We construct a model in which oligopolistic firms decide between locating in a country where employment protection implies costly output adjustments and in one without employment protection. Using a two-period three-stage game with uncertainty, we demonstrate that location is influenced by both flexibility and strategic concerns. The strategic effects under Cournot work towards domestic anchorage in the country with employment protection while those under Bertrand do not. Strategic agglomeration can occur in the inflexible country under Cournot and even under Bertrand, provided uncertainty and foreign direct investment costs are low.

The magnitude of the cervical cancer problem, coupled with the potential for prevention with recent technological advances, made it imperative to step back and reassess strategic options for dealing with cervical cancer screening in Kenya. The purpose of this qualitative study was: 1) to explore the extent to which the Participatory Action Research (PAR) methodology and the Scenario Based Planning (SBP) method, with the application of analytics, could enable strategic, consequential, informed decision making, and 2) to determine how influential Kenyan decision makers could apply SBP with analytic tools and techniques to make strategic, consequential decisions regarding the implementation of a Cervical Self Sampling Program (CSSP) in both urban and rural settings. The theoretical paradigm for this study was action research; it was experiential, practical, and action oriented, and resulted in co-created knowledge that influenced study participants’ decision making. Action Africa Help International (AAHI) and Brock University collaborated with Local Decision Influencing Participants (LDIP’s) to develop innovative strategies on how to implement the CSSP. SBP tools, along with traditional approaches to data collection and analysis, were applied to collect, visualize and analyze predominately qualitative data. Outputs from the study included: a) a generic implementation scenario for a CSSP (along with scenarios unique to urban and rural settings), and b) 10 strategic directions and 22 supporting implementation strategies that address the variables of: 1) technical viability, 2) political support, 3) affordability, 4) logistical feasibility, 5) social acceptability, and 6) transformation/sustainability. In addition, study participants’ capacity to effectively engage in predictive/prescriptive strategic decision making was strengthened.

During the last few years Enterprise Architecture (EA) has received increasing attention among industry and academia. By adopting EA, organisations may gain a number of benefits such as better decision making,increased revenues and cost reduction, and alignment of business and IT. However, EA adoption has been found to be difficult. In this paper a model to explain resistance during EA adoption process (REAP) is introduced and validated. The model reveals relationships between strategic level of EA, resulting organisational changes, and sources of resistance. By utilising REAP model, organisations may anticipate and prepare for the organisational change resistance during EA adoption.

Este trabajo recopila literatura académica relevante sobre estrategias de entrada y metodologías para la toma de decisión sobre la contratación de servicios de Outsourcing para el caso de empresas que planean expandirse hacia mercados extranjeros. La manera en que una empresa planifica su entrada a un mercado extranjero, y realiza la consideración y evaluación de información relevante y el diseño de la estrategia, determina el éxito o no de la misma. De otro lado, las metodologías consideradas se concentran en el nivel estratégico de la pirámide organizacional. Se parte de métodos simples para llegar a aquellos basados en la Teoría de Decisión Multicriterio, tanto individuales como híbridos. Finalmente, se presenta la Dinámica de Sistemas como herramienta valiosa en el proceso, por cuanto puede combinarse con métodos multicriterio.

Public Policy and Ageing in Northern Ireland: Identifying Levers for Change Judith Cross, Policy Officer with the Centre for Ageing Research Development in Ireland (CARDI)��������Introduction Identifying a broad range of key public policy initiatives as they relate to age can facilitate discussion and create new knowledge within and across government to maximise the opportunities afforded by an ageing population. This article looks at how examining the current public policy frameworks in Northern Ireland can present opportunities for those working in this field for the benefit of older people. Good policy formulation needs to be evidence-based, flexible, innovative and look beyond institutional boundaries. Bringing together architects and occupational therapists, for example, has the potential to create better and more effective ways relevant to health, housing, social services and government departments. Traditional assumptions of social policy towards older people have tended to be medically focused with an emphasis on care and dependency. This in turn has consequences for the design and delivery of services for older people. It is important that these assumptions are challenged as changes in thinking and attitudes can lead to a redefinition of ageing, resulting in policies and practices that benefit older people now and in the future. Older people, their voices and experiences, need to be central to these developments. The Centre for Ageing Research and Development in Ireland The Centre for Ageing Research and Development in Ireland (CARDI) (1) is a not for profit organisation developed by leaders from the ageing field across Ireland (North and South) including age sector focused researchers and academics, statutory and voluntary, and is co-chaired by Professor Robert Stout and Professor Davis Coakley. CARDI has been established to provide a mechanism for greater collaboration among age researchers, for wider dissemination of ageing research information and to advance a research agenda relevant to the needs of older people in Ireland, North and South. Operating at a strategic level and in an advisory capacity, CARDI�۪s work focuses on promoting research co-operation across sectors and disciplines and concentrates on influencing the strategic direction of research into older people and ageing in Ireland. It