Since 2011, Myanmar has been undergoing a political transition that, in keeping with the Myanmar government's own claims, has been hailed by many previously critical countries as the start of a process of democratization. Myanmar has become a substantially more liberal country, and in particular its economy has been increasingly liberalized, away from the tight restrictions of the past. However, Myanmar's economic liberalization primarily benefits its entrenched and usually military-dominated or linked elites, while its political liberalization may be just enough to satisfy an appearance of democratization without the army giving up real power. This article looks at Myanmar's process of political liberalization set against some of the literature on political transitions, and highlights some factors that could militate against extensive reform, much less democratization. It concludes by noting that while Myanmar's military has started to step back from direct political control, it still retains ultimate state authority. © 2014 Policy Studies Organization.

Global Democratic Theory is the first comprehensive introduction to the changing contours of democracy in today’s hyperconnected world. Accessibly written for readers new to the topic, it considers the impact of globalization and global forms of governance and activism on democratic politics and examines how democratic theory has responded to address these challenges, including calls for new forms of democracy to be developed beyond the nation-state and for greater public participation and accountability in existing global institutions. Divided into two parts, the book shows how globalization provides both new obstacles and new opportunities for democracy. Part I explores the shifts underway at the national and international levels that are challenging democracy within nation-states around the world. In response, new proposals for global and transnational democracy have emerged. Part II critically analyses five main approaches of ‘global democratic theory’ Ð liberal internationalism, cosmopolitan democracy, deliberative democracy, social democracy and radical democracy, focusing on their specific interpretation of the problems facing democracy, their normative claims, and the feasibility of their proposed pathways of democratization. The book’s extensive account of the problems and possibilities facing democracy today will be essential reading for students and scholars of politics, political theory and political philosophy.

The modernization hypothesis and the democratic domino theory have been at the forefront in explaining the democratization around the globe. This paper empirically investigates the ‘middle class-driven modernization’ hypothesis and the ‘middle class-driven democratic domino’ effect in a panel of 145 countries over the period 1985 to 2013. Using several middle class measures and a dynamic panel estimator, we show that the ‘middle class-driven modernization’ hypothesis finds strong empirical support in the sample of developing countries excluding Eastern Europe and Central Asia, while the ‘middle class-driven democratic domino’ effect finds support in the sample of developing countries excluding East Asia and the Pacific

Uma grande evolução aconteceu no mundo com o surgimento da Internet. Ela causou um espantoso aumento das comunicações, que passaram a ser em tempo real e com uma abrangência mundial. Foi a democratização da informação. A Internet serve como uma grande ferramenta para as empresas, principalmente com a globalização dos mercados, fenômeno que cresce cada dia mais e atinge a todos. A globalização fez com que as organizações se tornassem globais, e a Internet funciona como um elo de ligação entre empresas, fornecedores e consumidores. Este trabalho consistiu na realização de uma pesquisa survey exploratória com o objetivo de verificar e descrever o uso potencial da Internet como ferramenta de auxílio à realização de negócios de caráter global, nas micro, pequenas e médias empresas de Porto Alegre. A amostra das empresas pesquisadas foi extraída do Trade Point Porto Alegre, por ser essa uma entidade que tem por objetivo auxiliar as empresas a realizarem operações globais. Com relação ao mercado global, o trabalho identificou que quase todas as empresas acreditam que ele tenha oportunidades de negócios. Os principais meios para entrar nesse mercado são a participação em feiras e rodadas de negócios, contato pessoal e o Trade Point. A Internet já está disseminada no meio empresarial, todas as empresas já a conhecem, e boa parte das empresas realizam operações que podem ser auxiliadas pela rede, como comunicação, promoção de produtos e acompanhamento pós-venda. Identificou-se que as microempresas são as que menos acreditam no mercado internacional, mas apontaram que a Internet pode ajudá-las em suas atividades. Já as pequenas empresas são as que atuam no mercado internacional e acreditam que a Internet possa ajudá-las em algumas atividades. Por fim, as médias empresas, também atuam no mercado internacional, principalmente com as exportações, e são as que já estão utilizando a Internet. O Trade Point se mostrou um serviço bem requisitado pelas empresas, principalmente as que atuam com o comércio internacional. As principais vantagens citadas foram a centralização de informações e a geração de novos negócios.

