The goal of this research was to analyze the model of strategic management of the MPRN concerning the methodological guidelines presented by Balanced Scorecard. It is based in a theoretical referential which contemplates the themes, new public management, strategic management and Balanced Scorecard, focusing on applying the methodology in the public sector. This research is classified as descriptive and exploratory. According to the methods applied, it is a case study and, according to its approach, it is qualitative. The subjects of this research are members of the institution involved in the process of its strategic management. The data was collected by means of semi-structured interviews and document analysis, done by means of method content analysis. Concerning the goal of this research, it points out that the MPRN has not concluded the implantation cycle of Balanced Scorecard, furthermore, important flaws in the steps of organizational alingment have been identified, specially when it refers to communication policy, implementing incentive actions and focused training in developing competences. It yet reveals that the implantation of BSC has allowed the introduction of changes in the Institution dynamics to seek better results, however the MPRN has faced and has not adequately gotten over the same difficulties reported in various cases of BSC implantation in public organizations

This dissertation aimed to investigate the development of motor competence in childhood and adolescence. As a starting point, a systematic review was conducted to investigate the instruments used for the evaluation of motor competence. This review identified a gap in the literature regarding the existence of an instrument to assess motor competence based on the three theoretical constructs (stability, locomotor, manipulative). In an attempt to fill this gap, a valid quantitative instrument was proposed. To meet this purpose, 584 children, between 6 and 14 years of age, were evaluated in nine motor tasks, three for each construct. The final instrument comprised two motor tasks for each construct (stability, locomotor, manipulative) and presented very good fit indexes. This instrument was used to analyse the motor competence behaviour by gender in different age groups, indicating that generally boys outperformed girls and both genders increased their performance across age groups. However, different motor competence growth rates appear in both genders across age groups. In addition, children with high and low motor competence were compared regarding some of their health related fitness variables. We found that, regardless of age and gender, the group with better motor proficiency always showed better results in health related fitness. We found positive moderate to high correlations between motor competence and the variables of cardiovascular fitness and muscular fitness, and an inverse correlation with body composition across the four age groups. We also found that motor competence explained 75% of the variance of the health related fitness for the total sample, with locomotion as the primary predictor. However, when analysing the four age groups, stability skills seem to play an important role in health related fitness in the transition from childhood to adolescence. In conclusion, educational and health policies should consider the development of motor competence as an essential strategy to promote healthy development throughout life.

Os serviços públicos estão confrontados, cada vez mais, com uma envolvente externa e interna mais exigente, o que inevitavelmente obriga à introdução da abordagem estratégica. A avaliação de desempenho na Administração Pública, obriga à integração de metodologias de gestão estratégica, que podem ser monitorizadas com o Balanced Scorecard (BSC), funcionando este como núcleo para alimentar os ciclos anuais de gestão e o sistema de avaliação de desempenho, contribuindo assim para melhorar a gestão dessas organizações. Este trabalho consubstancia uma proposta de projecto de organização e implementação de um BSC num serviço público específico, nomeadamente a Direcção de Serviços do Comércio e Serviços e do Turismo (DSCST) da Direcção Regional da Economia do Alentejo (DRE Alentejo). A abordagem estratégica na DRE-Alentejo e na DSCST, apoiada no BSC, constitui uma iniciativa que implica mudanças. Permite simplificar a definição da estratégia e do plano estratégico, apoiar a construção dos planos de actividades, o mapa de pessoal, a carta de missão, facilitar a comunicação da estratégia no interior e exterior da organização. Permite ainda o alinhamento e a articulação dos objectivos em todos os níveis hierárquicos com a estratégia, bem como a medição da eficácia da estratégia. Abstract: Government departments increasingly operate within an ever more demanding environment, in both internal and external terms, and there is therefore a requirement for the adoption of a strategic approach to public administration. Performance evaluation requires the use of strategic management methodologies monitored by means of a Balanced Scorecard (BSC), which provides data for annual management reviews and the performance evaluation system, thereby contributing towards the improved management of government departments. ln this paper a proposal is presented for the organization and implementation of a BSC in a specific public department, the (DRE-Alentejo) Alentejo Regional Department of Economic Affairs (DSCST) Department of Commerce and Tourism. The strategic approach based on BSC adopted by the DRE-Alentejo involves changes in the management system. The process of setting strategy and drawing up a strategic plan is simplified, and the approach helps in the drawing up of activity plans, the official staff plan and the mission statement; it also enables the organization's strategy to be better understood both internally and externally, while bringing it into line with objectives, which can be more coherently pursued at all levels; finally, it allows for the effectiveness of strategy to be gauged.