has been strategically positioned around the following four areas: Identifying and establishing ageing research priorities relevant to policy and practice in Ireland, North and South;Promoting greater collaboration and co-operation on ageing research in order to build an ageing research community in Ireland, North and South;Stimulating research in priority areas that can inform policy and practice relating to ageing and older people in Ireland, North and South;Communicating strategic research issues on ageing to raise the profile of ageing research in Ireland, North and South, and its role in informing policy and practice. Context of Ageing in Ireland Ireland �۪s population is ageing. One million people aged 60 and over now live on the island of Ireland. By 2031, it is expected that Northern Ireland�۪s percentage of older people will increase to 28% and the Republic of Ireland�۪s to 23%. The largest increase will be in the older old; the number aged 80+ is expected to triple by the same date. However while life expectancy has increased, it is not clear that life without disability and ill health has increased to the same extent. A growing number of older people may face the combined effects of a decline in physical and mental function, isolation and poverty. Policymakers, service providers and older people alike recognise the need to create a high quality of life for our ageing population. This challenge can be meet by addressing the problems relating to healthy ageing, reducing inequalities in later life and creating services that are shaped by, and appropriate for, older people. Devolution and Structures of Government in Northern Ireland The Agreement (2) reached in the Multi-Party Negotiations in Belfast 1998 established the Northern Ireland Assembly which has full legislative authority for all transferred matters. The majority of social and economic public policy such as; agriculture, arts, education, health, environment and planning is determined by the Northern Ireland Assembly at Stormont. There are 11 Government Departments covering the main areas of responsibility with 108 elected Members of the Legislative Assembly (MLA�۪s). The powers of the Northern Ireland Assembly do not cover ��� reserved�۪ matters or ��� excepted�۪ matters . These are the responsibility of Westminster and include issues such as, tax, social security, policing, justice, defence, immigration and foreign affairs. Northern Ireland has 18 elected Members of Parliament (MP�۪s) to the House of Commons. Public Policy Context in Northern Ireland The economic, social and political consequence of an ageing population is a challenge for policy makers across government. Considering the complex and diverse causal factors that contribute to ageing in Northern Ireland, there are a number of areas of government policy at regional, national and international levels that are likely to impact in this area. International The Madrid International Plan of Action on Ageing (3) and the Research Agenda on Ageing for the 21st Century (4) provide important mechanisms for furthering research into ageing. The United Kingdom has signed up to these. The Madrid International Plan of Action on Ageing commits member states to a systematic review of the Plan of Action through Regional Implementation Strategies. The United Kingdom�۪s Regional Implementation Strategy covers Northern Ireland. National At National level, pension and social security are high on the agenda. The Pensions Act (5) became law in 2007 and links pensions increases with earnings as opposed to prices from 2012. Additional credits for people raising children and caring for older people to boost their pensions were introduced. Some protections are included for those who lost occupational pensions as a result of underfunded schemes being wound up before April 2005. In relation to State Pensions and benefits, this Act will bring changes to state pensions in future. The Act now places the Pension Credit element which is up-rated in line with or above earnings, on a permanent, statutory footing. Regional At regional level there are a number of age related public policy initiatives that have the potential to impact positively on the lives of older people in Northern Ireland. Some are specific to ageing such as the Ageing in an Inclusive Society (6) and others by their nature are cross-cutting such as Lifetime Opportunities: Governments Anti-Poverty Strategy for Northern Ireland (7). The main public policy framework in Northern Ireland is the Programme for Government: Building a Better Future, 2008-2011(PfG) (8) . The PfG, is the overarching high level policy framework for Northern Ireland and provides useful principles for ageing research and public policy in Northern Ireland. The PfG vision is to build a peaceful, fair and prosperous society in Northern Ireland, with respect for the rule of law. A number of Public Service Agreements (PSA) aligned to the PfG confirm key actions that will be taken to support the priorities that the Government aim to achieve over the next three years. For example objective 2 of PSA 7: Making Peoples�۪ Lives Better: Drive a programme across Government to reduce poverty and address inequality and disadvantage, refers to taking forward strategic action to promote social inclusion for older people; and to deliver a strong independent voice for older people. The Office of the First Minister and deputy First Minister (OFMDFM) have recently appointed an Interim Older People�۪s Advocate, Dame Joan Harbison to provide a focus for older peoples issues across Government. Ageing in an Inclusive Society is the cross-departmental strategy for older people in Northern Ireland and was launched in March 2005. It sets out the approach to be taken across Government to promote and support the inclusion of older people. The vision coupled with six strategic objectives form the basis of the action plans accompanying the strategy. The vision is: ���To ensure that age related policies and practices create an enabling environment, which offers everyone the opportunity to make informed choices so that they may pursue healthy, active and positive ageing.