The progresses of the Internet and telecommunications have been changing the concepts of Information Technology IT, especially with regard to outsourcing services, where organizations seek cost-cutting and a better focus on the business. Along with the development of that outsourcing, a new model named Cloud Computing (CC) evolved. It proposes to migrate to the Internet both data processing and information storing. Among the key points of Cloud Computing are included cost-cutting, benefits, risks and the IT paradigms changes. Nonetheless, the adoption of that model brings forth some difficulties to decision-making, by IT managers, mainly with regard to which solutions may go to the cloud, and which service providers are more appropriate to the Organization s reality. The research has as its overall aim to apply the AHP Method (Analytic Hierarchic Process) to decision-making in Cloud Computing. There to, the utilized methodology was the exploratory kind and a study of case applied to a nationwide organization (Federation of Industries of RN). The data collection was performed through two structured questionnaires answered electronically by IT technicians, and the company s Board of Directors. The analysis of the data was carried out in a qualitative and comparative way, and we utilized the software to AHP method called Web-Hipre. The results we obtained found the importance of applying the AHP method in decision-making towards the adoption of Cloud Computing, mainly because on the occasion the research was carried out the studied company already showed interest and necessity in adopting CC, considering the internal problems with infrastructure and availability of information that the company faces nowadays. The organization sought to adopt CC, however, it had doubt regarding the cloud model and which service provider would better meet their real necessities. The application of the AHP, then, worked as a guiding tool to the choice of the best alternative, which points out the Hybrid Cloud as the ideal choice to start off in Cloud Computing. Considering the following aspects: the layer of Infrastructure as a Service IaaS (Processing and Storage) must stay partly on the Public Cloud and partly in the Private Cloud; the layer of Platform as a Service PaaS (Software Developing and Testing) had preference for the Private Cloud, and the layer of Software as a Service - SaaS (Emails/Applications) divided into emails to the Public Cloud and applications to the Private Cloud. O objetivo deste trabalho foi avaliar, por meio de simulação econômica, a viabilidade de aquisição de um silo-secador, para pequenas propriedades rurais, tendo como referências as opções de terceirizar o processo de secagem/armazenagem ou a comercialização do milho úmido. em virtude da alta diversificação encontrada nas pequenas propriedades rurais, a simulação foi realizada considerando-se diferentes tamanhos de áreas exploradas com milho (10; 20; 30 e 40 ha), níveis de produtividade (3.900; 4.500 e 5.100 kg ha-1) e preços por saca de milho (R$ 13,03; R$ 19,69 e R$ 34,29), no Estado de São Paulo. Comparando as rentabilidades obtidas, notou-se a superioridade da receita líquida na aquisição do silo secador nas áreas de produção de 20 ha com produtividade de 4.500 e 5.100 kg ha-1, 30 ha e 40 ha nos vários níveis de produtividade (3.900; 4.500 e 5.100 kg ha-1) sempre que o preço de mercado da saca de milho cobriu os custos anuais do sistema. A terceirização da secagem/armazenagem apresentou-se como a melhor alternativa nas áreas de 10 ha (todas as produtividades) e 20 ha (produtividade de 3.900 kg ha-1). A comercialização do produto úmido nunca se constituiu na opção mais rentável.

Outsourcing has emerged as one of the new ways of guiding the work. For its advantages and be consistent with the paradigms of managerial reform, outsourcing also started to be used in the Public Administration. However, taking into account the particularities of the latter, some issues are relevant when outsourcing concluded with the State. Gains notoriety, for example, the step of monitoring these contracts, to the extent that, from this activity, we can avoid the negative effects of outsourcing like the fact that the state will pay for labor and wage liens that are obligation of the company providing the services. This study aims to understand the perception that this process is under the Federal University of Rio Grande do Norte, from the point of view of different stakeholders, also explaining the motivations that these agents have to perform the supervisory process. As a theoretical basis was used the Agency Theory, which reinforces the supervisory activities as a necessary means to minimize moral hazard and adverse selection, seeking to understand not only the different motivations tax contracts to properly perform their duties, but also analyze other phenomena arising from this contractual relationship. To achieve the proposed objectives, were taken a literature review and a presentation of how to organize the management and oversight of contracts in UFRN. The methodological procedures included questionnaires and interviews with those involved in the process. After analyzing the results obtained in the survey instruments , and also based on the laws, regulations and instructions governing the procurement process within the UFRN, it was concluded that the process of overseeing the outsourcing of labor contracts in UFRN is not fully institutionalized, some points should be strengthened in order to have the consolidation of this process, highlighting the need for training of UFRN servers that act as tax, the knowledge that the contractual penalties are applied effectively, the need that there is a supervisor of tax of contractors and also the realization of the rotation system of outsourced employees

