Tämän diplomityön tavoitteena oli selvittää, kuinka pilottiprojektien pohjalta voidaan kehittää toimiva prosessimalli. Prosessi, johon uudenlaista kehitystapaa lähdettiin hakemaan, oli Etelä-Karjalan ammattiopiston opettajien työelämäjaksojen toteutusprosessi. Opettajien työelämäjakson erilaisia toteutusmalleja oli testattu jo useammassa eri erilaisten rahoitusten avustuksella perustetuissa pilottiprojektissa. Ulkopuolisen rahoituksen päättyessä tuli ajankohtaiseksi kehittää Etelä-Karjalan ammattiopistolle oma työelämäjaksojen toteutusmalli. Mallin kehitystyössä voitiin hyödyntää aikaisemmista projekteista saatuja palautteita, jolloin mallin kehitystyö lähti liikkeelle tiedossa jo olevista asiakkaan toiveista ja tarpeista. Toimintaa kehitettiin prosessina, koska Etelä-Karjalan ammattiopistossa on alettu satsaamaan voimakkaasti laatuun ja laadun jatkuvaan parantamiseen. Laatua taas ei synny ilman, että toiminnat määriteltäisiin ja kuvattaisiin prosesseina. Koska koulutusorganisaatioille prosessiajattelu on vielä aika vierasta, tässä työssä selvitettiin ensin teoriakatsauksen pohjalta, mitä prosessiajattelu tarkoittaa ja mitä hyötyjä sillä voidaan saavuttaa julkisella sektorilla. Lisäksi kartoitettiin niitä tapoja ja keinoja, joiden avulla prosesseja voitaisiin parantaa ja uudistaa. Prosessin uudistamisprosessiin löytyi teorian pohjalta työkalu, jota muokattiin niin, että sitä voitiin hyödyntää juuri tämäntyyppisessä uudistustyössä. Työn lopputuloksena syntyi työelämäjakson toteutusta kuvaava prosessimalli, jota on jatkossa tarkoitus testata ja kehittää työelämäjaksoilta saadun palautteen perusteella.

The purpose of this paper is to show the perceptions of the academic staff of classical languages (ancient Greek and Latin) concerning use of online activities during their courses. The study was carried out in three countries: Greece (three major Universities), Spain (University of Barcelona) and the United States (University of California, Berkeley) with the participation of thirty-three academic instructors. Depending on the level of use and acceptance of the ICT and following G. Moore¿s classification, we separated the participating academics in three groups: the conservatives, the mainstream and the early adopters. The fact that the smallest group is the third clearly shows the necessity for teachers¿ preparation and training before introducing innovative projects in the classroom. Since the starting point for the application of innovation in the classroom is the teacher, policy makers should focus on helping them become conscious of changes in teaching methods and include their opinion during the design of innovative projects.

The work presented here describes a part of the experience carried out during the last two academic years in a course called New Technologies Applied to Education within the Teacher Training Studies of the Faculty of Education Sciences and Psychology of the University of Girona. It is a project that involves students working on a proposal closely related to their future professional lives. In it they simulate their intervention in a school staff meeting at which the introduction of ICT into the curriculum is being discussed. This proposal is presented in a WebQuest format. Various individual and group tasks allow the students to acquire knowledge about educational programmes and resources available on the web and to discuss their possible teaching applications in the context of a specific school situation, leading to an analysis of the curricular implications associated with the educational use of the ICT from the teacher’s perspective. During the last two academic years assessments by both the students and the teaching staff have been gathered in order to redesign the proposal and calculate the time necessary for the development of each task following the ECTS system. This proposal, although formulated within the context of current degree programmes, implies a way of working guided by the plans of European convergence (ECTS). In the future it is hoped to establish an interdisciplinary proposal focusing on various subjects of the degree leading to the development of some of the capabilities established in our university’s degree courses in Early Childhood and Primary Teacher Training following the plans of European convergence (ECTS)

