Female primary school teachers are usually absent from debates about literacy theory and practice, teachers’ professional development, significant policy changes and school reform. Typically they are positioned as the silent workers who passively translate the latest and of course best theory into practice, whatever that might be and despite what years of experience might tell them. Their accumulated knowledges and critical analysis, developed across careers, remain an untapped resource for the profession. In this paper five literacy educators, three primary school teachers and two university educators, all of whom have been teaching around thirty years, reflect on what constitutes professional development. The teachers examine their experiences of professional development in their particular school contexts – the problems with top-down, mandated professional development which has a managerial rather than educative function, the frustrations of trying to implement the experts’ ideas without the resources, and the effects of devolved school management on teachers’ work and learning. In contrast, they also explore their positive experiences of professional learning through being positioned as teacher researchers in a network of early and later career teachers engaged in a three-year research project investigating unequal literacy outcomes.

This article draws on a collaborative research project entitled Teachers Investigate Unequal Literacy Outcomes: Cross-generational Perspectives, funded by the Australian Research Council 2002-2004 and awarded to Barbara Comber, University of South Australia and Barbara Kamler, Deakin University. The university researchers invited early career teachers in their first five years of teaching, and late career teachers with at least twenty-five years experience, to collaboratively explore the problem of unequal outcomes in literacy. Over a period of three years, the teacher researchers conducted audits of their classroom literacy programs and the effects on different children; case studies of students they were most concerned about; and redesigns of their literacy curriculum and pedagogy.  Bev Maney and Ivan Boyer collaborated as research partners in the context of their work together as English teachers at Portland Secondary College, Victoria. This paper is based on transcripts of their many conversations with one other and the research team and is represented as an interrupted conversation with the university researchers. Here they critique current models of professional development and the effects of standardised testing and argue for the importance of serious teacher conversations and ongoing school-based research.

The author draws on her research and evaluation work on a Quality Teacher Program pilot project by the Victorian Department of Education and Training to explain why listening to teachers is leading to just that.

Research on quality in early childhood has consistently shown that staff are the cornerstone of excellence, and that staff training makes a difference to services provided to children and families. There is also a growing awareness of the importance of adopting a planned approach to career development and that this begins with self-assessment, and can be enhanced through the use of guided reflection with a mentor. The Early Childhood Consortium Victoria (ECCV) at The University of Melbourne, has developed a self-assessment manual (SAM) designed as a tool for early childhood practitioners to explore their work in a strategic way. It serves the dual purposes of assisting practitioners to address issues of service quality, as well as promoting individual professional development through reflective practice. SAM has now been piloted in a number of early childhood settings in Australia and this paper presents a formative evaluation of this work and discusses its potential for professional development planning.

This paper examines the perspectives of primary school teachers, administrators and personnel working in eastern suburban Melbourne as they consider the rationale for, and the purposes of, gifted education within the broader landscape of teachers' work. The data for this presentation are drawn from a single case qualitative case study where semi-structured interviews were held four years after the school participated in the Bright Futures gifted professional development. The school proudly proclaims a tradition of scholarship and excellence within a friendly, caring, cooperative and democratic ethos. Teachers welcomed the opportunity to express their thoughts, sentiments and opinions on curriculum, assessment and reporting practices, their attitudes to the aims of gifted education, the selection of children for pull-out programs, and their views to school management and to parents in relation tho these matters. Using a Foucoultian framework, I analyse how teachers juggle many goals within the complex reality of daily classroom teaching, and how they are wedged between the power of formal school rhetoric and educational policy working to improve learning outcomes for all students. This, in turn, has significant repercussions for addressing the needs of gifted students and generates considerable ambivalence about the implementation of gifted programs. I propose that such responses are important elements in the contemporary landscape of teacher's work

This paper reports on the implementation of two professional development programs designed to support ICT based pedagogies in Victorian (Australia) schools. In both programs the teachers participated in an intensive program of professional development designed to assist them in embedding ICT into their classroom practice. There was a large diversity of circumstances experienced by the schools, not only in terms of ICT availability and use, and teacher experience, but also in issues of cultures of curriculum planning and integration, size, communication, and pedagogical presumptions. Both projects were successful in implementing change; however there were teachers in both projects who failed to take advantage of the PD. Some of the limitations with both studies include the high expectations of time comittment by the teachers – who are already fully committed with full teaching loads, and the high expectations of the change that will occur in the teaching and
learning as a result of the PD, wthout consideration of the time needed to learn and adopt new pedagogical practice. In some cases, teachers and the school did not appreciate the necessary commitment to take full advantage of the opportunity being provided. This was compounded by the lack of support and recognition by school management.

