Commonly, the border area is a countryside located far from city centre, so that such area gets less attention from government. This condition is seen from the condition of social and economic aspects that is left behind than other locations (Bappenas 2004). In Balinese Traditional perspective, countryside as border area is a non built environment as a symbol of an authority but it does not mean without activities. Asa regency area, border area is a gate of the regency that gives a first impression and attraction as well as represent of the regency characteristic. One of border areasbetween 2 regencies in Bali is Pengragoanareatraversed bythe main routeconnecting thecentreof the Bali Provinceand Gilimanuk Port. Not only is it as a border area betweenJembrana and Tabanan regencies, but also a coastal area that began to gain influence tourism development. The objective of this study is to find the strategies planning for border development that gives benefit to people, protect the local wisdom and meet with sustainable development issues. In order to achieve this objective, this research uses field study, focus groups discussion strategy and direct interview to collect data and descriptive analysis to analyse data. As an agriculture area, this area can be developed as agro-tourism area that focuses on agticultural activities and some support activities, " in limited number", such as home industries, outdoor recreation, agro tourism, restaurant, villa as well as stop over.

The Myanmar economy has not been deeply integrated into East Asia’s production and distribution networks, despite its location advantages and notably abundant, reasonably well-educated, cheap labor force. Underdeveloped infrastructure, logistics in particular, and an unfavorable business and investment environment hinder it from participating in such networks in East Asia. Service link costs, for connecting production sites in Myanmar and other remote fragmented production blocks or markets, have not fallen sufficiently low to enable firms, including multi-national corporations to reduce total costs, and so the Myanmar economy has failed to attract foreign direct investments. Border industry offers a solution. The Myanmar economy can be connected to the regional and global economy through its borders with neighboring countries, Thailand in particular, which already have logistic hubs such as deep-sea ports, airports and trunk roads. This paper examines the source of competitiveness of border industry by considering an example of the garment industry located in the Myanmar-Thai border area. Based on such analysis, we recognize the prospects of border industry and propose some policy measures to promote this on Myanmar soil.

Are you ready for a tender project? – Analysis of organisational project management maturity in the Austrian- Hungarian border region. Since the 1990s the European Union has paid more and more attention to subsidising cross-border development. It is understandable that different funding from proposal sources is particularly important for the border area, especially to those of utmost importance that support co-operation and rural development. Therefore, they could become a driving force for development. The authors’ research analyses the organisational project management maturity of the projects implemented in the frame of the Austria-Hungary Cross-border Cooperation Programme 2007-2013 (AT-HU). Analysing this kind of organisation is an important issue, since the new call for proposals are open in 2016 and the results of this study may provide a self-evaluation opportunity to organisations that need to know if they are ready or mature enough for a new tender project. The aim of this study was twofold. First of all, those indicators that could be used to analyse the project management maturity of implementing organisations in the AT-HU programme were identified. Based on the empirical research these are the project experience accumulated by the organisation, the internal processes operating at the institution and the professional background. Secondly, factors that can affect this project management maturity were explored and we determined five influencing area: the organisational structure, culture, project managers motivation and the typical and important competences.

Heart failure is a common and highly challenging medical disorder. The progressive increase of elderly population is expected to further reflect in heart failure incidence. Recent progress in cell transplantation therapy has provided a conceptual alternative for treatment of heart failure. Despite improved medical treatment and operative possibilities, end-stage coronary artery disease present a great medical challenge. It has been estimated that therapeutic angiogenesis would be the next major advance in the treatment of ischaemic heart disease. Gene transfer to augment neovascularization could be beneficial for such patients. We employed a porcine model to evaluate the angiogenic effect of vascular endothelial growth factor (VEGF)-C gene transfer. Ameroid-generated myocardial ischemia was produced and adenovirus encoding (ad)VEGF-C or β-galactosidase (LacZ) gene therapy was given intramyocardially during progressive coronary stenosis. Angiography, positron emission tomography (PET), single photon emission computed tomography (SPECT) and histology evidenced beneficial affects of the adVEGF-C gene transfer compared to adLacZ. The myocardial deterioration during progressive coronary stenosis seen in the control group was restrained in the treatment group. We observed an uneven occlusion rate of the coronary vessels with Ameroid constrictor. We developed a simple methodological improvement of Ameroid model by ligating of the Ameroid–stenosed coronary vessel. Improvement of the model was seen by a more reliable occlusion rate of the vessel concerned and a formation of a rather constant myocardial infarction. We assessed the spontaneous healing of the left ventricle (LV) in this new model by SPECT, PET, MRI, and angiography. Significant spontaneous improvement of myocardial perfusion and function was seen as well as diminishment of scar volume. Histologically more microvessels were seen in the border area of the lesion. Double staining of the myocytes in mitosis indicated more cardiomyocyte regeneration at the remote area of the lesion. The potential of autologous myoblast transplantation after ischaemia and infarction of porcine heart was evaluated. After ligation of stenosed coronary artery, autologous myoblast transplantation or control medium was directly injected into the myocardium at the lesion area. Assessed by MRI, improvement of diastolic function was seen in the myoblast-transplanted animals, but not in the control animals. Systolic function remained unchanged in both groups.

