In spite of the activism of professional bodies and researchers, empirical evidence shows that project management still does not deliver the expected benefits and promises. Hence, many have questioned the validity of the hegemonic rationalist paradigm anchored in the Enlightenment and Natural Sciences tradition supporting project management research and practice for the last 60 years and the lack of relevance to practice of the current conceptual base of project management. In order to address these limitations many authors, taking a post-modernist stance in social sciences, build on ‘pre-modern’ philosophies such as the Aristotelian one, specially emphasizing the role of praxis (activity), and phronesis (practical wisdom, prudence). Indeed, ‘Praxis … is the central category of the philosophy which is not merely an interpretation of the world, but is also a guide to its transformation …’ (Vazquez, 1977:. 149). Therefore, praxis offers an important focus for practitioners and researchers in social sciences, one in which theory is integrated with practice at the point of intervention. Simply stated, praxis can serve as a common ground for those interested in basic and applied research by providing knowledge of the reality in which action, informed by theory, takes place. Consequently, I suggest a ‘praxeological’ style of reasoning (praxeology being defined as study or science of human actions and conduct, including praxis, practices and phronesis) and to go beyond the ‘Theory-Practice’ divide. Moreover, I argue that we need to move away from the current dichotomy between the two classes ‘scholars experts-researchers’ and ‘managers/workers-practitioners-participants’. Considering one single class of ‘PraXitioner’, becoming a phronimos, may contribute to create new perspectives and open up new ways of thinking and acting in project situations. Thus, I call for a Perestroika in researching and acting in project management situations. My intent is to suggest a balanced praxeological view of the apparent opposition between social and natural science approaches. I explore, in this chapter, three key questions, covering the ontological, epistemological and praxeological dimensions of project management in action. 1. Are the research approaches being currently used appropriate for generating contributions that matter to both theory and practice with regards to what a ‘project’ is or to what we do when we call a specific situation ‘a project’? 2. On the basis of which intellectual virtues is the knowledge generated and what is the impact for theory and practice? 3. Are the modes of action of the practitioners ‘prudent’ and are they differentiating or reconciling formal and abstract rationality from substantive rationality and situated reasoning with regards to the mode of action they adopt in particular project situations? The investigation of the above questions leads me to debate about ‘Project Management-as-Praxis’, and to suggest ‘A’ (not ‘THE’) ‘praxeological’ style of reasoning and mode of inquiry – acknowledging a non-paradigmatic, subjective and kaleidoscopic perspective – for ‘Knowing-as-Practicing’ in project management. In short, this is about making a ‘Projects Science’ that matters.

Loyalty raises a dilemma for women’s career progression and leadership because it signals confidence in the organisation, despite the ongoing constraints that organisations present for women and their leadership aspirations. The research investigates women’s loyalty in the context of higher education. Focussing on a select group of mid-level female academics, the paper will argue against a common sense understanding of loyalty as an expression of female care. A critical reconsideration of loyalty as care is made possible by analysing the ‘utility of loyalty’ and how it becomes a legitimate organising principle that operationalises institutional and personal objectives. How women enact loyalty draws on agency theory to explain and analyse the way loyalty is appropriated by women. The results show contradictory actions around loyalty, however, these can be clarified by agency theory to demystify loyalty and critically analyse how specific work actions and practices shape explain seemingly contradictory and emotive responses. The complications around women and loyalty are expressions of a substantive rationality through which mid-level female academics respond to the uneven opportunities, limitations and constraints that influence their work, profession and relationships.

Este trabalho analisa a prática de avaliação de projetos por parte de três organizações não-govemamentais brasileiras, a partir dos conceitos da racionalidade substantiva esboçados por Guerreiro Ramos e implementados por Maurício Serva. São abordadas as condições históricas de surgimento das ONGs no Brasil, em que a formação de seus integrantes, os objetivos que perseguem e o foco de sua ação conformam o pano de fundo a partir do qual se materializa sua gestão. A avaliação é entendida aqui como um aspecto que sintetiza, de forma dinâmica, o conjunto de valores, identidades, posturas e propostas destas organizações ao processo social mais amplo com que se relacionam. Desta forma, a avaliação de projetos ilustra uma maneira de administrar peculiar a organizações de natureza não-govemamental. O trabalho analisa, ainda, os limites da racionalidade substantiva nos processos de avaliação estudados e aponta o conhecimento sobre o universo das organizações não-govemamentais como gerador de possíveis aprendizagens para uma administração pública que pretenda aprimorar a prática democrática.

