Los procesos transnacionales han marcado un cambio en las relaciones entre los actores del sistema internacional, permitiendo el trabajo por diversas causas a través de las fronteras. Esto ha sido aprovechado por los movimientos sociales, para que su lucha no quede enmarcada simplemente en su país, sino que a partir de objetivos, problemáticas, valores y acciones similares se vea reflejado en diferentes Estados y se de una acción común y colectiva para generar un cambio. Este fenómeno ha sido tomado como referente el Movimiento Pro-choice para articularse transnacionalmente en Colombia para la promoción de los Derechos Sexuales y Reproductivos en el periodo de 2001 a 2011, alcanzando una serie de objetivos importantes que han permitido cambios legales al interior del país, generando también un cambio dentro de la sociedad colombiana. El estudio, análisis y comprensión de la articulación del movimiento prochoice a partir de una dinámica transnacional para la promoción de los derechos sexuales y reproductivos en Colombia, se perfila como un tema de importancia por su coyuntura actual en el mundo, puesto que ha estado latente en los últimos veinte años. Igualmente, la identificación de la acción de los MST como otros actores internacionales en la transformación de las sociedades tanto locales como internacionales, traducido como un fenómeno que se puede explicar dentro de las Relaciones Internacionales.

This paper seeks the determine the ways in which anomalous decisions derived from the particularization and constitutionalization of environmental law can arise given the general theory of administrative action. This is seen through the lens of a study and characterization of administrative decisions issued by the Regional Autonomous Corporation of Cundinamarca –CAR- within the superficial water concessions procedure. It also discusses the conceptual contents of these licenses.

Objective: The objective of this paper is to describe the population served in mental health institutionsfor mental illness relapse, and the process of identifying risk factors in relapsing patientsdiagnosed with severe mental illness. To this end a descriptive exploratory multicenter, multistageepidemiological study was carried out in mental health institutions of the Order of San Juan deDios Hospital (OHSJD) with hospitalized relapsing patients with a diagnosis of severe mentaldisorder. This study comes from a working network of Psychology professionals in the OHSJDnationwide. Materials and methods: The population sample was of 1005 patients diagnosed withsevere mental disorders, who had presented relapse during the last year. First, the characterizationof the general population was conducted; then, it was narrowed down to the centers, taking intoaccount similarities and differences found according to the clinical and demographic variables.Results: Major risk factors for relapse found in patients diagnosed with severe mental disorderswere: having between 38 and 58 years of age, being female, single, graduates, unemployed, witha prevalence of bipolar affective disorder diagnosis, number of hospitalizations between 2 and10, number of drugs at the time of leaving hospital 2 to 6, with severe difficulties relating withothers and difficulties in adherence to treatment. The need for a caregiver was also found, as wellas a limited number of received psychological interventions. How the system of beliefs affects thedisease and the poor adherence to treatment was identified. Conclusions: These results indicatethe requirement of a design of team intervention strategies, ranging from the assessment team(home), definition of therapeutic action plans (for) and the posthospitalizacion (egress) following.There is a poor support network and limited adherence to comprehensive treatment.

In this work we analyze the reforms carried out by the Mexican state in the nineties of the 20th century, in the items concerning the policies of housing and urban land, based on an exhaustive review of the main actions, programs and changes in the legal and institutional frame that applies for each of these fields. The nineties represent a "breaking point" in the way the State considers the satisfaction of the right to the housing and attends the offer of urbanized land for a tidy and sustainable urban development. In this period of time, the approach of direct intervention in developing and financing housing and creation of land reserves has changed into another one, ruled by the logic of the market. The balance to the first decade of the 21st century is ambiguous, as neither the housing policy has solved the housing shortage for low-income population, nor the land policy has eliminated the illegal urban growth.

