The territory of the European Union is made up of a rich and wide-ranging universe of languages, which is not circumscribed to the «State languages». The existence of multilingualism is one of Europe’s defining characteristics and it should remain so in the constantly evolving model of Europe’s political structure. Nonetheless, until now, the official use of languages has been limited to the «State languages» and has been based on a concept of state monolingualism that has led to a first level of hierarchization among the languages of Europe. This has affected the very concept of European language diversity. The draft of the treaty establishing a European Constitution contains various language-related references that can be grouped in two major categories: on the one hand, those references having to do the constitutional status of languages, and on the other, those regarding the recognition of European language diversity. Both issues are dealt with in this article. In analyzing the legal regime governing languages set forth in the draft of the constitutional treaty, we note that the draft is not based on the concept of the official status of languages. The language regulation contained in the draft of the constitutional treaty is limited in character. The constitutional language regime is based on the concept of Constitutional languages but the official status of languages is not governed by this rule. The European Constitution merely enunciates rights governing language use for European citizens vis-à-vis the languages of the Constitution and refers the regulation of the official status of languages to the Council, which is empowered to set and modify that status by unanimous decision. Because of its broad scope, this constitutes a regulatory reservation. In the final phase of the negotiation process a second level of constitutional recognition of languages would be introduced, linked to those that are official languages in the member states (Catalan, Basque, Galician, etc.). These languages, however, would be excluded from the right to petition; they would constitute a tertium genus, an intermediate category between the lan guages benefiting from the language rights recognized under the Constitution and those other languages for which no status is recognized in the European institutional context. The legal functionality of this second, intermediate category will depend on the development of standards, i.e., it will depend on the entrée provided such languages in future reforms of the institutional language regime. In a later section, the article reflects on European Union language policy with regard to regional or minority languages, concluding that the Union has not acted in accordance with defined language policy guidelines when it has been confronted, in the exercise of its powers, with regional or minority languages (or domestic legislation having to do with language demands). The Court of Justice has endeavoured to resolve on a case by case basis the conflicts raised between community freedoms and the normative measures that protect languages. Thus, using case law, the Court has set certain language boundaries for community freedoms. The article concludes by reflecting on the legal scope of the recognition of European language diversity referred to in Article II-82 of the European Constitution and the possible measures to implement the precept that might constitute the definition of a true European language policy on regional or minority languages. Such a policy has yet to be defined.

[EN]Traditionally writing skills have been given priority in language teaching and so, oral skills have been put aside. However, during the last years many voices have asserted the importance of oral skills. Therefore, they claim that oral language teaching must be emphasized at school. Also, the necessity of strengthening oral language is shown in the new curriculum. Nevertheless, those intentions are reflected in very different ways in textbooks. In this work we have looked into the treatment that oral language is given in teaching materials because, in our opinion, textbooks are one of the most important tools for teachers. The facts show that the importance given to oral language and the exercises and tools needed to work that skill are very different from one publishing house to another. Besides, we have confirmed that all the textbooks don’t satisfy the requirements proposed in the Basque official curriculum (e.g. didactic sequences) or that the approach to the text or the way to work with it are not always what they should be. Therefore, it is obvious that we have still a long way in the field of oral language and specially in the way of teaching oral skills

Nowadays due to the crisis, some government measures are aimed at reducing healthcare spending, affecting in some level or another the quality offered. Process management is said to be a useful tool for reducing healthcare costs by improving management without any additional economic investment. That is doing more with the same resources and without reducing the quality offered. In this study an empirical case of a Catalan hospital is presented. Overall, the usefulness of process management in the healthcare sector is shown and some tips are provided for those managers that want to implement this management system in their hospitals. This work is also interesting for those managers responsible for the National Healthcare System due to a big question is stated: what would happen if process management was implemented in the whole healthcare system?

[SPA] Múltiples son las formas en las que se materializa la intertextualidad, entendida como el conjunto de relaciones que se establecen entre obras diferentes. Una de estas expresiones intertextuales es la adaptación literaria de los clásicos, que transforma textos originariamente dirigidos al público adulto en obras para el joven lector. Tomando como ejemplo diversas versiones infantiles del Lazarillo de Tormes, se han analizado las estrategias empleadas en su adaptación y se ha reflexionado sobre las profundas modificaciones a las que se somete el hipotexto. La exploración de esta temática ha permitido hacer visible la imagen desfigurada que, de forma consciente o inconsciente, la Literatura Infantil y Juvenil transmite en ocasiones de los clásicos universales.

The aim of the present study was to investigate the functional role of syllables in sign language and how the different phonological combinations influence sign production. Moreover, the influence of age of acquisition was evaluated. Deaf signers (native and non-native) of Catalan Signed Language (LSC) were asked in a picture-sign interference task to sign picture names while ignoring distractor-signs with which they shared two phonological parameters (out of three of the main sign parameters: Location, Movement, and Handshape). The results revealed a different impact of the three phonological combinations. While no effect was observed for the phonological combination Handshape-Location, the combination Handshape-Movement slowed down signing latencies, but only in the non-native group. A facilitatory effect was observed for both groups when pictures and distractors shared Location-Movement. Importantly, linguistic models have considered this phonological combination to be a privileged unit in the composition of signs, as syllables are in spoken languages. Thus, our results support the functional role of syllable units during phonological articulation in sign language production.

