Tutkimuksen tavoitteena on selvittää mitä kiista Vuosaaren sataman rakentamisesta 1990- ja 2000-luvuilla kertoo eurooppalaisesta kollektiivisesta toiminnasta. Mikä on EU:n suhde ylirajaiseen kollektiiviseen toimintaan, joka syntyy unionin vaikutuksesta? Ympäristöjärjestöt Suomen Luonnonsuojeluliiton johdolla kantelivat satamahankkeesta Euroopan komissiolle ja tekivät vetoomuksen Euroopan parlamentille, koska suunnitellun sataman vieressä sijaitsi alue, joka kuului Natura 2000 –luonnonsuojeluverkostoon. Myös eurooppalaiset kattojärjestöt osallistuivat toimintaan. Aineistona on ympäristöjärjestötoimijoiden ja heidän kanssaan tekemisissä olleiden tahojen haastatteluja, asiakirjoja, sähköpostiviestejä sekä tiedotus- ja lehtimateriaalia. Satamakiistaa tutkitaan yhteiskunnallisten liikkeiden tutkimuksen perinteestä käsin. Kirjallisuudesta keskitytään erityisesti koalitionmuodostukseen, johon osallistuivat ympäristöjärjestöjen lisäksi myös Euroopan parlamentin vihreät, sekä ylirajaisen kollektiivisen toiminnan luonteen käsitteellisempään hahmottamiseen. Tapauksessa sinällään kotimainen konflikti ulkoistettiin viemällä se EU-tasolle. Bumerangi-ilmiössä valtioon yritettiin vaikuttaa EU-instituutioiden kautta. Tämän ulkoistamisen myötä syntyi ylirajainen kampanjakoalitio, joka perustui osin jäsenjärjestö-kattojärjestö-suhteeseen. Koalitiota voidaan vetoomusvaiheessa kuvailla parlamentin vihreiden mukanaolon myötä sisä- ja ulkopiiriläisten koalitioksi (insider-outsider coalition). Toiminnalla oli joitain samoja piirteitä edistämisverkostojen (transnational advocacy networks) kanssa. Syy sekä kansallisten ympäristöjärjestöjen että kattojärjestöjen aktiivisuudelle oli tapauksen oikeudellinen ennakkotapausmerkitys, joten protestikeinojen hyöty olisi ollut vähäinen. Natura pitkälti loi ympäristöjärjestöille merkityksellisen kiistan. Koska haluttiin vaikuttaa lainkäyttöön, itse tapaus oli keino, ja kantelut olivat keinon ominaisuus. Ylipäätään valittamisen mahdollistavan EU-mahdollisuusrakenteen vuoksi järjestöt pystyivät tietyllä tapaa uudelleenpolitisoimaan kansallisesti jo oikeusistuinvaiheeseen siirtyneen kiistan viemällä asian vähemmän oikeudellisille areenoille. Tapauksessa politiikka juridisoitui ja juridiikka myös politisoitui. Kantelujen voidaan kuvata olevan osa eurooppalaista yhteiskuntaa, mutta prosessin edetessä ja vetoomuksen myötä ylirajainen kollektiivinen toiminta vähitellen monipuolistui ja syveni siten, että tapauksesta voidaan hahmottaa myös eurooppalainen kansalaisyhteiskunta.