The research group Gre‐TICE (Grupo de investigación en tecnologías de la Información y la Comunicación en Educación) has the acquisition of the multimedia language and their use as a form of expression as one of their lines of research. During the academic year 2002‐ 2003, following previous work in the use of ICT in Education, commenced upon the project: “The acquisition of visual and sound codes and the processes related to the visual media”. The intention of this project is to study how formal or non‐formal education context can help young adults and children to acquire visual and sound codes to become ‘critical consumers’ with the media and to use the tools in a creative way. To achieve this objective, the project team has developed a partner group which includes professional from different European regions; including teachers and managers from across the age spectrum, government institutions and cultural organisations. Whilst the project will call upon qualitative analysis of the previous projects / research, it will seek to develop ‘Good Practice’ guides and other resources/ materials to be disseminated to project partners (and others) to build innovative actions throughout the European region

This article presents data from two samples of Catalan adolescents from 12 to 16 years and their parents in 2003 and 2008. The main aim is to explore the changing relationships between parents and their children and the impact that the use of ICT has on these changes. The results show that over the time there is a greater involvement of parents in communicating with their children about this issue, which involves no greater satisfaction of adolescents with such communication, possibly by the perception of lack of control that his/her father or mother has

The focus of this Master’s Thesis is on knowledge sharing in a virtual Learning community. The theoretical part of this study aims at presenting the theory of knowledge sharing, competence development and learning in virtual teams. The features of successful learning organizations as well as enablers of effective knowledge sharing in virtual communities are also introduced to the reader in the theoretical framework. The empirical research for this study was realized in a global ICT company, specifically in its Human Resources business unit. The research consisted of two rounds of online questionnaires, which were conducted among all the members of the virtual Learning community. The research aim was to find shared opinions concerning the features of a successful virtual Learning community. The analysis of the data in this study was conducted using a qualitative research methodology. The empirical research showed that the main important features of a successful virtual Learning community are members’ passion towards the community way of working as well as the relevance of the content in the virtual community. In general, it was found that knowledge sharing and competence development are important matters in dynamic organizations as well as virtual communities as method and tool for sharing knowledge and hence increasing both individual and organizational knowledge. This is proved by theoretical and by empirical research in this study.

Supplying teachers with nothing else but ICT, or in the best case, with some knowledge of the tool, has proved to be insufficient for the effectiveness and improvement of the education system. Having as a starting point the personal process of learning, this PhD thesis intends to explore the Massive Open Online Courses (MOOCs) that are offered to teachers by the educaLAB, a platform created ad hoc by INTEF (InstitutoNacionalde TecnologíasEducativasy de Formacióndel Profesorado). My work intends to explore the impact these spaces have on our learning process.

The thesis discusses the regulation of foodstuffs and medicines, and particularly the regulation of functional foods. Legal systems investigated are the EU and China. Both are members of the WTO and Codex Alimentarius, which binds European and Chinese rules together. The study uses three Chinese berries as case examples of how product development faces regulation in practice. The berries have traditional uses as herbal medicines. Europe and China have similar nutrition problems to be resolved, such as obesity, cardiovascular disease, and diabetes. The three berries might be suitable raw materials for functional foods. Consumer products with health-enhancing functions, such as lowering blood pressure, might legally be classifi ed either as foodstuffs or medicines. The classifi cation will depend on functions and presentation of the product. In our opinion, food and medicine regulation should come closer together so the classifi cation issue would no longer be an issue. Safety of both foodstuffs and medicines is strictly regulated. With medicines, safety is a more relative concept, where benefi ts of the product are compared to side-effects in thorough scientifi c tests and trials. Foods, on the other hand, are not allowed to have side-effects. Hygiene rules and rules on the use of chemicals apply. In China, food safety is currently at focus as China has had several severe food scandals. Newly developed foods are called novel foods, and are specifi cally regulated. The current European novel food regulation from 1997 treats traditional third country products as novel. The Chinese regulation of 2007 also defi nes novel foods as something unfamiliar to a Chinese consumer. The concepts of novel food thus serve a protectionist purpose. As regards marketing, foods are allowed to bear health claims, whereas medicines bear medicinal claims. The separation is legally strict: foods are not to be presented as having medicinal functions. European nutrition and health claim regulation exists since 2006. China also has its regulation on health foods, listing the permitted claims and how to substantiate them. Health claims are allowed only on health foods. The European rules on medicines include separate categories for herbal medicines, traditional herbal medicines, and homeopathic medicines, where there are differing requirements for scientifi c substantiation. The scientifi c and political grounds for the separate categories provoke criticism. At surface, the Chinese legal system seems similar to the European one. To facilitate trade, China has enacted modern laws. Laws are needed as the country moves from planned economy to market economy: ‘rule of law’ needs to replace ‘rule of man’. Instead of being citizens, Chinese people long were subordinates to the Emperor. Confucius himself advised to avoid confl ict. Still, Chinese people do not and cannot always trust the legal system, as laws are enforced in an inconsistent manner, and courts are weak. In China, there have been problems with confl icting national and local laws. In Europe, the competence of the EU vs. the competence of the Member States is still not resolved, even though the European Commission often states that free trade requires harmonisation. Food and medicine regulation is created by international organisations, food and medicine control agencies, standards agencies, companies and their organisations. Regulation can be divided in ‘hard law’ and ‘soft law’. One might claim that hard law is in crisis, as soft law is gaining importance. If law is out of fashion, regulation certainly isn’t. In the future, ‘law’ might mean a process where rules and incentives are created by states, NGOs, companies, consumers, and other stakeholders. ‘Law’ might thus refer to a constant negotiation between public and private actors. Legal principles such as transparency, equal treatment, and the right to be heard would still be important.

