A dissertação procura analisar o conceito de poder numa perspectiva de questionamento da Psicologia Social notadamente com respeito à relevância de seus achados para a sociedade e à vinculação de suas formulações com a estrutura social vigente. Verifica-se a polissemia do conceito, pertencente a diferentes níveis do conhecimento e possuindo um referencial empírico ampliado, o que por sua vez gera divergências em sua conceituação. Tendo seu lugar de demarcação nas relações interpessoais, intra e intergrupais, organizacionais e de classe, seu significado mescla-se ao de termos como influência, controle, autoridade, dominação, que são muitas vezes intercambiáveis num determinado texto. Seu exercício caracteriza a relação de dominação-subordinação e é visto como decorrente da posse de recursos, implicando em resistência por parte dos subordinados e em sua percepção como beneficiador unicamente de seu detentor. Entende-se como um esforço da Psicologia Social em prol da manutenção da ordem social seus trabalhos visando elaborar novas formas de manipulação dos conflitos consequentes ao exercício do poder. Enquanto a visão desta disciplina é eminentemente psicológica, desvinculada do contexto social, em Ciências Políticas e Sociologia o conceito insere-se numa reflexão sobre a macro-estrutura sem, contudo, dispensar a utilização de variáveis psicológicas. Motivações e habilidades do detentor do poder e valores, percepções e expectativas do elemento subordinado são fatores presentes nas diferentes reflexões analisadas, tanto nas oriundas da Psicologia quanto na integracionista, na elitista, na pluralista e na da troca, ausentando-se somente da marxista que recorta o conceito de poder no campo das lutas de classe.

Este texto busca descrever e analisar, ainda muito incipientemente, de que forma o tema do monitoramento, a partir de indicadores sociais, e do controle social da gestão pública local por meio do estabelecimento de Planos de Metas para a gestão pública entra na agenda pública de muitos municípios brasileiros a partir de 2008. Buscar-se-á, também, analisar de que forma os Planos de Metas apresentam oportunidades e desafios que podem alterar a cultura de gestão nesses municípios, principalmente por parte do poder executivo, no que diz respeito à adoção de um diagnóstico municipal que efetivamente oriente a tomada de decisão e a formulação de políticas públicas no âmbito local. Esta dissertação pretende examinar a relação entre democracia representativa (eleitoral) e democracia participativa, assim como os diferentes graus de influência da participação, direta ou indireta através de representantes, de atores e grupos socioculturais, antes excluídos, em espaços deliberativos, especialmente em conferências, conselhos, seminários e fóruns abertos para a elaboração de políticas públicas. Para tanto, o trabalho baseia-se na discussão sobre a crise da representação política e a relação com a participação social desenvolvida no âmbito da teoria democrática contemporânea e são utilizados aspectos extraídos da literatura sobre a elaboração de políticas públicas, o conceito de capital social de Pierre Bourdieu e a ideia de democracia comunicativa de Iris Young. A metodologia do trabalho consiste em três estudos de caso interligados: o nacional, relativo à participação em espaços deliberativos e à representação político-eleitoral principalmente para elaboração do Plano Nacional de Cultura; o estadual, relativo à representação política e participação para elaboração de políticas de cultura em Pernambuco; e um caso municipal, a análise da participação em espaços deliberativos abertos para a elaboração do plano e de políticas de cultura no município de Recife.

Este estudo apresenta o desenvolvimento teórico e a aplicação de um modelo voltado à análise de arranjos de governança de políticas públicas que ocorrem quando múltiplas organizações estão envolvidas em lidar com questões complexas. A seguinte pergunta de pesquisa foi proposta: Como opera o conjunto de instrumentos de coordenação empregados na governança de uma política pública transversal? Um estudo de caso exploratório sobre o Programa Bolsa Família foi realizado, especificamente na sua dimensão relacionada à coordenação entre os setores de assistência social, educação e saúde. Os métodos de pesquisa consistiram em análise de conteúdo de documentos e transcrições de entrevistas semiestruturadas com atores-chave do Programa nos três setores de políticas. Os resultados demonstram como diferentes modos de governança coexistem no arranjo multinível estudado, revelando diversos elementos de coordenação cuja operação concomitante resulta em um modo de governança misto. Contribui-se, assim, para o aperfeiçoamento do Programa e para o desenvolvimento teórico, metodológico e aplicado dos conceitos de governança e de coordenação, ficando demonstrado ser possível integrá-los na análise de políticas públicas transversais.