A Administração Pública tem sido alvo de uma reflexão sistemática, que pretende encontrar políticas de gestão que consigam solucionar os problemas de performance dos serviços públicos, evidenciando as suas potencialidades e procurando responder aos desafios com que se confrontam na atualidade. O fenómeno da globalização está na origem de acelerados ciclos de mudança que exigem das organizações urna gestão mais cativa e objetiva, alicerçada em métodos de gestão moderna que vão de encontro às exigências do mundo atual. Eficiência e eficácia dos serviços públicos são, mais do que nunca, duas imposições de uma sociedade crítica e carente de qualidade. A melhoria da performance do serviço público, mais do que urna necessidade, é uma exigência. Como responder a este desafio? Regra geral, os serviços públicos possuem urna fraca cultura de gestão estratégica, o que justifica parte da dificuldade que sentem em transformar a estratégia em objetivos operacionais, de forma a estabelecer ações que visem a obtenção de resultados, definindo medidas para a sua monitorização. O Balanced Scorecard (BSC) poderá contribuir para a implementação de uma cultura de gestão estratégica no Sector Público. A formulação dos objetivos estratégicos, das metas e dos indicadores, para cada uma das perspetivas subjacentes a esta metodologia, permite às organizações efetuarem uma gestão mais adequada dos sistemas que são objeto da sua acão. Este trabalho, partindo da identificação dos ajustamentos que é necessário efetuar ao modelo original de BSC de Kaplan e Norton, propõe um BSC adequado às Instituições de Ensino Superior Público (IESP) em geral e à Universidade de Évora em particular, assumindo-se que esse BSC poderá constituir uma importante ferramenta de gestão estratégica, essencial na avaliação e gestão da performance organizacional. ABSTRACT: The Public Administration has been the target of a systematic reflexion, who wish to find management policies that can resolve the performance problems on public services, showing their potential and aim to respond to the challenges they are facing today. The phenomenon of globalization is the cause of accelerated cycles of change that require organizations a more active and objective management, based on modern management methods that meet the demands of today’s world. Efficiency and effectiveness of public services are more than ever, two charges of a society criticism and lacking in quality. Improving the performance of public service, rather than a necessity is a requirement. How to respond to this challenge? Generally, the public services have a weak culture of strategic management, which explains part of the difficulty they feel in turning the strategy into operational objectives in order to establish measures aimed at achieving results, defining measures for its monitoring. The Balanced Scorecard can contribute to the implementation of a culture of strategic management in the Public Sector. The formulation of strategic objectives, targets and indicators for each of the perspectives that underlie this methodology enables organizations to make better management systems that are the subject of its action. This work, leaving from the identification of the adjustments that is necessary to effectuate to an original model of BSC of Kaplan and Norton, proposes a BSC appropriate to the Institutions of Superior Public Teaching (IESP) in general and to the University of Évora in individual, when are assumed that this BSC will be able to constitute an important tool of strategic, essential management in the evaluation and management of the organizational performance.

O presente trabalho de investigação aplicado é subordinado à área de conhecimento de Gestão Estratégica e intitulado “O Hoshin Kanri como Instrumento de Alinhamento Estratégico. Estudo de Caso: Serviços Sociais da Guarda Nacional Republicana”. Apesar de se tratar de um modelo bastante recente, sem exploração académica ou exemplos de aplicação em outras instituições de natureza pública, identificamos de forma prévia o modo como o Hoshin Kanri, quando em complemento do Balanced Scorecard, pode contribuir para potenciar a gestão organizacional e, numa segunda fase, perspetivar a sua aplicação aos Serviços Sociais da Guarda Nacional Republicana. Na investigação que conduzimos, utilizámos o método hipotético-dedutivo e o método inquisitivo, tivemos em conta três fases distintas, embora complementares: exploratória, analítica e conclusiva. Ao longo destas fases, recorreu-se à análise documental, entrevistas, inquéritos por questionários na recolha e análise de informação. Desta forma, verificou-se que as chefias de topo dos Serviços Sociais da Guarda Nacional Republicana vêm uma oportunidade na implementação do Hoshin Kanri, enquanto modelo com grandes potencialidades que permite o desdobramento da estratégia conceptualizada pelo Balanced Scorecard e, consequentemente, um alinhamento mais estreito entre os vários níveis de gestão, privilegiando o acompanhamento e controlo necessário à adoção atempada de medidas corretivas. O estudo realizado permitiu ainda perceber que a sua implementação depende essencialmente da dinâmica interna daquele Serviço e não de condicionantes externas, o que constitui um indicador bastante positivo se considerarmos a sua introdução prioritária. Resulta da simbiose entre o Balanced Scorecard e o Hoshin Kanri a definição da rota estratégica e a sua execução prática, o que permite perspetivar uma melhoria dos resultados alcançados. Desta interação e complementaridade poderá advir a necessidade de ajustamento ou revisão da estratégia organizacional alavancando a performance institucional. Nesse desiderato, construímos e apresentamos um modelo conceptual resultante da aplicação do Balanced Scorecard e do Hoshin Kanri à realidade da Instituição.