The goal of this work is to present a contribution to the critical analysis of the rationality that supports the action of the members of productive organizations, starting from a perspective of the man's emancipation in the ambit of the work. The focus of attention is related to the administrative practices of one of the largest Brazilian's private foundations that they were analyzed based on the distinction among instrumental and substantive rationality and of the theory of the communicative action. The main research method used was the 'participant observation' that allowed to the author to verify in loco the rationality that permeates the administrative practices of the researched Foundation. The importance of this study is in the fact that are scarce the studies about the management of nonprofit organizations. For increasing, every day, the emphasis that the society is giving to the third sector, for the expectation of its growth, so much in quantitative level as of influence degree about the people's life, and for placing in the position of offering answers and solutions for the problems that the State doesn't get to solve, the third sector and its organizations need a theoretical reference for its administration that is coherent with its emancipatory purpose. The results led to conclusions that alert the managers of the private foundations to review the practices adopted in the management of those organizations and stimulate the debate and the continuity of researches on the theme.

Aquilo que passamos a entender como racional e lógico a partir da era moderna, provê um esquema mental para tomada de ações que carrega um arcabouço de premissas e valores consigo. Essas regras visam a maximização utilitária das consequências, esvaziadas de qualquer valor subjetivo. Weber (1994) classificou acessoriamente esse esquema como “racionalidade instrumental”, que se caracteriza por ser orientada pelos fins, meios e consequências da ação. Em contraposição, definiu ainda a “racionalidade substantiva”, postulada nos valores do sujeito, que não se orienta por quaisquer consequências da ação. Muitos autores partiram dessas racionalidades para representar a dualidade que acomete o mundo a partir da centralidade do mercado e sua lógica instrumental, mas foi Guerreiro Ramos (1989) quem deu contundente contribuição ao estudo das organizações separando diferentes enclaves sociais, nos quais as racionalidades seriam mais adequadas em um ou outro espaço. Nesse contexto, o mercado é um enclave importante e legítimo, mas apartado de outros, nos quais as relações sociais existem para servir o sujeito. Esse trabalho, fundamentado na Teoria Crítica, reconhece que as ONGs (Organizações Não Governamentais) devem pertencer a um campo distinto daquele das empresas econômicas, por se basearem em racionalidades diferentes das mesmas. Foi realizada uma pesquisa de campo junto a cinco organizações sem fins lucrativos, com fins declarados de ação social (Harmonicanto, Reviverde, ACAM, Observatório de Favelas e Bola pra Frente), buscando identificar as influências desviacionistas que a adoção da racionalidade instrumental impõe sobre a realização dos objetivos previstos para essas organizações. Observou-se que existem contingências que favorecem o uso da instrumentalidade nessas organizações, como: necessidade de autossustentação, área de atuação, tamanho da organização, influência do líder, etc. Conclui-se que tais organizações, apesar de não serem espaços dedicados à atualização do sujeito (como define a Isonomia de Guerreiro Ramos), delatam o seu fim público e orientam-se pelas consequências sempre que absorvem de forma crua a dinâmica organizacional de uma empresa econômica.