O estudo discute as relações entre a participação política da sociedade civil e as políticas públicas no nível subnacional de governo. A pesquisa trata mais especificamente da relação entre a participação sindicalismo nas políticas públicas. Com isso, procura-se pensar os diversos sentidos e significados da participação do sindicato dos Metalúrgicos do ABC nas políticas públicas. O estudo encontra-se inscrito no contexto das pesquisas qualitativas, enfocando a importância da fala.

Este trabalho teve o objetivo de apresentar um estudo de casos múltiplos sobre a realização do balanço social no Poder Executivo dos estados da Bahia, Ceará, Minas Gerais e Tocantins. Ele demonstrou a partir de categorias identificadas no balanço social desses estados, como este instrumento pode evidenciar os benefícios sociais produzidos por esses governos. A responsabilidade social que historicamente era privilégio das entidades voltadas para o mercado, se consolida na gestão pública, na busca por justiça social, igualdade, ética e sustentabilidade. O balanço social tem como objetivo divulgar as ações de responsabilidade social promovidas pelas organizações. A identificação do balanço social como um instrumento de gestão que possibilita reunir indicadores que permitem monitorar e avaliar as políticas sociais, bem como o seu desempenho e atingimento de metas, garantem à sociedade que o balanço social possa se constituir em um instrumento de transparência, accountability e controle social. O balanço social ao demonstrar o desempenho financeiro e social das ações governamentais também contribui para o estabelecimento da governança orientada para os resultados e com foco no cidadão. O controle social das políticas públicas vem ao longo dos tempos aprimorando o debate democrático e colocando luz sobre um dos principais problemas contemporâneos que é a relação público-privada na administração pública. A crise hídrica que se instalou na Região Metropolitana de São Paulo reacendeu a necessidade de mais transparência e controle sobre as políticas públicas implementadas pelo Governo do Estado de São Paulo e pela SABESP no seu enfrentamento. É analisado o perfil institucional do Ministério Público, como órgão capaz de desempenhar este papel. Ao final são apresentados três casos nos quais o MP ingressou com ações civis públicas em face da SABESP e de outras agências estatais questionando judicialmente as políticas que estão sendo levadas à efeito em decorrência da falta de água.

En 2003, le gouvernement brésilien (gestion Lula) a initié une nouvelle phase dans son histoire de l habitation, en intensifiant les constructions de logements sociaux au Brésil. Un tel accroissement a eut des répercussions tant en ville comme à la campagne, et fût marqué dans le Rio Grande do Norte, par la production a grande échelle d ensembles d habitations, dans les programmes de Gouvernement. Afin de viabiliser ces transformations, des instruments politiques, financiers et de gestion ont étés articulés conjointement, utilisant la répétition d une typologie d édification, comme modèle, accompagnée de la reproduction d une morphologie dans les constructions de logements sociaux. Afin de comprendre ce processus nous introduisons une recherche urbanistique et socio-économique du problème du logement social au Brésil, en cherchant à mettre en relation les aspects techniques avec les questions historique, professionnelles et culturelles, éléments complémentaires. Notre analyse cherche a identifier comment les politiques de gestion et financement officielles (administrées dans sa grande majorité par la Caisse Économique Fédérale -CEF-), influencent le processus de conception de projets, en provoquant les répétitions de type/morphologiques, déjà citées. Basée sur l observation directe au cour de deux expériences différenciées pour du logement social en milieu rural, au Rio Grande do Norte, nous montrerons aussi certaines limitations et possibilités des acteurs sociaux, face aux agents et politiques officielles pour le logement social au Brésil, proposant des solutions alternatives standardisées qui caractérisent le résultat des projets financées et gérés par la CEF. The current National Policy for Social Assistance (PNAS) is the instrument that regulates the organization and procedures of social-welfare actions. Developed and approved in 2004 since the Unified Social Assistance System (ITS) was crated in 2003, it reaffirms the democratic principles of the Social Assistance Organic Law (LOAS) focusing on the universalization of social rights and equality of rights when accessing the social-welfare system. In the SUAS point of view, the PNAS highlights the information, monitoring and evaluation fields for being the best way to assure the regulation, organization and control by the Federal Government paying attention to the principles of decentralization and participation. This political-institutional rearrangement occurs through the pact among all the three federal entities. The pact deals with the implementation of the task. It says that it has to be shared between the federal autonomous entities, established by dividing responsibilities. To the cities, considered as the smallest territorial unit of the federation and closer to the population, was given the primary responsibility, which is to feed and maintain the database of SUAS NETWORK and identify families living in situations of social vulnerability. In addition to these responsibilities, the cities that have full autonomy in the management of their actions, have the responsibility to organize the basic social protection and the special social protection, that using the Center of Social Assistance Reference (CRAS) and the Center of Specialized Social Assistance Reference (CREAS), are responsible for the provision of programs, projects and services that strengthen the family and community; that promote people who are able to enjoy the benefits of the Continuing benefit of Provisions (BPC) and transfer of incomes; that hold the infringed rights on its territory; that maximize the protective role of families and strengthen its users organization. In Mossoró/RN, city classified as autonomous in the social assistance management, has five units of CRAS that, for being public utilities, are considered the main units of basic social protection, since they are responsible for the connection between the other institutions that compose the network of local social protection. Also known as Family House, the CRAS, among other programs and services, offers the Integral Attention to Families Program (PAIF), Juvenile ProJovem Program, socio-educational coexistence services programs, as well as sending people to other public policies and social-welfare services network, provides information, among others. In this large field, social workers are highlighted as keys to implement the policy of social assistance within the city, followed by psychologists and educators. They should be effective public employees, as a solution to ensure that the provision of the services are to be continued, provided to the population living around the units. However, what we can find here is inattention to the standard rules of social assistance, which not only undermines the quality of programs and services, but also the consolidation of policy on welfare as public policy of social rights

