaticais problemáticos apresentados pelos estudantes com base na Abordagem Comunicativa de Ensino de uma Língua Não Materna e, por outro, ensinam-se as Estratégias de Aprendizagem orientadas para a aquisição da Gramática à luz dos subsídios da Instrução Baseada nas Estratégias de Aprendizagem no tratamento dos aspetos gramaticais desviantes em relação ao Português Europeu. Avaliam-se os produtos destes ensinamentos com base em instrumentos apropriados como testes de avaliação da aprendizagem da gramática e um questionário da tendência de aplicabilidade das Estratégias de Aprendizagem. O corpus é constituído de cerca 2224 “erros” gramaticais isolados com base numa grelha tipológica envolvendo 4 áreas - Léxico, Léxico-Sintaxe, Sintaxe e Morfo-Sintaxe, recolhidos nos 3 anos académicos do Curso de BAA general com a LP. Faz-se uma caracterização da população-alvo, em função de um questionário com cerca de 27 perguntas preenchido por 44 estudantes do Curso de BAA general com a LP nos anos académicos mecionados, de forma a termos uma noção em relação a (i) situação sociolinguística; (ii) visão em relação à aplicação da aprendizagem LP na vida social; (iii) opinião em relação à aprendizagem da LP na Universidade do Zimbabué.

Relatório de estágio no departamento central de investigação e acção penal

The means of obtaining evidence, the amount of evidence obtained, the number of defendants related to each criminal case and the gravity of the crimes for which the magistrates of the Department are holders of penal action, define its real importance to the Rule of Law. I have deeply studied the subject of the institution of hierarchical intervention required by the assistant and the application of an opening statement by the defendant, starting from a hypothetical case, provided when the query of an investigation with the subject of the crime of active corruption, where this institution was called as a reaction to the archiving dispatch delivered by the Public Ministry. I have study about the implementation of the institution of provisional suspension of the process, specifically in the scope of fiscal criminality, analyzing the effective satisfaction of the purposes of the sentences in two slopes: general prevention and special prevention. I went for my first time to a Central Court of Criminal Instruction, where I attended the measures of inquiry and instructive debate of a process that culminated with the prosecution and pronunciation of the defendants. In addition to this criminal experience, I have deepened and consolidated the academic knowledge with the study of various criminal cases from various fields in the scope of criminality investigated by the Department. I could therefore check the basis of procedural delays, regarding to our legal system, especially in this type of crime, raising issues that I analyzed and discussed, always in a critical and academic way. I had the opportunity to attend and witness a seminar in the Lisbon Directorate of Finance as well of entering the Centre for Judicial Studies to attend a conference on the International Anti-Corruption Day. Focus on the investigatory importance of the international judicial cooperation, through the various organs, with special interest to EUROJUST. I comprehended the organization and functioning of these communitarian organs and means of communication of procedural acts, in particular, the rogatory letters and european arrest warrants. This involvement is motivated by the moratorium factor of the investigations where rogatory letters are necessary for the acquisition of evidence or information relevant to the good continuation of the process. For this reason the judicial cooperation through the relevant communitarian organs, translates a streamlined response between the competent judicial authorities of the Member States, through the National Member that integrates EUROJUST. This report aims to highlight some of the difficulties and procedural issues that Public Prosecutors of DCIAP and criminal police bodies that assist them, face in combating violent and organized crime, of national and transnational nature, of particular complexity, according to the specifics of criminal types.

Operações de vigilância transfronteiras

This master dissertation is a small and humble contribution to a better assumption of the national position on the provisions of Article 40 of the Schengen Implementing Convention, particularly regarding authorities responsible for the implementation of border surveillance. And, above all, aims to be an asset to the strategic definition of this matter within the Public Security Police. To fulfill this aim, we tried to reconcile, against the almost non-existent bibliographic support frame, the professional experience of the several roles in the criminal area of Public Security Police and as a Group 7 National Expert (Mobile Organised Crime Groups) for EU Policy Cicle 2011-2013 – EMPACT Projects (European Platform Against Threats criminal Multidisciplinary) –, with the opinion conveyed by commanders, who perform management functions in the criminal structure of the Public Security Police or, not exercising, to be recognized with high merit in the criminal area.

