My doctoral thesis may be placed within the branch of studies on the history of international relations and it examines the development of Italian-Finnish bilateral relations during the mandate of Attilio Tamaro, the plenipotentiary Minister (1929-1935). The research is based exclusively on Italian sources, on the private documentation of the diplomat and on his “Memoriale”, which have been critically analysed, using theories, such as those on the policies of power, on the soft power and on foreign trade. This research aims to draw attention to the bilateral dynamics, and to bridge the gaps of the specific historiography, paying attention to the relations between the Lapua movement and Italian fascism, and to the role that the Minister Tamaro played. The 1929-1935 period is the most intense one in the bilateral relations, and it expands those already begun in the Twenties, thereby replacing the idea of a poor and backward Italy with that of a modern, strong and orderly country that fascism had been capable of building. The need for Finland to solve its internal problems led to the development of the lappist movement in the first few months of 1930 which, with its anticommunism and anti-parliamentarism, led conservative Finland to look towards the Italian political model with particular fondness. The Italian diplomacy, at least during the Grandi ministry, distinguished itself for its moderate involvement in its connections with lappism. After 1932, with the spread of universal fascism, opposing national-socialism, the relationships between fascism and the lappist movement intensified and led the IKL (Patriotic People’s Movement) into the Italian sphere. Actually, especially after 1933, what was the most effective instrument of Tamaro’s political action was culture: the Italian Readership, the cultural associations, and the use of the cinematic arts and art were the channels for the expansion of a cultural imperialism which abounded in political propaganda. With the War of Ethiopia in 1935, the good Italian-Finnish relationships partly cooled down because Italy appeared to be a dangerous nation for the stability of the security system of Finland. The research results are stimulating: they bring to light the ambitions of great power of monarchist-fascist Italy; they show the importance of the Italian example in inspiring the conservative Finnish right-wing; they allow one to hypothesize that there was at least an indirect influence of the Italian model on the development of Finnish events. The aspiration of our research is to stimulate further studies on diplomatic, military and trade relations between Italy and the Scandinavian countries from 1919 to today.

En este proyecto a través de la aplicación de modelos de mejoramiento como la gestión de procesos y tiempos y movimientos se solucionaron problemas internos relacionados con la oportunidad, eficacia y eficiencia en una institución prestadora de salud de nivel II de complejidad, siendo aplicables en cualquier organización del sector salud cuya razón de ser sea atender pacientes, dándole a la organización la capacidad de responder adecuadamente a las necesidades del cliente en términos de tiempo sin comprometer la calidad del servicio prestado. Esto se desarrolló en la clínica Belén de Fusagasugá en el periodo comprendido entre septiembre de 2010 y septiembre de 2011, se utilizo la metodología de tiempos y movimientos, determinando los desequilibrios entre la capacidad instalada y el volumen de pacientes que ingresaron , a través de tiempos de atención socialmente aceptados, la capacidad instalada requerida para evitar retrasos en los horarios de alto volumen de consulta los cuales producen insatisfacción del usuario. Lo anterior se aplicó en dos procesos institucionales: urgencias y hospitalización ya que son las unidades funcionales donde los tiempos de espera son mayores a los socialmente aceptados produciendo importantes fallas de calidad, se establecieron indicadores de alerta que permitieron detectar en tiempo real las demoras en la atención, para asi realizar ajustes inmediatos a través de acciones de contingencia que se implementan en la institución, a partir de la desviación de los indicadores de alerta para cada uno de los procedimientos, determinando la existencia de cuellos de botella, gracias a la aplicación de la metodología de gestión de procesos y la que permitieron que el factor volumen de pacientes no afecte los tiempos de prestación de los servicios garantizando la satisfacción de los clientes.

