This paper examines the association between the level of audit fees paid and asset revaluations, one use of fair value accounting. This Australian study also investigates attributes of asset revaluations and the association with the level of audit fees paid. We find that firms choosing the revaluation model incur higher audit fees than those that chose the cost model; asset revaluations made by directors lead to the firm incurring higher audit fees than for those made by external independent appraisers; and revaluation of investment properties leads to lower audit fees. The findings suggest that asset revaluations can result in higher agency costs and audit fees vary with the reliability of the revaluations and the class of assets being revalued.

This paper adopts an epistemic community framework to explicate the dual role of epistemic communities as influencers of accounting policy within regulatory space and as implementers who effect change within the domain of accounting. The context is the adoption and implementation of fair value accounting within local government in New South Wales (NSW). The roles and functions of Australian local government are extensive, and include the development and maintenance of infrastructure, provision of recreational facilities, certain health and community services, buildings, cultural facilities, and in some cases, water and sewerage (Australian Local Government Association, 2009). The NSW state Department of Local Government (DLG) is responsible for legislation and policy development to ensure that local councils are able to deliver ‘quality services to their communities in a sustainable manner’ (DLG, 2008c). These local councils receive revenue from various sources including property rates, government grants and user-pays service provision. In July 2006 the DLG issued Circular 06-453 to councils (DLG, 2006c), mandating the staged adoption of fair value measurement of infrastructure assets. This directive followed the policy of NSW State Treasury (NSW Treasury, 2007),4 and an independent inquiry into the financial sustainability of local councils (LGSA, 2006). It was an attempt to resolve the inconsistency in public sector asset valuation in NSW Local Governments, and to provide greater usefulness and comparability of financial statements.5 The focus of this study is the mobilization of accounting change by the DLG within this wider political context. When a regulatory problem arises, those with political power seek advice from professionals with relevant skill and expertise (Potter, 2005). This paper explores the way in which professionals diffuse accounting ‘problems’ and the associated accounting solutions ‘across time and space’ (Potter, 2005, p. 277). The DLG’s fair value accounting policy emanated from a ‘regulatory space’ (Hancher and Moran, 1989)6 as a result of negotiations between many parties, including accounting and finance professionals. Operating within the local government sector, these professionals were identified by the DLG as being capable of providing helpful input. They were also responsible for the implementation of the new olicy within local councils. Accordingly they have been dentified as an pistemic community with the ability to ranslate regulatory power by changing he domain of ccounting (Potter, 2005, p. 278).7 The paper is organised as follows. The background to the LG’s decision to require the introduction of fair value accounting for infrastructure assets is explored. Following this, the method of the study is described, and the epistemic community framework outlined. In the next sections, evidence of the influencing and implementing roles of epistemic groups is provided. Finally, conclusions are drawn about the significance of these groups both within regulatory space in developing accounting regulation, and in embedding change within the domain of accounting.

"in a world which is experiencing unprecedented deforestation and widespread global environmental threats there is something intuitively right about planting a tree" (Future Forests (Fiji) Limited) The above quote demonstrates that even in the wake of global environmental crisis that hope still remains and that humans can still control their destiny. This opportunity to effect positive environmental change is one of the main aims of the South Pacific Stock Exchange’s (SPSE) most recent publicly listed company: Future Forest (Fiji) Limited. Incorporated in 2004 and listed on SPSE in 2011, the company is Fiji’s first large-scale commercial hardwood forest plantation and nursery. Future Forest (FF) is the only company listed on the SPSE with biological assets or “living assets.” The accounting standard for biological assets is IAS 41: Agriculture. This standard prescribes the use of fair value as the basis of valuation. While a more relevant method of valuation, the application of fair value accounting can be more costly and burdensome for companies in developing economies (White 2008). In line with the journal’s theme of agriculture, this article explores the issues, challenges and potential benefits involved in applying fair value accounting for biological assets in a developing economy such as Fiji using the case of Future Forest (Fiji) Limited.

O presente estudo analisou a relevância (value relevance) do valor justo dos ativos biológicos, propriedades para investimento e instrumento financeiros apurado pelas empresas brasileiras não financeiras de capital aberto nos anos de 2010 e 2011 (após implementação das normas internacionais de contabilidade) na formação do preço de suas ações. Foram selecionadas para o estudo empresas não financeiras de capital aberto que foram impactadas pelo CPC 28 Propriedades para Investimento e pelo CPC 29 Ativos Biológicos, sendo identificadas 70 empresas no ano de 2010 e 76 no ano de 2011. Foi utilizada como procedimento metodológico análise quantitativa, realizada através de estatística univariada (teste de diferença de média) e estatística multivariada (utilizando-se o modelo de Ohlson (1995)). O estudo constatou que: (a) 8% das empresas brasileiras não financeiras de capital aberto foram impactadas pelo CPC 29, enquanto que 16% foram impactadas pelo CPC 28; (b) na média, o efeito do valor justo dos ativos biológicos e propriedades para investimento reconhecido no resultado contribuiu para o aumento dessa variável contábil das empresas analisadas, enquanto que o efeito do valor justo proveniente dos instrumentos financeiros contribuiu, na média, para diminuir o resultado das empresas analisadas; (c) o teste de diferença de média (Wilcoxon) apontou que as alterações do valor justo foram responsáveis por diferenças estatisticamente significativas entre as variáveis contábeis (patrimônio líquido e resultado) com o efeito do valor justo e sem o efeito do valor justo em todos os anos e casos analisados; e (d) os resultados do modelo de Ohlson indicam que efeito do total do valor justo reconhecido no resultado foi detectado como relevante em 2010, assim como o valor justo das propriedades para investimento, e instrumentos financeiros. No pooled, foram encontradas evidências da relevância do efeito do valor justo provenientes do CPC 28, CPC 29 e CPC38. Não foram encontradas evidências da relevância do valor justo no ano de 2011.

