The ability of introduced organisms to invade undisturbed native habitats is a major concern in conservation biology and has resulted in a re-evaluation of the introduction of exotic biocontrol agents, especially of generalist predators. One such agent is Stratiolaelaps miles (Berlese), a predatory mite described from Italy, known from throughout the Holarctic, and apparently accidentally introduced to other areas of the world, including Australia. Initial investigations revealed that putative S. miles could be found in both disturbed and relatively pristine habitats in Queensland, Australia. However, analysis of the mitochondrial DNA of five populations showed most to be highly divergent genetically. Subsequent morphological analysis established two species groups: the lamington-group from cool-temperate to subtropical rainforests in Eastern Australia and the more eurytopic miles-group with a cosmopolitan distribution. We describe two new species from each of these complexes (Stratiolaelaps womersleyi, Stratiolaelaps lamington; Stratiolaelaps marilyn, Stratiolaelaps lorna, respectively), and resurrect Stratiolaelaps scimitus (Womersley), a species which often appears to have been confused with S. miles. Additionally, the large genetic distances among morphologically homogenous species in the miles-group suggest that the apparently cosmopolitan S. miles may be composed of a suite of cryptic species of potentially varying utility in biological control. Trials conducted in Queensland, Australia between 1997 and 2002 demonstrated that fungicides belonging to the triazole group were the most effective in minimising the severity of infection of sorghum by Claviceps africana, the causal agent of sorghum ergot. Triadimenol ( as Bayfidan 250EC) at 0.125 kg a. i./ha was the most effective fungicide. A combination of the systemic activated resistance compound acibenzolar-S-methyl ( as Bion 50WG) at 0.05 kg a. i./ha and mancozeb ( as Penncozeb 750DF) at 1.5 kg a. i./ha has the potential to provide protection against the pathogen, should triazole-resistant isolates be detected. Timing and method of fungicide application are important. Our results suggest that the triazole fungicides have no systemic activity in sorghum panicles, necessitating the need for multiple applications from first anthesis to the end of flowering, whereas acibenzolar-S-methyl is most effective when applied 4 days before flowering. The flat fan nozzles tested in the trials provided higher levels of protection against C. africana and greater droplet deposition on panicles than the tested hollow cone nozzles. Application of triadimenol by a fixed wing aircraft was as efficacious as application through a tractor-mounted boom spray.

Heat transfer levels have been investigated behind a rearward-facing step in a superorbital expansion tube. The heat transfer was measured along a flat plate and behind 2 and 3mm steps with the same length to step height ratio. Results were obtained with air as the test gas at speeds of 6.76kms(-1) and 9-60kms(-1) corresponding to stagnation enthalpies of 26MJ/kg and 48MJ/kg respectively. A laminar boundary layer was established on the flat plate and measured heat transfer levels were consistent with classical empirical correlations. In the case of flow behind a step, the measurements showed a gradual rise in heat transfer from the rear of the step to a plateau several step heights downstream for both flow conditions. Reattachment distance was estimated to be approximately 1.6 step heights downstream of the 2mm step at the low enthalpy condition through the use of flow visualisation.

Skin-friction measurements are reported for high-enthalpy and high-Mach-number laminar, transitional and turbulent boundary layers. The measurements were performed in a free-piston shock tunnel with air-flow Mach number, stagnation enthalpy and Reynolds numbers in the ranges of 4.4-6.7, 3-13 MJ kg(-1) and 0.16 x 10(6)-21 x 10(6), respectively. Wall temperatures were near 300 K and this resulted in ratios of wall enthalpy to flow-stagnation enthalpy in the range of 0.1-0.02. The experiments were performed using rectangular ducts. The measurements were accomplished using a new skin-friction gauge that was developed for impulse facility testing. The gauge was an acceleration compensated piezoelectric transducer and had a lowest natural frequency near 40 kHz. Turbulent skin-friction levels were measured to within a typical uncertainty of +/-7%. The systematic uncertainty in measured skin-friction coefficient was high for the tested laminar conditions; however, to within experimental uncertainty, the skin-friction and heat-transfer measurements were in agreement with the laminar theory of van Driest (1952). For predicting turbulent skin-friction coefficient, it was established that, for the range of Mach numbers and Reynolds numbers of the experiments, with cold walls and boundary layers approaching the turbulent equilibrium state, the Spalding & Chi (1964) method was the most suitable of the theories tested. It was also established that if the heat transfer rate to the wall is to be predicted, then the Spalding & Chi (1964) method should be used in conjunction with a Reynolds analogy factor near unity. If more accurate results are required, then an experimentally observed relationship between the Reynolds analogy factor and the skin-friction coefficient may be applied.

