Informação sobre boas práticas de segurança alimentar a ter em consideração a propósito de épocas festivas, em que é mais fácil deixarmos os alimentos à temperatura ambiente durante mais tempo e assim potenciar a sua contaminação. Se ingerirmos alimentos contaminados com micróbios perigosos podemos ficar doentes, mesmo que os alimentos aparentem aspeto normal. Após 24 a 72 horas da ingestão, podemos sentir dores de barriga, vómitos ou diarreia e, mais tarde, ter problemas em todo o organismo (cardíacos, renais, articulares e, até, afetar o feto em gestação).

A Segurança Alimentar e Nutricional do trabalhador brasileiro é uma das formas de garantia de saúde e conseqüente aumento de produtividade refletido pelo compromisso do PAT Programa de Alimentação do Trabalhador que completou 30 anos em 2006. O objetivo do estudo é relacionar a variação de preços das commodities de alimentos presentes na refeição do trabalhador de acordo com o sistema normativo do PAT, identificando possíveis conseqüências negativas à Segurança Alimentar do Trabalhador no Brasil. A metodologia, por meio da análise de regressão múltipla, utiliza os dados de ICV Índice de Custo de Vida - de alimentação fora do domicílio como proxy a alimentação do trabalhador. Os resultados sugerem que os alimentos que apresentaram variação negativa com os tipos de refeições analisadas, como a carne suína e a soja, podem ser substituídos por outro valor nutricional semelhante como a carne bovina, o frango e o óleo de milho. Apenas a variação do preço do feijão foi seguida pelo aumento do preço do prato comercial, cuja alternativa é a mudança na maneira de oferecer a refeiç ão ao trabalhador, como os restaurantes por quilo. Diante do cenário exposto, há indícios de que a variação de preços dos alimentos no mercado de commodities teria pouca influência no preço final das refeições, mas a discussão em torno da futura escassez de oferta de alimentos devido ao aumento da população mundial e a mudança dos padrões alimentares com as sociedades urbanizadas insere o risco da SAN no contexto político e econômico da nutrição.(AU)

The proposition of this research is supported by the definition of Food Safety and Nutrition (FSN), established by the II FSN National Conference. Taking this concept as reference, the research instrument aimed to analyze strategies and actions related to FSN, developed by members of Ceará Mirim Organic Producers Association, located in Rio Grande do Norte state (Brazil), from aspects related to family feeding, as well as means of access, quantity and food culture. It was aimed to answer the following questions: Do the families benefited from Ceará Mirim Organic Producers Association have strategies that assure their FSN? If so, do these strategies originate from public policies or own actions? Do these strategies focus on family revenue? In expenses with food and proper feeding? How do these strategies articulate together and which social networks do they form? In this research, there were also approached questionings which comprise market opening through the declaration of the products as Organization of Social Control (OSC), aggregate value and participation in agroecological fairs, aiming to identify and characterize if these strategies contribute for Food Safety and Nutrition of these families. The data here analyzed were obtained from semi-structured interviews, conducted in the production sites of each farmer, and have a qualitative approach. 21 questionnaires were applied to the family farmers, in seven projects of agrarian reform settlements (Carlos Marighella, Nova Esperança II, Aliança, Marcoalhado I, Santa Águeda, Santa Luzia and União). From this study, it was concluded that most of FSN strategies result from a series of distinct public policies, which potentiate the existing strategies and create new ones, such as in the case of organic production, which is the main motivation, even for the organization of the studied group. These strategies brought improvements in feeding and caused changes in eating habits, especially in the diversification of production for own consumption. This, on the other hand, is assuring greater food autonomy and increasing marketing channels, through fairs or institutional markets. It was also verified that reciprocity relations increased after the organic production, and they are indispensable to assure food in difficult times, also contributing to incentive organic production itself, through supplies exchange.