Com uma notificação de 71 mil casos e 4.800 óbitos no Brasil, em 2010, a tuberculose foi a terceira causa de mortalidade dentre as doenças infecciosas. Objetivando avaliar a situação da tuberculose no Estado de Mato Grosso do Sul, foi elaborada a presente pesquisa. Realizou-se um estudo ecológico, a partir do Sistema de Informação de Agravos de Notificação (Sinan), tendo sido calculadas taxas de incidência de tuberculose pulmonar, para variáveis sócio-demográficas e proporções para outras variáveis selecionadas. A fonte de informação sobre a População Privada de Liberdade (PPL) foi o Ministério da Justiça. Comparações internas foram realizadas no primeiro artigo; comparações dos resultados obtidos para PPL com a população geral do estado, no segundo artigo; e, resultados obtido para a população das áreas de fronteira foram comparados com as populações residentes em outras áreas do estado, no terceiro artigo. Observou-se uma taxa de incidência anual média de 39 casos na população geral do Estado de Mato Grosso do Sul, e, entre os PPL, uma taxa de 978 casos de tuberculose pulmonar por 100.000 habitantes-ano, 25,4 (IC 95%: 22,5-28,1) vezes a taxa para a população geral. Observou-se, ainda, entre a população indígena do estado, um taxa de 244 casos, com um risco relativo de 7,32 (IC 95%: 6,1-8,8) na comparação com a população geral do estado. Na área de fronteira com o Paraguai, pôde ser observada uma taxa de 50 casos, e, na fronteira com a Bolívia, uma taxa de 84 casos por 100.000 habitantes-ano, correspondentes a riscos relativos de 2,16 (IC 95%: 2,01-2,33) e 1,28 (1,19-1,37), para as áreas de fronteira com o Paraguai e a Bolívia, respectivamente, ao se comparar com a população global do Estado de Mato Grosso do Sul. Conclui-se que o Programa de Controle de Tuberculose no Estado de Mato Grosso do Sul precisa de reformulação e novas estratégias, incluindo inquéritos para detecção precoce em população privada de liberdade e um observatório de saúde para as áreas de fronteira do estado, além de outras medidas de controle, ainda a serem discutidas, definidas, e implantadas para um maior controle da endemia em nosso meio.

In the present thesis, we examine the approach to the so-called “informal conversations”, especially between a suspect or defendant and criminal police authorities. Our goal is to understand if criminal police authorities are allowed to testify about the content of these conversations, revealing facts that the suspect or defendant may have shared with them, as well as about evidence that they may have acquired through these statements. Firstly, we briefly present the notion of “informal conversations” and the great variety of situations they may encompass: intra or extra-procedural; prior or subsequent to someone acquires the status of defendant. Secondly, we analyse some of the principles and rules that are involved in this controversial issue: principles concerning the procedural structure, organization and dynamic; principles concerning the production and assessment of evidence in the trial hearing; principles concerning the prosecution and the powers of criminal police authorities; the procedural status of the defendant; the rules concerning the reading of statements in the trial hearing; the rules concerning hearsay testimonies. Thirdly, we go through the great amount of case law on the so-called “informal conversations” and related matters, analysing the most relevant cases and the arguments that sustain them, as well as the legal literature. Our goal is to understand the evolution, throughout the last two decades, of the different opinions regarding the approach to the various situations in which “informal conversations” may occur and in which the admissibility of a testimony by criminal police authorities is questioned. Finally, we defend a different approach for testimonies by criminal police authorities prior and subsequent to someone acquiring the status of defendant. We see the moment when someone acquires the status of defendant as a border area in the admissibility of “informal conversations”, because from then on the statements have to be collected and assessed according to the law, so all the other conversations (or any other evidence) collected informally are irrelevant. As to the specific case of the testimony about the re-enactment of the crime, given the high degree of difficulty in separating the defendant’s contributions that may be considered essential and those that may be considered less useful, but still relevant, we support the qualification of the defendant’s contributions as inseparable from the re-enactment, allowing it to be replicated and assessed in the trial hearing with no restrictions.