Relatório de estágio curricular Federação Portuguesa de Futebol

This report aims to present the work that has been developed throughout the internship in the Portuguese Football Federation. First it is presented a characterization of the host institution, not only on its legal framework, but also on how it works. Then it´s revealed the work done during the internship, which consisted mainly in the preparation of a study about the opened / litigated cases in season 2012/2013 in what football concerns, that is to say, those cases where the Portuguese Football Federation Disciplinary Board, which is always the decision-making body, had direct intervention. The study is separated into two sections (one regards the professional football and the other the non-professional football) because each one have their own competence, and the processes obey to different formalities in the two sections. Within each section are defined all process forms, and it’s made an evaluation about their decisions and the timing of each procedural stage. What is expected with this work is that it can clarify and promote some aspects of the functioning of the sports justice in what football concerns.

Gestão em saúde

RESUMO - As organizações de saúde, para além de muito complexas, sofrem a influência de importantes mudanças em curso nos sistemas de saúde, em que se integram, e que constituem novos desafios, com reflexos na sua gestão. Por isso se espera, cada vez mais, dos seus gestores uma atitude proactiva e inovadora, o que exige que o processo educativo conducente à formação dos gestores nesta área valorize, para além de conhecimentos técnicos aprofundados, outras dimensões de um futuro exercício: desde a capacidade de liderança em organizações em mudança, em cenários instáveis, à disponibilidade para suscitar a colaboração dos profissionais prestadores, passando pela faculdade de criação de coligações que facilitem processos de integração multidisciplinar e plurinstitucional, pela sensibilidade à relação qualidade/custo em ambientes de constrangimento financeiro e pela promoção da inovação. O presente artigo analisa duas questões subjacentes a um bom exercício e que atravessam a concepção de qualquer processo formativo em gestão: • A competência, que deverá ser o objectivo maior da formação em gestão; • A integração da aprendizagem enquanto elemento condicionante da angariação das aptidões necessárias.

Guarda prisional: força de segurança ou agente responsabilizador?

A permanently changing occidental society framework, simultaneously, to a world Globalization and a market liberalization, requires to know how important and which role the agents plays, in Estates representation, to guarantee their own intern security. Portugal is an example of that since has been integrated in European and world politics that allowed the borders opening, with all the negative consequences of that kind of measures. In way to struggle with those debilities emerge, in our Juridical Order, several security forces such as Prison Guards Corporation, whose contribute to intern security seems undefined and confuse, being urgent legislation in way to describe and clearly define their goals and functions. We begin with a brief history view to understand the evolution, focusing on the present moment, correlate several laws in way to clarify their juridical situation. Using a own critical sense, it draws attention to legislation lack problem in opposition to the conclusion that, Prison Guards Corporation is a security force with specialized expertise in matter and territory fields. Their activity occurs, generally, in penitentiaries where people see themselves without their freedom, legally determinated and confined to places as other individuals with deviant behaviors that deserve society refutation, establishing a separation period having rehabilitation as a goal – it is called general and special prevention. Penitentiaries specificities requires specially police force because penitentiaries are places where tensions are often, both between inmates and against employees, above all prison guards, the first to struggle inmates daily frustrations. In way that institutions achieve their purpose, it is necessary that citizens respect all the rules, although, to their efficacy is necessary to inflict punishment to those who did not respect the rules. Furthermore, it will be indispensable to act immediately in situations as impeding runaway helping, illegally standing in jail and to avoid violent acts against personal and patrimonial belongings. Juridical Order has a few security tools that are available to administration, in which is included coercive methods, that as damaging to citizens in whom they are use, are restricted, unavoidably, to inflexible control rules. Concluding, Prison Guards and Penitentiaries General Direction last goal is to give back recovered inmates to society, in a way to conduct their lives responsibly, without committing crimes.