Soturit olivat keskeinen sosiaalinen ryhmä keskiajan läntisessä Euroopassa ja Meiji-kautta (1868-1912) edeltäneessä Japanissa. Japanin avauduttua 1800-luvun puolivaiheilla maan historiaa alettiin kirjoittaa eurooppalaisen mallin mukaan, ja soturiperinteiden rinnastaminen ja vertailu yleistyivät. Vertailun taustalla vaikuttivat käsitykset alueiden samankaltaisesta feodaalisesta historiasta. Feodalismi on säilynyt keskeisenä teemana vertailuissa ja Japanin-tutkimuksessa, vaikka keskustelu siitä onkin Euroopan keskiajantutkimuksessa pitkälti hiipunut. Myös Japanin-tutkimuksessa on viime aikoina alettu esittää kritiikkiä feodalismi-termin käyttöä, rinnastuksia ja jopa pelkkää Euroopan historiaan vertaamistakin kohtaan. Feodalismin ohella muita keskeisiä vertailuteemoja ovat Japanin modernisoituminen ja sodankäynnin teknologia. Ensimmäiset vertailut olivat etupäässä yksittäisten joskus hyvin ylimalkaisten rinnastusten hakemista. Myös systemaattisia sivilisaatiohistoriallisia vertailuja alettiin tehdä jo varhain. Japanin-tutkimuksen ensisijaiseksi vertailukohteeksi ovat kuitenkin nousseet Euroopan historian sijaan teoriat feodalismista. Tarkastelu keskittyy nykyisin lähinnä eurooppalaisten termien käyttökelpoisuuteen Japanin historiasta kirjoitettaessa. Japanin modernisoitumista käsittelevät vertailut sivuavat keskusteluita feodalismista, mutta sotureiden rooli jää niissä usein hyvin vähäiseksi. Sodankäynnin teknologiaan keskittyvät vertailut ovat ilmiönä varsin tuore, sillä japanilaisen ja eurooppalaisen sodankäynnin pääteknologiat ovat olleet ilmeisen erilaisia lukuunottamatta 1500-luvun jälkipuoliskoa ja 1600-luvun alkua sekä nykyaikaa. Uuden ajan alun Euroopan ja saman ajan Japanin sotateknologiset yhtäläisyydet rajoittuvat jalkaväen tuliaseiden käyttöönoton mukanaan tuomiin muutoksiin maasodankäynnissä ja linnoittamiseen. Merisodankäynnin ja tykistön kehitys oli alueilla erilaista. Ritareiden ja samuraiden historioissa vaikuttavat edellä mainitun varhaisten tuliaseiden aikakauden rinnalla yhtäläisimmiltä kehityskuluilta niin sanotut varhais- ja täysfeodaaliset kaudet. Näistä ensimmäisellä tarkoitetaan Euroopan karolinkivaltakunnan aikaa suhteessa Kamakura-bakufuun (1185-1333) Japanissa. Jälkimmäisellä viitataan puolestaan ensimmäisen vuosituhannen vaihteen tienoille ajoittuvasta murroksesta noin 1300-1400-luvulle ulottuvaan ajanjaksoon Euroopassa ja sisällissotien kauteen 1300-luvun lopulta 1600-luvun alkuun Japanissa. Soturiperinteiden historioissa lähimmin toisiaan vastaavat feodaaliset piirteet ovat sotureiden yhteiskunnallinen asema ja heidän arvomaailmansa. Ilmeisin ongelma Euroopan ja Japanin vertailemisessa on se, että Eurooppa on laajempi ja historialtaan monimuotoisempi kuin Japani. Kuitenkaan tätä mittakaavaongelmaa eikä muitakaan metodologisia kysymyksiä ole vertailuissa juurikaan pohdittu. Osasyynä tähän lienee se, että muutamaa poikkeusta lukuunottamatta vertailijoiden asiantuntemus on keskittynyt vain toisen soturiperinteen historiaan. Sotureiden historiat tarjoavat antoisan vertailuparin. Suurista yhtäläisyyksistä huolimatta ritareita ja samuraita ei tulisi summittaisesti samaistaa toisiinsa, vaan rinnastettaessa tulisi mieluummin käyttää yleisempää soturin käsitettä. Tutkin työssäni, miten etnisyys ja ruumiillisuus representoituvat Veronica Pimenoffin romaanissa Maa ilman vettä (1999) ja millaisia merkityksiä nämä representaatiot saavat suhteessa kysymyksiin vallasta, väkivallasta, sukupuolesta, seksuaalisuudesta, hyvinvoinnista ja sairaudesta. Tutkimukseni teoreettisena viitekehyksenä on jälkikoloniaalinen teoria. Romaanissa on keskeisellä tavalla kyse konfliktista: nuoruudenystävykset, suomalainen Kristiina ja mosambikilainen Sofia Elena, kohtaavat jälkimmäisen kuolinvuoteella ja käyvät kiivasta kamppailua aatteista ja arvoista. Olen tulkinnut romaanin päähenkilöt allegorisiksi hahmoiksi, jotka edustavat kotimaitaan ja -mantereitaan. Näihin henkilöhahmoihin kiteytyy