La présente thèse est une étude ethnographique qui examine le savoir en tant que pratique située au Ladakh, dans l’Himalaya indien. Elle analyse les implications socioculturelles des deux moteurs de changement en jeu au Ladakh: l’un est d'origine socio-économique et lié à la production du Ladakh en tant que zone frontalière, tandis que l’autre est de nature environnementale et entrainé par les changements climatiques. Alors que le Ladakh est demeuré hors de la portée de l’État bureaucratique pendant l’administration coloniale britannique, la région s’est trouvée reconfigurée en zone frontalière stratégique après l’indépendance de l’Inde des suites des guerres successives avec le Pakistan et la Chine. L’Indépendance a mené à la partition de l’Inde et du Pakistan en 1947; cette thèse examine la portée à long terme des évènements traumatisants de la partition tels qu’ils se sont déroulés au Ladakh et comment les Ladakhis établissent des liens entre ces évènements et les changements climatiques. L’État indien s’est produit dans la région à travers une volonté de dominer les montagnes, principalement par le développement d’infrastructures et par l’intégration du savoir local des Ladakhis dans l’appareil militaire. La militarisation a restructuré l'économie du Ladakh, redéfini la structure des ménages, contribué à l’exode rural, déplacé la centralité des activités agropastorales et, tel que la dissertation le soutient, altéré de manière significative la connexion de la population locale avec l'environnement. La rationalisation croissante de la perspective sur l’environnement aujourd'hui contribue à la fragmentation des liens qui unissent les domaines naturels et humains dans la cosmologie locale de même qu’à l'abandon des pratiques rituelles connexes. Parallèlement, la région est touchée par des effets distincts des changements climatiques, en particulier la récession des glaciers. La thèse juxtapose l'expérience subjective de ces vastes changements dans la vie quotidienne des villageois de la Vallée de Sham avec les faits historiques environnementaux, démontrant ainsi que les événements historiques locaux influent sur les perceptions des changements environnementaux. L'analyse démontre qu’un phénomène objectif tel que la récession des glaciers est interprété à travers des réalités locales. Plus précisément, selon la conception du monde locale, un glacier en retrait est une figure rhétorique d’une transformation de la condition humaine. Comme le fait valoir la dissertation, l’interprétation culturelle ne constitue pas un obstacle à l'objectivité de l'histoire naturelle de la cosmologie locale. L’interprétation culturelle et l'expérience empirique s’avèrent par ailleurs essentielles à la vitalité des connaissances locales sur l'environnement et à la performance des pratiques associées.

La zona fronteriza de Norte de Santander ha sido un territorio que a lo largo de la historia ha tenido periodos de grandes superávits para la población de la zona, así como periodos de crisis. La región fundamenta su vida económica, social y cultural en el intercambio que se realiza con Venezuela. En esta investigación mediante el análisis del estado actual de la región y por medio del uso de herramientas y análisis administrativos se estudiara la viabilidad de implementar una Zona Libre en la zona de frontera colombo-venezolana, sector de Tienditas. Con herramientas como las 5 fuerzas de Porter, pronósticos cuantitativos, diagramas de flujo, análisis cualitativos, etc. se brindara un mayor entendimiento de las fortalezas y debilidades de la región, flujo de productos y servicios en la frontera y las propuestas de mejoramiento, localización de la zona, sectores potenciales y legislación o propuestas que generarían un valor agregado a esta zona.

En medio de los desafíos ambientales que enfrentan los gobiernos del mundo, Colombia posee un territorio que concentra múltiples retos para el desarrollo de políticas, planes y programas pertinentes para la protección de los recursos naturales. Hoy en día el departamento de Amazonas, ubicado estratégicamente al sur del país en una zona limítrofe de alta importancia en la región amazónica, experimenta serias problemáticas como la deforestación, la minería legal e ilegal, y la degradación hídrica. Este trabajo de investigación es un estudio de caso analítico y descriptivo, que busca analizar de qué manera la aplicación de políticas de seguridad ambiental por parte del gobierno colombiano ha contribuido con el desarrollo sostenible en el departamento del Amazonas, estableciendo las principales problemáticas en términos de seguridad ambiental e identificando las políticas que se han desarrollado para la protección de este territorio.
