Resumo:
In the last few decades some authors have underlined the role of institutions and policies for entrepreneurship. North (1990) underlines that entrepreneurs are the main agents of change and that organizations, such as firms set up by entrepreneurs, adapt their activities and strategies to fit the opportunities and limitations provided through formal and informal institutional frameworks. Baumol (1990) hypothesizes that entrepreneurial individuals channel their efforts in different directions depending on the quality of prevailing economic, political, and legal institutions. Sobel (2008) asserts that better institutions have both more productive entrepreneurship and also less unproductive entrepreneurship. He stresses that the best path to foster entrepreneurship is through institutional reforms that constrain or minimize the role of government. In this context, economic freedom may be seen as a significant aspect for entrepreneurial activity and it is frequently argued that economic liberalization encourages entrepreneurship. La vulnérabilité est l’attribut fondamental justifiant le passage des frontières du refuge canadien (Rousseau et al., 2002 ; Clément et Bolduc, 2004). Elle est preuve d’insécurité pour la victime requérant l’asile ; elle est aussi porteuse d’espérance de sécurité en terre hospitalière. Elle est pourtant potentiel réactualisé dans l’insécurité d’un statut incertain en terre d’accueil (Agamben, 1997 ; D’Halluin, 2004). Violente immersion. En attendant que les preuves de sa vulnérabilité originelle soient validées, le demandeur d’asile se retrouve dans un entre-deux a-territorial et atemporel (Agier, 2002 ; Le Blanc, 2010) et dans une précarité tout aussi dangereuse (Ouimet et al., 2009). Des besoins émergent en cette terre inconnue, or l’accès aux soins de santé lui est limité par des textes de lois ambigus et leurs interprétations maladroites (Harris et Zuberi, 2015). Ainsi lorsqu’il se heurte à des barrières érigées par une transmission d’informations défectueuse, sa précarité ne fait qu’empirer. Tel un boomerang, ce paradoxe cultive leur vulnérabilité. Alors que les recherches interrogent les divers intervenants en santé (Asgary et Smith, 2013), j’ai choisi de donner la parole aux premiers concernés et de relayer leur vécu par rapport à leur propre personne. Deux objectifs principaux guident la recherche : documenter dans un premier temps leur parcours de quête de soins à partir de la circulation des informations formelles et informelles dans le but de sonder leur avis sur la vulnérabilité qui leur est attribuée ; documenter dans un second temps leur parcours migratoire de quête de soi afin de mettre en lumière les stratégies alternatives d’entrée en contact avec la société d’accueil pour négocier voire rejeter cette identité vulnérable. J’ai rencontré pour cela des demandeurs d’asile lors d’un terrain de huit mois au sein d’un organisme communautaire d’hébergement à Montréal. Dans ce contexte d’accompagnement et de stabilité spatiale, accalmie bienvenue au terme d’un itinéraire semé d’embûches, les ressources informationnelles sont à leur disposition et la reconnaissance sociale est à l’honneur. En parallèle, beaucoup témoignent de la diminution de leurs besoins de soins de santé. En cette communauté thérapeutique (Pocreau, 2005), véritable tremplin vers la société d’accueil en attendant un statut reconnu, ils bénéficient d’une possibilité de participation sociale et d’un sentiment d’appartenance valorisant. Si des conditions précaires peuvent aggraver la vulnérabilité, le bricolage de conditions positives favorise la résilience (Cleveland et al., 2014), créant un environnement revitalisant qui leur permet de rebondir.