Presentation Research of the Practicum and externships has a long history and involves important aspects for analysis. For example, the recent changes taking place in university grades allot more credits to the Practicum course in all grades, and the Company-University collaboration has exposed the need to study in new learning environments. The rise of ICT practices like ePortfolios, which require technological solutions and methods supported by experimentation, study and research, require particular examination due to the dynamic momentum of technological innovation. Tutoring the Practicum and externships requires remote monitoring and communication using ePortfolios, and competence-based assessment and students’ requirement to provide evidence of learning require the best tutoring methods available with ePortfolios. Among the elements of ePortfolios, eRubrics emerge as a tool for design, communication and competence-assessment. This project aims to consolidate a research line on eRubrics, already undertaken by another project -I+D+i [EDU2010-15432]- in order to expand the network of researchers and Centres of Excellence in Spain and other countries: Harvard University in USA, University of Cologne in Germany, University of Colima in Mexico, Federal University of Parana, University of Santa Catarina in Brasil, and Stockholm University in Sweden(1). This new project [EDU2013-41974-P](2) examines the impact of eRubrics on tutoring and on assessing the Practicum course and externships. Through technology, distance tutoring grants an extra dimension to human communication. New forms of teaching with technological mediation are on the rise and are highly valuable, not only for formal education but especially in both public and private sectors of non-formal education, such as occupational training, unemployed education and public servant training. Objectives Obj. 1. To analyse models of technology used in assessing learning in the Practicum of all grades at Spanish Faculties of Education. Obj. 2. To study models of learning assessment measured by eRubrics in the Practicum. Obj. 3. To analyse communication through eRubrics between students and their tutors at university and practice centres, focusing on students’ understanding of competences and evidences to be assessed in the Practicum. Obj. 4. To design assessment services and products, in order to federate companies and practice centres with training institutions. Among many other features, it has the following functions CoRubric(3) 1. The possibility to assess people, products or services by using rubrics. 2. Ipsative assessment. 3. Designing fully flexible rubrics. 4. Drafting reports and exporting results from eRubrics in a project. 5. Students and teachers talk about the evaluation and application of the criteria Methodology, Methods, Research Instruments or Sources Used The project will use techniques to collect and analyse data from two methodological approaches: 1. In order to meet the first objective, we suggest an initial exploratory descriptive study (Buendía Eisman, Colás Bravo & Hernández Pina, 1998), which involves conducting interviews with Practicum coordinators from all educational grades across Spain, as well as analysing the contents of the teaching guides used in all educational grades across Spain. 55 academic managers were interviewed from about 10 faculties of education in public universities in Spain (20%), and course guides 376 universities from 36 public institutions in Spain (72%) are analyzed. 2. In order to satisfy the second objective, 7 universities have been selected to implement the project two instruments aimed at tutors practice centers and tutors of the faculty. All instruments for collecting data were validated by experts using the Delphi method. The selection of experts had three aspects: years of professional experience, number and quality of publications in the field (Practicum, Educational Technology and Teacher Training), and self-rating of their knowledge. The resulting data was calculated using the Coefficient of Competence (Kcomp) (Martínez, Zúñiga, Sala & Meléndez, 2012). Results in all cases showed an average experience of more than 0.09 points. The two instruments of the first objective were validated during the first half of 2014-15 year, data collected during the second half. And the second objective during the first half of 2015-16 year and data collection for the second half. The set of four instruments (two for each objective 1 and 2) have the same dimensions as each of the sources (Coordinators, course guides, tutors of practice centers and faculty) as they were: a. Institution-Organization, b. Nature of internships, c. Relationship between agents, d. Management Practicum, e. Assessment. F. Technological support, g. Training and h. Assessment Ethics. Conclusions, Expected Outcomes or Findings The first results respond to Objective 1, where we find different conclusions depending on each of the six dimensions. In the case of internal regulations governing the organization and structure of the practicum, we note that most traditional degrees (Elementary and Primary grades) share common internal rules, in particular development methodology and criteria against other grades (Pedagogy and Social Education ). It is also true that the centers of practices in last cases are very different from each other and can be a public institution, a school, a company, a museum, etc. The memory with a 56.34% and 43.67% daily activities are more demands on students in all degrees, Lesson plans 28.18% 19.72% Portfolio 26.7% Didactic units and Others 32,4%. The technical support has been mainly used the platform of the University 47.89% and 57.75% Email, followed by other services and tools 9.86% and rubric platforms 1.41%. The assessment criteria are divided between formal aspects of 12.38%, Written expresión 12.38%, treatment of the subject 14.45%, methodological rigor of work 10.32%, and Level of argument Clarity and relevance of conclusions 10.32%. In general terms, we could say that there is a trend and debate between formative assessment against a accreditation. It has not yet had sufficient time to further study and confront other dimensions and sources of information. We hope to provide more analysis and conclusions in the conference date.

