Complete biological nutrient removal (BNR) in a single tank, sequencing batch reactor (SBR) process, is demonstrated here at full-scale on a typical domestic wastewater. The unique feature of the UniFed process is the introduction of the influent into the settled sludge blanket during the settling and decant periods of the SBR operation. This achieves suitable conditions for denitrification and anaerobic phosphate release which is critical to successful biological phosphorus removal, It also achieves a selector effect, which helps in generating a compact, well settling biomass in the reactor. The results of this demonstration show that it is possible to achieve well over 90% removal of GOD, nitrogen and phosphorus in such a process. Effluent quality achieved over a six-month operating period directly after commissioning was: 29 mg/l GOD, 0.5 mg/l NH4-N, 1.5 mg/l NOx-N and 1.5 mg/l PO4-P (50%-iles of daily samples). Background/Aims: The role of cytokines in hepatic injury has been examined for many liver diseases however little is known of the cytokine involvement in haemochromatosis. The aim of the current study was to examine the hepatic gene expression of potential proinflammatory and profibrogenic cytokines in haemochromatosis. Methods: Interferon-gamma, interleukin-10, transforming growth factor-beta(1) and tumor necrosis factor-alpha mRNA expression was assessed in liver tissue from 20 haemochromatosis patients, eight controls and eight chronic hepatitis C patients. To assess the immunophenotype of the inflammatory infiltrate in haemochromatosis, liver sections were subjected to immunohistochemistry using markers for macrophages (CD68, HAM56, MAC387) or T cells (CD3 and CD45RO). Results: Interferon-gamma mRNA was increased in both haemochromatosis (0.29+/-0.08%, P=0.01) and hepatitis C patients (1.02+/-0.32%, P=0.03) compared to controls (0.04+/-0.01%). Interleukin-10 mRNA was significantly decreased in both haemochromatosis and hepatitis C patients (0.01+/-0.003%, P=0.008 and 0.03+/-0.015%, P=0.02, respectively) compared to controls (0.12+/-0.01%). CD3 positive T-cell number was significantly correlated with increasing hepatic iron concentration (r=0.56, P=0.03). Conclusions: This study has demonstrated a distinct pattern of cytokine gene expression in haemochromatosis, which resembles that of inflammatory conditions such as chronic hepatitis C. Biological nitrogen removal via the nitrite pathway in wastewater treatment is very important in Saving the cost of aeration and as an electron donor for denitrification. Wastewater nitrification and nitrite accumulation were carried out in a biofilm airlift reactor with autotrophic nitrifying biofilm. The biofilm reactor showed almost complete nitrification and most of the oxidized ammonium was present as nitrite at the ammonium load of 1.5 to 3.5 kg N/m3.d. Nitrite accumulation was stably achieved by the selective inhibition of nitrite oxidizers with free ammonia and dissolved oxygen limitation. Stable 100% conversion to nitrite could also be achieved even under the absence of free ammonia inhibition on nitrite oxidizers. Batch ammonium oxidation and nitrite oxidation with nitrite accumulating nitrifying biofilm showed that nitrite Oxidation was completely inhibited when free ammonia is higher than 0.2 mg N/L. However, nitrite oxidation activity was recovered as soon as the free ammonia concentration was below the threshold level when dissolved oxygen concentration was not the limiting factor. Fluorescence in situ hybridization analysis of cryosectioned nitrite accumulating nitrifying biofilm showed that the β-subclass of Proteobacteria, where ammonia oxidizers belong, was distributed outside the biofilm whereas the α-subclass of Proteobacteria, where nitrite oxidizers belong, was found mainly in the inner part of the biofilm. It is likely that dissolved oxygen deficiency or limitation in the inner part of the nitrifying biofilm, where nitrite oxidizers exist, is responsible for the complete shut down of the nitrite oxidizers activity under the absence of free ammonia inhibition.

This paper describes a process-based metapopulation dynamics and phenology model of prickly acacia, Acacia nilotica, an invasive alien species in Australia. The model, SPAnDX, describes the interactions between riparian and upland sub-populations of A. nilotica within livestock paddocks, including the effects of extrinsic factors such as temperature, soil moisture availability and atmospheric concentrations of carbon dioxide. The model includes the effects of management events such as changing the livestock species or stocking rate, applying fire, and herbicide application. The predicted population behaviour of A. nilotica was sensitive to climate. Using 35 years daily weather datasets for five representative sites spanning the range of conditions that A. nilotica is found in Australia, the model predicted biomass levels that closely accord with expected values at each site. SPAnDX can be used as a decision-support tool in integrated weed management, and to explore the sensitivity of cultural management practices to climate change throughout the range of A. nilotica. The cohort-based DYMEX modelling package used to build and run SPAnDX provided several advantages over more traditional population modelling approaches (e.g. an appropriate specific formalism (discrete time, cohort-based, process-oriented), user-friendly graphical environment, extensible library of reusable components, and useful and flexible input/output support framework). A fines de los ???80, el Estado venezolano inici?? una descentralizaci??n pol??tico-territorial produciendo cambios en las gobernaciones, instancias receptoras de competencias en este proceso, las cuales realizan reformas a trav??s de la estrategia selectiva, incorporando algunas de la propuestas de la nueva gesti??n p??blica. Este trabajo explora estas reformas. Se observan: diferencias entre los servicios sociales y los relacionados directamente con la econom??a; privatizaci??n de ??stos; traspaso a la sociedad civil de algunos servicios sociales, creaci??n de entes descentralizados; automatizaci??n de procesos; flexibilizaci??n laboral; iniciativas con lento avance en rendici??n de cuentas por resultados y capacitaci??n para una nueva cultura administrativa. En conclusi??n: la tendencia es a la conformaci??n de una gesti??n p??blica eficiente sobre la base de la reducci??n del aparato estatal, de costos sociales, as?? como de costos y conflictos laborales y escasa incorporaci??n de las propuestas de participaci??n que permiten profundizar la democracia y promover el bienestar social.