Residential homegardens have environmental and social roles in the urban environment. These green spaces can potentially minimize the impacts caused by the growth of cities, being an alternative to connect fragmented areas or offer refuge to wildlife and therefore support the conservation of biodiversity. In addition, the homegardens demonstrate a leading role in increasing human well-being by promoting socialization opportunities, contact with nature, local culture as well as improvements in food security for the urban families. Nevertheless, it is still unclear what specific characteristics of homegardens can act effectively in the conservation of the biodiversity, as well as in the construction of food security and well being of the homegardeners and their families. The first chapter of this thesis analyzed the diversity of plant species (native and exotic) and assessed the contribution of different types of urban gardens (ornamental and forest gardens alike) in the presence of wildlife such as birds, monkeys and lizards. In the second chapter we evaluated the contribution of those gardens to the welfare and food security of their owners. In order to do this, 41 gardens were visited in Pium, a southern coastal town in the northeastern Brazil, which also happens to be in a periurban region undergoing rapid urban expansion and pressure from the real estate market. We surveyed the planned biodiversity and fauna associated with homegardens. The data related to food security and welfare were sampled through interviews with the person in charge of taking care of the gardens. These interviews covered issues on the supply of food from the garden and absence of chemical products, as well as aspects of the GNH indicator (Gross National Happiness). The results showed that these homegardens generally contribute little to the maintenance of native plant species (native species = 29/ total = 187). From its main features, the gardens were classified as ornamental, forest gardens and forest farms. These groups had a different effect on the presence of the animals studied and the last two contained most of the sampled native species. The diversity of plants and trees was a good predictor of the presence of birds and monkeys. Thus, the contribution of yards for the conservation of biodiversity depends on the type of garden: some even can have negative effects on conservation. These results can direct new approaches to detailed understanding of gardens and also of public policies applied to urban planning. The results of the second chapter showed that the two types of forest gardens contributed to household food security, for providing food and medicinal herbs, which mostly did not have pesticides and chemical 12 fertilizers. But the three groups of gardens are important components for the well being of their stakeholders. Gardens help promote the transmission of knowledge on agriculture, socialization, contact with nature and bring up feelings related to peace and harmony. Thus, forest gardens can be considered important means to get through public projects and policies designed to encourage biodiversity and promote food security and well-being in urban areas

O efeito conjugado das imposições da grande distribuição e dos consumidores cada vez mais exigentes levou os intervenientes do sector alimentar a considerarem a certificação dos seus produtos e/ou sistemas de produção por referenciais específicos. Todas as organizações que intervêm na cadeia alimentar têm a responsabilidade de colocar no mercado produtos alimentares cujas condições de higiene e segurança estejam devidamente garantidas. O trabalho desenvolvido no presente Projecto consistiu na preparação da implementação da norma NP EN ISSO 22000:2005 na empresa Cores Doces, Lda, dedicada ao comércio de doçaria. Tendo já o sistema HACCP implementado, a certificação através da norma de gestão da segurança alimentar NP EN ISSO 22000:2005 era um objetivo estratégico da administração da empresa uma vez que é este o referencial de segurança alimentar que melhor se adapta à realidade e objetivos da empresa e seus parceiros. O plano de trabalhos teve como objetivo fazer a transição entro o sistema HACCP (hazard Analysis and Critical Control Points) já implementado e certificado, para a implementação e certificação segundo os requisitos da norma NP EN ISSO 22000:2005. Para o efeito foram numa primeira fase identificadas as principais diferenças entre os dois sistemas de gestão da segurança alimentar. Esta análise permitiu diagnosticar as alterações processuais a implantar e os documentos a elaborar para a constituição da estrutura documental do sistema segundo a ISO 22000:2005. As principais alterações efetuadas foram a nível do Planeamento e Realização de Produtos Seguros, nomeadamente a análise de risco. Numa segunda fase foram apresentadas as alterações na empresa perante a transição para a ISSO onde se deu destaque aos aspetos relacionados com a responsabilidade da gestão, a compatibilização com os outros sistemas de gestão que possam ser criados na empresa (qualidade, ambiente, segurança e saúde); onde se fez igualmente a correspondência entre o Codex e a ISSO com destaque para o capítulo 7 na Norma ( Planeamento e Realização de Produtos Seguros), explorando os restantes capítulos que permitem introduzir na organização um ciclo de PDCA (Planear, Realizar, Avaliar e Corrigir). Finalmente foi elaborado um auxiliar de transição do sistema HACCP para a ISSO 22000 que possa servir de ferramenta para outras organizações.