No es un misterio que la cooperación internacional está siendo ampliamente revisada por los donantes, especialmente de Europa y Estados Unidos, debido a las crisis que están sufriendo dichas economías, y que exigen mayor concentración de esfuerzos en resolver los problemas internos y dejar para un segundo plano la Ayuda Oficial para el Desarrollo (AOD). En este contexto, la cooperación para la investigación científica y técnica en materia de biodiversidad se torna en un reto para ser alcanzado a través de los mecanismos tradicionales.Ante esta coyuntura, la incorporación de prácticas de mercadeo en el sector ambiental del país debe ser considerada como una alternativa para que los institutos ambientales de Colombia, logren generar recursos propios y poder así, facilitar el cumplimiento de acuerdos internacionales como las Metas Aichi.

Colombia ha pasado de la exportación de productos del sector primario, con productos tradicionales como el café, banano, flores y el petróleo, a exportaciones industriales, tecnológicas y de servicios y se ha abierto a mercados que en otrora eran reducidos a sus vecinos geográficos y Estados Unidos, a otros tan lejanos como China, Finlandia, Corea, Eslovenia, Malta entre otros muchos y a uno de gran impacto económico como la Unión Europea, que representa mayor número de consumidores, con una mayor capacidad de adquisición y con una diversidad de necesidades que pretendemos suplir. Por lo anterior, se hizo necesario conocer este destino de las exportaciones Colombianas y qué productos o renglones lo están satisfaciendo. En esta misma medida y en los últimos años ha habido un auge en las exportaciones del sector minero, aunque recientemente un descenso en el mismo nos ha afectado, lo ha sido por razones adjudicadas a la economía global; se han revelado también, problemáticas internas para su potenciamiento, como las licencias mineras, consultas previas, ilegalidad minera, razones ambientales, etc., lo que motivó también una mirada a ese sector. Al modificar la visión de las relaciones internacionales, con una política que es desde luego de “estado” y con un mejoramiento de las condiciones internas de seguridad, desarrollo, tecnológicas, laborales y demás, las empresas Colombianas le tuvieron que hacer frente al “reto exportador”, con una serie de modificaciones en su forma de producir, que dirigido y encaminado por entidades estatales y particulares, las hicieron efectivamente competitivas con calidad e innovación.

BECA S.A es una empresa que nace hace más de 25 años en la ciudad de Bogotá. Dedicada a la fabricación de partes y herrajes en plástico y en metal para muebles, reconocida por su extensa gama y calidad de los productos comercializados a nivel nacional para los sectores de la industria mobiliaria, de la construcción y de petróleos. Sin embargo, en los últimos años se ha encontrado en diversos problemas internos radicados en el corazón de la compañía: la estrategia. De esta manera, la problemática abordada en este proyecto será la planeación estratégica para mejorar los procesos internos, lograr mejores resultados, y ser competitiva y perdurable a través del tiempo. Como metodología se implementó las cinco fuerzas de Porter soportadas por plantillas que permitieron identificar las acciones que mejorarían la situación de la empresa y así dar un primer paso para la planeación estratégica. Entre los lineamientos identificados principalmente se encuentran la ampliación de la cartera de clientes, mejorar los acuerdos de pago y alianzas con proveedores, establecer un precio competitivo en el mercado, fortalecer el área de ventas y el área comercial, contar con información actualizada y en tiempo real, entre otros aspectos. Se concluye que el principal problema es la falta de planeación interna y que además es fundamental que se invierta en innovación y conocimiento para dar mayor valor agregado al cliente y a la vez superar sus expectativas. Se recomienda implementar la teoría de restricciones puesto que la implementación puede ser más eficiente y existiría una mejor proyección en el mercado, establecer estrategias de CRM dentro de la compañía y fomentar una cultura de cambio dejando de lado ciertas políticas que impiden la realización del objetivo.