The study of public policy typologies is still a knowledge field which lacks more embracing and applicable studies to different sectors. On that perspective, this work, Social Assistance Policy in Brazil: an analysis from the typologies on public policy, pursues to add the relevant literature to social assistance what focus on the public policy ratings. Moreover, it concerns about a study on the the national policy of social assistance implemented by the Brazilian government from the theoretical referrence of the public policy typologies. For that reason, the referential framework of the public policies as well as the analisys of its fundamentals/principles that are indispensable for achieving a bigger goal, that is to tipify the social assistance policy based on the different public policy typologies and characterize it through the main elements which are intrinsec to the social political and economic reality of Brazil. Thus, the issue suggested for the work is: what is the profile and the political trajectory of the social assistance implemented by the Brazilian Government? How it presents, above all, the features of a distributive, focused and lawful policy, the work has been done througho the following hypothesis: the social assistance policy in Brazil has been of universal, assistance, and focusing aspects. For each of those features granted to the social assistance policy, there is a gathering of changes according to the social, political and economic moment of the country and that stands out due to the different institutions within every cyclical period. The work showed that besides the social policy has gone through meaningful changes during the last decades, even though the adoption of the Organic Law of Social Assistance and its rules, some of the mentioned characteristics still remain, as long as the State s primacy goes on being the economic policies over the dubbed social policies. Notwithstanding, the social assistance will build up itself from the materialization of the growing of the social rights related to the State, but also assuming an important role on the amplified reproducing process regarding the capitalist social relations

This paper focuses on a study of public policy jurisdictional control as some effectiveness mechanism for cultural, economical, and social fundamental rights. It investigates the juridical profile of public policies based on premises of the current (Neo)Constitutional State model and the assertion of an essentially constitutionalist Law paradigm from its genesis to its most peculiar elements, and through tormenting issues, such as: its position between Law and Politics, the difference with reflective subjective rights, and the problem of high financial costs. Once its object is identified, it moves forward into the theme itself, which is that of jurisdictional control, investigating its legitimacy based on paradigmatic judicial precedents and the facing of themes such as: current role of the Judicial Power, the splitting of state functions, administrative discretion, financial affordability, illegal omissions, and budget control. Finally, it examines, as its study central object, objective parameters for definition control, execution, and transparency of public policies, as well as identifying the most appropriate collective jurisdictional tutoring to its purposes together with some of its law process means. Therefrom, it shows new perspectives for the recent study on jurisdictional control of public policies, building foundations for the fundamental rights effectiveness