Tämä kandidaatintyö käsittelee puolijohdeteollisuusyritysten Intelin, Toshiban ja Samsungin patenttipolitiikkaa 1990-luvun alusta lähtien. Työn tarkoituksena on antaa vastauksia siihen, miksi patentointiaktiivisuudet (patenttiaineiston määrät) vaihtelevat niin suuresti yrityksestä toiseen saman alan sisällä. Yrityksiä tarkastellaan erityisesti kotimaidensa suhteen. Patentointiaktiivisuuden analyysissä käytetään IPC-luokittain jaoteltua patenttiaineistoa sekä patentointiin liittyviä artikkeleita ja kirjallisuutta. Yritysten sijainti ja paikallinen yrityskulttuuri vaikuttavat merkittävästi yritysten patenttipolitiikkaan. Vertailuyrityksillä on omat arvot ja toimintatavat, joilla patentointiin liittyviä asioita hoidetaan. Puolijohdeteollisuudessa ja yleisesti informaatioteknologiateollisuudessa, joissa käytetään paljon patentointia, on tärkeää, että maan johto suhtautuu positiivisesti immateriaalioikeuksiin. Kyseisen alan merkitys maiden hyvinvoinnille kasvaa koko ajan. Empiria-aineiston mukaan Intelin patentit ovat eteen- ja taaksepäin viittausten perusteella laadukkaimpia. 1990-luvulla Etelä-Korea panosti suuresti immateriaalioikeuksien kehittämiseen, mikä näkyy Samsungin patenttimäärän nousuna. Samsungilla on vertailuyrityksistä eniten patentteja, mutta ne ovat heikkolaatuisimpia. Toshiban patentit eivät saavuta määrällisesti Intelin taakse- ja eteenpäinviittauksia. Laadullisesti Toshiban patentit ovat kuitenkin parempia kuin Samsungin patentit. Kaikkiaan patentointi on lisääntynyt 1990-luvulla lähtien muun muassa parantuneen patenttisuojan ja helpottuneiden hakuprosessien ansiosta. Aasiassa on yleisempää käyttää strategista patentointia, muun muassa portfolion maksimointia. Yhdysvalloissa suhtaudutaan patentointiin enemmän taloudelliselta kannalta, kun taas puolestaan Aasiassa t&k-toiminta on pitkäjänteisempää.

Environmental problems and issues have received more and more attention during the last decades. Reasons for this are different increased external costs such as congestion, CO2 emission, noise and accident costs. Transportation sector is the only sector with increasing external costs. The EU will increase its attention in decreasing the external costs of transport. Aim of this research was to find out if a dry port solution could decrease costs of transport, especially external costs. Dry port concept is an intermodal transport system, where inland transport between port and dry port is performed by rail transport instead of traditional road transport. In addition, dry ports offer similar services as ports. Research is conducted by performing a literature review about dry port concept and costs of transport, especially external costs of transport. Financial and environmental impacts of the dry port concept are studied by comparing costs of road and rail transport by cost accounting and with a simulation model. Location of dry port is researched with gravitational models. Results of the literature review are that rail transport is environmentally friendlier mode of transport than road transport. Cost model and simulation model show that if only costs of freight movement are considered, rail transport is more inexpensive transport mode than road transport in terms of internal and external costs. Because of that dry port concept could decrease costs of transport, especially external costs. Results of gravitational models are that city of Kouvola is in a good position to be a dry port. Russian transit traffic through Finland improves location of Kouvola to be a dry port.

