AIMS - To pilot the implementation of brief motivational intervention (BMI) among conscripts, and to test the effectiveness of BMI in young men voluntarily showing up for a single face-to-face alcohol BMI session. Participants were conscripts attending the army recruitment process in Lausanne. This process is mandatory for all Swiss males at age 19 and Lausanne serves all francophone Swiss men. METHODS - Of 3'227 young men that were seen during the army recruitment procedures, 445 voluntarily showed up for a BMI and 367 were included in the study (exclusions were random and unsystematic and related to organizational aspects in the recruitment center). After an initial assessment, subjects were randomized into two groups: an immediate BMI and a 6-month delayed BMI (waiting list design). A 6-month follow-up assessment was conducted in both groups. BMI was a face-to-face 20 minutes counseling session with a psychologist trained in motivational interviewing at baseline and a telephone session for the control group at follow-up. Strategies of BMI included the exploration and evocation of a possible behavior change, importance of future change, readiness to change, and commitment to change. RESULTS - All procedures are now fully implemented and working and the provision of preventive efforts found general approval by the army. 3'227 were eligible for BMI and 445 of them (13.8%) showed up for receiving a BMI. 367 were included in the study, 181 in the BMI group and 186 in the control group. More than 86% of those included were reached at follow-up. With one exception all findings on alcohol use went in the expected direction, i.e. a stronger decrease in alcohol use (or a smaller increase as for usual weekly drinking amount) in the BMI group. The risk for risky single occasion drinking (RSOD) decreased from 57% at-risk users at baseline to 50.6%, i.e. a 6.4% point decrease in the BMI group, while there was only a 0.6% point decrease (from 57.5% to 56.9%) in the control group. Moreover, the study showed that there was a likelihood of crossover effects for other substances like tobacco smoking and cannabis use. Despite these encouraging and consistent positive findings, none reached significance at conventional levels (p < 0.05). DISCUSSION - Data suggest a beneficial impact of BMI on alcohol use outcomes and potential effect on other substance use in 19-year old men attending the army recruitment and showing up voluntarily for BMI. As the main aim was to implement and test feasibility of conducting BMI in this setting none of our findings reached statistical significance. The consistency of findings across measures and substances, however, raises hope that non-significance in the present study does not mean no effect, but mainly insufficient power of this pilot study. In a competitive world, the way a firm establishes its organizational arrangements may determine the enhancement of its core competences and the possibility of reaching new markets. Firms that find their skills to be applicable in just one type of market encounter constraints in expanding their markets, and through alliances may find a competitive form of value capture. Hybrid forms of organization appear primarily as an alternative to capturing value and managing joint assets when the market and hierarchy modes do not present any yields for the firm's competitiveness. As a result, this form may present other challenging issues, such as the allocation of rights and principal-agent problems. The biofuel market has presented a strong pattern of changes over the last 10 years. New intra-firm arrangements have appeared as a path to participate or survive among global competition. Given the need for capital to achieve better results, there has been a consistent movement of mergers and acquisitions in the Biofuel sector, especially since the 2008 financial crisis. In 2011 there were five major groups in Brazil with a grinding capacity of more than 15 million tons per year: Raízen (joint venture formed by Cosan and Shell), Louis Dreyfus, Tereos Petrobras, ETH, and Bunge. Major oil companies have implemented the strategy of diversification as a hedge against the rising cost of oil. Using the alliance of Cosan and Shell in the Brazilian biofuel market as a case study, this paper analyses the governance mode and challenging issues raised by strategic alliances when firms aim to reach new markets through the sharing of core competences with local firms. The article is based on documentary research and interviews with Cosan's Investor Relations staff, and examines the main questions involving hybrid forms through the lens of the Transaction Cost Economics (TCE), Agency Theory, Resource Based View (RBV), and dynamic capabilities theoretical approaches. One focal point is knowledge "appropriability" and the specific assets originated by the joint venture. Once the alliance is formed, it is expected that competences will be shared and new capabilities will expand the limits of the firm. In the case studied, Cosan and Shell shared a number of strategic assets related to their competences. Raízen was formed with economizing incentives, as well to continue marshalling internal resources to enhance the company's presence in the world energy sector. Therefore, some challenges might be related to the control and monitoring agents' behavior, considering the two-part organism formed by distinctive organizational culture, tacit knowledge, and long-term incentives. The case study analyzed illustrates the hybrid arrangement as a middle form for organizing the transaction: neither in the market nor in the hierarchy mode, but rather a more flexible commitment agreement with a strategic central authority. The corporate governance devices are also a challenge, since the alignment between the parent companies in the joint ventures is far more complex. These characteristics have led to an organism with bilateral dependence, offering favorable conditions for developing dynamic capabilities. However, these conditions might rely on the partners' long-term interest in the joint venture.

