Context Previous studies have reported that early initiation of cannabis (marijuana) use is a significant risk factor for other drug use and drug-related problems. Objective To examine whether the association between early cannabis use and subsequent progression to use of other drugs and drug abuse/dependence persists after controlling for genetic and shared environmental influences. Design Cross-sectional survey conducted in 1996-2000 among an Australian national volunteer sample of 311 young adult (median age, 30 years) monozygotic and dizygotic same-sex twin pairs discordant for early cannabis use (before age 17 years). Main Outcome Measures Self-reported subsequent nonmedical use of prescription sedatives, hallucinogens, cocaine/other stimulants, and opioids; abuse or dependence on these drugs (including cannabis abuse/dependence); and alcohol dependence. Results Individuals who used cannabis by age 17 years had odds of other drug use, alcohol dependence, and drug abuse/dependence that were 2.1 to 5.2 times higher than those of their co-twin, who did not use cannabis before age 17 years. Controlling for known risk factors (early-onset alcohol or tobacco use, parental conflict/separation, childhood sexual abuse, conduct disorder, major depression, and social anxiety) had only negligible effects on these results. These associations did not differ significantly between monozygotic and dizygotic twins. Conclusions Associations between early cannabis use and later drug use and abuse/dependence cannot solely be explained by common predisposing genetic or shared environmental factors. The association may arise from the effects of the peer and social context within which cannabis is used and obtained. In particular, early access to and use of cannabis may reduce perceived barriers against the use of other illegal drugs and provide access to these drugs.

This paper considers the question of which is better: the batch or the continuous activated sludge processes? It is an important question because dissension still exists in the wastewater industry as to the relative merits of each of the processes. A review of perceived differences in the processes from the point of view of two related disciplines, process engineering and biotechnology, is presented together with the results of previous comparative studies. These reviews highlight possible areas where more understanding is required. This is provided in the paper by application of the flexibility index to two case studies. The flexibility index is a useful process design tool that measures the ability of the process to cope with long term changes in operation.

To the Editor: In their systematic review of clinicians' attitudes to clinical practice guidelines, Farquhar et al1 found that, although healthcare providers reported high satisfaction with guidelines, a significant number also expressed concerns about their practicality, their role in cost-cutting and their potential for increasing litigation. The review, however, did not address other potentially significant concerns of clinicians regarding the perceived validity of guidelines and the influence of external agencies (such as the pharmaceutical industry) on treatment recommendations.

This paper reports a study that explored a new construct: climate of fear. We hypothesised that climate of fear would vary across work sites within organisations, but not across organisations. This is in contrast a to measures of organisational culture, which were expected to vary both within and across organisations. To test our hypotheses, we developed a new 13-item measure of perceived fear in organisations and tested it in 20 sites across two organisations (N = 209). Culture variables measured were innovative leadership culture, and communication culture. Results were that climate of fear did vary across sites in both organisations, while differences across organisations were not significant, as we anticipated. Organisational culture, however, varied between the organisations, and within one of the organisations. The climate of fear scale exhibited acceptable psychometric properties.

The objectives of this study are to (1) quantify prior cardiopulmonary resuscitation (CPR) training in households of patients presenting to the Emergency Department (ED) with or without chest pain or ischaemic heart disease (IHD); (2) evaluate the willingness of household members to undertake CPR training; and (3) identify potential barriers to the learning and provision of bystander CPR. A cross-sectional study was conducted by surveying patients presenting to the ED of a metropolitan teaching hospital over a 6-month period. Two in five households of patients presenting with chest pain or IHD had prior training in CPR. This was no higher than for households of patients presenting without chest pain or IHD. Just under two in three households of patients presenting with chest pain or IHD were willing to participate in future CPR classes. Potential barriers to learning CPR included lack of information on CPR classes, perceived lack of intellectual and/or physical capability to learn CPR and concern about causing anxiety in the person at risk of cardiac arrest. Potential barriers to CPR provision included an unknown cardiac arrest victim and fear of infection. The ED provides an opportunity for increasing family and community capacity for bystander intervention through referral to appropriate training. (C) 2003 Published by Elsevier Science Ireland Ltd.