ominaisuuksia, jotka tavataan hahmottaa stereotyyppisiksi Euroopalle ja Afrikalle. Etnisyys representoituu paitsi Kristiinan ja Sofia Elenan tyypitellyissä luonteenpiirteissä ja käyttäytymismalleissa myös heidän ulkonäkönsä kuvauksessa. Kristiina kuvataan korostetun vaaleana ja Sofia Elena korostetun mustana, minkä voi tulkita kommentoivan imperialistiseen diskurssiin liittyvää binaarista ajattelua. Myös romaanin miehet ovat tulkittavissa allegorisiksi hahmoiksi: Kristiinan mies Otto edustaa vaimonsa tavoin vaurasta Eurooppaa, amerikkalainen pohatta Mark Hunter Yhdysvaltoja ja sen mahtia ja Kristiinan nuoruudenrakastettu Abdel läntistä kuvitelmaa eksoottisesta Orientista. Ruumiillisuus korostuu romaanissa seksuaalisuuden, sairauden ja väkivallan kuvauksissa. Kristiina on seksuaalinen toteuttaja, jonka kokemus omasta ruumiista määräytyy pitkältä eroottisten kokemusten perusteella. Sofia Elenaa taas ei kuvata seksuaalisena hahmona, vaan hänen kehonsa kuvausta hallitsee sairaus. Koska Sofia Elena on allegorinen hahmo, hänen ruumiinsa voi rinnastaa mantereeseen ja sitä riuduttava sairaus prosesseihin, jotka tunkeutuvat yhteiskuntien rakenteisiin ja nakertavat niitä sisältäpäin: hallitsemattomaan kansainväliseen muuttoliikkeeseen, rikollisuuteen ja terrorismiin. Sofia Elenalla on kokemusta myös väkivallasta: hän on sotinut ja pitää väkivaltaa ainoana keinona taistella Länttä vastaan. Romaani välittää kuitenkin pessimistisen kuvan väkivallan mahdollisuudesta vapauttaa (kolmannen maailman) naiset. Pessimistinen kuva välittyy myös ensimmäisen ja kolmannen maailman naisten mahdollisuuksista ymmärtää toisiaan. Nais-Afrikka ja nais-Eurooppa jäävät romaanissa etäälle toisistaan sekä henkisesti että fyysisesti.

In a musical context, the pitch of sounds is encoded according to domain-general principles not confined to music or even to audition overall but common to other perceptual and cognitive processes (such as multiple pattern encoding and feature integration), and to domain-specific and culture-specific properties related to a particular musical system only (such as the pitch steps of the Western tonal system). The studies included in this thesis shed light on the processing stages during which pitch encoding occurs on the basis of both domain-general and music-specific properties, and elucidate the putative brain mechanisms underlying pitch-related music perception. Study I showed, in subjects without formal musical education, that the pitch and timbre of multiple sounds are integrated as unified object representations in sensory memory before attentional intervention. Similarly, multiple pattern pitches are simultaneously maintained in non-musicians' sensory memory (Study II). These findings demonstrate the degree of sophistication of pitch processing at the sensory memory stage, requiring neither attention nor any special expertise of the subjects. Furthermore, music- and culture-specific properties, such as the pitch steps of the equal-tempered musical scale, are automatically discriminated in sensory memory even by subjects without formal musical education (Studies III and IV). The cognitive processing of pitch according to culture-specific musical-scale schemata hence occurs as early as at the sensory-memory stage of pitch analysis. Exposure and cortical plasticity seem to be involved in musical pitch encoding. For instance, after only one hour of laboratory training, the neural representations of pitch in the auditory cortex are altered (Study V). However, faulty brain mechanisms for attentive processing of fine-grained pitch steps lead to inborn deficits in music perception and recognition such as those encountered in congenital amusia (Study VI). These findings suggest that predispositions for exact pitch-step discrimination together with long-term exposure to music govern the acquisition of the automatized schematic knowledge of the music of a particular culture that even non-musicians possess.

