O modo de conduzir a formulação das políticas de desenvolvimento regional tem se constituído em ampla arena de embates acadêmicos e técnicos e levado a reflexões sobre os rumos das múltiplas políticas que acompanham esse processo de planejamento regional. Isso, em parte, decorre do processo de globalização e das políticas neoliberais que o acompanham, as quais possuem um forte apelo à competitividade. Essa estratégia de buscar espaços "privilegiados" se fez presente de uma forma intensa em alguns setores produtivos, que, ao usar o espaço como mercadoria, utilizam seu conjunto de atributos (naturais e artificiais) para realizarem-se e reproduzirem-se como parte do sistema. Assim, a proposta de estudo pretende responder a questão: em que medida as políticas públicas setoriais têm dialogado com as políticas de planejamento e desenvolvimento regional no âmbito do governo federal? No caso das políticas de planejamento regional, o recorte espacial é visto como um instrumento que, ao ser aplicado, pode se mostrar capaz de viabilizar a integração de ações multissetorializadas, o que em certa dimensão apontaria para uma maior eficiência do Estado na busca por restabelecer o equilíbrio esgarçado, tornando mais eficiente o planejamento.

Em face da importância da previdência social na arena das políticas públicas sociais brasileiras, principalmente nos municípios de pequeno porte, o objetivo principal deste artigo consistiu na avaliação do impacto dos benefícios emitidos pela previdência social sobre a eficiência na promoção do desenvolvimento socioeconômico entre os pequenos municípios do estado de Minas Gerais. Para tanto, utilizou-se a técnica de análise envoltória dos dados em dois estágios. Os resultados da pesquisa permitiram concluir que os benefícios pagos pela previdência social impactaram, positivamente, a eficiência municipal na promoção do desenvolvimento socioeconômico.

In the last years there has been a considerable increase in the number of people in need of intensive care, especially among the elderly, a phenomenon that is related to population ageing (Brown 2003). However, this is not exclusive of the elderly, as diseases as obesity, diabetes, and blood pressure have been increasing among young adults (Ford and Capewell 2007). As a new fact, it has to be dealt with by the healthcare sector, and particularly by the public one. Thus, the importance of finding new and cost effective ways for healthcare delivery are of particular importance, especially when the patients are not to be detached from their environments (WHO 2004). Following this line of thinking, a VirtualECare Multiagent System is presented in section 2, being our efforts centered on its Group Decision modules (Costa, Neves et al. 2007) (Camarinha-Matos and Afsarmanesh 2001).On the other hand, there has been a growing interest in combining the technological advances in the information society - computing, telecommunications and knowledge – in order to create new methodologies for problem solving, namely those that convey on Group Decision Support Systems (GDSS), based on agent perception. Indeed, the new economy, along with increased competition in today’s complex business environments, takes the companies to seek complementarities, in order to increase competitiveness and reduce risks. Under these scenarios, planning takes a major role in a company life cycle. However, effective planning depends on the generation and analysis of ideas (innovative or not) and, as a result, the idea generation and management processes are crucial. Our objective is to apply the GDSS referred to above to a new area. We believe that the use of GDSS in the healthcare arena will allow professionals to achieve better results in the analysis of one’s Electronically Clinical Profile (ECP). This attainment is vital, regarding the incoming to the market of new drugs and medical practices, which compete in the use of limited resources.

A intervenção sobre a tuberculose no Rio de Janeiro, Brasil, revela atualmente uma intensificação e alargamento das articulações de pessoas, organizações e instituições envolvidas. Para compreender este processo, recorri ao mapeamento de arenas e mundos sociais. Os mundos sociais definem-se pela partilha de objetivos e de ações, constituindo unidades de ação coletiva. Para atingir os seus objetivos precisam de interagir com outros mundos sociais. Os espaços onde interagem sobre temas de comum interesse, mas sobre os quais têm perspetivas e até objetivos diferentes, denominam-se arenas. O estudo revelou que a arena da tuberculose no Rio de Janeiro se ampliou na última década, aumentando e diversificando os mundos sociais envolvidos, através do “trabalho político” de pessoas e organizações locais, nacionais e internacionais, isto é, através da atribuição de poder a determinadas instâncias com base na valorização ética de objetivos comuns. Este trabalho político tem vindo a implicar a interseção com as arenas do Sistema Único de Saúde e do VIH-Sida. A ampliação da arena da tuberculose redefine a própria doença e as formas de intervir sobre ela. Os apoios socioeconómicos para as/os pacientes, o tratamento de comorbidades, os direitos humanos, bem como outras questões que extravasam a perspetiva biomédica, integram agora as agendas da tuberculose. Neste processo, os intervenientes alargam também as fronteiras da ação na saúde.