Projektarbete förekommer på många företag och trots att det ofta finns tydligt beskrivna rutiner för hur projektarbetet skall ske händer det att parterna inte är helt överens då projektet ska avslutas. Ibland är det ändringar under projektets gång som ligger till grund för kommande tvister, men i grunden är det oftast kommunikationen som brister mellan parterna. Genom att intervjua några olika företag och analyserat hur de arbetar i projekt har vi i detta arbete kunnat se en röd tråd som består av den viktiga kommunikationen för att skapa och bibehålla sunda relationer. För att hantera de förändringar som kan ske under projektresans gång ser vi i vår analys av de företag som ingått i vår studie att det är av fördel att ha ett nära samarbete med kunder eller leverantörer och helst starta samarbetet tidigt för att möjliggöra justeringar som annars i ett senare skede blir svårare att genomföra. Ett tillvägagångssätt att arbeta med ett projekts interna problem kan vara plattformar som möjliggör en delning av information mellan projektets olika medlemmar. Angreppsvinkeln är då att det ska bli lättare för att samtliga projektdeltagare att kunna ta del av informationen med en förhoppning att minimera missförstånd inom projektet.

This dissertation discuss the course of formation of EPPGG" (Specialists on Public Politics and Administration). We did a brief historical research on the origins of this career, stressing the problems of its implementation. We describe the process of selection and formation of "EPPGG" classes, focusing our attention on the first and fifth classes, the latter being the main object of our study. We avoided the standard approaches to this suject and based our investigation on the daily social interaction developed during the course, trying to unveil conflicts that show internal problems of the career and of "ENAP" (Scholl of Public Administration).

Day after day, even small companies and multinationals brands need to compete in a worldwide market. All kind of global strategies have to involve production and regional market knowledge. Still being essential for company have a complete view of it market and it right position to gain competitive advantage. In a global market, get possible for the companies be in touch with last generation technologies and equipment's and all kind of research. Companies like that should develop products focused in customer's desire, even those extremely strict. Specifically in our country, as hard as we could think, the companies have access to credit lines, to the fiscal incentives offered by the states that alliance with the market potential are making possible the appearance of a lot companies and the growth of the companies already existent. However, these resources alone don't produce results to the company if it doesn't possess an internal organization able to assimilate the new market situation. The companies have to be able to apply the maximum resources offered by new technologies and understand how a communications facility means solution for many internal problems. In short terms, technology, financial resources, research and knowledge are available, however, the human resources might be prepared and developed in order to become the whole knowledge in profits. According 'JURAN' and his Total Quality Control philosophy the human resources playing fundamental role in the process, and in my opinion a company is something like a ship where all must be prepared to hold the rudder. I will develop a basic job looking for productivity and company's development through the people's involvement, focused in process of motivation, creativity and staff valorization. I believe that there no good production process without those requirements. Based on real case of a automotive parts and foundry company, located in Bento Gonçalves - RS, this work will look for to organize it mainly in its Industrial Division, adopting in participate administration where, through a information system and personnel involvement we will seek all favorable conditions to politics and strategies in get the growth of company.

This essay focuses on issues related to internal problems of the architecture discipline, specially those related to the aesthetics of the buildings. The universe analyzed in this research is constituted of some of the vertical housing built in Natal from the period of 1969 to 2000. As we could observe there are many different aspects in these apartment buildings external appearance, denoting increasing preoccupations in their formal elaboration in the battlefield for diversity against monotony of the simple prismatic volumetric forms.