Tutkielma on etnografisella tutkimusotteella toteutettu tapaustutkimus, jossa oli tutkimuskohteena yksi pääkaupunkiseudun peruskoulun neljäs luokka. Tutkimus suoritettiin kevätlukukaudella 1998. Luokalla oli 24 oppilasta, joista kaksi oli somalialaisia muslimityttöjä. Aineistonkeruumenetelmiä olivat osallistuva havainnointi, teemahaastattelut, keskustelut ja luokan oppilaiden kirjoittamat kirjoitelmat. Tutkimustehtävänä oli kuvata ja ymmärtää muslimityttöjen olemassaolon vaikutusta luokan arkipäivään luokan eri osapuolien kannalta. Kiinnostuksen kohteena oli, miten opettaja ja luokan muut oppilaat suhtautuivat muslimityttöihin ja millaisia olivat muslimityttöjen omat kokemukset luokan elämästä ja miten heidän uskontonsa, islam, näkyi koulupäivän aikana. Tutkimustuloksista: Islam näkyi koulupäivän aikana konkreettisimmin muslimityttöjen pukeutumisessa ja ruokailussa. He saivat myös islaminuskon opetusta, harjoittelivat paastoamista paastokuukauden aikana ja heillä oli lupa olla pois koulusta muslimien juhlapyhinä. Luokan muut oppilaat tiesivät, että muslimitytöillä oli eri uskonto kuin heillä, mutta he eivät uskoneet sen vaikuttavan muslimityttöjen koulupäivään kovinkaan paljon. Muslimitytöt olivat solmineet ystävyyssuhteita luokan suomalaisiin tyttöihin ja he viihtyivät hyvin heidän kanssaan. Muslimityttöjä oli kuitenkin kiusattu enemmän kuin luokan muita oppilaita, mutta kiusaaminen oli vähentynyt ajan kuluessa. Muutamilla luokan pojilla oli halveksiva tai vihamielinen suhtautuminen muslimityttöihin. Muslimityttöjen koulunkäyntiin liittyi joitakin vaikeuksia, kuten oppimisvaikeudet muutamissa aineissa ja vaikeudet sopeutua tiettyihin koulun sääntöihin. Luokanopettaja koki yhteistyön muslimityttöjen vanhempien kanssa vaikeaksi. Näistä ongelmista huolimatta muslimitytöillä oli myönteinen suhtautuminen koulunkäyntiin. Tässä tapauksessa muslimitytöt olivat saavuttaneet integraatio-vaiheen Berryn akkulturaatio teorian mukaan. Sopeutuminen peruskoululuokkaan oli onnistunut heiltä hyvin lähinnä luokanopettajan toiminnan johdosta. He puhuivat hyvin suomen kieltä ja olivat asuneet Suomessa jo usean vuoden ajan, mikä myös helpotti sopeutumista. This dissertation examined the research-based teacher education at the University of Helsinki from different theoretical and practical perspectives. Five studies focused on these perspectives separately as well as overlappingly. Study I focused on the reflection process of graduating teacher students. The data consisted of essays the students wrote as their last assignment before graduating, where their assignment was to examine their development as researchers during their MA thesis research process. The results indicated that the teacher students had analysed their own development thoroughly during the process and that they had reflected on theoretical as well as practical educational matters. The results also pointed out that, in the students’ opinion, personally conducted research is a significant learning process. -- Study II investigated teacher students’ workplace learning and the integration of theory and practice in teacher education. The students’ interviews focused on their learning of teacher’s work prior to education. The interviewees’ responses concerning their ‘surviving’ in teaching prior to teacher education were categorized into three categories: learning through experiences, school as a teacher learning environment, and case-specific learning. The survey part of the study focused on integration of theory and practice within the education process. The results showed that the students who worked while they studied took advantage of the studies and applied them to work. They set more demanding teaching goals and reflected on their work more theoretically. -- Study III examined practical aspects of the teacher students’ MA thesis research as well as the integration of theory and practice in teacher education. The participants were surveyed using a web-based survey which dealt with the participants’ teacher education experiences. According to the results, most of the students had chosen a practical topic for their MA thesis, one arising from their work environment, and most had chosen a research topic that would develop their own teaching. The results showed that the integration of theory and practice had taken place in much of the course work, but most obviously in the practicum periods, and also in the courses concerning the school subjects. The majority felt that the education had in some way been successful with regards to integration. -- Study IV explored the idea of considering teacher students’ MA thesis research as professional development. Twenty-three teachers were interviewed on the subject of their experiences of conducting research about their own work as teachers. The results of the interviews showed that the reasons for choosing the MA thesis research topic were multiple: practical, theoretical, personal, professional reasons, as well as outside effect. The objectives of the MA thesis research, besides graduating, were actual projects, developing the ability to work as teachers, conducting significant research, and sharing knowledge of the topic. The results indicated that an MA thesis can function as a tool for professional development, for example in finding ways for adjusting teaching, increasing interaction skills, gaining knowledge or improving reflection on theory and/or practice, strengthening self-confidence as a teacher, increasing researching skills or academic writing skills, as well as becoming critical and being able to read scientific and academic literature. -- Study V analysed teachers’ views of the impact of practitioner research. According to the results, the interviewees considered the benefits of practitioner research to be many, affecting teachers, pupils, parents, the working community, and the wider society. Most of the teachers indicated that they intended to continue to conduct research in the future. The results also showed that teachers often reflected personally and collectively, and viewed this as important. -- These five studies point out that MA thesis research is and can be a useful tool for increasing reflection doing with personal and professional development, as well as integrating theory and practice. The studies suggest that more advantage could be taken of the MA thesis research project. More integration of working and studying could and should be made possible for teacher students. This could be done in various ways within teacher education, but the MA thesis should be seen as a pedagogical possibility.