This survey has to general objective to evaluate the Food Safety Policy implemented by Restaurantes Populares do Rio Grande do Norte. The survey is qualitative of type exploratory and descriptive. The universe of survey is all Units of Food and Nutrition (UAN) of the Restaurantes Populares do Rio Grande do Norte. To collects of data were used two instruments: interview and form. The interviews were intended to analyze the four axes of the Food Safety: access, food quality, production and marketing of food and organizational arrangement. The form was used to check the quality of nutrition and sanitary-hygienic food served. We used two types of forms: a spreadsheet with the weekly menu and the portions served to verify that the meals serve the nutritional needs proposed by the program; and the check-list of ANVISA to verify the sanitary-hygienic conditions in each unit. Through the survey data and analyses made observe that the access category have some problems such as lack of registration, lack of advertising of Restaurants and wastage of public resources, making policy that should be of included in a policy of exclusion. In the nutritional aspect there is neglect on the daily nutritional goal, because it is not accomplished nutritional analysis of menu offered, the nutritionists do not know what should be the nutritional value of meals served; in the hygienic-health aspect trough the problems identified is concludes that there is no guarantee of food quality hygienic-sanitary, committing the program as a Food Safety Program. About the production and marketing of food is observed some problems as: the goal of sale of meals is not achieved in full, the purchase of genres does not stimulate the local economy, nor generates jobs and income, and inefficient performance of the MEIOS's supervision. In the analysis of organizational arrangement is concluded that the partnerships are beneficial, despite some negative points, therefore, are these partnerships the problems of non-compliance, as both the MEIOS and Nutriti of important criteria established in the partnership. Therefore, it is understood that the Programa Restaurantes Populares in its original formulation is proposed to be a food safety policy, but has some problems that impossible to meet its goal, making it unprofitable like Food Safety Policy

The evaluation of public policies that promote Food Security and Nutrition (FSN) it s a multidisciplinary activity extremely relevant to the effectiveness of actions to legitimize the Human Right to Adequate Food (HRAF). This study aimed at assessing the effectiveness of the unit project Natal-RN Café do Trabalhador in promoting SAN to its users. The theoretical framework is based on the public and political and on the dimensions of the concept of FSN (quantity and quality-regularity). Through a qualitative approach, methodologically this was the work of an evaluation of efficiency of the unit Natal-RN of Café do Trabalhador project in light of the assumptions of the concept of SAN. Data collection was conducted through retrospective archival research in official documents of the project, semi-structured interviews with managers involved in its implementation (representative of the Secretary of State for Employment, Housing and Care of RN SETHAS and third party), socioeconomic questionnaire applied to the users of the unit, check the amount, regularity and quality of meals offered for 15 days (menu routine) using the descriptive form menu and form filling type checklist for verification of compliance with good practices . Methods of analysis, we used content analysis, descriptive statistics and compared to previously established parameters for the project. As categories of analysis were defined organizational arrangement, access, user, food quantity-regularity and food quality. The results show that, it was found in the category arrangement that will implement the project dismissed technical criteria for choosing the districts and the quantitative distribution of meals for each location. It was found that the valuation of the shares of the company outsources technical SETHA has not been performed. We observed in the access category, the unit has a strategic location, but lack of space in the refectory. The main obstacle to economic access for users is the lack of a register for the beneficiaries. In the category of users, it was identified that the clientele of the project it is predominantly men, with more than 51 years, low education, earning wages less 1 obtained through informal employment, which they move up through the unit transport collective, go to all days of operation due primarily to price. About the meals category quantity-regularity of food showed that the menu serves 95% of the desired needs, and that holidays and weekends are periods of disrupting the regularity of supply of meals. Regarding the category of food quality, it was found that the nutritional aspect on the menu are food sources rich in sodium, nitrates and low in fiber. In the aspect of hygiene and sanitation are the main limitations related to waste management, lack of exposure controls of food prepared and inadequacies of the physical structure. The results showed that in general and the institutional arrangement of the organs attached to the project should establish a systematic evaluation project is to establish as a promoter of and FSN overcome these obstacles