In contemporaneousness watches in Brazil the emergence of a "new" relationship between State and society based on partnership, which will allow the growing playacting organizations "non-profit" and "public interest" in the management of social public policies. In that sense, as part of a logic of global restructuring of the Capital, under the aegis of the neoliberal project, starting from the years of 1990, an administration model is had in favor of the market that looks for to minimize the actions of the State, reinforcing the outsourcing of the social public politics, and consequently, debilitating rights legally conquered. In that way, with this study it was pursued as general objective to apprehend the actions developed by Non-governmental Organizations NGOs in the child's area and of the adolescent in Natal / RN, verifying in that measured, these contribute to the warranty of rights or they reproduce practices of welfare work, and as specific objectives: to identify the group of the actions developed by NGOs in the child's area and of the adolescent in Natal / RN; to analyze the practice of NGOs of the point of view of the human resources, of the administration, of the financing, of the user's participation in the decision processes, as well as the quality of the services and the continuity of the actions of these organizations; and to apprehend the relationship between the researched organizations and users in the process of implantation of the actions, in order to identify the perspective that guide the practice of NGOs is going in the direction of contributing in the warranty of rights or in the reinforcement to the welfare work. In summary the results showed two trends in the actions of the NGOs, in the direction of the provision of services, which still unfurls in two perspectives of handouts. The other trend will give priority to the defense of rights of children and adolescents, with actions of political impact strengthen the promotion of public policies state, thus contributing to guarantee rights

This discourse analyzes the technical assistance concerning the rural settlement, which is seen as a demand of the social movement that claims for agrarian reformation, and is a goal of II PNRA, launched in may 2004, as a essential national public politics on process of building and consolidation of settlement and familiar agriculture, proposing the return of technical assistance service and rural extension in Brazil, which were started in the and of 1940 s. We analyze, in particular, the technical assistance program, social and environmental agrarian reformation, on model settlement, a program created, especially, to the rural settlements, coordinated by INCRA. Based on the documental analyze and local study, it is noticed that the experience of technical assistance implemented on model settlement shows the non continuation and fragility on technical assistance actions to rural workers. This context goes against the lately technical assistance governmental apparatus, which ensures to make settlements stronger, to support and to get important the familiar agriculture system. This way, technical assistance execution, trough the tertiary service, follows the neoliberal strategy and, the State, besides decreases the estimate to public politics, takes its actions control from the State to the shared control through partnership and transferring of responsibility, expressing its historic lack of attention to the worker class demands. In spite of workers resistance, expectative and hope, the lack of these services, as well as the other politics deficiencies, which are necessary to the settlements, are endangering its activities and threatening its survival in the settlement

The thesis presented here is of interest management to analyze the performance of the State, through the materialization of the professional courses, the process of integration of users CRAS-Pajuçara informal. Therefore, we assume that poverty and inequality reach a significant portion of the world population, in a context where the working class family is seen as an alternative to face the multiple expressions of social issues. Thus, before the changes of Productive Restructuring, marked by flexibility, outsourcing and casualization of labor relations in the world, the working class family must find ways to ensure their survival. In this direction, we discuss the advances, limitations and challenges posed to the Social Assistance Policy in contemporary, situating this context, the role of the state. Furthermore, we discussed the functionality of informality to the capitalist system, showing how capital appropriates of informal work, placing it in its logic, and thus makes the capital-labor ratio increasingly predatory, inhuman and unequal. The methodological procedures for the preparation of this study constitute a literature and documentary, beyond 10 semi-structured interviews directed to users of CRAS-Pajuçara, participants of training courses for the period 2010-2011. In light of the critical-dialectical rationality, and in a context where informal work has increasingly been co-opted as an alternative to huge unemployment in the same direction in which the welfare rises in tackling social inequality, the scope of this study, discusses and reveals the truths and misconceptions that surround this bourgeois discourse, in times of crisis of capital, the city of Natal, Brazil

This paper presents a proposal of a model to measure the efficiency of outsourced companies in the aeronautical industry applying the methods DEA and AHP. It also proposes an evaluation in the relation between the variables of the process and the value obtained for the effiiency. The criteria of Quality, Time and Cost were considered the outputs of the process, and those criteria were quantified by AHP for DEA matrix.The number of technical documents received by those outsorced companies were considered the input of the process. The other purpose is to separate the companies in groups considered able to receive an investment to improve their process. Copyright © 2008 SAE International.