A Journey in the Landscape of Sustainable School Development “A Journey in the Landscape of Sustainable School Development” is a story of the Sorrila School development process. This research deals with a school development project as a process, and as a part of international projects on Education for Sustainable Development, with ENSI (Environment and School Initiatives) being the most important. The main purpose of the study was to analyze the change process as a general phenomenon as well as the learning connected to it. The research describes the development period 2001–2008 at the Sorrila Primary school. The research questions are as follows: 1. What did pupils learn during the research and development period? 2. How did the coordinating teacher develop personally? 3. How were the ENSI targets and other closely linked projects reached? 4. What was the feedback from the pupils, their parents and other teachers at the school? 5. How did the developing process proceed in 2001–2008? The method used was integrating action research, which also had ethnographical elements. Narrative was the form of the data as well as the manner of reporting. The method as a whole was integrating, ethnographical action research as a story. The research data consisted mostly of Knowledge Forum notes written by the teacher-researcher. Knowledge Forum is an Internetbased collaborative knowledge-building programme. Pupils’, parents’ and other teachers’ feedback, newspaper articles and students’ writings complied the data, which consists of material from seven years. Sustainable development was the basis of the school improvement. The targets of the United Nations Decade of Education for Sustainable Development (2005–2014) were part of the development projects. According to the research results the school was seen as part of complex systems where manifold and interactive learning took place. The learning of pupils, teachers and the school as a community can be characterised socioculturally. The school was able to reach a level of collaborative transformative learning. As well as several concrete projects, such as Comenius school project, school development consisted of networking at many levels. Along with the projects and networking, the school was able to apply the pedagogy of connection, by carrying out integrative and cross-disciplinary themes and using various learning and teaching methods. International cooperation was a natural part of the work. A figure of Aunt Green, the role model of the teacher researcher, was an innovation which resembled a change agent. The other role of the teacherresearcher as a coordinator, was important for her own professional development. According to the results the change process, which relied on sustainable school development, led the school along a road of positive renewals. It was not a series of projects but an ongoing process. The objectives of the international projects were accomplished to a great extent during the research period. According to the principles of action research, the main results were put forward in order to help others to develop their schools. Frictions and problems as well as positive experiences and rejecting dualities were seen as change forces. Europe was declared malaria free in 1975. The disappearance of malaria has traditionally been attributed to numerous deliberate actions like vector control, the screening of houses, more efficient medication etc. Malaria, however, disappeared from many countries like Finland before any counter measures had even started. The aim of this thesis is to study the population ecology of P. vivax and its interaction with the human host and the vector. By finding the factors that attributed to the extinction of vivax malaria it might be possible to improve the modern strategy against P. vivax. The parasite was studied with data from Finland, which provides the longest time series (1749-2008) of malaria statistics in the world. The malaria vectors, Anopheles messeae and A. beklemishevi are still common species in the country. The eradication of vivax malaria is difficult because the parasite has a dormant stage that can cause a relapse long after a primary infection. It was now shown that P. vivax is able to detect the presence of a potential vector. A dormant stage is triggered even from a bite of an uninfected Anopheles mosquito. This optimizes the chances for the Plasmodium to reach a mosquito vector for sexual reproduction. The longevity of the dormant stage could be shown to be at least nine years. The parasite spends several years in its human host and the behaviour of the human carrier had a profound impact on the decline of the disease in Finland. Malaria spring epidemics could be explained by a previous warm summer. Neither annual nor summer mean temperature had any impact on the long term malaria trend. Malaria disappeared slowly from Finland without mosquito control. The sociological change from extended families to nuclear families led to decreased household size. The decreased household size correlated strongly with the decline of malaria. That led to an increased isolation of the subpopulations of P. vivax. Their habitat consisted of the bedrooms in which human carriers slept together with the overwintering vectors. The isolation of the parasite ultimately led to the extinction of vivax malaria. Metapopulation models adapted to local conditions should therefore be implemented as a tool for settlement planning and socio-economic development and become an integrated part of the fight against malaria.