O esforço coletivo para disponibilizar a nível mundial alimentos em quantidade suficiente e com qualidade, é fundamental para a garantia da nossa existência enquanto ser humano. A Organização das Nações Unidas para a Alimentação e a Agricultura define que “existe Segurança Alimentar quando todas as pessoas têm, em todo o momento, acesso físico e económico a uma quantidade suficiente de alimentos seguros e nutritivos para satisfazer as suas necessidades alimentares e as suas preferências em relação aos alimentos a fim de levar uma vida ativa e saudável”. Por esta razão a produção de alimentos seguros requer um controlo de perigos em todas as fases da produção alimentar. Muitas vezes devido à utilização de água contaminada, falta de higiene, condições inadequadas de produção e armazenamento de alimentos, falta de legislação sobre segurança alimentar o risco de doenças transmitidas por alimentos é maior, sendo os perigos biológicos os que apresentam o maior risco relativo à inocuidade dos alimentos. As doenças infecciosas de origem alimentar podem estar na origem de doenças crónicas, afetando com mais gravidade idosos, crianças, grávidas e imunocomprometidos. A nível mundial, 1 em cada 10 pessoas adoecem anualmente devido ao consumo de alimentos contaminados, e 30% de todas as mortes por doença de origem alimentar ocorrem em crianças com idade inferior a 5 anos. A livre circulação de pessoas e bens tornou a investigação de um surto de toxinfeção alimentar mais complicada – agora, um prato de comida pode conter ingredientes de vários países, pelo que "Um problema de segurança alimentar local pode rapidamente tornar-se uma situação de emergência internacional". A OMS sublinha a ameaça global representada pelas doenças transmitidas por alimentos, reforça a necessidade de os governos, a indústria alimentar e população fazerem mais para tornar os alimentos seguros, e insiste na necessidade de educação e formação sobre a prevenção de doenças de origem alimentar.

A Sociedade é cada vez mais exigente, e para satisfazer o consumidor quer em qualidade quer em segurança alimentar, a legislação em vigor deve ser cumprida com rigor, de forma a garantir que os produtos da origem até ao consumo sejam alimentos seguros. O presente trabalho aborda a importância da segurança alimentar, desde a origem ao consumo, com destaque nas exigências sanitárias contidas no Regulamento (CE) 852/2004, em vigor desde 1 de janeiro de 2006, tendo sempre em conta as boas práticas de higiene dos manipuladores intervenientes, das instalações, equipamentos, receção das matérias-primas, armazenagem das mesmas e respetivo processamento dos alimentos. Aborda-se ainda a Norma ISO 22000, que especifica os requisitos para um sistema de gestão da segurança alimentar e que combina os elementos-chave geralmente reconhecidos como essenciais, que permitem assegurar a segurança dos géneros alimentícios ao longo da cadeia alimentar até ao seu consumo final. Para além destes temas são abordados ainda dois exemplos práticos relativos à implementação da segurança alimentar desde a origem da matéria-prima, até ao consumo de alimentos em dois setores. O primeiro é o de uma empresa do setor de distribuição, enquadrando-se nesta o fornecedor de origem, onde se realizam as etapas de abate, desmancha e embalamento, e o segundo é do setor da restauração.

O estudo realizado analisa as experiências e vivências profissionais dos inspetores da Autoridade de Segurança Alimentar e Económica, tomando como pano de fundo a perspetiva de que o quotidiano da ação dos atores se configura como uma estruturação e ou restruturação de esquemas de desempenho específicos, mediada pela permanente criação e estabilização de alianças e negociações entre os atores. A partir duma abordagem qualitativa sobre as orientações profissionais, o sentido e a direção da satisfação profissional e as tendências das condições materiais e sociais das suas práticas quotidianas profissionais, conclui essencialmente o seguinte: por um lado, os entrevistados privilegiam uma nova ordem de modelo profissional para o seu grupo, com maiores margens de liberdade e ou de autonomia, e, por outro lado, os inspetores da Autoridade de Segurança Alimentar e Económica vivem num dilema identitário, face às dificuldades de reconhecimento social da sua profissão como órgão de polícia criminal especializada; Authorithy for the Food and Economy Security and his Inspectors: a sociological analysis of professional group identity dilemmas Abstract: The study analyzes the professional experiences of ASAE inspectors, using as theoretical perspetive that actors everyday action is configured as a structuring and or restructuring of specific performance schemes, mediated by permanent creation and stabilization alliances and negotiations between the actors. Through a qualitative approach to professional guidance, job satisfaction meaning and direction, and trends about the material and social conditions of professional daily practices, I essentially concludes that: on the one hand, respondents are favor a new order of professional model for their group, with higher margins and freedom or autonomy, and, on the other hand, ASAE inspectors are living an identity dilemma, given the difficulties of social recognition of their profession as specialized criminal police corps.