O presente estudo centra-se na temática das políticas de autonomia da escola pública portuguesa, particularmente na problemática da participação dos alunos na organização e gestão da escola, e tem como objetivo conhecer o modo como se constrói e se desenvolve a participação dos alunos do ensino secundário na escola objeto de análise. Procurámos conjugar a análise teórica da evolução dos modelos de administração escolar, no pós-25 de abril, com especial foco para o atual regime jurídico da autonomia, administração e gestão das escolas, implementado pelo DL n.º 75/2008, de 22 de abril, na redação dada pelo DL nº 137/2012, de 2 de julho e a forma como se constrói a participação dos alunos do ensino secundário nos órgãos de gestão e administração de uma escola secundária com 3º ciclo, sita em Viseu. Dada a existência de uma relação intrínseca entre democracia e educação, o nosso estudo foi alicerçado no ideário da "gestão democrática da escola", no que tange à participação dos alunos na tomada de decisões na vida organizativa da sua escola. Para tal, importa identificar os espaços formais e informais da participação discente na vida da escola e perceber de que forma as experiências participativas, no contexto da escola, podem contribuir para o exercício de uma verdadeira cidadania ativa. Embora a legislação atualmente em vigor promova a autonomia da escola e abra espaço à participação dos alunos, constatamos que as decisões na escola ainda estão centradas nos professores, caracterizando-se a participação dos alunos nesses órgãos, por uma participação formal e passiva (presencial), elegendo outras áreas de participação, tais como em atividades de complemento curricular e as promovidas pela AE. A nossa investigação permitiu-nos concluir que é importante a participação dos alunos na gestão e organização da escola, mas que essa participação não ocorre de forma espontânea. É necessário criar estratégias de motivação e de incentivo à participação dos alunos, através da criação de espaços de diálogo que potenciem a construção de uma verdadeira cultura de cidadania participativa dos alunos na escola. É fruto deste contexto que propomos a implementação do projeto "Dar voz aos Alunos".

El interés de esta monografía es realizar una mirada crítica a la burocracia de Las Naciones Unidas, tomando como fracción representativa a aquellos funcionarios que hacen parte de la Oficina Ejecutiva del Secretario General. Para ello se toma como guía algunos conocimientos y herramientas de la sociología de las organizaciones. Este texto presenta las normas del juego relativas a la función pública de la organización; así como las prácticas organizacionales en general, y más específicamente en los aspectos del ingreso, permanencia y retiro de los funcionarios. Como resultado se conoce el aparato burocrático de Las Naciones Unidas. El ejercicio consiste en abordar la sociología de las organizaciones como meta-valor de la sociología y como esquema metodológico para el investigador social. Consecutivamente, en conocer la dimensión formal de esta organización y, no sólo su dimensión informal, sino su comportamiento cotidiano en su estructura real.

The intersection of Artificial Intelligence and The Law stands for a multifaceted matter, and its effects set the advances on culture, organization, as well as the social matters, when the emergent information technologies are taken into consideration. From this point of view, the weight of formal and informal Conflict Resolution settings should be highlighted, and the use of defective data, information or knowledge must be emphasized. Indeed, it is hard to do it with traditional problem solving methodologies. Therefore, in this work the focus is on the development of decision support systems, in terms of its knowledge representation and reasoning procedures, under a formal framework based on Logic Programming, complemented with an approach to computing centered on Artificial Neural Networks. It is intended to evaluate the Quality-of-Judgments and the respective Degree-of-Confidence that one has on such happenings.

Program in Rural Education” is presented to the national and international community as a high level graduate program, whose purpose is to improve the quality of formal and informal educational processes within the area through an innovative pedagogical model that includes itinerancy along the isthmus, as well as in site and distance learning with a virtual component. Furthermore, this program bases its practice on the development of a flexible model, on inclusiveness and also on a differentiated methodological and evaluative proposal that recovers the knowledge produced in every country around de issue of rural education.