� (Ageing in an Inclusive Society, Office of the First Minister and Deputy First Minister, 2005) Action planning and maintaining momentum across government in relation to this strategy has proved to be slower than anticipated. It is proposed to refresh this Strategy in line with Opportunity Age ��� meeting the challenges of ageing in the 21st Century (9). There are a number of policy levers elsewhere which can also be used to promote the positive aspects of an ageing society. The Investing for Health (10) and A Healthier Future:A 20 Year Vision for Health and Well-being in Northern Ireland (11), seek to ensure that the overall vision for health and wellbeing is achievable and provides a useful framework for ageing policy and research in the health area. These health initiatives have the potential to positively impact on the quality of life of older people and provide a useful framework for improving current policy and practice. In addition to public policy initiatives, the anti-discrimination frameworks in terms of employment in Northern Ireland cover age as well as a range of other grounds. Goods facilitates and services are currently excluded from the Employment Equality (age) Regulations (NI) 2006 (12). Supplementing the anti-discrimination measures, Section 75 of the Northern Ireland Act 1998 (13), unique to Northern Ireland, places a statutory obligation on public authorities in fulfilling their functions to promote equality of opportunity across nine grounds, one of which is age(14). This positive duty has the potential to make a real difference to the lives of older people in Northern Ireland. Those affected by policy decisions must be consulted and their interests taken into account. This provides an opportunity for older people and their representatives to participate in public policy-making, right from the start of the process. Policy and Research Interface ���Ageing research is vital as decisions in relation to policy and practice and resource allocation will be made on the best available information�. (CARDI�۪s Strategic Plan 2008-2011) As outlined earlier, CARDI has been established to bridge the gap to ensure that research reaches those involved in making policy decisions. CARDI is stimulating the ageing research agenda in Ireland through a specific research fund that has a policy and practice focus. My work is presently focusing on helping to build a greater awareness of the key policy levers and providing opportunities for those within research and policy to develop closer links. The development of this shared understanding by establishing these links between researchers and policy makers is seen as the best predictor for research utilization. It is important to acknowledge and recognise that researchers and policy makers operate in different institutional, political and cultural contexts. Research however needs to ���resonate�۪ with the contextual factors in which policy makers operate. Conclusions Those working within the public policy field recognise all too often that the development of government policies and initiatives in respect of age does not guarantee that they will result in changes in actual provision of services, despite Government recommendations and commitments. The identification of public policy initiatives as they relate to age has the potential to highlight persistent and entrenched difficulties that social policy has previously failed to address. Furthermore, the identification of these difficulties can maximise the opportunities for progressing these across government. A focus on developing effective and meaningful targets to ensure measurable outcomes in public policy for older people can assist in this. Access to sound, credible and up-to-date evidence will be vital in this respect. As well as a commitment to working across departmental boundaries to effect change. Tutkimus koostuu neljästä artikkelista, jotka käsittelevät suomalaisten pienten ja keskisuurten teollisuusyritysten (PKT-yritysten) innovatiivisuutta, sen attribuutteja (ominaispiirteitä) sekä indikaattoreita. Tutkimuksessa tarkastellaan sekä kirjallisuudessa esitettyjä että PKT-johtajien ja PKT-yritystenkehityshankkeiden rahoituspäätöksiin osallistuvien yritystutkijoiden haastatteluissa esittämiä innovatiivisuuden määritelmiä. Innovatiivisuusindikaattoreista tarkastellaan PKT-yritysten kehittämishankkeille sovellettavia rahoitus- ja arviointikriteerejä sekä yritysten ulkopuolisten rahoittajien että PKT-johtajien näkökulmasta. Erityistä huomiota kohdistetaan sovellettuihin laadullisiin ja ei-numeerisiin innovatiivisuuden arviointikriteereihin. Sekä kirjallisuudessa että kymmenen yritystutkijan ja kuuden esimerkkiyrityksen johtajan haastatteluissa innovaation uutuus yhdistetään innovatiivisuuteen. Muita tärkeitä innovatiivisuuteen liitettyjä ominaisuuksia olivat markkinat, muista yrityksistä erottuminen ja yksilöiden luovuus. Ihmisläheiset ja yksilöihin liittyvät näkökulmat korostuvat yritystutkijoiden ja PKT-johtajien innovatiivisuuden määritelmissä, kun taas kirjallisuudessa annetaan enemmän painoa ympäristölle, tuotteille ja markkinoille. Yritystutkijat pitivät yritykseen ja sen johtajaan liittyviä tekijöitä tärkeinä rahoitettavien kehittämishankkeiden panosten arviointikriteereinä. Tuotteiden kaupallinen menestys oli rahoittajan kannalta tärkein tulostekijä. Tarkastelluissa esimerkkiyrityksissä kehityshankkeista päättäminen ja hankkeiden arviointi on toisaalta intuitiivista ja saattaa olla tiedostamatontakin, koska yritysten kehittämistoiminta on vähäistä. Pienyritysten johtajat korostavat arvioinnissa rahallisiamittareita, vaikka sekä numeerisia että laadullisia kriteereitä sovelletaan. Todennäköisin syy tälle on pienyritysten rajalliset taloudelliset voimavarat. Toinen mahdollinen syy rahoituksellisten tekijöiden painottamiseen on, että tämän päivän ihannejohtaja ymmärretään analyyttiseksi ja mm.rahavirtoja valvovaksi. Kuitenkin innovatiiviset yritysjohtajat pitävät innovaatioiden luomista yhtenä elämän hauskoista puolista. Innovatiiviset esimerkkiyritykset ovat tulevaisuuteen ja kasvuun suuntautuneita strategisella tasolla. Operationaalisella tasolla ne tuottavat keksintöjä ja innovaatioita. Patentteja tarkastelluilla yrityksillä on kuitenkin vähän. Sekä innovatiiviset että vähemmän innovatiiviset esimerkkiyritykset ovat voimakkaasti asiakassuuntautuneita ja erikoistuneita tiettyihin tuotteisiin ja asiakkaisiin. Asiakkaiden tarpeita tyydytetään kehittämällä niitä vastaavia tuotteita. Tästä johtuu, että valtaosa yritysten kehittämistoiminnasta kohdistuu tuotteisiin tai tuotantoon.