A incorporação do enfoque territorial como fundamento para as políticas de desenvolvimento rural ocasionou, dentre outros avanços, no rompimento com a tradição vertical e centralizadora das estratégias de desenvolvimento, e na consequente valorização das iniciativas e dos atores locais. Tal abordagem acolhe a gestão social, e seus princípios da inclusão, relativo à incorporação dos atores excluídos do processo decisório, e do pluralismo, que diz respeito à multiplicidade de atores na tomada de decisões sobre as políticas públicas. No caso brasileiro, o enfoque territorial é encampado pelo Programa de Desenvolvimento Sustentável dos Territórios Rurais e pelo seu sucessor, o Programa Territórios da Cidadania. No entanto, a trajetória das políticas de desenvolvimento rural é francamente setorial, ao privilegiar as organizações vinculadas à agricultura familiar e excluir as organizações representantes dos empresários, apesar dos princípios portados pela gestão social e da adoção da abordagem territorial, que implicam na mobilização das forças sociais dinâmicas presentes nos territórios. Assim, considerada a importância da participação empresarial para o êxito das políticas dessa natureza, este trabalho analisa as possibilidades de inclusão das representações dos empresários para o pluralismo no âmbito do Programa Territórios da Cidadania. Para tanto, realizou-se um estudo de caso no Norte- RJ, no qual foram entrevistados representantes da sociedade civil, dos empresários, do SEBRAE e do Ministério do Desenvolvimento Agrário, cujas informações foram complementadas por análise documental, e tratadas por meio de análise de conteúdo com grade mista elaborada com base no conceito de cidadania deliberativa habermasiano. Os resultados relevam que as representações empresariais não estão inseridas no colegiado territorial do Norte-RJ, e tampouco conhecem o Programa Territórios da Cidadania. As entidades da sociedade civil, que consideram o colegiado como Fórum da Agricultura Familiar, rechaçam indistintamente a inclusão dos empresários por conta de diferenças sócio-políticas, agravadas pelo histórico da região. O pluralismo também é atravancado pelos processos de formação do território, de composição do colegiado e de elaboração e avaliação dos projetos. As representações empresariais, por seu turno, já estão inseridas em outras instâncias de participação social, como conselhos municipais de políticas públicas, e aceitam a dinâmica que rege estes espaços pautados na racionalidade substantiva. Sua inserção pode ser facilitada pelo SEBRAE/RJ que, além de gozar de prestígio dentre os empresários, tem fomentado a articulação dos atores territoriais. Não obstante as possibilidades para a inclusão, o modelo de gestão social em vigor não é capaz de promover a concertação social das forças dinâmicas em prol do desenvolvimento do território Norte-RJ. A partir dos processos de reforma gerencial colocados em prática em âmbito mundial, desencadearam-se propostas de reformas seguindo esta mesma lógica, também em nível estadual. O programa Choque de Gestão, implementado no Estado de Minas Gerais, é um exemplo deste tipo de proposta e merece destaque por ser avaliado de maneira bastante positiva na literatura especializada, servindo de base para a criação de processos semelhantes em outros estados do País. Neste sentido, o objetivo da presente dissertação é analisar em que medida o programa Choque de Gestão, do Governo do Estado de Minas Gerais, compreende as diferentes dimensões de desempenho, segundo o modelo do paradigma multidimensional de Benno Sander. Este autor propõe um conceito mais amplo de desempenho, que possui como critério os seguintes conceitos: eficiência, entendido como a capacidade de produzir mais com menos recursos; eficácia, tratado pelo autor como a capacidade de alcançar os objetivos estabelecidos; efetividade, entendido como a capacidade de atender às demandas da sociedade; e relevância, pensado como um critério que mede o desempenho a partir da importância ou da pertinência, sendo facilitado por um processo administrativo participativo e democrático. A partir dos conceitos de racionalidade instrumental, baseada no cálculo utilitário das conseqüências, e substantiva, pautada em valores, apresentados por Guerreiro Ramos (1989), pensam-se os critérios de eficiência e eficácia como critérios instrumentais, e os de efetividade e relevância, como critérios substantivos. Optou-se pela pesquisa qualitativa e os dados foram analisados por meio do método de análise argumentativa. Para a realização da análise, foram utilizadas as categorias de substantividade e instrumentalidade, e foram criados indicadores, com base no referencial teórico, de acordo com as categorias trabalhadas. Por meio destes indicadores, analisou-se o documento Plano Mineiro de Desenvolvimento Integrado (PMDI), que consiste no planejamento de longo prazo do programa Choque de Gestão. A partir da análise realizada, pode-se observar, principalmente, que o conceito de desenvolvimento orientador do PMDI está impregnado de elementos substantivos, como a preocupação com a qualidade de vida ou com o atendimento das demandas sociais e, por isso, guia-se por uma visão de futuro que representa um Estado em que estão presentes as duas categorias aqui trabalhadas. Entretanto, o conceito de desempenho em que está pautado, engloba aspectos predominantemente instrumentais, já que se acredita que para que a administração pública mineira melhore seu desempenho basta que ela adote medidas como a redução de custos ou o foco em resultados. Por isso, conclui-se que o conceito de desempenho em que se pauta o programa Choque de Gestão não compreende as diferentes dimensões de desempenho de forma equilibrada.