Esta dissertação tem por objectivo avaliar a eficácia do processo de mudança organizacional, através das acções dos líderes, da empresa que lidera o mercado de telecomunicações em Cabo Verde, que foi objecto de um processo de reestruturação, que consistiu essencialmente na implementação de um Sistema de Gestão da Qualidade (SGQ). A implementação do referido sistema é entendida, nesta dissertação, como um modelo de mudança organizacional. Para atingir os objectivos preconizados, foi realizado um estudo de caso que contempla uma análise qualitativa dos documentos da empresa e de dados recolhidos através de entrevistas realizadas no período compreendido entre Fevereiro e Agosto de 2010. O estudo procurou compreender o contributo das práticas de liderança para a eficácia da gestão da qualidade. Nesta perspectiva, importa salientar que o tipo de liderança identificado neste estudo de caso é a liderança transformacional, que tecnicamente é o adequado quando se pretende implementar mudanças profundas e que implicam uma redefinição da missão, visão e valores da organização. Importa referir ainda que vários estudos empíricos têm demonstrado de forma consistente, uma relação positiva entre a liderança transformacional e os indicadores de eficiência no trabalho. Procurou-se entender ainda se os líderes na condução do processo de mudança organizacional da empresa estudada, seguiram o modelo proposto por John P. Kotter para a implementação eficaz de mudanças nas organizações, comparando os oito passos propostos pelo autor com os ocorridos na empresa. A avaliação deste estudo de caso permitiu concluir que a essência do modelo foi aplicado. This paper intended to assess the effectiveness of the process of organizational change, through the actions of the leaders of the company that leads the telecommunications market in Cape Verde, which was involved in a restructuration process, covering mainly the implementation of a Quality Management System (QMS). The implementation of this system is understood in this case, as a model of organizational change. To achieve the proposed goals, we performed a case study based on a qualitative analysis of corporate documents and data collected through interviews conducted between February 2010 and August 2010. This study tried to understand the role of leadership practices for the effectiveness of the quality management. In this perspective, it should be noted that the type of leadership identified in this case study is the transformational one, which, technically, is the appropriate when trying to implement significant change, which imply a redefinition of the mission, vision and values of the organization. It should be noted also that several empirical studies have consistently demonstrated a positive relationship between transformational leadership and the performance indicators in the workplace. We also tried to understand if the leaders, in driving the process of organizational change in the company studied, followed the model proposed by John P. Kotter for implementing effective change in organizations, by comparing the eight steps proposed by the author with those verified in the company. The assessment of this case study allowed us to conclude that the essence of the model is applicable to this case.