The progresses of the Internet and telecommunications have been changing the concepts of Information Technology IT, especially with regard to outsourcing services, where organizations seek cost-cutting and a better focus on the business. Along with the development of that outsourcing, a new model named Cloud Computing (CC) evolved. It proposes to migrate to the Internet both data processing and information storing. Among the key points of Cloud Computing are included cost-cutting, benefits, risks and the IT paradigms changes. Nonetheless, the adoption of that model brings forth some difficulties to decision-making, by IT managers, mainly with regard to which solutions may go to the cloud, and which service providers are more appropriate to the Organization s reality. The research has as its overall aim to apply the AHP Method (Analytic Hierarchic Process) to decision-making in Cloud Computing. There to, the utilized methodology was the exploratory kind and a study of case applied to a nationwide organization (Federation of Industries of RN). The data collection was performed through two structured questionnaires answered electronically by IT technicians, and the company s Board of Directors. The analysis of the data was carried out in a qualitative and comparative way, and we utilized the software to AHP method called Web-Hipre. The results we obtained found the importance of applying the AHP method in decision-making towards the adoption of Cloud Computing, mainly because on the occasion the research was carried out the studied company already showed interest and necessity in adopting CC, considering the internal problems with infrastructure and availability of information that the company faces nowadays. The organization sought to adopt CC, however, it had doubt regarding the cloud model and which service provider would better meet their real necessities. The application of the AHP, then, worked as a guiding tool to the choice of the best alternative, which points out the Hybrid Cloud as the ideal choice to start off in Cloud Computing. Considering the following aspects: the layer of Infrastructure as a Service IaaS (Processing and Storage) must stay partly on the Public Cloud and partly in the Private Cloud; the layer of Platform as a Service PaaS (Software Developing and Testing) had preference for the Private Cloud, and the layer of Software as a Service - SaaS (Emails/Applications) divided into emails to the Public Cloud and applications to the Private Cloud. El presente trabajo propone una apreciación crítica de La Cristiada, destacando su formalización épica en relación con el espacio cultural de los Virreinatos americanos desde donde Hojeda ha tomado los principios poéticos de su producción. De acuerdo con esto, el estudio que aquí se presenta será abordado en función de cuatro aspectos esenciales: -El cotejo entre al Manuscrito y la Princeps con el propósito de establecer los fundamentos que habrán de prevalecer en la elección de la versión a utilizar. - El análisis de la crítica sobre esta obra, como objeto y centro de la discusión, a partir de la cual se pueden advertir los inconvenientes con los que los distintos autores se han ido enfrentando en relación con la interpretación del poema. - La correcta reinserción del texto en su contexto histórico-cultural, teniendo particular atención a los principios constructivos reflejados en las preceptivas y poéticas coetáneas, con el propósito de justificar allí las razones de su especial complejidad. -Y en cuarto y último lugar, los problemas de crítica interna que surgen a causa del compromiso que el poema asume con la Teología a nivel de la confección definitiva de su diseño estructural.

Un Equity Carve Out, también conocido como escisión IPO o escisión parcial de empresas, constituye un tipo de reorganización corporativa, en la que una empresa crea una nueva filial a partir de la separación de una de sus actividades, negocios o servicios. Estas operaciones empresariales actualmente constituyen unas de las prácticas más comunes usadas por las compañías para conseguir financiación. El capital entrante por la venta de parte o la totalidad de la filial, justificará por un lado el esfuerzo invertido en el proceso y por otro abrirá nuevos caminos para la empresa recién constituida. Pero la mayor parte de estos procesos son de una complejidad elevada, tanto si se ven desde la óptica externa a la empresa, como interna. Por un lado las valoraciones bursátiles, dadas las actuales circunstancias económicas, no son las mejores. Y por otro, los proyectos de escisión tienen demasiados puntos críticos para considerarlos sencillos o mecánicos de ejecución. Este documento se centrará en dar solución a la problemática interna que afrontan las empresas una vez tomada la decisión de escindir una actividad: ¿cómo gestionar el proceso? Desde la experiencia y el conocimiento empresarial, se propone como solución: un proyecto completo, coherente y estructurado de escisión; y un PMO o responsable de proyecto, para dirigirlo. Durante todo el documento se repasarán todos y cada uno de los pasos que debe tener en consideración y llevar bajo control el PMO, para acabar el equity carve out en 5 meses. Se definirá un proyecto completo describiendo los pasos necesarios para: • Construir nueva empresa y las relaciones con su ecosistema. • Definir todas las operaciones de negocio necesarias para garantizar su operatividad. • Crear las estructuras necesarias que soporten todas las operaciones y procesos. Para ello y dentro de una planificación global, se propone el trabajo diario con todos los departamentos que tengan algún tipo de involucración en el proceso: operaciones, legal, recursos humanos, financiero, fiscal, TI, marketing y comunicación y compras. Todos estos departamentos o líneas de trabajo tendrán tareas y objetivos particulares. El documento servirá de manual, para que el PMO tenga una visión cuasi-completa de lo que hay que hacer en cada momento, con qué profesionales trabajar y con qué propósito. ---ABSTRACT---An Equity Carve Out, also named as excision or partial IPO excision of companies, is a type of corporate reorganization in which a company creates a new one from the separation of one of its activities, business or services. Currently these business operations constitute one of the most common practices used by companies to get funding. The capital that comes from the sale of part or the totality of the subsidiary, justifies the effort invested in the process on one hand, and on the other opens new perspectives for the newly formed company. But most of these processes are highly complex, whether viewed from outside the company, or from inside. On one side, stock valuations, taking into account the current economic circumstances, are not the best. And on the other side, excision projects have too many critical points to consider the projects simple or mechanical. This document is focused on resolving the internal problems faced by enterprises, once the decision of spinning off the activity is taken: how to manage the process? From the experience and business knowledge, we propose as solution: a complete, coherent and structured excision project; and a PMO or Project Officer leading it. Throughout the document, each and every step that the PMO must take into consideration will be reviewed, in order to finish the equity carve-out in 5 months. A complete project will be defined by describing the steps necessary to: • Build new business and relationships with its ecosystem. • Define all business operations necessary to ensure their operability. • Create the necessary structures that support all operations and processes. Within the Global Planning, we will propose daily work with all the departments that have some sort of involvement in the process: operations, legal, human resources, financial, taxes, IT, marketing communication and purchases. All these departments or working lines have their own tasks and goals. The document could be used as a manual for the PMO in order to have a near-complete picture of what to do anytime, with what professionals he/she would work and for what purpose.

