Relatório de estágio curricular Federação Portuguesa de Futebol

This report aims to present the work that has been developed throughout the internship in the Portuguese Football Federation. First it is presented a characterization of the host institution, not only on its legal framework, but also on how it works. Then it´s revealed the work done during the internship, which consisted mainly in the preparation of a study about the opened / litigated cases in season 2012/2013 in what football concerns, that is to say, those cases where the Portuguese Football Federation Disciplinary Board, which is always the decision-making body, had direct intervention. The study is separated into two sections (one regards the professional football and the other the non-professional football) because each one have their own competence, and the processes obey to different formalities in the two sections. Within each section are defined all process forms, and it’s made an evaluation about their decisions and the timing of each procedural stage. What is expected with this work is that it can clarify and promote some aspects of the functioning of the sports justice in what football concerns.

Este relatório tem como objetivo apresentar o trabalho que foi desenvolvido ao longo do estágio curricular realizado na Federação Portuguesa de Futebol. Primeiramente é realizada uma caraterização da entidade acolhedora, não só do ponto de vista da sua contextualização legal, mas também quanto à sua forma de funcionamento. De seguida dá-se a conhecer o trabalho realizado durante o estágio, o qual consistiu, principalmente, na elaboração de um estudo acerca dos processos instaurados/autuados na época 2012/2013 no que à modalidade de futebol respeita, ou seja, em que teve intervenção direta a Federação Portuguesa de Futebol cujo Conselho de Disciplina é sempre órgão decisório. O estudo está separado por duas secções (uma que respeita ao futebol profissional e outra respeitante ao futebol não profissional), por cada uma ter a sua competência e pelos seus processos obedecerem a tramitações distintas. Dentro de cada secção são definidas todas as formas de processo e feito um balanço acerca das suas decisões e respetivo tempo de cada fase processual. O que se espera com este trabalho é que possa esclarecer e dar a conhecer alguns aspetos do funcionamento da justiça desportiva no que à modalidade de futebol concerne.