IT projektien hallinta on nykyään entistä haastavampaa aina muuttuvan ympäristön vuoksi. Siksi yritykset haluavatkin panostaa projektien hallinnan kehittämiseen yhdenmukaistamalla ohjeistusta. Lisäksi IT projektipäälliköiden huono saatavuus on tuonut yrityksille lisähaasteita, jolloin ohjeistus on entistä tärkeämpi. Tässä työssä toteutetaan projektijohtamisen kasikirja. Tämä käsikirja antaa projektipäällikölle selkeän projektinhallintaohjeistuksen infrastruktuurin toimitusprojektoinnissa. Toteutettava käsikirja sisältää kuvaukset infrastniktuuriprojektin osa alueista ja tarkistuspisteistä. Lisäksi ohjeistuksessa selvennetään projektipäällikön työhön liittyvien prosessien mukaisia työvaiheita. Tämän diplomityön aikana on Logica Finlandille toteutettu sovellettu projektiohjekirja ICT infrastruktuuriprojekteihin.

Tutkimuksen tavoitteena on selvittää millä keinoilla voidaan kehittää tutkittavan yrityksen ulkoistettujen globaalien tietokonekeskuspalveluiden kilpailuetua. Lisäksi tavoitteena on selvittää kriittisimmät kilpailuetua tuottavat asiat, jotka tulisi ottaa huomioon sopimusneuvotteluissa. Ongelmaa lähestyttiin strategian, ulkoistusteorioiden, sopimuksen, hinnoittelumallien, yrityskulttuurin, innovaatioiden, luottamuksen ja yhteistyöverkostojen kautta. ICT -ulkoistuksen nykytilaa ja kehittämistarvetta tutkittiin laadullisella tutkimuksella teemahaastattelujen avulla. Tutkimuksessa haastateltiin tutkittavan yrityksen lisäksi kaksi globaalia ulkoistuskumppania. Tutkimuksen tuloksena keskeiseksi tekijöiksi nousi yhteisen strategian ja tavoitteiden määrittely ja jalkauttaminen, ydinkyvykkyyksien hallinta, sidosryhmien hallinta, yrityskulttuurien huomioiminen, toimittajaosaamisen hallinta, ja kustannuksien pienentäminen. Sopimuksen tekovaiheessa tulisi jo määritellä sopimuksesta irrottautumisen strategia. Hinnoittelumallin päätöksentekoa tulisi asiakkaan johtaa sekä neuvotella tasapuoliset ja motivoivat kannustimet.

Tutkielman tarkoituksena oli selvittää taloushallinnon palvelukeskuksen perustamista julkiselle sektorille sekä suunnitteluvaiheen ja toiminnan alkuvaiheen mahdollisia kriittisiä seikkoja. Tavoitteena oli selvittää, kuinka ne voidaan minimoida, jotta hankkeesta tulee onnistunut. Lisäksi tutkielmassa käytiin läpi seikkoja, jotka ovat johtaneet palvelukeskuksien perustamiseen, palvelukeskuksille asetettuja tavoitteita sekä lyhyesti palvelukeskuksen ja sen asiakkaiden välistä palvelusopimusta. Tutkielma toteutettiin laadullisena tutkimuksena keräämällä aineistoa julkisella sektorilla toimivista taloushallinnon palvelukeskuksista. Sen lisäksi suoritettiin haastatteluita kunnallisessa palvelukeskuksessa sekä sen asiakasorganisaatiossa. Tulokset osoittivat, että palvelukeskuksen perustamiseen ja toiminnan alkuvaiheeseen liittyvät riskit ovat julkisen sektorin palvelukeskuksissa pitkälti samoja. Tutkimus osoittaa, että minimoidakseen riskit, tulee palvelukeskuksen perustamiseen käyttää riittävästi aikaa, jotta haasteellisimmat seikat ehditään huomioimaan sekä arvioimaan lisäresurssien tarve oikein.