Professores realistas: mais eficazes e otimistas

A indisciplina na sala de aula prejudica o ensino e a aprendizagem sendo uma das principais causas do mal-estar dos professores, roubando-lhes energia e tempo conduzindo, muitos deles, à exaustão física e emocional e apresenta-se como um sério problema quer para professores principiantes, quer para professores experientes. A análise do ensino na perspetiva interpessoal possibilita uma nova visão sobre o ambiente de aprendizagem, nomeadamente no que se refere à relação professor-aluno. Nesta perspetiva, o enfoque dirige-se para a análise das perceções dos alunos sobre o comportamento do professor e o impacto que o mesmo tem sobre os alunos. Além de que, ao considerar-se a turma como um sistema deve ter-se em conta que o comportamento não pode ser visto como uma característica da pessoa mas, sim, como uma característica do sistema formado por aqueles que estão envolvidos na interação comunicacional. Analisar as interações comunicacionais à luz da pragmática da comunicação e dos seus cinco axiomas apresenta-se como um poderoso quadro clarificador de muitos dos comportamentos ditos disruptivos, possibilitando aos professores um “novo olhar” sobre o seu papel enquanto gestores da sala de aula. A formação realista de professores apresenta-se como uma estratégia com efeitos muito positivos uma vez que possibilita e ajuda-os a compreenderem o processo de circularidade característico da turma vista como um sistema. Por outro lado, permite evidenciar a impossibilidade dos professores de solucionarem os problemas disciplinares culpabilizando os alunos. Dito de outro modo, a formação realista conduz os professores a um (re) equacionar das suas práticas encorajando-os a selecionarem um comportamento interpessoal mais adequado. No 1º e 3º período letivo, os professores participantes (N= 15) responderam ao Questionário de Interação do Professor (Q.I.P.) e ao Questionário do Otimismo Académico (Q.O.A.) composto por três subescalas: Autoeficácia, Confiança nos alunos e famílias e Ênfase académica. Paralelamente, foram gravadas em suporte vídeo quatro aulas de cada professor, referentes a duas turmas selecionadas previamente pelos mesmos. Após a observação das suas aulas refletiram por escrito aquilo que observaram. No 2º período, participaram numa ação de formação intitulada “Ecologia da sala de aula: relacionamento interpessoal professor-aluno e a criação de ambientes de aprendizagem positivos” baseada no modelo realista de formação de professores. Desta formação resultou um conjunto de relatórios reflexivos que tiveram por objetivo desenvolver nos participantes a sua competência reflexiva, questionarem crenças tidas como inquestionáveis e otimizar a relação professor-aluno. A partir dos resultados obtidos pode afirmar-se que: 1) verificou-se um aumento no otimismo académico e no sentimento de autoeficácia; 2) observou-se um impacto nas conceções prévias, bem como no contexto organizacional.

Enunciados do tipo injuntivo em géneros de texto publicitários sobre o vinho.

A partir de um corpus de géneros de texto publicitários, rótulos e contrarrótulos de garrafa de vinho e anúncios sobre o vinho, neste trabalho, serão analisados os enunciados injuntivos em ocorrência para averiguar as relações que se estabelecem entre marcas comerciais e consumidores, o tipo de informação veiculada e as representações linguisticamente construídas destes sujeitos. Situando-se no âmbito da Teoria do Texto e combinando patamares de análise linguística com a dimensão social, esta investigação convoca ainda o Interacionismo Sociodiscursivo que defende uma perspetiva ontogenética da linguagem, consentânea com uma abordagem discursivo-textual da Linguística. A análise dos dados indica que os domínios sociais ou as atividades envolvidas, publicitária e de produção e de comercialização do vinho, preconizam imagens do consumidor ideal de vinho no que diz respeito à prova de vinho, a um comportamento socialmente adequado e sobre as boas propriedades do vinho.

Proposta de um modelo de medição e análise da satisfação de clientes em empresas de software : caso prático do ambiente business-to-business

Os estudos da satisfação e lealdade do cliente em ambiente Business-to-Business têm emergido devido ao interesse práctico e académico. Recorreu-se a um caso práctico de uma empresa de software internacional, ESRI, a operar em Portugal com modelo de negócio B2B e comportamento de compra extensivo. Desenvolveu-se um modelo estrutural com 11 variáveis latentes: lealdade; satisfação; imagem; atmosfera; cooperação; adaptação; processos; tecnologia; orientação ao cliente; competências; colaboradores e comunicação. Foram analisadas 304 respostas ao questionário de satisfação e de seguida aplicou-se o modelo a seis grupos de clientes segmentados de acordo com a contribuição do cliente para as receitas e o comportamento no processo de decisão de compra. Recorreu-se a modelos SEM (Structural Equation Modelling) com estimação dos parâmetros através da metodologia PLS (partial Least Squares). Os resultados mostram nos seis segmentos, que os valores da empresa, a cooperação através da competência dos colaboradores e da orientação ao cliente e a tecnologia são factores mais importantes para a satisfação e lealdade dos clientes.
