O projeto consiste na disponibiliza????o da rede de ag??ncias da ECT em S??o Paulo, capital e regi??o metropolitana, solicita????o de segundas vias de documentos emitidos por cart??rios. A capta????o ?? realizada mediante o recebimento de formul??rios preenchidos pelos interessados, que s??o distribu??dos tamb??m pelas ag??ncias, e pagamento da taxa correspondente. Os formul??rios s??o encaminhados para as unidades, juntamente com um cartaz para divulga????o ao p??blico. A experi??ncia contribuiu para facilitar a obten????o de segundas vias de registros de nascimento, certid??es de casamento, de ??bito e de registro de im??veis, bem como certid??es negativas de protesto, especialmente para a grande popula????o origin??ria de outras regi??es do pa??s residente em S??o Paulo, evitando deslocamento ??s suas localidades de origem, com redu????o significativa de custos e tempo para os interessados

Em 2007, a ENAP ratificou sua miss??o de desenvolver compet??ncias de servidores p??blicos para aumentar a capacidade de governo na gest??o das pol??ticas p??blicas, em conson??ncia com o objetivo do Programa Desenvolvimento de Compet??ncias em Gest??o P??blica. A capacita????o de servidores p??blicos ?? uma ferramenta fundamental para que as pol??ticas de governo sejam implementadas de forma efetiva e sustent??vel. Os produtos desenvolvidos pela ENAP t??m por objetivo produzir impacto direto na qualidade das a????es final??sticas dos ??rg??os, por meio da capacita????o dos servidores p??blicos de forma integradora, tendo em conta a especificidade de cada tema e abordando os fundamentos que devem embasar toda a????o p??blica, os quais se situam no campo da ??tica, da democracia e da justi??a social.

Reinforcement Learning is an area of Machine Learning that deals with how an agent should take actions in an environment such as to maximize the notion of accumulated reward. This type of learning is inspired by the way humans learn and has led to the creation of various algorithms for reinforcement learning. These algorithms focus on the way in which an agent’s behaviour can be improved, assuming independence as to their surroundings. The current work studies the application of reinforcement learning methods to solve the inverted pendulum problem. The importance of the variability of the environment (factors that are external to the agent) on the execution of reinforcement learning agents is studied by using a model that seeks to obtain equilibrium (stability) through dynamism – a Cart-Pole system or inverted pendulum. We sought to improve the behaviour of the autonomous agents by changing the information passed to them, while maintaining the agent’s internal parameters constant (learning rate, discount factors, decay rate, etc.), instead of the classical approach of tuning the agent’s internal parameters. The influence of changes on the state set and the action set on an agent’s capability to solve the Cart-pole problem was studied. We have studied typical behaviour of reinforcement learning agents applied to the classic BOXES model and a new form of characterizing the environment was proposed using the notion of convergence towards a reference value. We demonstrate the gain in performance of this new method applied to a Q-Learning agent.

Olhando para a necessidade de auxiliar o movimento dos carrinhos de compras nas grandes superfícies, surgiu a ideia de desenvolver um sistema de accionamento flexível, que pudesse ser adaptado a diferentes tipos de carrinhos. O sistema deveria ser também de baixo custo e ter potencial de industrialização. Como em qualquer sistema de accionamento eléctrico foi necessário dimensionar e seleccionar um controlador e um motor, no entanto, dados os requisitos relativos à adaptabilidade do sistema foi necessário um esforço significativo para o desenvolvimento dos componentes mecânicos de tracção e transmissão. Considerando os requisitos de portabilidade foi também desenvolvido um sistema de alimentação a partir de baterias e feito um estudo preliminar relativo ao sistema de carregamento de baterias a ser instalado nos locais de utilização. Após a concepção, foi construído um protótipo que depois foi instalado num carrinho de compras. Os testes realizados demonstraram a viabilidade do sistema, quer pelo auxílio que podem dar aos utilizadores, quer pela flexibilidade e potencial de comercialização.