A liderança tem sido um tema central na literatura organizacional sendo definida e operacionalizada de variadíssimas formas, tendo por base funções desempenhadas e/ou comportamentos apresentados, agrupados em diversos conceitos, surgindo muitas vezes sob formas de categorias bipolares apresentadas como contraditórias. Decorrendo da complexidade do ambiente, do desempenho de competências inovadores, do desenvolvimento das sociedades, do desenvolvimento das novas tecnologias, no quadro da globalização que conquista o mundo actual, novas competências são requeridas para conduta das organizações ao contorno da crise e da condução ao sucesso. Surge a necessidade em conceptualizar a liderança tendo por base este novo paradigma. Torna-se necessário utilizar instrumentos fiáveis e adaptados ao contexto cultural e organizacional de cada país. O objectivo deste trabalho é identificar os perfis de liderança existentes em Cabo Verde, identificando ainda os atributos/valores culturais que influenciam as práticas organizacionais e os tipos de comportamentos dos líderes de Cabo Verde. Leadership has been a strong core subject on the organizational literature being defined and operationalized in several ways, and based on functions performed and/or on presented behaviours, gathered according to numerous concepts, and often emerging as bipolar categories presented as contradictory. Due to the environmental complexities, to the innovating skills performance, to the society’s development and the new technologies evolution, in the context of globalization sweeping today’s world, new competencies are required for the organizations to overcome the present crisis situation and consequently achieve success. There’s a need to create a leadership concept based on this new paradigm. It becomes necessary to use trustworthy and adapted tools to each country’s cultural and organizational context. This paper goal is to identify the Capeverdian existing leadership profile, recognizing the cultural attributes/values that may influence the organizational practices and the behaviour types found amongst the Capeverdian leaders.

Ao longo dos últimos anos, com às crescentes mudanças no mundo empresarial, tanto no meio académico, quanto no meio profissional, as relações entre a cultura organizacional e a liderança têm atraído considerável atenção e alguns estudos da área têm apontado a interdependência entre ambos (Schein, 1992; Bass & Avolio, 1993). O presente trabalho de investigação científica, tem por objectivo, avaliar a existência dessa mesma relação através de um estudo de caso, aplicado aos trabalhadores e três gestores, a uma empresa pública de segurança social, cabo-verdiana – Instituto Nacional de Previdência Social – INPS, nos anos 2000 a 2010. A metodologia, consistiu primeiramente numa pesquisa bibliográfica, exploratória e descritiva e ainda foi feito um estudo de caso à empresa. Para a recolha dos dados, foram aplicados questionários com perguntas fechadas aos trabalhadores e gestores com o consentimento do Conselho de Administração. Para a análise dos dados foram utilizadas técnicas quantitativas e qualitativas, feito através das respostas obtidas dos questionários. Com os resultados da pesquisa, conclui-se que a pergunta de partida foi respondida através dos 94% da população inquirida que confirmaram a existência da relação entre a cultura organizacional e liderança e a sua influência dentro da organização. The existent relationship between the organizational culture and the leadership in social safety sector. Along of the last years, with the growing changes in the business world as in the academic middle as in the professional middle, the relation between organizational culture and the leadership have attracted considerable attention and some studies of the area have been pointed the interdependence between both (Schein,1992;Bass Avolio,1993). The present scientific investigation work has the purpose to evaluate the existence of that same relationship through a study of case, applied to the workers and three managers, to a public company of social safety, capverdean-National Institute of Social Precaution-INPS, in years 2000 and 2003. The methodology constitutes firstly in a small one bibliographical, exploratory and descriptive and it was still made a study of case to the company. For it collects of data were applied questionnaires with closed questions to the workers and the three managers with the consent of the Council of Administration. For the analysis of the data quantitative and qualitative techniques were used, done through the obtained answers of the questionnaires. With the results of the research, it is ended that the question of departure was answered through the 94% of the population inquired that confirm the relationship existence between the organizational culture and the leadership and its influence inside of the organization.