[EU]Azken urteetan argi geratu da gizakiak aurrera egiteko ezinbestekoa duela zehaztasuna. Teknologia berriak geroz eta bideratuagoak daude produktuen tamaina ahalik eta gehien murrizten edota produktu handien perdoiak nanometroetara hurbiltzeko ahaleginetan. Hau lortzeko bidean ezinbestekoa da elementu guztietan zehaztasuna limitera eramatea eta funtsean, honetan zentratuko da lan hau. Proiektu hau artikulazioen zehaztasuna hobetzeko tekniketan zentratuko da, gehiago zehaztuz, optika arloan lan egingo duen errobot baten artikulazioak analizatuko ditu. Artikulazioen zehaztasun optimoa lortzeko artikulazio hauek generazio berriko artikulazioak izatea pentsatu da, artikulazio flexible edo “flexible joints” izenekoak. Artikulazio hauek, orain artekoak ez bezala, ez dituzte bi elementu elkartuko, elementu bakarrez osatuta egongo dira eta bere buruarekiko errotazioz eta flexioz egingo dute lan honela, ohiko artikulazioek funtzionamendu egokirako behar duten lasaiera baztertu egingo da zehaztasun hobeak lortuz. Lan honetan zehar artikulazio flexible mota bat aukeratuko da eta geometriaren hainbat parametroren eta material ezberdinen aurrean edukiko duen jokaera analizatuko da. Aipatu beharra dago, artikulazio flexibleak azken hamarkadetan garatutako ideiak direnez beraiei buruzko informazioa oso pribatizatua dagoela eta ez dela lan erraza hau interneten edota liburutegietan topatzea. Ala ere, hauen analisirako aurkitu den informazio guztia eranskinetan dauden artikuluetan dago. Bertatik atera den informazio garrantzitsuena elementu finituen bitartezko analisian geometriak eduki beharreko baldintza batzuk eta ulermen eta aldaratze egokia lortzeko komeni diren datuak zehaztea izan da. We wished to replicate evidence that an experimental paradigm of speech illusions is associated with psychotic experiences. Fifty-four patients with a first episode of psychosis (FEP) and 150 healthy subjects were examined in an experimental paradigm assessing the presence of speech illusion in neutral white noise. Socio-demographic, cognitive function and family history data were collected. The Positive and Negative Syndrome Scale (PANSS) was administered in the patient group and the Structured Interview for Schizotypy-Revised (SIS-R), and the Community Assessment of Psychic Experiences (CAPE) in the control group. Patients had a much higher rate of speech illusions (33.3% versus 8.7%, ORadjusted: 5.1, 95% CI: 2.3-11.5), which was only partly explained by differences in IQ (ORadjusted: 3.4, 95% CI: 1.4-8.3). Differences were particularly marked for signals in random noise that were perceived as affectively salient (ORadjusted: 9.7, 95% CI: 1.8-53.9). Speech illusion tended to be associated with positive symptoms in patients (ORadjusted: 3.3, 95% CI: 0.9-11.6), particularly affectively salient illusions (ORadjusted: 8.3, 95% CI: 0.7-100.3). In controls, speech illusions were not associated with positive schizotypy (ORadjusted: 1.1, 95% CI: 0.3-3.4) or self-reported psychotic experiences (ORadjusted: 1.4, 95% CI: 0.4-4.6). Experimental paradigms indexing the tendency to detect affectively salient signals in noise may be used to identify liability to psychosis.

Background Jumping to conclusions (JTC) is associated with psychotic disorder and psychotic symptoms. If JTC represents a trait, the rate should be (i) increased in people with elevated levels of psychosis proneness such as individuals diagnosed with borderline personality disorder (BPD), and (ii) show a degree of stability over time. Methods The JTC rate was examined in 3 groups: patients with first episode psychosis (FEP), BPD patients and controls, using the Beads Task. PANSS, SIS-R and CAPE scales were used to assess positive psychotic symptoms. Four WAIS III subtests were used to assess IQ. Results A total of 61 FEP, 26 BPD and 150 controls were evaluated. 29 FEP were revaluated after one year. 44% of FEP (OR = 8.4, 95% CI: 3.9-17.9) displayed a JTC reasoning bias versus 19% of BPD (OR = 2.5, 95% CI: 0.8-7.8) and 9% of controls. JTC was not associated with level of psychotic symptoms or specifically delusionality across the different groups. Differences between FEP and controls were independent of sex, educational level, cannabis use and IQ. After one year, 47.8% of FEP with JTC at baseline again displayed JTC. Conclusions JTC in part reflects trait vulnerability to develop disorders with expression of psychotic symptoms.