Previous studies have shown that a deficiency in DNA damage repair is associated with increased cancer risk, and exposure to UV radiation is a major risk factor for the development of malignant melanoma. High density of common nevi (moles) is a major risk factor for cutaneous melanoma. A nevus may result from a mutation in a single UV-exposed melanocyte which failed to repair DNA damage in one or more critical genes. XRCC3 and XRCC5 may have an effect on nevus count through their function as components of DNA repair processes that may be involved directly or indirectly in the repair of DNA damage due to UV radiation. This study aims to test the hypothesis that the frequency of flat or raised moles is associated with polymorphism at or near these DNA repair genes, and that certain alleles are associated with less efficient DNA repair, and greater nevus density. Twins were recruited from schools in south eastern Queensland and were examined close to their 12th birthday. Nurses examined each individual and counted all moles on the entire body surface. A 10cM genome scan of 274 families (642 individuals) was performed and microsatellite polymorphisms in XRCC3 and adjacent to XRCC5 were also typed. Linkage and association of nevus count to these loci were tested simultaneously using a structural-equation modeling approach implemented in MX. There is weak evidence for linkage of XRCC5 to a QTL influencing raised mole count, and also weak association. There is also weak evidence for association between flat mole count and XRCC3. No tests were significant after correction for testing multiple alleles, nor were any of the tests for total association significant. If variation in XRCC3 or XRCC5 influences UV sensitivity, and indirectly affects nevus density, then the effects are small.

Previously, two species of Myrmozercon (= Myrmonyssus) have been described from ground-nesting Australian ants in the genus Iridiomyrmex. Herein a new species, Myrmozercon iainkayi, infesting workers and alate adults of a leaf-nesting species of Polyrachis ant is described. The new species has a number of unusual or unique characters, including coxal hypertrichy (6-6-6-4 for legs I-IV, respectively), and based on the structure of its mouthparts, appears to be a haemolymph-feeding parasite.

The mite family Stigmaeidae (Acari:Prostigmata) is of considerable importance in biological control, but its genera are often poorly defined and have never been subjected to cladistic analysis. Herein, we report the stigmaeid genus Ledermuelleriopsis Willmann from Australia for the first time, present a preliminary phylogenetic analysis that demonstrates that Eustigmaeus Berlese and Ledermuelleriopsis Willman are distinct, review the genus at the world level, and provide diagnostic characters of the adult females for each of the 21 known species. We also catalogue habitats, distributions and localities of holotypes. Four new species from Australia are described and illustrated: L. parvilla, sp. nov. from old dune sand, L. barbellata, sp. nov. from wet-sandy heath litter, and L. pustulosa, sp. nov. and L. claviseta, sp. nov. from dry eucalypt forest litter. A key to adult females of all known Ledermuelleriopsis species is provided. The Australian species and L. incisa Wood from New Zealand can be separated from all other members of the genus by a synapomorphy: the reduction of the number of setae on the aggenital shield to one pair. Results of a preliminary morphological cladistic analysis for those stigmaeid genera in which the larvae and adults of both sexes are known, indicate that Ledermuelleriopsis is basal to a clade containing Cheylostigmaeus Willman and Eustigmaeus.

Esta aproxima????o, numa perspectiva internacional, est?? inserida no que se convencionou chamar crise do Estado provedor e, portanto, na busca por modelos alternativos de implementa????o de pol??ticas sociais. No ??mbito nacional, a expans??o do terceiro setor ??, em parte, fruto da redemocratiza????o do pa??s, com a prolifera????o e o amadurecimento de iniciativas da sociedade civil. Este trabalho pretende contribuir para a reflex??o sobre o contexto onde surgem e se desenvolvem essas rela????es. Parece-nos que lan??ar luz sobre a id??ia de parceria pode colaborar na compreens??o das potencialidades e limites desse modelo de coopera????o intersetorial.

O modelo brasileiro das organiza????es sociais representa uma das respostas poss??veis ?? crise do aparelho do Estado no ??mbito da presta????o dos servi??os sociais. Essas entidades s??o percebidas como uma forma de parceria do Estado com as institui????es privadas de fins p??blicos (perspectiva ex parte principe) ou, sob outro ??ngulo, uma forma de participa????o popular na gest??o administrativa (perspectiva ex parte populi). No texto s??o tematizadas as diferen??as e semelhan??as entre o marco legal das organiza????es sociais e das entidades de utilidade p??blica no Brasil, as notas distintivas entre a disciplina dos servi??os privados de interesse p??blico e dos servi??os p??blicos, bem como o que distingue juridicamente o modelo das organiza????es sociais de processos de privatiza????o e terceiriza????o. Em todos esses temas os juristas aparecem como protagonistas na determina????o dos limites do modelo das organiza????es sociais, evidenciando que processos de reforma normativa exigem, para serem eficazes, uma concomitante reforma na mentalidade dos agentes p??blicos.