Most countries of Europe, as well as many countries in other parts of the world, are experiencing an increased impact of natural hazards. It is often speculated, but not yet proven, that climate change might influence the frequency and magnitude of certain hydro-meteorological natural hazards. What has certainly been observed is a sharp increase in financial losses caused by natural hazards worldwide. Eventhough Europe appears to be a space that is not affected by natural hazards to such catastrophic extents as other parts of the world are, the damages experienced here are certainly increasing too. Natural hazards, climate change and, in particular, risks have therefore recently been put high on the political agenda of the EU. In the search for appropriate instruments for mitigating impacts of natural hazards and climate change, as well as risks, the integration of these factors into spatial planning practices is constantly receiving higher attention. The focus of most approaches lies on single hazards and climate change mitigation strategies. The current paradigm shift of climate change mitigation to adaptation is used as a basis to draw conclusions and recommendations on what concepts could be further incorporated into spatial planning practices. Especially multi-hazard approaches are discussed as an important approach that should be developed further. One focal point is the definition and applicability of the terms natural hazard, vulnerability and risk in spatial planning practices. Especially vulnerability and risk concepts are so many-fold and complicated that their application in spatial planning has to be analysed most carefully. The PhD thesis is based on six published articles that describe the results of European research projects, which have elaborated strategies and tools for integrated communication and assessment practices on natural hazards and climate change impacts. The papers describe approaches on local, regional and European level, both from theoretical and practical perspectives. Based on these, passed, current and future potential spatial planning applications are reviewed and discussed. In conclusion it is recommended to shift from single hazard assessments to multi-hazard approaches, integrating potential climate change impacts. Vulnerability concepts should play a stronger role than present, and adaptation to natural hazards and climate change should be more emphasized in relation to mitigation. It is outlined that the integration of risk concepts in planning is rather complicated and would need very careful assessment to ensure applicability. Future spatial planning practices should also consider to be more interdisciplinary, i.e. to integrate as many stakeholders and experts as possible to ensure the sustainability of investments.

Being at the crossroads of the Old World continents, Western Asia has a unique position through which the dispersal and migration of mammals and the interaction of faunal bioprovinces occurred. Despite its critical position, the record of Miocene mammals in Western Asia is sporadic and there are large spatial and temporal gaps between the known fossil localities. Although the development of the mammalian faunas in the Miocene of the Old World is well known and there is ample evidence for environmental shifts in this epoch, efforts toward quantification of habitat changes and development of chronofaunas based on faunal compositions were mostly neglected. Advancement of chronological, paleoclimatological, and paleogeographical reconstruction tools and techniques and increased numbers of new discoveries in recent decades have brought the need for updating and modification of our level of understanding. We under took fieldwork and systematic study of mammalian trace and body fossils from the northwestern parts of Iran along with analysis of large mammal data from the NOW database. The data analysis was used to study the provinciality, relative abundance, and distribution history of the closed- and open-adapted taxa and chronofaunas in the Miocene of the Old World and Western Asia. The provinciality analysis was carried out, using locality clustering, and the relative abundance of the closed- and open-adapted taxa was surveyed at the family level. The distribution history of the chronofaunas was studied, using faunal resemblance indices and new mapping techniques, together with humidity analysis based on mean ordinated hypsodonty. Paleoichnological studies revealed the abundance of mammalian footprints in several parts of the basins studied, which are normally not fossiliferous in terms of body fossils. The systematic study and biochronology of the newly discovered mammalian fossils in northwestern Iran indicates their close affinities with middle Turolian faunas. Large cranial remains of hipparionine horses, previously unknown in Iran and Western Asia, are among the material studied. The initiation of a new field project in the famous Maragheh locality also brings new opportunities to address questions regarding the chronology and paleoenvironment of this classical site. Provinciality analysis modified our previous level of understandings, indicating the interaction of four provinces in Western Asia. The development of these provinces was apparently due to the presence of high mountain ranges in the area, which affected the dispersal of mammals and also climatic patterns. Higher temperatures and possibly higher co2 levels in the Middle Miocene Climatic Optimum apparently favored the development of the closed forested environments that supported the dominance of the closed-adapted taxa. The increased seasonality and the progressive cooling and drying of the midlatitudes toward the Late Miocene maintained the dominance of open-adapted faunas. It appears that the late Middle Miocene was the time of transition from a more forested to a less forested world. The distribution history of the closed- and open-adapted chronofaunas shows the presence of cosmopolitan and endemic faunas in Western Asia. The closed-adapted faunas, such as the Arabian chronofauna of the late Early‒early Middle Miocene, demonstrated a rapid buildup and gradual decline. The open-adapted chronofaunas, such as the Late Miocene Maraghean fauna, climaxed gradually by filling the opening environments and moving in response to changes in humidity patterns. They abruptly declined due to demise of their favored environments. The Siwalikan chronofauna of the early Late Miocene remained endemic and restricted through all its history. This study highlights the importance of field investigations and indicates that new surveys in the vast areas of Western Asia, which are poorly sampled in terms of fossil mammal localities, can still be promising. Clustering of the localities supports the consistency of formerly known patterns and augments them. Although the quantitative approach to relative abundance history of the closed- and open-adapted mammals harks back to more than half a century ago, it is a novel technique providing robust results. Tracking the history of the chronofaunas in space and time by means of new computational and illustration methods is also a new practice that can be expanded to new areas and time spans.

