Dá sequência do estudo intitulado "A peça brasileira no cenário internacional em mil atos: reflexos do debate parlamentar entre 4 de outubro de 1988 e 31 de dezembro de 2010", com dois objetivos: a) inserir, no levantamento de dados anteriormente efetuado, relativo aos atos (ou pactos) internacionais celebrados pela República Federativa do Brasil, as informações novas, pertinentes ao ano de 2011, assim como informações adicionais referentes a 1988 (de 2 de janeiro e 3 de outubro, período imediatamente anterior à promulgação da Constituição de 1988); b) fazer a atualização geral de dados referentes ao período 1988-2011, fixando-se, como marco final, o início da sessão legislativa de 2012, recalculando-se os gráficos e tabelas apresentados no estudo anterior, para se traçar uma visão panorâmica quantitativa da tramitação legislativa de atos internacionais no Congresso Nacional, entre 1988 e 2011, indicando algumas tendências.

Crack growth due to cavity growth and coalescence along grain boundaries is analyzed under transient and extensive creep conditions in a compact tension specimen. Account is taken of the finite geometry changes accompanying crack tip blunting. The material is characterized as an elastic-power law creeping solid with an additional contribution to the creep rate arising from a given density of cavitating grain boundary facets. All voids are assumed present from the outset and distributed on a given density of cavitating grain boundary facets. The evolution of the stress fields with crack growth under three load histories is described in some detail for a relatively ductile material. The full-field plane strain finite element calculations show the competing effects of stress relaxation due to constrained creep, diffusion and crack tip blunting. and of stress increase due to the instantaneous elastic response to crack growth. At very high crack growth rates the Hui-Riedel fields dominate the crack tip region. However. the high growth rates are not sustained for any length of time in the compact tension geometry analyzed. The region of dominance of the Hui-Riedel field shrinks rapidly so that the near-tip fields are controlled by the HRR-type field shortly after the onset of crack growth. Crack growth rates under various conditions of loading and spanning the range of times from small scale creep to extensive creep are obtained. We show that there is a strong similarity between crack growth history and the behaviour of the C(t) and C(t) parameters. so that crack growth rates correlate rather well with C(t) and C(t). A relatively brittle material is also considered that has a very different near-tip stress field and crack growth history.

During its 1990 operation, 2 large RF systems were available on JET. The Ion Cyclotron Resonance Heating (ICRH) system was equipped with new beryllium screens and with feedback matching systems. Specific impurities generated by ICRH were reduced to negligible levels even in the most stringent H-mode conditions. A maximum power of 22 MW was coupled to L-mode plasmas. High quality H-modes (tau-E greater-than-or-equal-to 2.5 tau-EG) were achieved using dipole phasing. A new high confinement mode was discovered. It combines the properties of the H-mode regime to the low central diffusivities obtained by pellet injection. A value of n(d) tau-E T(i) = 7.8 x 10(20) m-3 s keV was obtained in this mode with T(e) approximately T(i) approximately 11 keV. In the L-mode regime, a regime, a record (140 kW) D-He-3 fusion power was generated with 10 - 14 MW of ICRH at the He-3 cyclotron frequency. Experiments were performed with the prototype launcher of the Lower Hybrid Current Drive (LHCD) systems with coupled power up to 1.6 MW with current drive efficiencies up to < n(e) > R I(CD)/P = 0.4 x 10(20) m-2 A/W. Fast electrons are driven by LHCD to tail temperatures of 100 keV with a hollow radial profile. Paradoxically, LHCD induces central heating particularly in combination with ICRH. Finally we present the first observations of the synergistic acceleration of fast electrons by Transit Time Magnetic Pumping (TTMP) (from ICRH) and Electron Landau Damping (ELD) (from LHCD). The synergism generates TTMP current drive even without phasing the ICRH antennae.

Discute as posições doutrinárias a respeito do alcance do artigo 49, I da Constituição Federal, quanto à competência do Poder Legislativo para resolver definitivamente sobre tratados internacionais. Realiza estudo de casos sobre projetos de decreto legislativo referentes a acordos internacionais durante a legislatura 1999-2002. Identifica, na apreciação do Acordo Nuclear Brasil/Estados Unidos sobre a Base de Alcântara, aspectos do entendimento da Câmara dos Deputados quanto à possibilidade de fazer ressalvas e emendas a textos de atos internacionais.