Diffusion-adoption professional learning models which position teachers ascompliant technicians of policy and practices are limited in their long term effects on teacher professionalism. In contrast, co-researching models of professional learning hold the potential to engage teachers and researchers in explorations of mutual concern which impact on professionalism and contribute to development of both theory and practice.

This article describes professional learning within the context of an Australian state department of education during a period of reform. The contextual influences and design of a collaborative, film-driven participatory action research design which explored teacher learning and application of multiliteracies theory are explored. A spiral of cycles of action research incorporated engagentent with multiliteracies theory and collaborative planning; filming of teacher classroom 'action' and reflective interviews; collaborative observation of and reflection on the resultant filmic artefacts.

The filmic artefacts offered rich multimodal examples of teaching practices,
incorporatíng visual, audio, gestural and spatial classroom information, far beyond the purely linguistic recounts and descriptions which characterise many professional development workshops. Incorporation of collaborative filmic research techniques enabled multimodal observation of teaching practices across a number of sites, with observation unrestricted by temporal or physical parameters.

What are the sources of teachers’ professional knowledge for the teaching of reading? This paper reports findings from a study that investigated the role of teachers in the current Research-Policy-Praxis Nexus (RPPN). This was achieved by a specific focus upon constructions of reading in the early years in Victoria, Australia. All of the teacher participants either implemented or coordinated the Victorian Early Years Literacy Program (EYLP) in the primary school setting. These teachers were interviewed in order to hear their views on reading development and reading pedagogy and to identify the sources of this professional knowledge. The findings from this study are important for all teachers and teacher educators as they have implications for teaching practise, teacher education and teacher professional development programs.

This paper reports on aspects of an Australian study into the factors and conditions that make it possible for secondary school health education teachers to include and affirm gender and sexual diversity in their teaching. The study examined the impact of a two-day intervention designed to prepare teachers to use a major new government-funded teaching and learning resource called Talking Sexual Health. The study found that whilst there was a range of personal and structural barriers inhibiting change, professional development and access to teaching and learning resources could indeed impact positively on teachers' willingness and ability to include and affirm diverse sexualities in their health education programs.

This essay focuses on the National Mapping of Teacher Professional Learning (2008), a report that we co-authored along with a number of other researchers on the basis of extensive surveys and interviews relating to the policies and practices of teacher professional learning in Australia. The report is an update of an earlier survey conducted by David McRae and others, entitled PD 2000, and it registers significant changes in attitudes and practices relating to professional learning across Australia in the intervening period. Perhaps the most significant development is the way professional learning is now recognized as an important vehicle for education reform by systems, schools and by teachers themselves, most notably the standards-based reforms that have such a decisive effect on the policy landscape here in Australia and in other countries. The work of the AATE in developing the Standards for Teachers of English Language and Literacy (STELLA) is mentioned in the report. It was acknowledged that STELLA provides a generative framework for professional learning, sometimes in contradiction to more managerial approaches. The question remains, however, of how English teachers as a professional community might locate themselves within the policy landscape described in this report. This essay is an attempt to promote this kind of discussion and to argue the distinctive nature of the standpoint that English teachers might bring to thinking about and planning for professional learning and practitioner inquiry.

This paper deals with professional teacher development. It specifically focuses on a research study of early childhood teachers' views and involvement in teaching music to young children. It presents findings from a comparative study of 38 teachers in three childcare centres in the Hong Kong Special Administrative Region and 24 teachers in four childcare centres in South Australia. Two research questions are discussed and answered: (1) What are early childhood teachers' levels of involvement in professional development in music? (2) Are there any significant relationships, that is differences and commonalities, in the findings between teachers' levels of involvement in these two cultural contexts? A unique research tool entitled Teachers' Music Development Scale was devised to collect data and measure teachers' involvement in music development. Specific findings and their implications are presented in the paper.

Over the past couple of years, international vocational education and training has been much debated at the nexus of the commercialisation of vocational education and social justice for international students. This nexus has significantly affected the professional identity and responsibilities of teachers who are directly involved in providing vocational education and training for international students. Drawing on a research project funded by the Australian Research Council, this paper offers an alternative lens on vocational teachers' process of mediating professional identity in response to the flow of international students and the commercialisation of vocational education. It employs the logic of relationality as a conceptual framework to interpret teachers' journey of identity re-construction. The humanness and ethical dimensions of identity have been at the heart of the teachers' negotiation over the kind of teachers they are and to which they aspire. The teachers in this research draw on humanness and ethical dimensions to engage in critical reflection of their own teaching practices, their interaction with international students and the socio-political context shaping international vocational education and training. They perceive their professional responsibility not only in relation to the facilitation of students' development of vocational skills and knowledge, but also the provision of pastoral care for international students and the advocating for social justice for this student cohort.