The main objective of the study is to evaluate the Finnish central government s foreign borrowing between the years 1862 and 1938. Most of this period was characterised by deep capital market integration that bears resemblance to the liberal world financial order at the turn of the millennium. The main aim is to analyse the credit risk associated with the state and its determination by evaluating the world financial market centres perception of Finland. By doing this, the study is also expected to provide an additional dimension to Finland s political and economic history by incorporating into the research the assessments of international capital markets regarding Finland during a period that witnessed profound political and economic changes in Finnish society. The evaluation of the credit risk mainly relies on exchange-rate risk free time series of the state s foreign bonds. They have been collected from quotations in the stock exchanges in Helsinki, Hamburg, Paris and London. In addition, it investigates Finland s exposure to short-term debt and Moody s credit ratings assigned to Finland. The study emphasises the importance of the political risk. It suggests that the hey-day of the state s reliance on foreign capital markets took place during last few decades of the 19th century when Finland enjoyed a wide autonomy in the Russian Empire and prudently managed its economy, highlighted in Finland s adherence to the international gold standard. Political confrontations in Finland and, in particular, in Russia and the turbulence of the world financial system prevented the return of this beneficial position again. Through its issuance of foreign bonds the state was able to import substantial amounts of foreign capital, which was sorely needed to foster economic development in Finland. Moreover, the study argues that the state s presence in the western capital markets not only had economic benefits, but it also increased the international awareness of Finland s distinct and separate status in the Russian Empire and later underlined its position as an independent republic.

Austria and Finland are persistently referred to as the “success stories” of post-1945 European history. Notwithstanding their different points of departure, in the course of the Cold War both countries portrayed themselves as small and neutral border-states in the world dictated by superpower politics. By the 1970s, both countries frequently ranked at the top end in various international classifications regarding economic development and well-being in society. This trend continues today. The study takes under scrutiny the concept of consensus which figures centrally in the two national narratives of post-1945 success. Given that the two domestic contexts as such only share few direct links with one another and are more obviously different than similar in terms of their geographical location, historical experiences and politico-cultural traditions, the analogies and variations in the anatomies of the post-1945 “cultures of consensus” provide an interesting topic for a historical comparative and cross-national examination. The main research question concerns the identification and analysis of the conceptual and procedural convergence points of the concepts of the state and consensus. The thesis is divided into six main chapters. After the introduction, the second chapter presents the theoretical framework in more detail by focusing on the key concepts of the study – the state and consensus. Chapter two also introduces the comparative historical and cross-national research angles. Chapter three grounds the key concepts of the state and consensus in the historical contexts of Austria and Finland by discussing the state, the nation and democracy in a longer term comparative perspective. The fourth and fifth chapter present case studies on the two policy fields, the “pillars”, upon which the post-1945 Austrian and Finnish cultures of consensus are argued to have rested. Chapter four deals with neo-corporatist features in the economic policy making and chapter five discusses the building up of domestic consensus regarding the key concepts of neutrality policies in the 1950s and 1960s. The study concludes that it was not consensus as such but the strikingly intense preoccupation with the theme of domestic consensus that cross-cut, in a curiously analogous manner, the policy-making processes studied. The main challenge for the post-1945 architects of Austrian and Finnish cultures of consensus was to find strategies and concepts for consensus-building which would be compatible with the principles of democracy. Discussed at the level of procedures, the most important finding of the study concerns the triangular mechanism of coordination, consultation and cooperation that set into motion and facilitated a new type of search for consensus in both post-war societies. In this triangle, the agency of the state was central, though in varying ways. The new conceptions concerning a small state’s position in the Cold War world also prompted cross-nationally perceivable willingness to reconsider inherited concepts and procedures of the state and the nation. At the same time, the ways of understanding the role of the state and its relation to society remained profoundly different in Austria and Finland and this basic difference was in many ways reflected in the concepts and procedures deployed in the search for consensus and management of domestic conflicts. In order to fully understand the process of European integration it is of paramount importance to consider developments at the sub-national and local level. EU integration scholars shifted their attention to the local level only at the beginning of the 1990s with the concept of multi-level governance (MLG). While MLG is the first concept to scrutinise the position of local levels of public administration and other actors within the EU polity, I perceive it as too optimistic in the degree of influence it ascribes to local levels. Thus, learning from and combining MLG with other concepts, such as