Esta investigación se propone analizar la participación de CANVAS en la creación de Redes de Defensa Transnacional en torno a la Acción Política Noviolenta como mecanismo de Acción Colectiva. Tomando como marco temporal el decenio 2004-2013, el objetivo de este proyecto es el de identificar puntualmente aquellos factores exógenos y endógenos, que le permitieron a esta ONG proyectarse a nivel internacional e incidir, desde un papel terciario, en la constante reconfiguración del Sistema Internacional de la Post Guerra Fría. Aportes teóricos de académicos como Celestino del Arenal al explicar esta Nueva Sociedad Mundial permitirán evidenciar aquellos factores externos que densificaron la capacidad de acción de las Redes de Defensa Transnacional, mientras que aportes de Kathryn Sikkink y Margaret Keck permitirán comprobar la complejidad de los factores internos que potenciaron el grado de incidencia de CANVAS en este campo.

Moreover, it has involved the emergence of new media and changes in the informative contents. In 2006 Al Jazeera in English was created for covering the underreported regions, inasmuch as new media arise, new contents do so, thus, the research examines the agendas of The Stream, the TV show from Al Jazeera that relies heavily on social networks.

El interés de este Estudio de Caso es investigar la manera en que la Misión de Paz de la ONU en Sierra Leona (UNAMSIL) redireccionó el programa Desarme, Desmovilización y Reintegración (DDR) hacia los niños soldados durante el post-conflicto en el país. Se analiza cómo a través de la coordinación de diferentes Agencias y Organizaciones Internacionales con UNAMSIL, el Gobierno y la Sociedad Civil hace posible que se refuerce el rol de los Interim Care Centers (ICCs) en donde se enfrentaron las necesidades esenciales de los menores excombatientes para lograr un mejor proceso de su desmovilización y reintegración. Se explica de igual forma, las diferentes herramientas que sirven para llevar a cabo la resolución del conflicto y la reconstrucción de la paz, enfocándose en el peacekeeping, peacemaking y peacebuilding, como mecanismos que ayudaron a crear un espacio seguro para los niños exsoldados. Por último, se exponen los alcances y límites de los ICCs con respecto a la reintegración de los menores excombatientes

En la permanente búsqueda de mejores condiciones que las organizaciones realizan con el propósito de dar respuesta a los cambios del entorno y la complejidad de la interacción con las organizaciones del mismo sector, se encuentra necesario identificar las características que les permiten a estas, sobrevivir, mantenerse en el mercado o crecer en él. En este orden de ideas, en este documento se desarrolla la caracterización de la forma como dos organizaciones importantes y líderes del sector asegurador en Colombia: Seguros Bolívar y Suramericana de Seguros, compiten, desde el punto de vista comercial, con el propósito de identificar como esto influye en cada organización. La investigación se centró en explicar a partir de los autores revisados y analizados con respecto al concepto de la competencia, en particular, la forma como se enfrenta la organización al entorno tanto interno como externo, la influencia de cada organización según su estructura, su importancia, la disponibilidad de los recursos necesarios para desarrollar sus actividades, el impacto y las implicaciones organizacionales a partir de la forma cómo se enfrenta el entorno. Para lo anterior y con base a la revisión conceptual, se realizó la recolección de datos y cifras tanto de las organizaciones como del sector al cual pertenecen, adicionalmente se realizaron entrevistas tanto estructuradas como semi estructuradas al área de ventas, debido a que es el área de las organizaciones encargada de generar estrategias de ventas, posicionar productos en el mercado, identificar el perfil del consumidor, conocer y comprender el mercado y la competencia. Lo anterior con el fin de caracterizar a las organizaciones analizadas, determinando cómo responden a la competencia y al entorno, para finalmente establecer cuáles son los comportamientos recurrentes, similares y diferentes entre ellas. Por lo tanto, los resultados obtenidos en la investigación permiten establecer si dos empresas con estructuras, tamaño y participación en el mercado similares compiten de igual forma y que implicación tiene esto en el comportamiento organizacional.

Sin embargo, una lectura que incluya las referencia que Davidson hizo del proyecto que Kant desarrolló en la Tercera Antinomia de la Razón Pura puede servir para ofrecer una lectura a favor de su proyecto.