This study board the FUNDEF social control council implementation in Parnamirim/RN city, concerning their representatives participation in the accompaniment (decision power) in resort, in front of governmental politics of decentralization, unleashed in 90´s, seen in decentralization process needs the society participation in decisions of educative institutions and represent an efficient way of solve the problems difficult the educational management actions. For this, the council creation of Brazil manager configure, since the 80´s, detaching, and the single characterizing, in actual context. The objective is raise pertinent questions of thematic of representatives members participation of collegiate organs, evidencing the decision power of these, in public resource control. The theory-methodological referential the literature treat the participation and power decision of FUNDEF social control decision, such as politics directrix that rules this council. It utilizes as proceeding of collecting data the semi-structured interview and analyze of meeting register to understand the empirics of council implantation in this city, in view of that the electoral process configured in 2003, showed as a innovation, because the counselor is indicated by the local public power representatives (in this case the education municipal secretary). The research result show the representatives have difficult, to accompany the FUNDEF resources amount, particularly in concern in the financial resources (ratio) over plus. Finally, emphasize the importance of democratization in the relations between the state and civil society, elucidating and exciting reflections a: democratic participation in control of public recourses for education, educational management and civil society mobilization in access of public and cultural cash which the citizen has rights

The present study analyses the actual relations and work conditions found in the third sector in Natal city, in the context of productive restoration and increasingly retraction from the State in providing Social Service before the new approach that has been destined to the social issue. The study talks about the work of the social worker when fighting the different expressions the social issue has, such as social service provision as a way of teamwork associated to work relations and conditions, to accessible resources and quality control management. These are elements that affect and interfere in the accomplishment and in the work of the social worker itself. The State s improvement, according to neoliberal-political precepts and increasingly retraction from the public investment in the areas of social concern (health, social welfare, assistance) and in the wage and employment policy, besides expanding the partnership with the public and private areas, in search for social services with quality, it has diversified the structures of the professional work with the growth of the so called third sector institutions. However, the absorption of the social workers by the third sector groups in general, has as major features the impoverishment of work relations, the maintenance of an unequal salary model, pointing out the deadline contracts and/or single tasks that generate work instability. The research debates, with a critical view and full perspective, over the conception of the third sector, interpreted as an action that expresses functions and values, treated as a real phenomenon generated from the restoration of the capital based on neoliberal principles. This study aims for responding what the established work relations are and under what work conditions the social worker has been fitting in the third sector and how such a reality echoes in the current work conditions for a social work in the city of Natal, before this new model of state intervention that transfers part of the social service provision to distinctive divisions of society, among them the so called third sector. The research results have shown that like the other workers the social worker passes through the same crises, dilemmas, advances and challenges that occur in the world of employment and which are expressed in the drop of salary average in the growth of contemporary contracts, unemployment, and in the ever more selective requirements to one be included in the social spaces, where the professional work is done, having as a result a greater impoverishment of work relations and conditions as well as more vulnerability as a salaried occupation

Health policies in Brazil, the decentralization of SUS management responsibilities for the three spheres of government has driven the creation and regulation of the audits of health services in the National Audit Office, this is a trend of neoliberal policies imposed by international bodies like the World Bank and IMF to peripheral countries characterized by productive restructuring and reforming the state focuses on the presence of two competing projects in the area of health: Health Sector Reform Project which is based on the democratic rule of law with the assumption of health as social right and duty of the State in defending the extension of the conquest of rights and democratization of access to health care guaranteed through the public financing strategies and the effective decentralization of decisions pervaded by social control and privatized Health Project which is based on the state minimum, with a reduction in social spending or in partnerships and privatization, stronger nonprofit sector, subject to capitalist interests, is made effective through strategies targeting health policy and refilantropização actions. In this context, the present study is an analysis on the work of social audits of public health in infants from a qualitative and quantitative approach, embodied by the critical method of dialectical Marxist social theory that enabled us to unveil the characterization, the demands, challenges and outline the profile of Social Work in teams inserted audits of SUS in RN, but also provided evidence to demonstrate the prospects and possibilities of this area of activity of social workers. It was also found that through the audit work that the state fulfill its role as bureaucratic and regulator of health services with efficiency, effectiveness and economy. Yet, paradoxically, the audits of SUS may provide a vehicle for enforcing rights and ensuring the fundamental principles contained in the project of health reform, because it can be configured in a space of political struggle as representing a new field of knowledge production that needs to be appropriate for a theoretical critic able to redirect the social interests in favor of the user. From this perspective, it is concluded that the work of social audits of public health in infants despite the social relevance that prints, as they constitute an activity study of reality and its transformation proposition requires a transformative political action guided the discussion Marxist theory holds that the ethical project professional politician of Social Work