Collaborative Work plays an important role in today’s organizations, especially in areas where decisions must be made. However, any decision that involves a collective or group of decision makers is, by itself complex, but is becoming recurrent in recent years. In this work we present the VirtualECare project, an intelligent multi-agent system able to monitor, interact and serve its customers, which are, normally, in need of care services. In last year’s there has been a substantially increase on the number of people needed of intensive care, especially among the elderly, a phenomenon that is related to population ageing. However, this is becoming not exclusive of the elderly, as diseases like obesity, diabetes and blood pressure have been increasing among young adults. This is a new reality that needs to be dealt by the health sector, particularly by the public one. Given this scenarios, the importance of finding new and cost effective ways for health care delivery are of particular importance, especially when we believe they should not to be removed from their natural “habitat”. Following this line of thinking, the VirtualECare project will be presented, like similar ones that preceded it. Recently we have also assisted to a growing interest in combining the advances in information society - computing, telecommunications and presentation – in order to create Group Decision Support Systems (GDSS). Indeed, the new economy, along with increased competition in today’s complex business environments, takes the companies to seek complementarities in order to increase competitiveness and reduce risks. Under these scenarios, planning takes a major role in a company life. However, effective planning depends on the generation and analysis of ideas (innovative or not) and, as a result, the idea generation and management processes are crucial. Our objective is to apply the above presented GDSS to a new area. We believe that the use of GDSS in the healthcare arena will allow professionals to achieve better results in the analysis of one’s Electronically Clinical Profile (ECP). This achievement is vital, regarding the explosion of knowledge and skills, together with the need to use limited resources and get better results.

OBJECTIVE:To evaluate public health dentistry practices of two different family health models. METHODS: Qualitative study conducted with data obtained from focus groups consisting of 58 dentists working in the Family Health Strategy for at least three years between August-October, 2006. The Paideia Family Health Approach was used in the city of Campinas and the Oral Health Initiative as part of the Family Health Strategy was implemented in the city of Curitiba, Southeastern and Southern Brazil, respectively. Data was analyzed using the hermeneutic-dialectic method. Analysis indicators were employed to indicate backwardness, stagnation or progress in oral health practices effective from the implementation of the strategies referred. The indicators used were: work process; interdisciplinary approach; territorialization; capacity building of human resources; health promotion practices; and responsiveness to users' demands. RESULTS: There was progress in user access to services, humanization of health care, patient welcoming and patient-provider relationship. The results related to health promotion practices, territorialization, interdisciplinary approach and resource capacity building indicated a need for technical and operational enhancements in both cities. CONCLUSIONS: Both models have brought about important advances in terms of increased access to services and humanization of health care. Universal access to oral health at all levels of complexity was not achieved in both cities studied. Local health managers and oral health program coordinators must bring more weight to bear in the arena that defines public policy priorities.

On-chip debug (OCD) features are frequently available in modern microprocessors. Their contribution to shorten the time-to-market justifies the industry investment in this area, where a number of competing or complementary proposals are available or under development, e.g. NEXUS, CJTAG, IJTAG. The controllability and observability features provided by OCD infrastructures provide a valuable toolbox that can be used well beyond the debugging arena, improving the return on investment rate by diluting its cost across a wider spectrum of application areas. This paper discusses the use of OCD features for validating fault tolerant architectures, and in particular the efficiency of various fault injection methods provided by enhanced OCD infrastructures. The reference data for our comparative study was captured on a workbench comprising the 32-bit Freescale MPC-565 microprocessor, an iSYSTEM IC3000 debugger (iTracePro version) and the Winidea 2005 debugging package. All enhanced OCD infrastructures were implemented in VHDL and the results were obtained by simulation within the same fault injection environment. The focus of this paper is on the comparative analysis of the experimental results obtained for various OCD configurations and debugging scenarios.