The diffusion of mobile telephony began in 1971 in Finland, when the first car phones, called ARP1 were taken to use. Technologies changed from ARP to NMT and later to GSM. The main application of the technology, however, was voice transfer. The birth of the Internet created an open public data network and easy access to other types of computer-based services over networks. Telephones had been used as modems, but the development of the cellular technologies enabled automatic access from mobile phones to Internet. Also other wireless technologies, for instance Wireless LANs, were also introduced. Telephony had developed from analog to digital in fixed networks and allowed easy integration of fixed and mobile networks. This development opened a completely new functionality to computers and mobile phones. It also initiated the merger of the information technology (IT) and telecommunication (TC) industries. Despite the arising opportunity for firms' new competition the applications based on the new functionality were rare. Furthermore, technology development combined with innovation can be disruptive to industries. This research focuses on the new technology's impact on competition in the ICT industry through understanding the strategic needs and alternative futures of the industry's customers. The change speed inthe ICT industry is high and therefore it was valuable to integrate the DynamicCapability view of the firm in this research. Dynamic capabilities are an application of the Resource-Based View (RBV) of the firm. As is stated in the literature, strategic positioning complements RBV. This theoretical framework leads theresearch to focus on three areas: customer strategic innovation and business model development, external future analysis, and process development combining these two. The theoretical contribution of the research is in the development of methodology integrating theories of the RBV, dynamic capabilities and strategic positioning. The research approach has been constructive due to the actual managerial problems initiating the study. The requirement for iterative and innovative progress in the research supported the chosen research approach. The study applies known methods in product development, for instance, innovation process in theGroup Decision Support Systems (GDSS) laboratory and Quality Function Deployment (QFD), and combines them with known strategy analysis tools like industry analysis and scenario method. As the main result, the thesis presents the strategic innovation process, where new business concepts are used to describe the alternative resource configurations and scenarios as alternative competitive environments, which can be a new way for firms to achieve competitive advantage in high-velocity markets. In addition to the strategic innovation process as a result, thestudy has also resulted in approximately 250 new innovations for the participating firms, reduced technology uncertainty and helped strategic infrastructural decisions in the firms, and produced a knowledge-bank including data from 43 ICT and 19 paper industry firms between the years 1999 - 2004. The methods presentedin this research are also applicable to other industries.

Suomalaiset rakennusliikkeet ostavat nykyisin aliurakoitsijoiltaan huomattavan osan varsinaisesta rakennustyöstä. Alihankintakustannusten hallinnasta on tullut avain kannattavaan toimintaan. Tämän tutkimuksen kohteena on suomalaisen rakennusliikkeen alihankintaan liittyvien kustannusriskien hallinta. Tavoitteena oli selvittää, mitkä tekijät aiheuttavat kohdeyrityksessä toistuvia kustannusbudjetin ylityksiä ja kuinka ongelmia voitaisiin välttää. Tutkimuksessa haastateltiin viittätoista yrityksen alihankintaprosessin kanssa työskentelevää keskeistä toimihenkilöä. Heidän käytössään olevat työvälineet, -ohjeet ja työn tuloksena syntyvät dokumentit tutkittiin. Yrityksen avainhenkilöistä koostunut asiantuntijaryhmä määritteli kokemuksensa perusteella riskialttiita hankintaryhmiä. Ryhmätyön tulosta verrattiin yhtiön kustannusseurantajärjestelmästä poimittuun faktatietoon. Eri lähteistä näin kootun tiedon pohjalta määriteltiin havaittujen ongelmien syntymekanismi ja taustalla vaikuttavat tekijät. Tutkimuksen tulosten mukaan kustannusriskien hallinta rakennusliikkeen alihankinnoissa koostuu kolmesta elementistä: toimittajakunnan hallinnasta, ostoihin liittyvän informaation hallinnasta sekä aliurakoiden toteutuksen hallinnasta. Toimittajakunnan heikko hallinta aiheuttaa riskejä koko alihankintaprosessissa. Kohdeyrityksessä ei ole riittävästi kiinnitetty huomiota kykyyn johtaa hankintoja alueyksikkötasolla. Tämä on johtanut lyhytjänteiseen toimintaan ja kyvyttömyyteen hankkia kestävää kilpailuetua ostotoiminnan avulla. Toimittajakunnan ja ostoihin liittyvän informaation hallinta luovat edellytykset aliurakoiden toteutuksen hyvälle hallinnalle. Tutkimuksessa päädyttiin suosittelemaan kriittisten hankintojen organisoimista uudelleen kohdeyrityksen Etelä-Suomen alueyksikössä. Kriittisten hankintojen toimittajakunnan hallintaan pitäisi yrityksessä kiinnittää erityistä huomiota. Olisi luotava menettely, jolla toimittajien luotettavuus otettaisiin järjestelmällisesti huomioon valintatilanteissa. Sopimusten sisältöä on tarpeen vakioida valvonnan helpottamiseksi. Kustannusten seurantaan ja analysointiin tarvittaisiin myös uusia välineitä. Hankinnan tulisi rakennusliikkeissä olla kiinteästi Mukkana yrityksen strategiatyössä. Ostaa / valmistaa itse –päätökset pitäisi tehdä strategisella tasolla ja ottaa huomioon ulkoisten resurssien hallinnan vaatimat resurssit.