This manuscript empirically assesses the effects of political institutions on economic growth. It analyzes how political institutions affect economic growth in different stages of democratization and economic development by means of dynamic panel estimation with interaction terms. The new empirical results obtained show that political institutions work as a substitute for democracy promoting economic growth. In other words, political institutions are important for increasing economic growth, mainly when democracy is not consolidated. Moreover, political institutions are extremely relevant to economic outcomes in periods of transition to democracy and in poor countries with high ethnical fractionalization.

This study is a gathering and analysis of the main proposals and initiatives of Public Reform in Brazil, in a specific social area: the Education sector. The research considered the period that goes from the beginning of the 80's to the first half of the 90's, with special emphasis to the role of management in the sector's reform. The debate over the Education Reform was centered on the more general theories of the Government's reform, related on the one hand to the functions and size of Government, and on the other hand, to the management of the governmental policies. Two distinct moments were identified in the period considered, with respect to the role of Education and the priorities of the sector's reform. In a first moment, between the beginning of the 80's and the new Constitution, Education was seen as a citizen's right. In a second moment, the qualification for work was also added, as a condition for Brazil's entering a new international order. As to priorities, the emphasis was in the democratization of management and decision making processes, in the 80's. From the end of the decade on, and through the 90's, besides the democratization theme, emphasis was given to modernization of the decision making processes and management. The interaction between democratization and modernization became one of the biggest challenges for the sector's reform, and is a condition for Government to enhance quality and equity in education.

Neste trabalho examinamos o impacto da globalização sobre os gastos sociais nos países da América Latina. Para medir o nível de internacionalização das economias latino-americanas, construímos um novo indicador de abertura financeira baseada na codificação proposta por Dennis Quinn (1997). Nossos resultados apontam para duas lógicas sobre a qual os efeitos da globalização se fazem sentir. A abertura comercial tem um impacto negativo sobre o gasto social, enquanto a abertura financeira se relaciona positivamente com o mesmo tipo de gasto. Além disso, governos democráticos tendem a gastar mais em programas sociais. De modo geral, nossa pesquisa conclui que a globalização é um fenômeno complexo, apresentando simultaneamente conseqüências positivas e negativas para o financiamento dos programas sociais na América Latina.

The principles of the Unified Health System (Sistema Único de Saúde - SUS) - universal attendance, integrated and decentralized administration and the users' participation - were included in the Federal Constitution of 1988 as a result of a political movement around the subject of the health which has begun in the second half of the decade of 70, together with the overcoming process of the authoritarian regimen established in 1964. This movement, which got the name of sanitary movement or movement for the Sanitary Reform, can be understood in its relationship with a process of cultural changing among the Brazilian left, that looked for new forms of facing the democracy and, with it, the social policy. This work part of the premise that one of the main influences to guide this new vision was the Italian Marxist Antonio Gramsci's thought. We've tried to identify, in the formation of the speech on the Sanitary Reform and in the definition of the political strategies of those that make efforts for it, the influences of Gramsci. To reach this objective, we analyzed the editorials of Saúde em Debate (Health in Debate) magazine, official vehicle of the Centro Brasileiro de Estudos de Saúde (Brazilian Health Studies Center - Cebes), which is still in activity, that represented, in the analyzed period, 1976 to 1988, the critical thought about the reality of the health in the country and finished to be the institution that supported the project of Sanitary Reform.

Brazil is an extremely unequal country and this inequality has been a permanent characteristic of its economic and social structure. Some scholars generally consider that the economic growth has generated extreme conditions of space and social inequalities, which reveal themselves within Brazil¿s regions, states, rural and urban areas, central and peripheral areas and among its ethnic groups. Such conditions negatively affect the quality of life of the population and will be reflected in the reduction of life expectancy, in the increase of the indexes of infant mortality and illiteracy, amongst other aspects. Education is considered one of the ways to promote the development of a country, however, access to education, specially higher education in Brazil, since it was first implemented, had been limited to a small group of privileged people, the elite of society. Thus, it becomes necessary to extend the access of students to higher education and consequently to generate individuals capable of changing the reality of the place where they live in and as a result, to develop the country. The purpose of this research is to analyze two programs destined to the amplify the access to higher education in Brazil, namely, the University for All Program (ProUni) and the System of Quotas, with the objective to verify at which level their drawings and strategies will allow the democratization of the access to higher education and the reduction of regional inequalities. In order to achieve its objective, the study is initiated with the issue of development and inequalities in Brazil, then it goes through the history of higher education in Brazil and it is finished with the analysis of ProUni and the System of Quotas.

