Positive Lyapunov exponents measure the asymptotic exponential divergence of nearby trajectories of a dynamical system. Not only they quantify how chaotic a dynamical system is, but since their sum is an upper bound for the rate of information production, they also provide a convenient way to quantify the complexity of a dynamical network. We conjecture based on numerical evidences that for a large class of dynamical networks composed by equal nodes, the sum of the positive Lyapunov exponents is bounded by the sum of all the positive Lyapunov exponents of both the synchronization manifold and its transversal directions, the last quantity being in principle easier to compute than the latter. As applications of our conjecture we: (i) show that a dynamical network composed of equal nodes and whose nodes are fully linearly connected produces more information than similar networks but whose nodes are connected with any other possible connecting topology; (ii) show how one can calculate upper bounds for the information production of realistic networks whose nodes have parameter mismatches, randomly chosen: (iii) discuss how to predict the behavior of a large dynamical network by knowing the information provided by a system composed of only two coupled nodes. A group is said to have the R(infinity) property if every automorphism has an infinite number of twisted conjugacy classes. We study the question whether G has the R(infinity) property when G is a finitely generated torsion-free nilpotent group. As a consequence, we show that for every positive integer n >= 5, there is a compact nilmanifold of dimension n on which every homeomorphism is isotopic to a fixed point free homeomorphism. As a by-product, we give a purely group theoretic proof that the free group on two generators has the R(infinity) property. The R(infinity) property for virtually abelian and for C-nilpotent groups are also discussed.

l Suppose that X, Y. A and B are Banach spaces such that X is isomorphic to Y E) A and Y is isomorphic to X circle plus B. Are X and Y necessarily isomorphic? In this generality. the answer is no, as proved by W.T. Cowers in 1996. In the present paper, we provide a very simple necessary and sufficient condition on the 10-tuples (k, l, m, n. p, q, r, s, u, v) in N with p+q+u >= 3, r+s+v >= 3, uv >= 1, (p,q)$(0,0), (r,s)not equal(0,0) and u=1 or v=1 or (p. q) = (1, 0) or (r, s) = (0, 1), which guarantees that X is isomorphic to Y whenever these Banach spaces satisfy X(u) similar to X(p)circle plus Y(q), Y(u) similar to X(r)circle plus Y(s), and A(k) circle plus B(l) similar to A(m) circle plus B(n). Namely, delta = +/- 1 or lozenge not equal 0, gcd(lozenge, delta (p + q - u)) divides p + q - u and gcd(lozenge, delta(r + s - v)) divides r + s - v, where 3 = k - I - in + n is the characteristic number of the 4-tuple (k, l, m, n) and lozenge = (p - u)(s - v) - rq is the discriminant of the 6-tuple (p, q, r, s, U, v). We conjecture that this result is in some sense a maximal extension of the classical Pelczynski`s decomposition method in Banach spaces: the case (1, 0. 1, 0, 2. 0, 0, 2. 1. 1). Using the Luthar-Passi method, we investigate the classical Zassenhaus conjecture for the normalized unit group of the integral group ring of the Suzuki sporadic simple group Suz. As a consequence, for this group we confirm the Kimmerle`s conjecture on prime graphs.

We first introduce the notion of (p, q, r)-complemented subspaces in Banach spaces, where p, q, r is an element of N. Then, given a couple of triples {(p, q, r), (s, t, u)} in N and putting Lambda = (q + r - p)(t + u - s) - ru, we prove partially the following conjecture: For every pair of Banach spaces X and Y such that X is (p, q, r)-complemented in Y and Y is (s, t, u)-complemented in X, we have that X is isomorphic Y if and only if one of the following conditions holds: (a) Lambda not equal 0, Lambda divides p - q and s - t, p = 1 or q = 1 or s = 1 or t = 1. (b) p = q = s = t = 1 and gcd(r, u) = 1. The case {(2, 1, 1), (2, 1,1)} is the well-known Pelczynski`s decomposition method. Our result leads naturally to some generalizations of the Schroeder-B em stein problem for Banach spaces solved by W.T. Gowers in 1996. (C) 2007 Elsevier Inc. All rights reserved.