Tendo como pano de fundo a dificuldade de definir a pobreza, este artigo visa retomar parte da discuss??o sobre o tema, utilizando como estudo de caso o Programa Bolsa Fam??lia. Inicia-se com a defini????o institucional de pobreza dada pelo soci??logo alem??o Georg Simmel passando-se, na seq????ncia, a uma abordagem mais substancial da pobreza e da rela????o entre trabalho e precariedade, desenvolvida por Robert Castel. Apresenta uma breve descri????o do funcionamento do Programa Bolsa Fam??lia e alguns aspectos relacionados aos conceitos e modos de tratamento da quest??o da renda e da educa????o, bem como da fam??lia e dos modelos familiares, baseando-se tamb??m nos resultados parciais de uma pesquisa de campo realizada nos estados da Bahia, Pernambuco, Alagoas e Goi??s. O texto trata ainda de alguns desafios administrativos na gest??o do Programa e os preconceitos morais e sociais recorrentemente veiculados em rela????o a ele. Por fim, na conclus??o, busca retomar a an??lise do Programa Bolsa Fam??lia, seus limites e desafios, defendendo a necessidade de participa????o de todos em um pacto social contra a pobreza e a desigualdade no Brasil.

Para concluir, comenta o potencial de concursos que valorizam a excel??ncia no setor p??blico para permitir a inova????o, promover a a????o e n??o o imobilismo, desenvolver o campo de conhecimento da administra????o p??blica, valorizar os servidores p??blicos e colocar o tema da melhoria da gest??o p??blica na agenda de mudan??as da sociedade e dos governos.

Este trabalho discute raz??es pelas quais se deve esperar que governos representativos mantenham um programa institucionalizado de pesquisa de opini??o p??blica. O argumento divide-se em quatro se????es. Na primeira, discutem-se raz??es te??ricas e operacionais para que os governos acompanhem ao longo do tempo o comportamento de opini??es e prefer??ncias dos cidad??os. Na segunda, descrevem-se as consequ??ncias da (im)popularidade governamental, medida sint??tica e crucial da rela????o entre representantes e representados. Em seguida, uma terceira se????o aponta poss??veis fronteiras ou limites que permitiriam distinguir o escopo das pesquisas de opini??o p??blica realizadas pelos governos daquele das conduzidas com prop??sito cient??fico, mercadol??gico e, sobretudo, eleitoral. Finalmente, a quarta se????o descreve a recente experi??ncia do governo brasileiro nessa ??rea

As novas Tecnologias da Informa????o e Comunica????o (TIC), entre as quais se destacam a internet, as redes de computadores, a transmiss??o via sat??lite e a telefonia m??vel, criaram condi????es para o surgimento de Sociedades do Conhecimento. Nesse contexto, o Estado, por interm??dio do governo eletr??nico, ?? o principal instrumento de que os cidad??os disp??em atualmente para enfrentar os desafios impostos pela globaliza????o, por meio de intera????es in??ditas da sociedade, empresas e governos. O objetivo deste trabalho foi estabelecer rela????es entre a governan??a do setor p??blico e o governo eletr??nico, partindo-se de um marco referencial te??rico das duas ??reas de estudo. Para tanto, foram delineados seus escopos e limites de atua????o, instituindo-se v??nculos, de acordo com a????es do Governo Eletr??nico brasileiro: certifica????o digital; Portal da Transpar??ncia; vota????o eletr??nica; preg??es eletr??nicos e Portal da Previd??ncia Social. Conclui-se que, apesar dos avan??os recentes observados pela an??lise de v??rias dimens??es da governan??a, baseados em iniciativas de governo eletr??nico aqui inventariadas, ainda h?? muito que fazer em dire????o ?? inclus??o social no Brasil, assim como em outros pa??ses. As TIC podem vir a ser um poderoso agente de inclus??o digital, apoiando a governan??a com a cria????o de espa??os virtuais para participa????o democr??tica e di??logo c??vico e expans??o da participa????o em tomada de decis??o coletiva, promovendo a igualdade e a cidadania.