La crisis de gobcrnabilidad de los recursos hídricos es clara y evidente en Costa Rica. Estos recursos están en proceso de deterioro y peligrosamente amenazados. En tan solo cinco décadas se pasó de la riqueza y abundancia de agua, a la vulnerabilidad y escasez de ésta. Un conjunto de realidades ha originado la mencionada crisis: la ausencia de políticas hídricas integrales, claras y estables, un marco legal desactualizado. estático y de mínimo cumplimiento, que ha permitido el uso ineficiente y la contaminación de los cuerpos de agua y desde luego la cultura dominante de poca o ninguna valoración del agua como recurso vital para el desarrollo presente y futuro de todas las especies que poblamos el país.La Agenda Ambiental del Agua en Costa Rica ha sido elaborada mediante un proceso parlicipativo. donde diversos actores sociales en diferentes regiones —Limón, Liberia y la Gran Area Metropolitana (GAM)— priorizaron los 10 principales problemas y sus potenciales soluciones:1) La educación formal e informal es muy débil respecto a como alcanzar el uso eficiente e inteligente de los recursos hrdricos. Igualmente, es débil para revertir el patrón de manejo de vertidos sin responsabilidad social.2) La excesiva centralización de las decisiones. Muy poca participación ciudadana tanto en la estructura organizativa como en la toma de decisiones.3) La inoperancia del marco institucional y legal —desconocimiento por parte de la sociedad civil de los procesos de denuncia y otros; la tramitología de denuncia es demasiado lenta e ineficiente, razón por la cual los denunciantes se cansan y desaniman—.4) La deficiente y casi nula valoración económica del agua, que tome en cuenta el manejo integral de las cuencas y la búsqueda de la permanencia del recurso en el futuro.5) La ausencia de planes hídricos de cuencas donde el plan regulador sea un componente básico.6) La desigual calidad del agua para los costarricenses según operador del servicio y región geográfica.7) La contaminación de aguas superficiales y subterráneas.8) La ausencia de conocimiento, socialización, sistematización y movilización en relación con el manejo del agua. Es necesario el aumento de las capacidades tanto técnicas y científicas como de cambio de cultura y conocimiento popular.9) Falta de información básica y mecanismos claros para poder utilizarla.10) La información existente en la actualidad se encuentra dispersa en diferentes orgarnza ciones y en algunos investigadores, lo que impide su uso efectivo.La Agenda Ambiental del Agua en Costa Rica aproxima los costos para la solución de los problemas apuntados anteriormente. Se necesita invertir alrededor de US$J .500 millones para abordar la gestión integrada de los recursos hídricos en el país.Abstract: The crisis of governance of thc watcr resources is clear and evideni in Costa Rica. Le conseguenze del management algoritmico sui lavoratori sono note tra gli studiosi, ma poche ricerche indagano le possibilità di agency, soprattutto a livello individuale, nella gig-economy. A partire dalla quotidianità del lavoro, l’obiettivo è analizzare le forme di agency esercitate dai platform workers nel settore della logistica dell'ultimo miglio. La ricerca si basa su un'etnografia multi-situata condotta in due paesi molto distanti e riguardante due diversi servizi urbani di piattaforma: il food-delivery in Italia (Bologna, Torino) e il ride-hailing in Argentina (Buenos Aires). Nonostante le differenze, il lavoro di campo ha mostrato diverse continuità tra i contesti geografici. Innanzitutto, le tecnologie digitali giocano un ruolo ambivalente nell'ambiente di lavoro: se la tecnologia è usata dalle aziende per disciplinare il lavoro, costituisce però anche uno strumento che può essere impiegato a vantaggio dei lavoratori. Sia nel ride-hailing che nelle piattaforme di food-delivery, infatti, i lavoratori esprimono la loro agency condividendo pratiche di rimaneggiamento e tattiche per aggirare il despotismo algoritmico. In secondo luogo, la ricerca ha portato alla luce una gran varietà di attività economiche sviluppate ai margini dell'economia di piattaforma. In entrambi i casi le piattaforme intersecano vivacemente le economie informali urbane e alimentano circuiti informali di lavoro, come evidenziato dall'elevata presenza di scambi illeciti: ad esempio, vendita di account, hacking-bots, caporalato digitale. Tutt'altro che avviare un processo di formalizzazione, quindi, la piattaforma sussume e riproduce l’insieme di condizioni produttive e riproduttive dell'informalità (viração), offrendo impieghi intermittenti e insicuri a una massa di lavoratori-usa-e-getta disponibile al sottoimpiego. In conclusione, le piattaforme vengono definite come infrastrutture barocche, intendendo con il barocco tanto la natura ibrida dell'azione che mescola forme di neoliberismo-dal-basso con pratiche di solidarietà tra pari, quanto la progressiva ristrutturazione dei processi di accumulazione all’insegna di una rinnovata interdipendenza tra formale e informale nelle infrastrutture del «mondo a domicilio».