O objetivo deste estudo descritivo é gerar algum conhecimento sobre a promoção da igualdade de oportunidades para trabalhadores com deficiência intelectual no contexto das organizações modernas, tomada do ponto de vista da racionalidade como orientadora das suas práticas. Foram analisadas as práticas de gestão de pessoas como promotoras dessa igualdade por meio das adaptações realizadas na comunicação e na descrição de cargo para inserção do deficiente intelectual no mercado de trabalho. Tendo isso em vista, foram investigados os indicadores de recrutamento e seleção, de treinamento, de avaliação de desempenho e de análise de cargo, bem como os atributos das racionalidades instrumental e substantiva que orientaram essas adaptações. Os resultados mostram que as práticas de gestão desses trabalhadores têm como base a racionalidade instrumental, constituindo-se num entrave para a promoção da igualdade de oportunidades para esse público nas organizações do trabalho. Conclui-se que não há igualdade de oportunidades para essas pessoas no mercado de trabalho e que as práticas de recursos humanos precisam se modificar para serem promotoras dessa igualdade. Acredita-se que este estudo possa contribuir para tal mudança.

The central research question was to search for data to ratify the theory and discourse of the so-called practitioners of economic solidarity, by defending the substantive rationality should guide the principles of economic solidary, designing the space economy incidental and not the primacy of relations in determining social as well, reflecting the predominance of dimensions of social management in administrative practices of ESS's. For both analyzed the theoretical dimensions of social management - sociopolitical, economic, organizational and environmental - manifested in organizational practices supportive of economic organization Potiguar West. For the success of the research realized the triangulation involving a combination of quantitative and qualitative methodological approaches. At first the research will use a quantitative approach, from the cluster analysis, to verify the behavior of the sample chosen for this study. In the second stage of the qualitative study was carried out focus group technique (FLICK, 2002) for further analysis of the dimensions of social management on organizational practices supportive of economic organization, related to the principles of Solidary Economy, established in a quantitative approach. In quantitative analysis, the socio-political dimension, it was clear that the more equity instruments of internal and external, from the purposeful living in public spaces, the best monetary results. Another point worth stressing concerns the economic dimension, with the practice reciprocity prevailing in market. Thus, the qualitative approach was possible to understand the processes of exchange of product or service. Rural enterprises surveyed in the allocation of the agro-ecological products have the following scale of priority, sequentially: self-consumption (domestic), market and exchange. The research leads to the fact that training and practices that enhance the socio-political dimension (knowledge, empowerment, sense of belonging) become the guiding principle for the strengthening of the social management in the context of other dimensions, leading to gains sociopolitical, economic, organizational and environmental. Despite the weaknesses found in the organizational dimension and environment, both in a quantitative as in qualitative, we determined that the practices of ESS's Potiguar West incorporate predominantly elements of social management and economic solidarity, with a preponderance of substantive rationality in the primacy of the instrumental. Finally, research has brought information that the participants of the ESS's do not give the money economy primacy in determining social relations, which in turn leads to the confirmation that, in practice the solidarity economy, prevailing the dominance of substantive rationality, as a guide for organizational practices

The present study regards an applied social research (qualitative) performed in two institutions which lead children s cancer treatment in Natal, Rio Grande do Norte. The main goal of this study is, as of a literature review at works which characterizes the first generations of study about substantive rationality, to detect Decision Making process related aspects that may serve as a basis to elaborate analysis categories from decision making process, aggregating them into a new study that may provide an advance to the theme in administrative science. The academic works based on the analysis model created by Mauricio Serva served as a basis to deep research into such theme, which verifies the predominant rationality in eleven administrative internal processes in productive organizations. This dissertation intends to go beyond the identification of the predominant rationality by elaborating new categories of analysis, and making possible the continuity of the subject in administrative science. Based on Guerreiro Ramos s work, which sees a kind of ideal organization, as known as isonomies, this study still calls upon Karl Polanyi s thoughts, which with the objective of comprehending the independent economic phenomenon of the value that allows considering non-market economies, find that the economy of the men is submerged in his social relations; it also rescues the studies from Max Weber who investigates the meaning of social action to better understand the rationality, and refers to the study of Jürgen Habermas, who proposes a broader conception about rationality, within the theory of communicative action. As a result of this theme s review, seven analysis categories of the decision making process have been formulated. They were applied in the institutions that had been chosen and helped to detect the type of predominant rationality in the categories of the decision making process. The results confirm that, although the decisions making process involves rational elements, such as information, identification of alternatives, there are also specific values of each individual with his experience and view oh the world, permeated not only by instrumental rationality, but also by substantive rationality. The study has verified that two similar institutions may show different types of rationality in the decision making process, when decision factors may tend to instrumental rationality, according to administration classic way, as well as they may emerge from substantive rationality, thus contributing to the process of emancipation of the human being in his sphere of work