O objetivo geral deste trabalho é investigar o empreendedorismo e a inovação, assim como a forma como estes instrumentos se têm ligado, ou podem vir a ligar-se, à atividade da saúde potenciando novos projetos empresariais inovadores com elevados níveis de competitividade e rentabilidade, numa lógica de criação de um modelo que sintetize estes instrumentos e os potencie para resultados noutros projetos empresariais. No seu desenvolvimento, pretende-se compreender e melhorar a influência positiva que o empreendedorismo e a inovação têm na área da saúde e compreender a influência destes instrumentos como fatores potenciadores de novos projetos contribuindo para a regeneração dos tecidos empresariais, quer ao nível da criação de novas empresas inovadoras, quer ao nível da modernização, reposicionamento ou reorientação de empresas existentes. O objetivo específico desta investigação sobre empreendedorismo e inovação na saúde, como fatores potenciadores de novos projetos, pode evidenciar sinais de êxito mais evidentes, que permita tirar ilações da importância das sinergias entre empreendedorismo e inovação, nas suas várias vertentes da saúde, que alavanquem novas oportunidades para projetos empresariais, sustentáveis e com forte probabilidade de sucesso, muitos deles já identificados, mas ainda não desenvolvidos quer por potenciais empreendedores ou investidores.

The thesis which follows, entitled ''The Postoccidental Deconstruction and Resignification of 'Modemity': A Critical Analysis", is an exposition and criticism of the critique of occidental modemity found in a group of writings which identify their critique with a "postoccidental" point of view with respect to postcolonial studies. The general problem ofthe investigation concems the significance and reach ofthis critique of modemity in relation to the ongoing debate, in Latín American studies, about the historical relationship between Latín America, as a mu1ticultural/ structurally heterogeneous region, and the industrial societies of Euro pe and North America. A brief Preface explains the genealogy of the author's ideas on this subject Following this preface, the thesis proceeds to analyze the writings in this corpus through an intertextual, schematic approach which singles out two rnajor elements of the postoccidental critique: "coloniality" and "eurocentrism". These two main elements are investigated in the Introduction and Chapters One and Two, in terms of how they distinguish postoccidental analysis from other theoretical tendencias with which it has affinities but whose key concepts it reformu1ates in ways that are key to the unique approach which postoccidental analysis takes to modemity, the nature of the capitalist world system, colonialism, subaltemization, center/periphery and development . Chapter Three attempts a critical analysis of the foregoing postoccidentalist deconstruction according to the following question: to what extent does it succeed in deconstructing "modernity" as a term which refers to a historically articulated set of discourses whose underlying purpose has been to justify European and North American hegemony and structural asymmetries vis-a-vis the peripheries of the capitalist world system, based on an ethnocentric, racialist logic of exploitation and subalternization of non-European peoples? A Conclusion follows Chapter Three.

The UK and Canada recently signed a Memorandum of Understanding aimed at allowing the two countries to optimise their respective diplomatic resources by sharing embassy and consulate sites, the joint acquisition, supply and use of services, as well as collaboration on crisis response, consular services, security, diplomatic mail, information management and IT. This CEPS Commentary argues that the MoU on Mutual Support of Missions Abroad runs counter to the spirit of loyal cooperation, in particular in the realm of EU foreign policy. It also raises challenges to coherence, consistency and effectiveness of EU action in policy areas concerning visas, trade and consular protection. Moreover, the agreement may throw a spanner in the works of EU solidarity and the creation of a stronger EU identity, both internally and externally

BACKGROUND AND PURPOSE: We have recently shown that the phytocannabinoid Delta9-tetrahydrocannabivarin (Delta9-THCV) and the CB1 receptor antagonist AM251 increase inhibitory neurotransmission in mouse cerebellum and also exhibit anticonvulsant activity in a rat piriform cortical (PC) model of epilepsy. Possible mechanisms underlying cannabinoid actions in the CNS include CB1 receptor antagonism (by displacing endocannabinergic tone) or inverse agonism at constitutively active CB1 receptors. Here, we investigate the mode of cannabinoid action in [35S]GTPgammaS binding assays. EXPERIMENTAL APPROACH: Effects of Delta9-THCV and AM251 were tested either alone or against WIN55,212-2-induced increases in [35S]GTPgammaS binding in mouse cerebellar and PC membranes. Effects on non-CB receptor expressing CHO-D2 cell membranes were also investigated. KEY RESULTS :Delta9-THCV and AM251 both acted as potent antagonists of WIN55,212-2-induced increases in [35S]GTPgammaS binding in cerebellar and PC membranes (Delta9-THCV: pA2=7.62 and 7.44 respectively; AM251: pA2=9.93 and 9.88 respectively). At micromolar concentrations, Delta9-THCV or AM251 alone caused significant decreases in [35S]GTPgammaS binding; Delta9-THCV caused larger decreases than AM251. When applied alone in CHO-D2 membranes, Delta9-THCV and AM251 also caused concentration-related decreases in G protein activity. CONCLUSIONS AND IMPLICATIONS: Delta9-THCV and AM251 act as CB1 receptors antagonists in the cerebellum and PC, with AM251 being more potent than Delta9-THCV in both brain regions. Individually, Delta9-THCV or AM251 exhibited similar potency at CB1 receptors in the cerebellum and the PC. At micromolar concentrations, Delta9-THCV and AM251 caused a non-CB receptor-mediated depression of basal [35S]GTPgammaS binding.