This study investigates three important issues in kanji learning strategies; namely, strategy use, effectiveness of strategy and orthographic background. A questionnaire on kanji learning strategy use and perceived effectiveness was administered to 116 beginner level, undergraduate students of Japanese from alphabetic and character backgrounds in Australia. Both descriptive and statistical analyses of the questionnaire responses revealed that the strategies used most often are the most helpful. Repeated writing was reported as the most used strategy type although alphabetic background learners reported using repeated writing strategies significantly more often than character background learners. The importance of strategy training and explicit instruction of fundamental differences between character and alphabetic background learners of Japanese is discussed in relation to teaching strategies. This study aimed to develop a practical method of estimating energy expenditure (EE) during tennis. Twenty-four elite female tennis players first completed a tennis-specific graded test in which five different intensity levels were applied randomly. Each intensity level was intended to simulate a game of singles tennis and comprised six 14 s periods of activity alternated with 20 s of active rest. Oxygen consumption (VO2) and heart rate (HR) were measured continuously and each player's rate of perceived exertion (RPE) was recorded at the end of each intensity level. Rate of energy expenditure (EEVO2) during the test was calculated using the sum of VO2 during play and the 'O-2 debt' during recovery, divided by the duration of the activity. Primary objective : To investigate the speed and accuracy of tongue movements exhibited by a sample of children with dysarthria following severe traumatic brain injury (TBI) during speech using electromagnetic articulography (EMA). Methods and procedures : Four children, aged between 12.75-17.17 years with dysarthria following TBI, were assessed using the AG-100 electromagnetic articulography system (Carstens Medizinelektronik). The movement trajectories of receiver coils affixed to each child's tongue were examined during consonant productions, together with a range of quantitative kinematic parameters. The children's results were individually compared against the mean values obtained by a group of eight control children (mean age of 14.67 years, SD 1.60). Main outcomes and results : All four TBI children were perceived to exhibit reduced rates of speech and increased word durations. Objective EMA analysis revealed that two of the TBI children exhibited significantly longer consonant durations compared to the control group, resulting from different underlying mechanisms relating to speed generation capabilities and distances travelled. The other two TBI children did not exhibit increased initial consonant movement durations, suggesting that the vowels and/or final consonants may have been contributing to the increased word durations. Conclusions and clinical implications : The finding of different underlying articulatory kinematic profiles has important implications for the treatment of speech rate disturbances in children with dysarthria following TBI.

Asurvey-based field study was conducted with 232 members and nonmembers of the National Tertiary Education Union to investigate the psychological processes underpinning union support. Drawing on value-expectancy models and social identity/self-categorisation theory, this study investigated the role that both individual and grouprelated factors play in predicting attitudinal and behavioural support for the union. Variables investigated included instrumental and ideological attitudes, perceptions of a normative climate of union-support, and perceptions of higher education being under threat. Further to support for previous findings for the role of instrumental and ideological attitudes it was found that the perceived workplace norm had the anticipated direct effect on behaviour and evaluation and also moderated the behavioural expression of ideological and instrumental attitudes. The perception of threat to employment and higher education also directly impacted on behaviour and moderated the behavioural expression of ideological beliefs. The implications of these findings for collective action research will he discussed.