structural constructivism, helps to reveal some of the hidden aspects of EU integration and paint a more realistic picture of multi-level interaction. This thesis also answers the call for more case studies in order to conceptualise MLG further. After a critical study of theories and concepts of European integration, above all, MLG, I will analyse sub-national and local government in Finland and Germany. I show how the sub-national level and local governments are embedded in the EU s multi-level structure of governance and how, through EU integration, those levels have been empowered but also how their scope of action has partially decreased. After theoretical and institutional contextualisation, I present the results of my empirical study of the EU s Community Initiative LEADER+. LEADER stands for Liaison Entre Actions de Développement de l'Économie Rurale , and aims at improving the economic conditions in Europe s rural areas. I was interested in how different actors construct and shape EU financed rural development, especially in how local actors organised in so-called local action groups (LAGs) cooperate with other administrative units within the LEADER+ administrative chain. I also examined intra-institutional relations within those groups, in order to find out who are the most influential and powerful actors within them. Empirical data on the Finnish and German LAGs was first gathered through a survey, which was then supplemented and completed by interviewing LAG members, LAG-managers, several civil servants from Finnish and German decision-making and managing authorities and a civil servant from the EU Commission. My main argument is that in both Germany and Finland, the Community Initiative LEADER+ offered a space for multi-level interaction and local-level involvement, a space that on the one hand consists of highly motivated people actively contributing to the improvement of the quality of life and economy in Europe s countryside but which is dependent and also restricted by national administrative practices, implementation approaches and cultures on the other. In Finland, the principle of tri-partition (kolmikantaperiaatte) in organising the executive committees of LAGs is very noticeable. In comparison to Germany, for instance, the representation of public administration in those committees is much more limited due to this principle. Furthermore, the mobilisation of local residents and the bringing together of actors from the local area with different social and institutional backgrounds to become an active part of LEADER+ was more successful in Finland than in Germany. Tri-partition as applied in Finland should serve as a model for similar policies in other EU member states. EU integration changed the formal and informal inter-institutional relations linking the different levels of government. The third sector including non-governmental institutions and interest groups gained access to policy-making processes and increasingly interact with government institutions at all levels of public administration. These developments do not necessarily result in the empowering of the local level.

This dissertation consists of an introductory section and three essays investigating the effects of economic integration on labour demand by using theoretical models and by empirical analysis. The essays adopt an intra-industry trade approach to specify a theoretical framework of estimation for determining the effects of economic integration on employment. In all the essays the empirical aim is to explore the labour demand consequences of European integration. The first essay analyzes how labour-demand elasticities with own price have changed during the process of economic integration. As a theoretical result, intensified trade competition increases labour-demand elasticity, whereas better advantage of economies of scale decreases labour-demand elasticity by decreasing the elasticity of substitution between differentiated products. Furthermore, if integration gives rise to an increase in input-substitutability and/or outsourcing activities, labour demand will become more elastic. Using data from the manufacturing sector from 1975 to 2002, the empirical results provide support for the hypothesis that European integration has contributed to increased elasticities of total labour demand in Finland. The second essay analyzes how economic integration affects the impact of welfare poli-cies on employment. The essay considers the viability of financing the public sector, i.e. public consumption and social security expenses, by general labour taxation in an economy which has become more integrated into international product markets. The theoretical results of the second essay indicate that, as increased trade competition crowds out better economies of scale, it becomes more costly to maintain welfare systems financed by labour taxation. Using data from European countries for the years 1975 to 2004, the empirical results provide inconsistent evidence for the hypothesis that economic integration has contributed to the distortion effects of welfare policies on employment. The third essay analyzes the impact of profit sharing on employment as a way to introduce wage flexibility into the process of economic integration. The results of the essay suggest that, in theory, the effects of economic integration on the impact of profit sharing on employment clearly depend on a trade-off between intensified competition and better advantage of economies of scale. If product market competition increases, the ability of profit sharing to improve employment through economic integration increases with moderated wages. While, the economic integration associating with market power in turn decrease the possibilities of profit sharing with higher wages to improve employment. Using data from the manufacturing sector for the years 1996 to 2004, the empirical results show that profit-sharing has a positive impact on employment during the process of European integration, but can have ambiguous effects on the stability of employment in Finland.
