Statistics show that construction industry contributes steadily and significantly to the national economy and SME always plays a major role. In order to offer "value for money" to the client and lower the operating cost, practising quality program is crucial. The aim of this paper is to investigate, via extensive literature reviews, how Australian construction SME should manage when implementing TQM strategy in the business model. In summary, there are four management implications: construction management, knowledge management, supply chain management and marketing management, which can enhance competitive advantage and favor commercial viability. One can reasonably conclude that quality improvements will lead to long term commercial advantages.

Organizations are seeking new, integrated systems that enable rapid changes through early identification of opportunities and problems, tracking of progress against plans, flexible allocation of resources to achieve goals, and consistent operations. Total Quality Management (TQM) is an overall business strategy. It means that all activities of the company will be focused on satisfying all stakeholders of the company. TQM can be realised by using the EFQM model. The EFQM model is a tool that organizations may use as a framework for self-evaluation that enables an organization to identify its strengths and areas for improvement and the extent to which its operations and results are in line with the characteristics of an excellent organization. We focus on a training organisation or to the learning department of an organization. So we are limiting the EFQM model to the training /learning activities. We can apply EFQM perfect on the level of an activity (business line) of a company. We selected the main criteria for which the learner can play the role of assessor. So only three main criteria left: the enabling resources, the enabling processes and the (learning) results for the learner. We limited the last one to “learning results” based on the Kirkpatrick model.

A szerző a teljes körű minőségmenedzsment közszervezetekben való adaptálhatóságát vizsgálja tanulmányában. Az új közmenedzsment-reformok hatására a minőségmenedzsment is egyre nagyobb teret kap a kormányzati szektorban. A közszektor hagyományos működési modellje, valamint a közszolgáltatások sajátosságai azonban továbbra is gátat szabnak a vállalati minőségmenedzsment megfelelő átvételének. A szerző a TQM magánvállalati kutatási tapasztalatait, valamint a közszektor jellemzőit felhasználva mutatja be a közszférában is alkalmazható TQM-technikákat.

An unstructured mesh �nite volume discretisation method for simulating di�usion in anisotropic media in two-dimensional space is discussed. This technique is considered as an extension of the fully implicit hybrid control-volume �nite-element method and it retains the local continuity of the ux at the control volume faces. A least squares function recon- struction technique together with a new ux decomposition strategy is used to obtain an accurate ux approximation at the control volume face, ensuring that the overall accuracy of the spatial discretisation maintains second order. This paper highlights that the new technique coincides with the traditional shape function technique when the correction term is neglected and that it signi�cantly increases the accuracy of the previous linear scheme on coarse meshes when applied to media that exhibit very strong to extreme anisotropy ratios. It is concluded that the method can be used on both regular and irregular meshes, and appears independent of the mesh quality.