Étude de cas comparative portant sur l'évolution de la chaîne de valeur aéronautique du grand Montréal. L'objet d'étude est le développement des capacités organisationnelles des firmes sous-traitantes grâce à des mises à niveau de leurs systèmes de production. Ces mises à niveau sont considérées s'inscrire dans un cadre stratégique en lien avec le positionnement de marché visé et générer des opportunités de formation et apprentissage. Un processus d'apprentissage commun aux firmes est relevé et présente des activités de conversion de savoir centrales au développement des compétences. Les analyses indiquent que des mises à niveau de fonction sont à favoriser pour élargir les capacités organisationnelles et l'offre de services correspondante de ces firmes jusqu’à l’atteinte du rang d’intégrateur. Le paradigme des chaînes de valeur et l’approche basée sur les ressources et l’apprentissage issu de la gestion stratégique sont agencés en continuum pour l’analyse des phénomènes.

A substantial amount of work in the field of strategic management has attempted to explain the antecedents and outcomes of organizational learning. Though multinational corporations simultaneously engage in various types of tasks, activities, and strategies on a regular basis, the transfer of organizational learning in a multi-task context has largely remained under-explored in the literature. To inform our understanding in this area, this dissertation aimed at synthesizing findings from two parallel research streams of corporate development activities: strategic alliances and acquisitions. Structured in the form of two empirical studies, this dissertation examines: 1) the strategic outcomes of alliance experience of previously allying partners in terms of subsequent acquisition attempts, and 2) the performance implications of prior alliance experience for acquisitions. The first study draws on the relational view of inter-organizational governance to explain how various deal-specific and dyadic characteristics of a partnership relate to partnering firms’ post-alliance acquisition attempts. This model theorizes on a variety of relational mechanisms to build a cohesive theory of inter-organizational exchanges in a multi-task setting where strategic alliances ultimately lead to a firm’s decision to commit further resources. The second study applies organizational learning theory, and specifically examines whether frequency, recency, and relatedness of different dimensions of prior alliances, beyond the dyad-level experience, relate to an acquirer’s superior post-acquisition performance. The hypotheses of the studies are tested using logistic and ordinary least square regressions, respectively. Results analyzed from a sample of cross-border alliance and acquisition deals attempted (for study I) and/or completed (for study II) during the period of 1991 to 2011 generally support the theory that relational exchange determines acquiring firms’ post alliance acquisition behavior and that organizational routines and learning from prior alliances influence a future acquirer’s financial performance. Overall, the empirical findings support our overarching theory of interdependency, and confirm the transfer effect of learning across these alternate, yet related corporate strategies of alliance and acquisition.

Regulatory Focus Theory predicts that the motivation to self-regulate goal-directed thought and behavior depends on two distinct regulation strategies: a promotion focus based on attaining gains and a prevention focus based on avoiding losses. This study took a social-cognitive approach predicting that regulatory focus has an impact on how family startups (several family related founders) explore “new ideas”, exploit “old certainties” and achieve the balance of both (ambidexterity), compared to lone founder startups (only one founder present). It was proposed that the social context of family ties among founders leads them to a prevention focus concerned with avoiding the loss of the socio-emotional benefits of those ties. In order to avoid such a loss, family founders were expected to increase their risk perceptions and thus, explore less than lone founders, who lack such socio-emotional ties. It was also proposed that two commonly used psychological traits in entrepreneurship research --achievement motivation and internal locus of control, predispose entrepreneurs to a promotion focus. Founders with a promotion focus, in turn, were hypothesized to lead startups to more risk-seeking behaviors and to more explorative orientation. The previous argument was used as a springboard to derive hypotheses about ambidexterity (the ability to exploit and explore simultaneously) and survival hazards. Using Regulatory Focus Theory, exploitative orientation, conceptualized as the motivational strength to continue on previous paths of action, was hypothesized to be not significantly different from that of lone founder startups. Taking previous arguments together, lone founder startups were hypothesized to be more ambidextrous than family startups. Finally, ambidexterity and internal locus of control were hypothesized to reduce survival hazards in family startups. The findings suggested that family startups explore less than lone founder startups even after controlling for group effects. Interesting but contradictory findings revealed that internal locus of control have both a positive direct effect and a positive interaction that increases the explorative and ambidextrous orientation gap of family startups over lone founder startups. As expected, ambidexterity and internal locus of control reduced survival hazards on family startups. Implications for practitioners were derived based on a sample of 470 nascent entrepreneurs.