The principal topic of this work is the application of data mining techniques, in particular of machine learning, to the discovery of knowledge in a protein database. In the first chapter a general background is presented. Namely, in section 1.1 we overview the methodology of a Data Mining project and its main algorithms. In section 1.2 an introduction to the proteins and its supporting file formats is outlined. This chapter is concluded with section 1.3 which defines that main problem we pretend to address with this work: determine if an amino acid is exposed or buried in a protein, in a discrete way (i.e.: not continuous), for five exposition levels: 2%, 10%, 20%, 25% and 30%. In the second chapter, following closely the CRISP-DM methodology, whole the process of construction the database that supported this work is presented. Namely, it is described the process of loading data from the Protein Data Bank, DSSP and SCOP. Then an initial data exploration is performed and a simple prediction model (baseline) of the relative solvent accessibility of an amino acid is introduced. It is also introduced the Data Mining Table Creator, a program developed to produce the data mining tables required for this problem. In the third chapter the results obtained are analyzed with statistical significance tests. Initially the several used classifiers (Neural Networks, C5.0, CART and Chaid) are compared and it is concluded that C5.0 is the most suitable for the problem at stake. It is also compared the influence of parameters like the amino acid information level, the amino acid window size and the SCOP class type in the accuracy of the predictive models. The fourth chapter starts with a brief revision of the literature about amino acid relative solvent accessibility. Then, we overview the main results achieved and finally discuss about possible future work. The fifth and last chapter consists of appendices. Appendix A has the schema of the database that supported this thesis. Appendix B has a set of tables with additional information. Appendix C describes the software provided in the DVD accompanying this thesis that allows the reconstruction of the present work.

A comparative study concerning the robustness of a novel, Fixed Point Transformations/Singular Value Decomposition (FPT/SVD)-based adaptive controller and the Slotine-Li (S&L) approach is given by numerical simulations using a three degree of freedom paradigm of typical Classical Mechanical systems, the cart + double pendulum. The effects of the imprecision of the available dynamical model, presence of dynamic friction at the axles of the drives, and the existence of external disturbance forces unknown and not modeled by the controller are considered. While the Slotine-Li approach tries to identify the parameters of the formally precise, available analytical model of the controlled system with the implicit assumption that the generalized forces are precisely known, the novel one makes do with a very rough, affine form and a formally more precise approximate model of that system, and uses temporal observations of its desired vs. realized responses. Furthermore, it does not assume the lack of unknown perturbations caused either by internal friction and/or external disturbances. Its another advantage is that it needs the execution of the SVD as a relatively time-consuming operation on a grid of a rough system-model only one time, before the commencement of the control cycle within which it works only with simple computations. The simulation examples exemplify the superiority of the FPT/SVD-based control that otherwise has the deficiency that it can get out of the region of its convergence. Therefore its design and use needs preliminary simulation investigations. However, the simulations also exemplify that its convergence can be guaranteed for various practical purposes.

In this study, an attempt was made in order to measure and evaluate the eco-efficiency performance of a pultruded composite processing company. For this purpose the recommendations of World Business Council for Sustainable Development (WCSD) and the directives of ISO 14301 standard were followed and applied. The main general indicators of eco-efficiency, as well as the specific indicators, were defined and determined. With basis on indicators’ figures, the value profile, the environmental profile, and the pertinent eco-efficiency ratios were established and analyzed. In order to evaluate potential improvements on company eco-performance, new indicators values and eco-efficiency ratios were estimated taking into account the implementation of new proceedings and procedures, at both upstream and downstream of the production process, namely: i) Adoption of a new heating system for pultrusion die-tool in the manufacturing process, more effective and with minor heat losses; ii) Recycling approach, with partial waste reuse of scrap material derived from manufacturing, cutting and assembly processes of GFRP profiles. These features lead to significant improvements on the sequent assessed eco-efficiency ratios of the present case study, yielding to a more sustainable product and manufacturing process of pultruded GFRP profiles.

This study addresses to the optimization of pultrusion manufacturing process from the energy-consumption point of view. The die heating system of external platen heaters commonly used in the pultrusion machines is one of the components that contribute the most to the high consumption of energy of pultrusion process. Hence, instead of the conventional multi-planar heaters, a new internal die heating system that leads to minor heat losses is proposed. The effect of the number and relative position of the embedded heaters along the die is also analysed towards the setting up of the optimum arrangement that minimizes both the energy rate and consumption. Simulation and optimization processes were greatly supported by Finite Element Analysis (FEA) and calibrated with basis on the temperature profile computed through thermography imaging techniques. The main outputs of this study allow to conclude that the use of embedded cylindrical resistances instead of external planar heaters leads to drastic reductions of both the power consumption and the warm-up periods of the die heating system. For the analysed die tool and process, savings on energy consumption up to 60% and warm-up period stages less than an half hour were attained with the new internal heating system. The improvements achieved allow reducing the power requirements on pultrusion process, and thus minimize industrial costs and contribute to a more sustainable pultrusion manufacturing industry.