A ideia de se medir, ainda que parcialmente, a heterogeneidade por meio do diferencial de produtividade, traz em si um problema, que é o de como calculá-la. Utilizar a receita bruta, ou o valor da transformação industrial, por exemplo, superestima a produtividade, na medida em que ficam encobertos todos os contratos de terceirização. Desse modo, uma mesma receita (ou produto) pode ser gerada com menos pessoas ocupadas, elevando a medida de produtividade artificialmente. No caso deste artigo, que trata da heterogeneidade regional, foram buscadas duas bases de informação que dessem conta, inclusive, da parcela informal da economia: para tanto, foi utilizada a base das Contas Regionais do Brasil, de 1996 a 2008 (calculada pelo Instituto Brasileiro de Geografia e Estatística − IBGE e pelos institutos estaduais de estatística), que fornece o valor adicionado para cada Unidade da Federação (UF), e confrontá-la com a base de pessoal ocupado fornecida pelas Pesquisas Nacionais por Amostra de Domicílios (Pnads), também para cada UF. Com isso, agrupam-se tanto as parcelas formais quanto as informais da economia.

O objeto de estudo desta pesquisa são as relações de trabalho de brasileiros na Guiana Francesa, abordada por uma etnografia sobre a inserção dos imigrantes no mercado de trabalho local. Nesta pesquisa, em linhas gerais, realizamos uma reflexão sobre como as migrações internacionais, em tempos de globalização, colaboram para desenraizar, excluir e incluir marginalmente milhares de trabalhadores brasileiros, que atuam no mercado de trabalho guianense. O aumento do desemprego em escala mundial, a exigência de qualificação, a dificuldade temporal da reinclusão, a inclusão marginal, as formas precárias de trabalho, os dilemas étnicos, o rebaixamento da média salarial nos espaços de imigrantes ilegais, a terceirização/subcontratação do trabalho e o aumento da feminização das migrações foram os eixos analíticos importantes desta tese. Este trabalho primeiramente recupera o debate sobre as migrações internacionais, o processo de globalização e as mudanças no mundo do trabalho. A pesquisa reconstruiu a história das primeiras migrações de trabalhadores de brasileiros para a Guiana Francesa na metade da década de 60 do século XX, além de apresentar e abrir uma discussão sobre a própria sociedade guianense. Neste sentido, recuperamos a história das relações sociais de uma sociedade que ainda busca uma identidade nacional/regional. No entanto, de uma forma mais específica, examinamos as relações de trabalho dos imigrantes brasileiros na Guiana Francesa, lançando um olhar em diversas temáticas que cruzam este fenômeno, a saber: globalização, clandestinidade, e direitos humanos. Finalmente, numa perspectiva de síntese, tentamos dimensionar o que é ser imigrante ilegal na Guiana Francesa e qual a conseqüência desse fato nas relações de trabalho dos brasileiros neste Departamento Francês?. Na tentativa de construir uma sociologia da clandestinidade, esta tese investiu numa possibilidade real de reflexão sobre o nosso tempo-presente, recheado de contradições raciais, econômicas, políticas, culturais e sociais.

A presente dissertação aborda a reestruturação produtiva nas fábricas da ALBRÁS e da ALUNORTE, localizadas no município de Barcarena/PA, e como o movimento operário se contrapôs a este processo no período de 1990-2005. Através de um estudo da crise crônica da economia capitalista mundial, agravada pelos dois choques do petróleo, tenta-se explicar como foi possível a instalação na Amazônia Oriental de duas fábricas modernas, com um contingente operário altamente concentrado. Destaca-se o quanto o papel do Estado é fundamental para que esse processo ocorra. Também analisamos como a partir do fenômeno da “globalização” – que nada mais é do que uma fase superior do imperialismo –, e dos novos processos de organização do trabalho – principalmente o modelo toyotista –, o movimento operário e suas organizações foram colocados à prova por conta da flexibilização do trabalho, da precarização, da terceirização e subcontratação, que dificultaram na década de 90 as greves e ações da classe trabalhadora no Brasil e no mundo. Baseado em materiais bibliográficos, folhetos e em entrevistas com operários e dirigentes sindicais, o trabalho evidencia que a luta contra a reestruturação produtiva na ALBRAS foi mais intensa, inclusive com o método da greve, do que na ALUNORTE, porque a ALBRAS tinha dez anos à frente da ALUNORTE e foi o primeiro laboratório da CVRD na cidade de Barcarena. Contraditoriamente, foi na ALBRAS onde aconteceu a maioria das demissões no período estudado, antes e depois da privatização da CVRD. A dissertação procura mostrar o papel do Sindicato dos Metalúrgicos e dos Químicos nesse processo de luta contra a reestruturação produtiva nas fábricas da ALBRAS e da ALUNORTE.