Background and purpose: Carisbamate is being developed for adjuvant treatment of partial onset epilepsy. Carisbamate produces anticonvulsant effects in primary generalized, complex partial and absence-type seizure models, and exhibits neuroprotective and antiepileptogenic properties in rodent epilepsy models. Phase IIb clinical trials of carisbamate demonstrated efficacy against partial onset seizures; however, its mechanisms of action remain unknown. Here, we report the effects of carisbamate on membrane properties, evoked and spontaneous synaptic transmission and induced epileptiform discharges in layer II-III neurones in piriform cortical brain slices. Experimental approach: Effects of carisbamate were investigated in rat piriform cortical neurones by using intracellular electrophysiological recordings. Key results: Carisbamate (50–400 mmol·L-1) reversibly decreased amplitude, duration and rise-time of evoked action potentials and inhibited repetitive firing, consistent with use-dependent Na+ channel block; 150–400 mmol·L-1 carisbamate reduced neuronal input resistance, without altering membrane potential. After microelectrode intracellular Cl- loading, carisbamate depolarized cells, an effect reversed by picrotoxin. Carisbamate (100–400 mmol·L-1) also selectively depressed lateral olfactory tract-afferent evoked excitatory synaptic transmission (opposed by picrotoxin), consistent with activation of a presynaptic Cl conductance. Lidocaine (40–320 mmol·L-1) mimicked carisbamate, implying similar modes of action. Carisbamate (300–600 mmol·L-1) had no effect on spontaneous GABAA miniature inhibitory postsynaptic currents and at lower concentrations (50–200 mmol·L-1) inhibited Mg2+-free or 4-aminopyridine-induced seizure-like discharges. Conclusions and implications: Carisbamate blocked evoked action potentials use-dependently, consistent with a primary action on Na+ channels and increased Cl- conductances presynaptically and, under certain conditions, postsynaptically to selectively depress excitatory neurotransmission in piriform cortical layer Ia-afferent terminals.

Most research on the discourses and practices of urban regeneration in-the UK has examined case studies located in areas of relative socio-economic distress. Less research has been undertaken on regeneration projects and agendas in areas characterise by strong economic growth. Yet, it is in such places that some of the best examples of the discourses, practices and impacts of contemporary urban regeneration can be. found. In some areas of high demand regeneration projects have used inner urban brownfield sites as locations for new investment. With the New Labour government's urban policy agendas targeting similar forms of regeneration, an examination of completed or on-going schemes is timely and relevant to debates over the direction that policy should take. This paper, drawing on a study of urban regeneration in one of England's, fastest growing towns, Reading in Berkshire, examines the discourses, practices and impacts of redevelopment schemes during the 1990s and 2000s. Reading's experiences have received national attention and have been hailed as a model for other urban areas to follow. The research documents the discursive and concrete aspects of local regeneration and examines the ways in which specific priorities and defined problems have come to dominate agendas. Collectively, the study argues that market-driven objectives come to dominate regeneration agendas, even in areas of strong demand where development agencies wield a relatively high degree of influence. Such regeneration plays a symbolic and practical role in creating new forms of exclusion and interpretations of place. (C) 2003 Elsevier Science Ltd. All rights reserved.