The most outstanding conceptual challenge of modern crisis management is the principle of consent. It is not a problem only at the operational level - it challenges the entire decision-making structures of crisis management operations. In post-cold war times and especially in the 21st century, there has been a transition from peacekeeping with limited size and scope towards large and complex peace operations. This shift has presented peace operations with a dilemma. How to balance between maintaining consent for peace operations, whilst being able to use military force to coerce those attempting to wreck peace processes? To address such a dilemma, this research aims to promote understanding, on what can be achieved by military crisis management operations (peace support operations) in the next decade. The research concentrates on the focal research question: Should military components induce consent or rely on the compliance of conflicting parties in crisis management operations of the next decade (2020 – 2030)? The focus is on military – political strategic level considerations, and especially on the time before political decisions to commit to a crisis management operation. This study does not focus on which actor or organisation should intervene. The framework of this thesis derives from the so called ‘peacebuilding space’, the scope of peace operations and spoiler theory. Feasibility of both peace enforcement and peacekeeping in countering future risk conditions are analysed in this framework. This future-orientated qualitative research uses the Delphi-method with a panel of national and international experts. Citation analysis supports identification of relevant reference material, which consists of contemporary literature, the Delphi-questionnaires and interviews. The research process followed three main stages. In the first stage, plausible future scenarios and risk conditions were identified with the Delphi-panel. In the second stage, operating environments for peace support operations were described and consequent hypotheses formulated. In the third stage, these hypotheses were tested on the Delphi-panel. The Delphi-panel is sufficiently wide and diverse to produce plausible yet different insights. The research design utilised specifically military crisis management and peace operations theories. This produced various and relevant normative considerations. Therefore, one may argue that this research; which is based on accepted contemporary theory, hypotheses derived thereof and utilising an expert panel, contributes to the realm of peace support operations. This research finds that some degree of peace enforcement will be feasible and necessary in at least the following risk conditions: failed governance; potential spillover of ethnic, religious, ideological conflict; vulnerability of strategic chokepoints and infrastructures in ungoverned spaces; as well as in territorial and extra-territorial border disputes. In addition, some form of peace enforcement is probably necessary in risk conditions pertaining to: extremism of marginalised groups; potential disputes over previously uninhabited and resource-rich territories; and interstate rivalry. Furthermore, this research finds that peacekeeping measures will be feasible and necessary in at least risk conditions pertaining to: potential spillover of ethnic, religious, ideological conflict; uncontrolled migration; consequences from environmental catastrophes or changes; territorial and extra-territorial border disputes; and potential disputes over previously uninhabited and resource-rich territories. These findings are all subject to both generic and case specific preconditions that must exist for a peace support operation. Some deductions could be derived from the research findings. Although some risk conditions may appear illogical, understanding the underlying logic of a conflict is fundamental to understanding transition in crisis management. Practitioners of crisis management should possess cognizance of such transition. They must understand how transition should occur from threat to safety, from conflict to stability – and so forth. Understanding transition is imperative for managing the dynamic evolution of preconditions, which begins at the outset of a peace support operation. Furthermore, it is pertinent that spoilers are defined from a peace process point of view. If spoilers are defined otherwise, it changes the nature of an operation towards war, where the logic is breaking the will of an enemy - and surrender. In peace support operations, the logic is different: actions towards spoilers are intended to cause transition towards consent - not defeat. Notwithstanding future developments, history continues to provide strategic education. However, the distinction is that the risk conditions occur in novel futures. Hence, lessons learned from the past should be fitted to the case at hand. This research shows compelling evidence that swaying between intervention optimism and pessimism is not substantiated. Both peace enforcement and peacekeeping are sine qua non for successful military crisis management in the next decade.