The goal of this publication is to attempt to assess the thirteen years (2001- -2014) of the West’s military presence in the countries of post-Soviet Central Asia, closely associated with the ISAF and OEF-A (Operation Enduring Freedom – Afghanistan) missions in Afghanistan. There will also be an analysis of the actual challenges for the region’s stability after 2014. The current and future security architecture in Central Asia will also be looked at closely, as will the actual capabilities to counteract the most serious threats within its framework. The need to separately handle the security system in Central Asia and security as such is dictated by the particularities of political situation in the region, the key mechanism of which is geopolitics understood as global superpower rivalry for influence with a secondary or even instrumental role of the five regional states, while ignoring their internal problems. Such an approach is especially present in Russia’s perception of Central Asia, as it views security issues in geopolitical categories. Because of this, security analysis in the Central Asian region requires a broader geopolitical context, which was taken into account in this publication. The first part investigates the impact of the Western (primarily US) military and political presence on the region’s geopolitical architecture between 2001 and 2014. The second chapter is an attempt to take an objective look at the real challenges to regional security after the withdrawal of the coalition forces from Afghanistan, while the third chapter is dedicated to analysing the probable course of events in the security dimension following 2014. The accuracy of predictions time-wise included in the below publication does not exceed three to five years due to the dynamic developments in Central Asia and its immediate vicinity (the former Soviet Union, Afghanistan, Pakistan, Iran), and because of the large degree of unpredictability of policies of one of the key regional actors – Russia (both in the terms of its activity on the international arena, and its internal developments).

Last year Kaliningrad became the subject of an international debate involving first of all the European Union, Russia, the USA, and the countries bordering the enclave, Poland and Lithuania. Such keen interest in a small region of less than a million inhabitants was mainly due to the fact that Kaliningrad has found itself in the very centre of two processes which are of paramount importance for Europe: EU and NATO enlargement. If Lithuania becomes a member of those units and Poland joins the EU, this Russian enclave will become an island surrounded on all land borders by a totally different, political, economic and military entity. In the course of the debate many questions were raised about the situation in the Oblast and how it affects neighbouring countries, the real interests and intentions of the parties involved in the debate, and the future of the region. The authors of this publication are attempting to answer these questions. The first part of this analysis is devoted to presenting the most important internal problems of the enclave, considering their influence on the surrounding world and the consequences of adopting the acquis communautaire in Poland and Lithuania. The second part characterises Moscow's policies towards Kaliningrad on the one hand, and those of Western countries on the other. Finally, the authors discuss the probable ways in which the situation in the enclave will develop.