o objetivo deste trabalho é analisar o modelo de gestão implantado na Fundação Oswaldo Cruz - FIOCRUZ, procurando identificar os limites e possibilidades de um processo de gestão democrática no Serviço Público, e de outro, inventariar, criticamente, os modelos administrativos disponíveis que tenham a questão da gestão democrática como pressuposto organizacional. Norteou o trabalho a trajetória institucional da FIOCRUZ, notadamente o período da realização dos Congressos Internos (de 1988 a 1996). Para alcance do objetivo, foram analisados, a partir de fontes primárias e secundárias, os aspectos que abrem espaço para um processo de gestão democrática. Na realização do trabalho foram selecionadas como categorias analíticas: poder decisório, autonomia e controle social. Baseamo-nos, ainda, no método que privilegiou a descrição utilizando, porém, a dedução apoiada na análise qualitativa e quantitativa. A análise dos dados possibilitou concluir que os procedimentos participativos como o processo eletivo de escolha do presidente e dos diretores das Unidades da FIOCRUZ, a constituição dos órgãos colegiados de decisão e a realização dos Congressos Internos abriram espaços para a democratização da gestão, representando a materialização da vontade e do desejo de certos atores, e garantiram a unidade de ação em uma instituição pouco integrada. Algumas questões são ponto de partida para pesquisas futuras: como esse modelo participativo é implantado em cada Unidade da FIOCRUZ? Esse modelo corresponde ao desejo efetivo dos servidores? Em que medida o processo participativo de gestão contribuiu para o ganho de eficiência administrativa?

The present study analyses the relationship between Democracy and Local Government concerning Public Health Policy of small and medium Brazilian municipalities (with less than 50 thousand inhabitants). The management of the Department of Health in these municipalities was analysed to observe the democratization of public health through the main innovations on the way of management and on the health assistance. A comparison between the answers of the Health Department Managers of municipalities with less than 50 thousand inhabitants and the ones with more than 50 thousand inhabitants (collected in another research) was made as well as the elaboration of a factorial analysis model which verifies the relationship between Manage Profile, Innovating Management and Municipality Demographic Size. Innovating features are found in the small and medium municipalities although in a weaker degree than in the big ones. The relationship observed between the Demographic Extent and Innovating Management as well as the first and Manager Profile are not as strong as the Manager Profile and Innovating Management, concluding that the small dimension of a municipality is not an impediment to a more democratic health management.

The present work aims to identify emerging organizational changes in the Court of Accounts of the State of Rio de Janeiro - TCE/RJ that are happening in the contemporary scenery known as the Age of Information. The search for the comprehension of the institutional dynamics is oriented by concepts originated from the theory of complexity, which believe that the public services external control system can be understood in a political, technical and legal environment with growing levels of learning and innovation. While chasing the possible causes of these changes, we try to prove the hypothesis that the TCE/RJ is turning into a more transparent organization. For this purpose, we define the outlines and reaches of the principle of transparency, based in bibliographical and documental researches, and analyze the phenomenon perceived in a explanation research through semi-structured interviews performed with two groups: a sample representing the universe under jurisdiction entities top level directors and the other obtained in the universe of formal and informal leaderships existing in the educational body of the institution. The conclusion of the present work confirms the initial questions, indicating that the organization is really becoming more and more transparent. The social-technical changes that are happening today at the TCE/RJ are caused by the growing social pressure for more effective results in the control of public expenditures. Under the systemic point of view, we observe cracks in the protective bell-glass that evolves the institution - previously hermetic to the external contingencies and that works today as a SAC - Adaptive Complex System. Aspects such as organization structural changes, the introduction of strategic planning and the growing democratization of the decision process are producing a new organizational culture. The seniority of the Technical Headcount contributes to establish the pre-conditions for the development of a administration where the participation of the TCE/RJ technical employees adds importance to its development as an institution that generates republican effects in the society from its less hermetic decision process.

This dissertation discuss the institutionalization of citizen participation in local political administration and the democratization of this administration. We take as the object of our study Niterói OP" (sharing? budget). We study the citizens projects and its implementation., focusing our attention on personal conflicts and power disputs. Our work is based on the following concepts: democracy, descentralization, citizenship, local political power and social? capital?. We verify the different procedures used by Niterói "OP" coordination in order to integrate the citizens in this process. The main concern of our work is the degree of citizen participation in local political power, therefore, we shall not discuss in details the budget itself."