Väitöskirjan tavoitteena on ollut rakentaa kokonaiskuva aiheesta Jugoslavialaisen sotataidollisen ajattelun kehittyminen toisen maailmansodan jälkeen. Tutkimuksessa ei ole rajoituttu ainoastaan kuvailemaan sotataidollisen ajattelun kehittyminen, vaan on pyritty selvittämään kehittymiseen vaikuttaneet tekijät ja vastaamaan kysymykseen, miksi näin on tapahtunut? Aiemmat länsimaiset tutkimukset ovat tarkastelleet jugoslavialaista sotataitoa tai maanpuolustusta vain jostain tietystä rajallisesta näkökulmasta, kuten esimerkiksi Jugoslavian kansanarmeijaa, asevoimien vaikutusta maan poliittiseen elämään tai sotilaallista doktriinia koskien. Sotataidon kehittymiseen vaikuttavat tekijät huomioivaa kokonaisesitystä ole tehty. Myös jugoslavialainen sotataidollinen ajattelu on jäänyt pääosin pimentoon. Jugoslavialainen maan sotataitoon kohdistunut tutkimus on ollut laajaa ja monipuolista, mutta sen käytettävyyteen osittain vaikuttaa marxilais-leniniläinen materialistis-dialektinen, historialliseen materialismiin perustuva tutkimusmenetelmä. Väitöskirjan päätutkimusaineiston ovat muodostaneet alkuperäislähteet, ensisijaisesti jugoslavialaiset ohjesäännöt, käsikirjat, oppaat ja oppikirjat. Muu lähteistö on koostunut lähinnä arkistoasiakirjoista ja muusta kirjallisuudesta. Tutkimusmenetelmä on ollut historiatieteellinen käsittäen muun muassa ulkoisen ja sisäisen lähdekritiikin harjoittamisen, tietojen varmistamisen mahdollisimman useasta toisistaan riippumattomasta lähteestä sekä pyrkimyksen rekonstruoida ristiriidaton kokonaiskuva tutkimuskohteesta. Eri lähteistä ja lähderyhmistä saatuja tietoja on vertailtu, analysoitu sekä yhdistetty kriittisesti. Lähteiden käytettävyyden, lähdearvon ja luotettavuuden arviointi ovat olleet merkittävässä roolissa, näistä kaikista tärkeimpänä luotettavuuden arviointi. Sisäisen ja ulkoisen lähdekritiikin keinoin on pyritty luomaan oma ristiriidaton tulkinta kokonaisuudesta, jugoslavialaisen sotataidollisen ajattelun kehittymisestä toisen maailmansodan jälkeen. Tutkimuksessa on pitäydytty niin pitkälle kuin mahdollista jugoslavialaisen sotataidon alkuperäisessä terminologiassa. Jugoslavialaisia termejä ei ole muokattu vastaamaan paremmin esimerkiksi tällä hetkellä länsimaisessa sotataidossa käytettyjä käsitteitä. Väitöskirjan rakenne on temaattinen. Läpi koko tutkittavan ajanjakson jugoslavialaisen sotataidollisen ajattelun kehittymisessä on tunnistettavissa samat määräävät tekijät: historialliset taustatekijät, sotilaallinen uhka, sotilaallinen doktriini, lakiperusteet, kommunistiliiton ohjaus ja asevoimien sekä yhteiskunnan valmiuden kehittyminen. Jugoslaviassa puhuttiin aseelliseen kamppailuun vaikuttavista sodankäynnin faktoreista, joita olivat yhteiskunnalliset tekijät, materiaalis-tekniset tekijät ja sotilaalliset tekijät. Kaikista tärkeimpänä tekijänä pidettiin kuitenkin ihmistä itseään, vaikka ihmisen merkitys välillä tuntuikin hukkuvan ”moraalis-poliittiset tekijät”-sanahirviön alle. Tutkimuskysymyksiin on vastattu sotataitoon vaikuttaneiden edellä mainittujen tekijöiden kautta. Kuhunkin muutostekijään liittyvä kehitys on kuvattu kronologisena esityksenä. Kansan vapautussodassa vuosina 1941–1945 perustettujen partisaaniyksiköiden muodostamisessa sekä niiden toimintamenetelmissä on havaittavissa runsaasti yhtymäkohtia 1700- ja 1800-luvun hajdukkijoukkojen sekä 1800-luvun lopun ja 1900-luvun alun četnikkijoukkojen vastaaviin periaatteisiin. Samankaltaisuuksia ilmenee 1950-luvulta alkaen alueellisen puolustuksen joukkojen ja partisaaniyksiköiden toimintamenetelmien yhteydessä väliaikaisesti menetetyllä alueella toimittaessa. Kansan tukeen, karismaattisiin johtajiin ja yllätyselementtiin perustuva sissitoiminta on perinteistä eteläslaavilaista sotataitoa. Sodanjälkeinen jugoslavialainen sotataito oli jatkumoa eteläslaavien vuosisatoja vanhalle sotataidolliselle perinteelle, vaikka sitä ei julkisesti Jugoslaviassa muutamia poikkeuksia lukuun ottamatta myönnettykään. Jugoslavian sotilaallinen doktriini oli luotu kaikista suunnista kohdistuvia hyökkäyksiä vastaan, mutta sotilaallisen uhkan painotukset vaihtelivat usein, jopa vain muutaman vuoden välein. Tämä ei johtunut päättämättömyydestä eikä pelkästään koetun uhkan suunnan vaihtumisesta. Painottamalla sisäisen ja ulkoisen uhkan jatkuvuutta sekä uhkan suunnan vaihtelua pyrittiin pitämään maanpuolustuspiirit valppaina ja kansalaiset aktiivisina. Tällä tavalla myös perusteltiin maanpuolustuksen korkeita kustannuksia ja ennen kaikkea pyrittiin lisäämään maan sisäistä veljeyttä ja yhtenäisyyttä. On ilmeistä, että sekä lännestä että idästä kohdistui Jugoslavian suuntaan suurta poliittista ja sotilaallista intressiä kylmän sodan vuosina 1945–1990, mutta suoran sotilaallisen uhkan aukoton todistaminen olisi kuitenkin hankalaa. Oleellista onkin jugoslavialaisten oma käsitys maataan vastaan kohdistuneesta sotilaallisesta uhkasta. Sisäisen uhkan vaikutus alkoi kasvaa 1970-luvun alkupuolelta lähtien ja se johti lopulta 1980-luvulla alueellisen puolustuksen joukkojen esikuntien lakkauttamiseen ja taisteluvälineiden