In this paper we give a proof of the existence of an orthogonal geodesic chord on a Riemannian manifold homeomorphic to a closed disk and with concave boundary. This kind of study is motivated by the link (proved in Giambo et al. (2005) [8]) of the multiplicity problem with the famous Seifert conjecture (formulated in Seifert (1948) [1]) about multiple brake orbits for a class of Hamiltonian systems at a fixed energy level. Denote by R(L, L, L) the minimum integer N such that any 3-coloring of the edges of the complete graph on N vertices contains a monochromatic copy of a graph L. Bondy and Erdos conjectured that when L is the cycle C(n) on n vertices, R(C(n), C(n), C(n)) = 4n - 3 for every odd n > 3. Luczak proved that if n is odd, then R(C(n), C(n), C(n)) = 4n + o(n), as n -> infinity, and Kohayakawa, Simonovits and Skokan confirmed the Bondy-Erdos conjecture for all sufficiently large values of n. Figaj and Luczak determined an asymptotic result for the `complementary` case where the cycles are even: they showed that for even n, we have R(C(n), C(n), C(n)) = 2n + o(n), as n -> infinity. In this paper, we prove that there exists n I such that for every even n >= n(1), R(C(n), C(n), C(n)) = 2n. (C) 2009 Elsevier Inc. All rights reserved.

The question raised in the title has been answered by comparing the solvatochromism of two series of polarity probes, the lipophilicities of which were increased either by increasing the length of an alkyl group (R) attached to a fixed pyridine-based structure or through annelation (i.e., by fusing benzene rings onto a central pyridine-based structure). The following novel solvatochromic probes were synthesized: 2,6-dibromo-4-[(E)-2-(1-methylquinolinium-4-yl)ethenyl]-phenolate (MeQMBr(2)) and 2,6-dibromo-4-[(E)-2-(1-methyl-acridinium-4- yl) ethenyl)]phenolate (MeAMBr(2) The solvatochromic behavior of these probes, along with that of 2,6dibromo-4-[(E)-2-(1-methylpyridinium-4-yl)ethenyl]phenol-ate(MePMBr(2)) was analyzed in terms of increasing probe lipophilicity, through annelation. Values of the empirical solvent polarity scale [E(T)(MePMBr(2))] in kcalmol(-1) correlated linearly with ET(30), the corresponding values for the extensively employed probe 2,6-diphenyl-4-(2,4,6-triphenylpyridinium-1-yl)phenolate (RB). On the other hand, the nonlinear correlations of ET(MeQMBr(2)) or ET(MeAMBr(2)) with E(T)(30) are described by second-order polynomials. Possible reasons for this behavior include: i) self-aggregation of the probe, ii) photoinduced cis/trans isomerization of the dye, and iii) probe structure- and solvent-dependent contributions of the quinonoid and zwitterionic limiting formulas to the ground and excited states of the probe. We show that mechanisms (i) and (ii) are not operative under the experimental conditions employed; experimental evidence (NMR) and theoretical calculations are presented to support the conjecture that the length of the central ethenylic bond in the dye increases in the order MeAMBr(2) > MeQMBr(2) > MePMBr(2), That is, the contribution of the zwitterionic limiting formula predominates for the latter probe, as is also the case for RB, this being the reason for the observed linear correlation between the ET(MePMBr2) and the ET(30) scales. The effect of increasing probe lipophilicity on solvatochromic behavior therefore depends on the strategy employed. Increasing the length of R affects solvatochromism much less than annelation, because the former structural change hardly perturbs the energy of the intramolecular charge-transfer transition responsible for solvatochromism. The thermo-solvatochromic behavior (effect of temperature on solvatochromism) of the three probes was studied in mixtures of water with propanol and/or with DMSO. The solvation model used explicitly considers the presence of three ""species"" in the system: bulk solution and probe solvation shell [namely, water (W), organic solvent (Solv)], and solvent-water hydrogen-bonded aggregate (Solv-W). For aqueous propanol, the probe is efficiently solvated by Solv-W; the strong interaction of DMSO with W drastically decreases the efficiency of Solv-W in solvating the probe, relative to its precursor solvents. Temperature increases resulted in desolvation of the probes, due to the concomitant reduction in the structured characters of the components of the binary mixtures.

We apply the concept of exchangeable random variables to the case of non-additive robability distributions exhibiting ncertainty aversion, and in the lass generated bya convex core convex non-additive probabilities, ith a convex core). We are able to rove two versions of the law of arge numbers (de Finetti's heorems). By making use of two efinitions. of independence we rove two versions of the strong law f large numbers. It turns out that e cannot assure the convergence of he sample averages to a constant. e then modal the case there is a true" probability distribution ehind the successive realizations of the uncertain random variable. In this case convergence occurs. This result is important because it renders true the intuition that it is possible "to learn" the "true" additive distribution behind an uncertain event if one repeatedly observes it (a sufficiently large number of times). We also provide a conjecture regarding the "Iearning" (or updating) process above, and prove a partia I result for the case of Dempster-Shafer updating rule and binomial trials.