This paper investigates the prevalence of incapacity in performing daily activities and the associations between household composition and availability of family members and receipt of care among older adults with functioning problems in Spain, England and the United States of America (USA). We examine how living arrangements, marital status, child availability, limitations in functioning ability, age and gender affect the probability of receiving formal care and informal care from household members and from others in three countries with different family structures, living arrangements and policies supporting care of the incapacitated. Data sources include the 2006 Survey of Health, Ageing and Retirement in Europe for Spain, the third wave of the English Longitudinal Study of Ageing (2006), and the eighth wave of the USA Health and Retirement Study (2006). Logistic and multinomial logistic regressions are used to estimate the probability of receiving care and the sources of care among persons age 50 and older. The percentage of people with functional limitations receiving care is higher in Spain. More care comes from outside the household in the USA and England than in Spain. The use of formal care among the incapacitated is lowest in the USA and highest in Spain.

Over the last decade, the Colombian military has successfully rolled back insurgent groups, cleared and secured conflict zones, and enabled the extraction of oil and other key commodity exports. As a result, official policies of both the Uribe and Santos governments have promoted the armed forces to participate to an unprecedented extent in economic activities intended to consolidate the gains of the 2000s. These include formal involvement in the economy, streamlined in a consortium of military enterprises and social foundations that are intended to put the Colombian defense sector “on the map” nationally and internationally, and informal involvement expanded mainly through new civic action development projects intended to consolidate the security gains of the 2000s. However, failure to roll back paramilitary groups other than through the voluntary amnesty program of 2005 has facilitated the persistence of illicit collusion by military forces with reconstituted “neoparamilitary” drug trafficking groups. It is therefore crucially important to enhance oversight mechanisms and create substantial penalties for collusion with illegal armed groups. This is particularly important if Colombia intends to continue its new practice of exporting its security model to other countries in the region. The Santos government has initiated several promising reforms to enhance state capacity, institutional transparence, and accountability of public officials to the rule of law, which are crucial to locking in security gains and revitalizing democratic politics. Efforts to diminish opportunities for illicit association between the armed forces and criminal groups should complement that agenda, including the following: Champion breaking existing ties between the military and paramilitary successor groups through creative policies involving a mixture of punishments and rewards directed at the military; Investigation and extradition proceedings of drug traffickers, probe all possible ties, including as a matter of course the possibility of Colombian military collaboration. Doing so rigorously may have an important effect deterring military collusion with criminal groups. Establish and enforce zero-tolerance policies at all military ranks regarding collusion with criminal groups; Reward military units that are effective and also avoid corruption and criminal ties by providing them with enhanced resources and recognition; Rely on the military for civic action and development assistance as minimally as possible in order to build long-term civilian public sector capacity and to reduce opportunities for routine exposure of military forces to criminal groups circulating in local populations.

The evolution of new technology and its increasing use, have for some years been making the existence of informal learning more and more transparent, especially among young and older adults in both Higher Education and workplace contexts. However, the nature of formal and non-formal, course-based, approaches to learning has made it hard to accommodate these informal processes satisfactorily, and although technology bring us near to the solution, it has not yet achieved. TRAILER project aims to address this problem by developing a tool for the management of competences and skills acquired through informal learning experiences, both from the perspective of the user and the institution or company. This paper describes the research and development main lines of this project.

El interés de este trabajo de grado es analizar la relación entre los servicios públicos domiciliarios de agua y saneamiento básico sobre los procesos de asentamientos urbanos. Estudio de caso: Ciudad Porfía (asentamiento informal) y Villa Codem (asentamiento formal), Villavicencio, de 1983 a 2013. Se identifica la naturaleza y los principios de los servicios públicos domiciliarios desde la legislación colombiana vigente y se describen los procesos de conformación y desarrollo de los asentamientos urbanos mencionados. Siguiendo finalmente la perspectiva teórica sobre hábitat desarrollado por UN Hábitat y con una metodología basada en la observación del territorio, se avanza hacia el resultado de la investigación que permite identificar los procesos dinámicos de consolidación, desarrollo y formación de estos asentamientos urbanos y su relación con los servicios públicos domiciliarios de agua y saneamiento básico.