Discute e reflete sobre os Tratados Internacionais de Direitos Humanos, sua história, a incorporação deles ao sistema jurídico e as consequências da Emenda Constitucional nº 45, de 2004, no processo de constitucionalização. Analisa, por outro lado, como as Constituições da Argentina, Peru e do Brasil foram alteradas procurando ou não trazer para os textos constitucionais, documentos internacionais ratificados pelos Estados Nacionais. Entre os objetivos propostos, o estudo buscou desenvolver a evolução histórica dos direitos humanos, dos tratados que versam sobre o mesmo tema, bem como nos mecanismos de proteção dos direitos humanos no âmbito internacional. Relata as nuances - a construção, os avanços e limites - dos tratados sobre direitos humanos nos processos constitucionais, especialmente no "Caso Brasileiro".

Village tanks are put to a wide range of uses by the rural communities that depend on them for their survival. As the primacy of irrigation has decreased under these tanks due to a variety of climatic and economic reasons there is a need to reevaluate their use for other productive functions. The research presented in this paper is part of a programme investigating the potential to improve the management of living aquatic resources in order to bring benefits to the most marginal groups identified in upper watershed areas. Based on an improved typology of seasonal tanks, the seasonal changes and dynamics of various water quality parameters indicative of nutrient status and fisheries carrying capacity are compared over a period of one year. Indicators of Net (Primary) Productivity (NP): Rates of Dissolved Oxygen (DO) change, Total Suspended Solids (TSS): Total Suspended Volatile solids (TVSS) ratios are the parameters of principle interest. Based on these results a comparative analysis is made on two classes of ‘seasonal’ and ‘semi-seasonal’ tanks. Results indicate a broad correlation in each of these parameters with seasonal trends in tank hydrology. Highest productivity levels are associated with periods of declining water storage, whilst the lowest levels are associated with the periods of maximum water storage shortly after the NW monsoon. This variation is primarily attributed to dilution effects associated with depth and storage area. During the yala period, encroachment of the surface layer by several species of aquatic macrophyte also has progressively negative impacts on productivity. The most seasonal tanks show wider extremes in seasonal nutrient dynamics, overall, with less favourable conditions than the ‘semi-seasonal’ tanks. Never the less all the tanks can be considered as being highly productive with NP levels comparable to fertilised pond systems for much of the year. This indicates that nutrient status is not likely to be amongst the most important constraints to enhancing fish production. A pesquisa tem natureza qualitativa e visa à identificação das principais características do PSSC em comparação com os demais regimes que integram o sistema previdenciário brasileiro.

Within natural resource management, there is increasing criticism of the traditional model of top-down management as a method of governance, as researchers and managers alike have recognized that resources can frequently be better managed when stakeholders are directly involved in management. As a result, in recent years the concept of co-management of natural resources, in which management responsibilities are shared between the government and stakeholders, has become increasingly popular, both in the academic literature and in practice. However, while co-management has significant potential as a successful management tool, the issue of equity in co-management has rarely been addressed. It is necessary to understand the differential impacts on stakeholders of co-management processes and the degree to which diverse stakeholders are represented within co-management. Understanding the interests of various stakeholders can be a way to more effectively address the distributional and social impacts of coastal policies, which can in turn increase compliance with management measures and lead to more sustainable resource management regimes. This research seeks to take a closer look at the concepts of co-management and participation through a number of case studies of marine protected areas (MPAs) in the Caribbean. (PDF contains 4 pages)

The daytime composition and relative abundance of zooplankton species were studied in three treatments of two replicate earthen ponds each with nutrient sources and water replenishment regimes. Treatment -A (200m super(2) surface area supplied 900kgha super(-1) pig manure only). Treatment -B (200m super(2) surface area supplied 70kgha super(-1) month super(-1) pig manure, 50kgha super(-1) month super(-1) N.P.K. [15:15:15] and 30kgha super(-1) month super(-1) Urea) and Treatment-C (1500m2 surface area supplied 1150kgha super(-1) month super(-1) commercial grade 40% crude protein compounded feed). Water replenishment for Treatment A was daily tidal deluge from the New Calabar River while that for treatment B and C was from column-well and occasional rains. No zooplankton species were recovered from the pig-manure only treatment (A) while only Diffugia constricta and Difflugia urceolata were the two protozoans that occurred together in treatments B (combined fertilization) and C (compounded feed only) in contrast, Difflugia acuminate and three rotifers, Collurella uncinata, Diurella stylata and Keratella quadrata occurred only treatment B. similarly, Arcella arenaria, Arcella costata, Centropyxis aculeate, Difflugia pyriformis, Branchionus calyciflorus, Lepadella patella, Polyarthra trigla and Onchocanmptus mohammedi were recovered from treatment C. Arcella costata was the most abundant zooplankton in the entire experiment, while Arcella arenaria was very abundant in treatment C, Collurella uncinata was very abundant in treatment B. The inference is that combined fertilization of earthen freshwater ponds tend to be more suitable for the culture of rotifers such as Brachionus calyciflorus, popular in fish larva nursery, while those supplied compounded feed could be used to produce protozoans where desirable