hajavarastointijärjestelmän purkamiseen. Yhteiskunnallisista tekijöistä merkittävimpinä sotataitoon ja sotataidolliseen ajatteluun vaikuttaneina osina olivat lait ja Jugoslavian kommunistiliitto. Perustuslakiin ja lakiin kansallisesta puolustuksesta sekä kommunistiliiton päätöslauselmiin sisällytetyt vaatimukset sotataidon kehittymiselle kuitenkin vain toistivat sotilaallisessa doktriinissa määritettyjä suuntaviivoja sekä määräyksiä. Maanpuolustukseen liittyneiden määräysten ja ohjeiden hyväksymiselle laillisen järjestyksen mukaisesti annettiin kuitenkin erittäin suuri arvo. Niiden toimeenpanon leviäminen maanlaajuisesti varmistettiin puolueen päätöksillä velvoittamalla muun muassa kommunistiliiton paikallisorganisaatiot, puoluesolut asevoimien sisällä sekä kaikki liittovaltion hallintotasot tekemään kaikkensa yleisen kansanpuolustuksen ja sitä ilmentävän sotataidon toteutumisen eteen. Materiaalis-teknisen tekijän kokonaisuus sisälsi aseet ja varusteet sekä niihin liittyviä muita seikkoja, kuten yhteiskunnan teollisuuden kehittymisen asteen sekä kyvyn suojautua vihollisen taisteluvälineitä vastaan ja luoda vihollisen aseita vastaan tehokkaampi vasta-ase. Siihen luettiin myös yksilöiden, taktisten ja yhdistettyjen taktisten yksiköiden sekä koko kansan koulutus aseiden ja varusteiden tarkoituksenmukaiseen käyttöön. Vaikka jugoslavialainen aseteollisuus kehittyi tutkimusperiodin aikana voimakkaasti, joutui maa taloudellisten resurssiensa rajallisuuden ja mahdollisen vihollishyökkäyksen ylivoimaisuuden havaittuaan toteamaan, että maanpuolustuksen ongelmia ei voida ratkaista materiaalin ja tekniikan määrällä tai laadulla. Ratkaisun oli löydyttävä sotilaallisista tekijöistä ja varsinkin sotataidosta. Sotilaalliset tekijät ja prosessit olivat jugoslavialaisen sotataidon ja sotataidollisen ajattelun kehittymisen kannalta tärkein muutostekijä. Sotilaallisten tekijöiden ytimen muodosti sotataito, joka Jugoslaviassa koostui teoriasta ja käytännöstä. Tämä jako koski sotataidon kolmea tasoa: strategiaa, operatiikkaa ja taktiikkaa. Sotataitoon kuuluvina osina pidettiin muun muassa taisteluvalmiutta, liikekannallepanovalmiutta, yhteiskunnallis-poliittisten yhteisöjen aseetonta vastarintaa, aseellisen kamppailun operatiivista ja taktista tasoa, materiaalista ja teknistä varustamista, sotatalouden valmistelujen organisointia sekä yhteiskunnallisia palveluja poikkeusoloissa. Osa näistä kuului edellä mainittuihin yhteiskunnallisiin tai materiaalis-teknisiin tekijöihin. Jugoslavialainen sotataito onkin nähtävä matriisinomaisena kokonaisuutena, jossa sotataidon kolmeen toiminnalliseen tasoon, strategiaan, operatiikkaan ja taktiikkaan vaikuttivat historialliset taustatekijät, sotilaallinen uhka, yhteiskunnalliset tekijät ja materiaalis-tekniset tekijät. Jugoslavialaisen sotataidon kokonaisuuteen kuului myös se, että mainitut muutostekijät vaikuttivat vielä toisiinsa. Lopputuloksena näin kokonaisvaltaisesta näkemyksestä sotataitoon ja sotataidolliseen ajatteluun Jugoslavia kykeni luomaan poikkeuksellisen tehokkaana pidetyn puolustusratkaisun, jossa koko yhteiskunnan kaikki resurssit pystyttiin suuntaamaan hyökkäyksen torjumiseen ja maahan tunkeutuneiden pois ajamiseen. Aiempi tutkimus on nähnyt jugoslavialaisen sotataidon kehittymisen keskeisimpänä vaikuttimena ja murroskohtana Varsovan liiton joukkojen toimeenpaneman Tšekkoslovakian miehityksen ja siitä seuranneen koetun uhkan merkittävän voimistumisen. Yleisen kansanpuolustuksen doktriiniin liittyvä taustatutkimus, teorianmuodostus ja doktriinin käyttöönotto tapahtuivat kuitenkin jo 1950-luvulla. Tšekkoslovakian miehitys toimi vain muutoksen toimeenpanoa vauhdittavana tekijänä. Jugoslavialaiset korostivat, että jugoslavialaisessa yhteiskunnassa keskeisessä asemassa ollut yhteisjohtoisuuden periaate ulottui myös maanpuolustukseen ja sotataitoon. Tutkimusaineistoon perehtyminen kuitenkin osoitti, että yleisen kansanpuolustuksen kokonaisuutta kuvaavat oppikirjat, laeissa asetetut määräykset ja Jugoslavian kommunistiliiton julkaisemat vaatimukset eivät olleet jalkautuneet sotataidon teoriaan tai käytäntöön operatiivisella tai taktisella tasolla. Strategisella tasolla yhteisjohtoisuus esiintyi näkyvämmin vain sotilaallisen konseptin ja strategian yhteydessä. Sotilaallisen doktriinin osalta yhteisjohtoisuus ilmeni lähinnä kahdessa asiassa. Alueellisen puolustuksen yksiköiden varustamisvelvoite oli asetettu siviilihallinnon eri tasojen vastuulle. Alueellisen puolustuksen esikunnat ja komentajat olivat vastuussa yleisen kansanpuolustuksen ja yhteiskunnallisen itsesuojelun komiteoille. Siviilihallinnon organisaatioiden kyky varustaa alueellisen puolustuksen yksiköt osoittautui kuitenkin heikoksi. Alueellisen puolustuksen esikunnatkin toimivat upseereiden johtamina sotilaallisina johtoportaina, ja yleisen kansanpuolustuksen ja yhteiskunnallisen itsesuojelun komiteoiden toiminta komentajien ja esikuntien suuntaan rajoittui vain nimelliseen ohjaukseen. Yhteisjohtoisuus osoittautuikin tutkimuksen kuluessa piirteeksi, joka julkisesta retoriikasta huolimatta ei toteutunut