Descontinuidade administrativa, ou o rompimento de atividades e programas na troca de governos e autoridades federais, estaduais e municipais, tem sido tópico constante de comentário e elemento central da imagem da área pública Brasileira presente na conversa quotidiana. Curiosamente, são poucos os estudos empíricos sobre a questão como também são poucas as reflexões sobre os fatores que podem contribuir para a continuidade. O estudo busca contribuir nos dois eixos a partir da análise de ações governamentais em 89 prefeituras no período de 1995 a 1997.

For the last 20 years, the State - and consequently the services it provides - is being redefined from its objectives to its validity as a guiding instance of the citizens' destinies. This redefinition is pushed by a strong and generalized tendency that discuss its role and power in the new worldwide scenario, making the State to suggest the introduction of a methodology to update the public management and the revision of the State properties forms. In this context, stands out the necessity of the public services adaptation to the worldwide tendencies of global information and the reduction of the distance between citizens, governments and information. According to this conjecture, the Brazilian Public Administration, is now trying to establish a base of support in the modern information technology in order to develop the public policy and, consequently, provide services for the society. Based on this intention, IBGE introduced a project for electronic spread of data and information produced in the ambit of the Institution. The purpose of the presented dissertation is to answer the following central question: Does the IBGE project for electronic spread of information meet expectations of the students in the FGV/RJ (2002) Administration and Economy graduation courses, properly accomplishing the provision of a public service?

No presente trabalho, obtemos e analisamos diversas propriedades das soluções u(·, t) da equação de difusão linear (equação do calor em meios unidimensionais homogêneos) ut = μuxx x 2 R, t > 0 correspondentes a estados iniciais u(x, 0) = u0(x), com u0 2 Lp(R), para algum 1 p < 1; bem como da equação de Burgers ut + cuux = μuxx x 2 R, t > 0 onde c, μ são constantes dadas, sendo c 6= 0 e μ > 0 e ainda assumindo u(x, 0) = u0(x) com u0 2 Lp(R) para 1 p < 1, e limitado. Estudamos também a equação mais geral da forma ut + f(u)x = μuxx x 2 R, t > 0 discutindo várias propriedades importantes das soluções, associadas a estados iniciais u0 2 Lp(R) \ L1(R) para algum 1 p < 1. Em particular, examinamos o comportamento de ku(·, t)kLr(R), p r 1, para t >> 1, e diversas propriedades relacionadas.

O objetivo essencial da presente tese de doutorado é reunir, em um só trabalho, uma perspectiva sobre a evolução dos estudos sobre corrupção na literatura. Ao abordar a questão de mensuração, e os impactos de características das políticas públicas, de características institucionais dos municípios e de programas de capacitação de agentes públicos sobre a incidência de corrupção, busco apresentar, através de exame e observação minuciosos, um retrato sobre a questão no Brasil. Os resultados obtidos me permitem conjecturar sobre algumas questões. Primeiramente, a mensuração da corrupção é imprescindível para que se possam desenhar políticas públicas eficazes e menos sujeitas às práticas corruptas. Em segundo lugar, destaco a necessidade de se buscar associações entre as características de desenho das políticas públicas, características municipais e o fenômeno da corrupção. Dessa forma, mesmo que não sejam identificadas relações causais claras, a indicação de algum grau de correlação entre essas características e a incidência da corrupção pode auxiliar os agentes públicos no desempenho de suas funções e na proposição de políticas públicas menos suscetíveis à ocorrência de fraudes. Finalmente, evidencio a manifesta relação entre a capacitação de agentes públicos e a incidência de corrupção: de acordo com os resultados aqui obtidos, capacitar agentes da administração pública, no que tange a legislação e a conformidade na aplicação de recursos públicos, produz efeitos positivos sobre a gestão pública, com impacto direto sobre o número de constatações associadas à corrupção. De posse de todos esses resultados, espero estimular pesquisas ainda mais detalhadas acerca do fenômeno da corrupção no Brasil, idealmente contribuindo para que a gestão de recursos públicos no país se torne cada vez mais alinhada aos objetivos de desenvolvimento econômico e social.

Economists and policymakers have long been concerned with increasing the supply of health professionals in rural and remote areas. This work seeks to understand which factors influence physicians’ choice of practice location right after completing residency. Differently from previous papers, we analyse the Brazilian missalocation and assess the particularities of developing countries. We use a discrete choice model approach with a multinomial logit specification. Two rich databases are employed containing the location and wage of formally employed physicians as well as details from their post-graduation. Our main findings are that amenities matter, physicians have a strong tendency to remain in the region they completed residency and salaries are significant in the choice of urban, but not rural, communities. We conjecture this is due to attachments built during training and infrastructure concerns.