In this dissertation, I first suggest an extension of the managerial rents model and more specifically the managerial skills typology that it offers. Building on research in international business, I propose adding country-specific skills (CSS) to this typology in addition to firm-specific, industry-specific, and generic skills. I define CSS as managers’ abilities that are applicable and specific to a particular national institutional context. Such skills are distinct from the other three types identified and are likely to influence managers’ performance and the performance of their firms. So if CSS are distinct skills, what are the implications for strategy and international business research? In an attempt to respond to this question, I conduct two empirical essays in which I examine the implications of this refinement of the typology of managerial skills for CEO selection and firms’ mergers and acquisitions (M&A) strategy. In the first empirical essay, I puzzle at the fact that although CSS constitute a barrier to high-level executive mobility across countries, there have been a growing number of foreign-born CEOs being appointed across the globe. Why are these individuals being selected for the post of CEO? Using information on the appointment of foreign-born and national CEOs from 2005 to 2010 among global 500 companies, I show that internationalization pressures help explain their selection and that two types of firms are likely to appoint foreign leaders: highly internationalized firms and firms that are likely to internationalize. In the second empirical essay, I examine the strategic implications of country-specific skills. Employing the same sample as the one used in the first empirical essay, I demonstrate that given that their mindset is likely to be less focused on firms’ home market, foreign-born CEOs may be prone to institute more changes in firms’ cross-border M&A strategy than their domestic counterparts. I also theorize on the moderating influence of CEOs’ insiderness.

Heat management in mines is a growing issue as mines expand physically in size and depth and as the infrastructure grows that is required to maintain them. Heat management is a concern as it relates to the health and safety of the workers as set by the regulations of governing bodies as well as the heat sensitive equipment that may be found throughout the mine workings. In order to reduce the exposure of working in hot environments there are engineering and management systems that can monitor and control the environmental conditions within the mine. The successful implementation of these methods can manage the downtime caused by heat stress environments, which can increase overall production. This thesis introduces an approach to monitoring and data based heat management. A case study is presented with an in depth approach to data collection. Data was collected for a period of up to and over one year. Continuous monitoring was conducted by equipment that was developed both commercially and within the mine site. The monitoring instrumentation was used to assess the environmental conditions found within the study area. Analysis of the data allowed for an engineering assessment of viable options in order to control and manage the environment heat stress. An option is developed and presented which allows for the greatest impact on the heat stress conditions within the case study area and is economically viable for the mine site.

The conceptual domain of agency theory is one of the dominant organisational theory perspectives applied in current family business research (Chrisman et al., 2010). According to agency theory (Jensen and Meckling, 1976), agency costs generally arise due to individuals’ selfinterest and decision making based on rational thinking and oriented toward own preferences. With more people involved in decision making, such as through the separation of ownership and management, agency costs occur due to different preferences and information asymmetries between the owner (principal) and the employed management (agent) (Jensen and Meckling, 1976). In other words, agents take decisions based on their individual preferences (for example, short term, financial gains) instead of the owners’ preferences (for example, long term, sustainable development).

Marine protected areas (MPAs) are a global conservation and management tool to enhance the resilience of linked social-ecological systems with the aim of conserving biodiversity and providing ecosystem services for sustainable use. However, MPAs implemented worldwide include a large variety of zoning and management schemes from single to multiple-zoning and from no-take to multiple-use areas. The current IUCN categorisation of MPAs is based on management objectives which many times have a significant mismatch to regulations causing a strong uncertainty when evaluating global MPAs effectiveness. A novel global classification system for MPAs based on regulations of uses as an alternative or complementing, the current IUCN system of categories is presented. Scores for uses weighted by their potential impact on biodiversity were built. Each zone within a MPA was scored and an MPA index integrates the zone scores. This system classifies MPAs as well as each MPA zone individually, is globally applicable and unambiguously discriminates the impacts of uses. (C) 2016 The Authors. Published by Elsevier Ltd.