jugoslavialaisessa sotataidon praktiikassa. Jugoslavialaisen sotataidollisen ajattelun kehittymisen kaari käynnistyi partisaanisodasta ja päätyi alueelliseen puolustusjärjestelmään. Kansakunta ja sen useat eri kansallisuudet onnistuivat luomaan tieteelliseen ja tutkittuun tietoon perustuvan välineen, sotataidon teorian ja käytännön, joka suojeli maata yli puolen vuosisadan ajan. Yleinen kansanpuolustus sekä jugoslavialainen sotataito ovat toisiensa synonyymejä, seurauksia ja synnyttäjiä. Puolustusratkaisu lähti omista kansallisista lähtökohdista, siihen sulautettiin valikoiden ja jalostettuna hyviksi sekä menestyksekkäiksi koettuja ulkomaisia elementtejä sekä vaikutteita. Sitä perusteltiin monipuolisilla poliittisilla, ideologisilla, teoreettisilla, historiallisilla sekä nykyaikaisilla sotataidollisilla argumenteilla, mutta kaikesta tästä huolimatta sen ydin oli omintakeinen jugoslavialainen sotataidollinen ajattelu.

In the market where companies similar in size and resources are competing, it is challenging to have any advantage over others. In order to stay afloat company needs to have capability to perform with fewer resources and yet provide better service. Hence development of efficient processes which can cut costs and improve performance is crucial. As business expands, processes become complicated and large amount of data needs to be managed and available on request. Different tools are used in companies to store and manage data, which facilitates better production and transactions. In the modern business world the most utilized tool for that purpose is ERP - Enterprise Resource Planning system. The focus of this research is to study how competitive advantage can be achieved by implementing proprietary ERP system in the company; ERP system that is in-house created, tailor made to match and align business needs and processes. Market is full of ERP software, but choosing the right one is a big challenge. Identifying the key features that need improvement in processes and data management, choosing the right ERP, implementing it and the follow-up is a long and expensive journey companies undergo. Some companies prefer to invest in a ready-made package bought from vendor and adjust it according to own business needs, while others focus on creating own system with in-house IT capabilities. In this research a case company is used and author tries to identify and analyze why organization in question decided to pursue the development of proprietary ERP system, how it has been implemented and whether it has been successful. Main conclusion and recommendation of this research is for companies to know core capabilities and constraints before choosing and implementing ERP system. Knowledge of factors that affect system change outcome is important, to make the right decisions on strategic level and implement on operational level. Duration of the project in the case company has lasted longer than anticipated. It has been reported that in cases of buying ready product from vendor, projects are delayed and completed over budget as well. In general, in case company implementation of proprietary ERP has been successful both from business performance figures and usability of system by employees. In terms of future research, conducting a study to calculate statistically ROI of both approaches; of buying ready product and creating own ERP will be beneficial.

In 2006 UPM was able to gain a level of social legitimacy that allowed it to carry out one of the largest industrial restructuring programmes in Finnish industrial history, shut down major operations in Finland and still appear to be functioning in the interests of the nation as well as itself. This study considers and examines various contexts of this shutdown with the aim of demonstrating how profoundly mediated such organizational events are though they appear to be produced primarily through strategic company decisions. The study aims to examine the processes of mediation at two levels. At one level, through close analysis of press releases and newspaper reports in local and national newspapers, the study presents a discursive analysis of the Voikkaa case. The discursive analysis focuses on providing historical contexts for understanding why this organizational event was also an occasion for reimagining the past and future of the Finnish nation; spatial contexts for understanding the differing struggles over the meaning of the event nationally and regionally; and the temporal dynamics of the media reports. At another level, the study considers and refines methods for reading and analyzing mediation in organization studies. Bringing together recent research of media text–based legitimation studies, emerging research on organizational memory and organizational death and a Foucaultian analytics of power, this work suggests that organizational research needs to be less concerned with particular typologies and narratives of shutdowns, and more curious about the processes of mediation through which organizational events are imagined and remembered.