Esta pesquisa gira à volta da avaliação do desempenho organizacional com enfoque no sistema denominado Balanced Scorecard. Esta ferramenta, criada no início da década de noventa, por David Norton e Robert Kaplan, tem vindo a contagiar os gestores, e nos dias de hoje várias são as organizações que beneficiam dela para obter excelência. A primeira metodologia foi apresentada em mil novecentos e noventa e três (1993), constituída por oito etapas. No ano de mil novecentos e noventa e seis (1996), os autores desenvolveram uma nova metodologia, melhorada, composta por dez etapas. Começámos por fazer um levantamento teórico dos conceitos ligados a esta ferramenta, as suas vantagens e desvantagens, as fases da sua execução, os possíveis obstáculos ao seu sucesso e os frutos que poderão ser colhidos com a sua implementação. Através de uma proposta de implementação, escolhemos o Comando da 1ª Região Militar, para verificar quais serão os impactos na gestão desta organização. Do diagnóstico situacional efectuado com base em entrevistas, análise documental e observação, verificámos que a organização possui algumas insuficiências ao nível do desempenho de gestão, derivadas sobretudo da situação logística e financeira. Na construção do mapa estratégico, principal componente do Balanced scorecard, vimo-nos na necessidade de deslocar a perspectiva do cliente ou de mercado para o topo de configuração, devido à natureza do objecto negocial da organização em estudo. O modelo de avaliação de desempenho desenvolvido evidenciou a importância que a utilização deste sistema poderá ter na melhoria das actividades castrenses, sobretudo pelo aumento do nível de comunicação entre os subgrupos e a gestão de topo, neste caso, o Pessoal de Comando e as Pequenas Unidades, devido à natureza e qualidade das informações fornecidas pelo mapa estratégico. The aim of this study is to look at the organizational performance measurement system, with a special emphasis upon the so called Balanced Scorecard System. This tool, created at the beginning of the 1990’s by David Norton and Robert Kaplan, has been gaining the enthusiasm of administrator, and at the present time, several organizations are using it in the search for excellence. The first methodology was presented in 1993 and was formed by eight steps. In 1996, however, its creators developed an improved version of this methodology, now composed by ten steps. We start by doing a research of the theoretical concepts related to this tool, its advantages and disadvantages, the stages of its implementation, possible obstacles to its success, and the benefits that can come from its use. Based on an implementation proposal, we chose the First Military Command Region of Cape Verde to study the possible impacts of this system on the management of that Institution. From an investigation on the existent situation, based on interviews, analysis of documents and “in locus” observation, we realised that the institution shows some administrative insufficiencies, mainly due to its logistics and financial situation. In the building of the strategic map, the main component of the Balanced Scorecard System, we were obliged to move the perspective of the client or the market to the top of the configuration, because of the nature of the trading object of the institution being studied. The performance measurement model developed, clearly showed the importance that the implementation of this system might have on the improvement of the Military activities, mainly because of the improvement on the type of communication that can be established between the subgroups and the higher hierarchical levels, in this case, the Commander Staff and the lower Units, due to the type and quality of the information provided by the strategic map.

O presente trabalho aborda o tema "Comunicação como ferramenta para à eficácia organizacional", onde teve como objetivo demonstrar como a comunicação pode contribuir para a eficácia das organizações. Para tal, fez-se uma pesquisa bibliográfica, exploratória e descritiva, de seguida foi feito um estudo de caso à empresa Vivo Energy Cabo Verde, SA. O presente trabalho, avaliou a eficácia da comunicação na referida empresa. Para a recolha dos dados, foi aplicado um questionário com perguntas fechadas aos funcionários, para avaliar à eficácia da comunicação de uma determinada unidade organizacional, onde responderam aos mesmos de livre vontade, com o consentimento da administração. Os dados obtidos através das respostas dos questionários, foram analisados utilizando técnicas quantitativas (Excel e SPSS). Por último foi referido às conclusões e subsequentes recomendações para a empresa em estudo. This paper discusses the theme "Communication as a tool for organizational effectiveness", and aims to demonstrate how communication can contribute to the effectiveness of organizations. To this end, a literature research was primarily undertaken, both exploratory and descriptive, and then a case study of the company Vivo Energy Cape Verde, SA was made. The present work, evaluated the communication effectiveness of that company. For data collection, a questionnaire with closed questions was administered to employees, to evaluate the effectiveness of communication in a particular organizational unit. These responded to the questionnaire with free will, with the consent of the administration. The data obtained through the questionnaire responses were analyzed using quantitative techniques (Excel and SPSS). Finally the findings and subsequent recommendations for the company under study were referred.