The Solidary Economy is an area that has shown unusual traits to what is preached in the traditional economic organizations, even organizations that have very similar principles, as some cooperatives. This trait is approaching the concept of isonomy proposed by Ramos (1989). Given this context, and the notion that the isonomy is like a ideal type, the objective this work was to evidence particulars of isonomic environment the in economic and solidarity experiences, taking as an empirical research area the Grupo de Mulheres Decididas a Vencer, considered a solidary economic enterprise. For this, we used the descriptive-exploratory research of qualitative nature, where the object of such research is the know enterprise, therefore, also characterized as a case study, which were taken as research subjects six associates, they being the most active in the enterprise. From the five categories that characterize isonomy - minimum standards prescribing, self-gratifying activity, activities undertaken as a vocation, wide system of making decision and primaries interpersonal relations - and from the traits of a solidary economic enterprise the data analysis was built, through content analysis, specifically the categorial analysis. Given this context and reality in which it is Grupo de Mulheres Decididas a Vencer, with minimal rules and procedures for conducting activities, comparing them to a therapy, women choosing to insert in that environment, faced with a democratic space and unfettered bureaucracy in professional interpersonal relationships, in others words, an organizational space where they were shown signs of substantive rationality was possible to conclude that the Group will share experiences and characteristics of isonomy. This disclosure meets the multidimensional social that presupposes Paraecomomic Paradigm, enabling man to enter in different social environments of the economy in order to search for self-actualization

This present work aimed to investigate, through the structuring element Fato Administrativo , the way rationality guides the processes of personnel management at the Associação Companhia TerrAmar , which operates in the district of Felipe Camarão in Natal/RN. This paper is characterized by a descriptive study, as it sought to establish the relationship between the materialization of the studied phenomenon - by means of a theoretical framework consisting of the following theories: Fato Administrativo (GUERREIRO RAMOS, 1983), Substantive and Instrumental Rationality (GUERREIRO RAMOS, 1981) and Proceedings of Personnel Management proposed by Joel Dutra (2004). As the main research findings, time as an intrinsic element of the Fato Administrativo - suffers much interference from external factors, especially from the sponsors of the researched organization and also from their bureaucratic control tools; not directly relating to the processes of Personnel Management, though. Among these, it was noticed that there isn‟t a dialogue between the sponsors and the theory, due to incompatibilities regarding the structure and nature of each organization. Both movement and development have stood out. These are processes that are guided by elements of substantive rationality, literally speaking, including personal, emancipatory and solidarity values. Thus, it is stated that for future research a compatible model of Personnel Management should be built and explored (compatible with the nature of nonprofit organizations). Understanding, in depth, the processes separately aiming to understand each work is also advised. Trying to fully understand the ways of overcoming the lack of skilled workers to perform activities in similar organizations needs to be considered as well

The globalization of markets has confirmed for the processes of change in organizations both in structure and in management. This dynamic was also observed in credit unions because they are financial institutions and are under the rules of the Brazil´s Financial System. Given the context of organizational changes in the financial capital has played the traditional management reform is urgent. In organizations credit unions, given its dual purpose, because in the same organizational environment and capitalism coexist cooperative whose logics are antagonistic, but can live through the balance between instrumental rationality and substantive rationality in credit unions. Based on this concept a new form of management should be thought to be able to accommodate the demand of cooperative, community, government and the market. Hybridization has been observed in management practices` COOPERUFPA into dimensions financial, social and solidarity participation with a trend in paradigmatic form of hybrid management, in that it directly or indirectly affect the management decisions in the credit union. The hybrid management is a trend that has been setting the basis for societal transformation, so that credit unions promote actions of welfare oriented cooperative members and the community around the same time that attend the dynamics of market globalization. These actions, in the context of hybrid management should be implemented by COOPERUFPA from the sociability of the remains and the wide diffusion of solidarity culture between cooperative partnership as a way to recover their participation in trade relations, financial and the social collective developement. For the members of COOPERUFPA financial interest is evidenced in greater relevance for the social interest given its dominant relationship as "mere customer" of the credit union, however, the proactive participation of the life of the cooperative credit union is one of its expectative among of participation of to share power in decisions by general meetings. This passivity`s cooperator of the COOPERUFPA in defending the ideals overshadowed the spread of cooperative principles and values of cooperation among them. Thus his conception for COOPERUFPA in the financial dimension, social and solidarity democracy, performed transversely. The COOPERUFPA for not developing an education policy for the cooperation among its members, contributed to a process of collective alienation of cooperative ideals, since the cooperative do not understand the reality that surrounds them as members of an organization whose mission is to social and financial sustainability of its members