O objetivo deste artigo ?? compreender a percep????o dos gestores, que atuam com o planejamento estrat??gico de uma organiza????o p??blica, sobre o construto de comprometimento no trabalho, bem como a influ??ncia dessa percep????o em suas pr??ticas cotidianas de gest??o. Para tanto, realizou-se, inicialmente, pesquisa bibliogr??fica focando quest??es relacionadas ao sentido e natureza do construto, bem como sobre os estudos realizados sobre o tema do comprometimento no contexto da administra????o p??blica. Em seguida, foram coletados dados com gestores mediante entrevista com roteiro semiestruturado, os quais foram analisados por meio da t??cnica de an??lise de conte??do. As evid??ncias indicam que os gestores associam o v??nculo ao trabalho a quest??es atitudinais e de inten????es comportamentais e que suas pr??ticas cotidianas s??o influenciadas pela percep????o de comprometimento dos indiv??duos, admitindo que as decis??es tomadas, motivadas por essa percep????o, podem trazer consequ??ncias negativas tanto para a organiza????o quanto para o indiv??duo.

O modelo brasileiro das organiza????es sociais representa uma das respostas poss??veis ?? crise do aparelho do Estado no ??mbito da presta????o dos servi??os sociais. Essas entidades s??o percebidas como uma forma de parceria do Estado com as institui????es privadas de fins p??blicos (perspectiva ex parte principe) ou, sob outro ??ngulo, uma forma de participa????o popular na gest??o administrativa (perspectiva ex parte populi). No texto s??o tematizadas as diferen??as e semelhan??as entre o marco legal das organiza????es sociais e das entidades de utilidade p??blica no Brasil, as notas distintivas entre a disciplina dos servi??os privados de interesse p??blico e dos servi??os p??blicos, bem como o que distingue juridicamente o modelo das organiza????es sociais de processos de privatiza????o e terceiriza????o. Em todos esses temas os juristas aparecem como protagonistas na determina????o dos limites do modelo das organiza????es sociais, evidenciando que processos de reforma normativa exigem, para serem eficazes, uma concomitante reforma na mentalidade dos agentes p??blicos.

O contexto focalizado ?? o sistema de informa????o da Ag??ncia Nacional de Energia El??trica (ANEEL). O resultado desse trabalho ?? relatado neste artigo. Novos trabalhos poder??o ser realizados com o prop??sito de aplicar o SIESP em outras realidades organizacionais, com vistas a consolid??-lo como recurso ??til destinado a ampliar, explicitar e aproveitar conhecimentos.

As reformas do setor p??blico ajudaram a torn??-lo mais eficiente e eficaz, mas tamb??m geraram v??rios problemas. Tanto as reformas ao estilo do New Public Management quanto da governan??a contribu??ram para os problemas contempor??neos no ato de governar. Tais problemas t??m sido em grande parte pol??ticos, refletindo a tend??ncia de se enfatizar valores administrativos em detrimento dos valores democr??ticos. Os governos come??aram a reagir aos problemas reais e percebidos no setor p??blico desenvolvendo diversos instrumentos de ???meta-governan??a??? que podem ajudar a governar organiza????es p??blicas, mas que envolvem menos comando e controle diretos. Este artigo aborda as fun????es de governan??a contempor??neas na restaura????o da dire????o e coer??ncia nas pol??ticas e, ao mesmo tempo, no apoio ?? autonomia das organiza????es pol??ticas e no envolvimento de redes de pol??ticas no ato de governar.

A investigação da origem ontogenética da amizade apresenta dificuldades conceituais e metodológicas. O presente artigo investigou como mães de crianças entre um e três anos percebiam as primeiras amizades de seus filhos. Vinte mães entre 24 e 48 anos foram entrevistadas com base em um roteiro pré-estabelecido. Os resultados indicaram que o conceito de amizade das mães era muito positivo. A rede de amigos dos filhos era formada por crianças da família, da vizinhança ou de comunidades religiosas. A principal atividade compartilhada com amigos foi o brincar. As mães facilitavam o encontro dos filhos com amigos ou amigos em potencial e serviam de mediadoras entre os padrões sócio-culturais e essas amizades, contribuindo para a sua construção de acordo com as expectativas sócio-culturais. As primeiras amizades foram identificadas por volta dos 18 meses. Pode-se concluir que as mães participavam ativamente da formação das primeiras amizades dos filhos.