A alteração feita pelo IASB em 2008 na classificação dos instrumentos financeiros para reduzir as perdas bancárias com a crise do subprime e de títulos soberanos dos países-membros da União Europeia, após um pedido protocolado pela Comissão da União Europeia, motivou esta pesquisa. A referida alteração ensejou a mudança do critério de avaliação, que passou de valor justo para valor amortizado, para os instrumentos reclassificados, muito embora alguns bancos não tenham aderido à reclassificação, mantendo a orientação original que determinava a avaliação pelo valor justo. Através de Estudo de Evento testou-se a Hipótese de Eficiência de Mercado - HEM, analisando 33 instituições bancárias detentoras de títulos soberanos gregos. Embora a alteração tenha colaborado para que essas instituições bancárias protelassem essas perdas no resultado, não afetou os fluxos de caixa futuros. E como evidenciam os resultados da pesquisa, o mercado foi equitativo com essas instituições, penalizando-as com base no grau de exposição aos títulos gregos, independentemente do critério utilizado, corroborando a HEM: o valor de um ativo é o valor presente dos fluxos de caixa futuros e não dos lucros. Uma consequência importante foi que os governos, através da terceira revisão do Acordo de Capital de Basileia, adotaram medidas para regulamentar com mais rigor as instituições financeiras, no intuito que essas instituições, futuramente, possam suportar melhor os efeitos de uma crise financeira.

Malaysian Financial Reporting Standard (FRS) No. 136, Impairment of Assets, was issued in 2005. The standard requires public listed companies to report their non-current assets at no more than their recoverable amount. When the value of impaired assets is recovered, or partly recovered, FRS 136 requires the impairment charges to be reversed to its new recoverable amount. This study tests whether the reversal of impairment losses by Malaysian firms is more closely associated with economic reasons or reporting incentives. The sample of this study consists of 182 public companies listed on Bursa Malaysia (formerly known as the Kuala Lumpur Stock Exchange) that reported reversals of their impairment charges during the period 2006-2009. These firms are matched with firms which do not reverse impairment on the basis of industrial classification and size. In the year of reversal, this study finds that the reversal firms are more profitable (before reversals) than their matched firms. On average, the Malaysian stock market values the reversals of impairment losses positively. These results suggest that the reversals generally reflect increases in the value of the previously impaired assets. After partitioning firms that are likely to manage earnings and those that are not, this study finds that there are some Malaysian firms which reverse the impairment charges to manage earnings. Their reversals are not value-relevant, and are negatively associated with future firm performance. On the other hand, the reversals of firms which are deemed not to be earnings managers are positively associated with both future firm performance and current stock price performance, and this is the dominant motivation for the reversal of impairment charges in Malaysia. In further analysis, this study provides evidence that the opportunistic reversals are also associated with other earnings management manifestations, namely abnormal working capital accruals and the motivation to avoid earnings declines. In general, the findings suggest that the fair value measurement in impairment standard provides useful information to the users of financial statements.

No contexto da harmonização contabilística mundial, o justo valor tem assumido uma relevância crescente enquanto critério de mensuração, no sentido de aproximar a informação financeira aos valores de mercado. O objetivo da presente dissertação será o de melhor compreender o conceito, proceder à revisão de literatura que contrapõe os seus defensores, e por outro lado, os defensores do custo histórico. Mais especificamente, será analisada a mensuração das propriedades de investimento ao justo valor e as respetivas normas que fazem o seu enquadramento, a IAS 40 e a NCRF 11. Será realizada uma análise empírica sobre a mensuração das propriedades de investimento ao justo valor para uma amostra de 36 empresas cotadas e não cotadas, com o objetivo de compreender em que medida é que esta valorimetria está a ser adotada pelas empresas portuguesas e, mais concretamente, quais os motivos que justificam essa escolha, no sentido de concluir se determinadas características das empresas determinam a preferência pela escolha do justo valor em detrimento do custo histórico.

This paper uses the framework developed by Vrugt (2010) to extract the recovery rate and term-structure of risk-neutral default probabilities implied in the cross-section of Portuguese sovereign bonds outstanding between March and August 2011. During this period the expectations on the recovery rate remain firmly anchored around 50 percent while the instantaneous default probability increases steadily from 6 to above 30 percent. These parameters are then used to calculate the fair-value of a 5-year and 10- year CDS contract. A credit-risk-neutral strategy is developed from the difference between the market price of a CDS of the same tenors and the fair-value calculated, yielding a sharpe ratio of 3.2

The aim of this thesis is to price options on equity index futures with an application to standard options on S&P 500 futures traded on the Chicago Mercantile Exchange. Our methodology is based on stochastic dynamic programming, which can accommodate European as well as American options. The model accommodates dividends from the underlying asset. It also captures the optimal exercise strategy and the fair value of the option. This approach is an alternative to available numerical pricing methods such as binomial trees, finite differences, and ad-hoc numerical approximation techniques. Our numerical and empirical investigations demonstrate convergence, robustness, and efficiency. We use this methodology to value exchange-listed options. The European option premiums thus obtained are compared to Black's closed-form formula. They are accurate to four digits. The American option premiums also have a similar level of accuracy compared to premiums obtained using finite differences and binomial trees with a large number of time steps. The proposed model accounts for deterministic, seasonally varying dividend yield. In pricing futures options, we discover that what matters is the sum of the dividend yields over the life of the futures contract and not their distribution.