Este trabalho discute o papel das estatais nas PPPs, de modo a garantir investimentos em infraestrutura pelo financiamento via project finance. Partindo de um contexto de privatiza????es desse setor, que, no Brasil, efetivou-se na d??cada de 1990, buscou-se mostrar como surgiu espa??o para o estabelecimento de PPPs, advindas de novas institui????es resultantes do processo de reforma do Estado. O project finance ?? colocado como uma forma de garantir o financiamento desses investimentos. Sua estrutura financeira, baseada na cria????o de uma pessoa jur??dica para a gest??o do empreendimento, busca dirimir os riscos pela eleva????o do n??mero de participantes e pela securitiza????o de receitas futuras, tornando-as l??quidas em curto prazo. A discuss??o sobre o papel do project finance revela que essa ?? uma estrat??gia vi??vel para a garantia de investimentos por parte das estatais, em parceria com o governo e com outras empresas, que levem ao desenvolvimento socioecon??mico sustent??vel do Pa??s.

Institui????es banc??rias tradicionalmente n??o oferecem servi??os financeiros, principalmente cr??dito produtivo, aos grupos de mais baixa renda. Considerando-se a rigidez do sistema financeiro em trabalhar com os mais pobres, o presente artigo descreve o processo de cria????o e aperfei??oamento de uma pol??tica p??blica de microcr??dito rural dentro do Programa Nacional de Fortalecimento da Agricultura Familiar (Pronaf). S??o apresentadas as motiva????es para altera????es no desenho da linha de cr??dito, assim como as mudan??as normativas, de fontes e de agentes operadores, efetuadas em cada ano-safra para tornar poss??vel superar os desafios apresentados pela burocracia do Sistema Nacional de Cr??dito Rural ??? SNCR. O texto apresenta ainda o impacto no n??mero de contrata????es resultante das diversas medidas tomadas. Finalmente, ?? feito um balan??o das principais li????es aprendidas assim como dos desafios atuais de maior qualifica????o do microcr??dito e integra????o com outras pol??ticas p??blicas.

O artigo analisa as mudan??as na presta????o de servi??os p??blicos a partir da Constitui????o de 1988, quando um novo pacto federativo acompanhou a redemocratiza????o pol??tica, resultando em ampla descentraliza????o para estados e munic??pios, acompanhada de nova estrutura de reparti????o dos recursos tribut??rios. Com esse objetivo, resgata-se o processo de forma????o de sistemas de presta????o de servi??os baseados na coopera????o entre as tr??s esferas de governo, focalizando as ??reas de educa????o, sa??de e assist??ncia social. Discutem-se as inova????es adotadas com a cria????o de formas organizacionais de negocia????o entre os entes federativos; a incorpora????o da participa????o social na formula????o e controle das pol??ticas p??blicas; a desburocratiza????o dos fluxos de recursos financeiros e de informa????es; e a ado????o de novos instrumentos jur??dicos de descentraliza????o de programas e a????es. O texto aponta ainda os impactos dessa descentraliza????o e das formas de articula????o federativa, indicando a necessidade de novas reformas nos sistemas administrativos e na pol??tica de recursos humanos.

Este texto parte do reconhecimento de que a implementa????o de Comiss??es de ??tica Setoriais constitui componente fundamental para concretizar a promo????o da ??tica no ??mbito do Sistema de Gest??o da ??tica do Poder Executivo Federal. Entretanto, essa n??o ?? uma tarefa simples. A an??lise de dados secund??rios e a revis??o da literatura sobre o tema suscitam as quest??es: como implementar Comiss??es de ??tica Setoriais? H?? lacunas no processo de implanta????o? Quais seriam os meios para transpor as dificuldades inerentes a esse processo? Realizou-se pesquisa explorat??ria, indutiva, qualitativa. O estudo de dois casos (um de sucesso e outro de fracasso no processo de implementa????o dessas Comiss??es) indica que a ado????o sistem??tica de instrumentos pedag??gicos para a promo????o da ??tica, o comprometimento da alta administra????o e a cria????o de uma rede interna de pessoas capacitadas e sens??veis ao tema s??o elementos importantes nesse processo. O estudo sugere, ainda, a????es que podem favorecer a efetiva implementa????o dessas Comiss??es.

Esta pesquisa est?? inserida na tem??tica da descentraliza????o da gest??o ambiental no Brasil e trata de analisar os principais motivos que t??m levado os munic??pios a institucionalizarem a ??rea ambiental no ??mbito local. Para tanto, foram selecionados munic??pios da regi??o sul catarinense, tendo em vista o processo recente de cria????o de ??rg??os locais de gest??o ambiental e tamb??m a peculiaridade de a grande maioria desses munic??pios estarem optando pelo estabelecimento de funda????es p??blicas municipais de meio ambiente. Como resultado da investiga????o, se percebeu que um dos fatores principais para a cria????o de organiza????es municipais de gest??o ambiental tem sido a necessidade de maior agilidade nos processos de licenciamento ambiental. Em rela????o ?? op????o pela figura jur??dica das funda????es, o principal argumento dos munic??pios tem sido a maior autonomia e independ??ncia em rela????o ao Executivo municipal para a execu????o de suas a????es.
