The text came from the UNESP-Project in Partnership with the Public Administration: City of Echaporã ‖, a multidisciplinary project, interdepartmental and that results from a term partnership signed between the State University / Campus Marilia, the Regional Office of Articulation Planning and the Municipality of Echaporã.Given the serious social problems diagnosed in this county Administrative Region of Marilia, somaramse forces and, since April 2002, Echaporã account with the performance of a design matrix that involves the community in six (6) subprojects, among which a which emphasizes the dissemination of information (the public library as a center of information and knowledge irradiator for urban and rural areas, seeking to enter the Society daInformação). By their nature, the project-matrix is considered open and can accommodate new subprojects, where they concern the problems identified in the initial diagnosis. For its validity, each subproject has its own methodology, some innovative and will be subject to further systematization and dissemination, however, after a few months of deployment, the results show the correctness of community involvement (being representative) in all discussions and steps of research, and activities developed, widely disseminated to the target audience. The membership of the community, the leaders and the authorities can be considered a good barometer of the actions carried out in Echaporã and evidence of change in information culture that is already noticeable in the city, setting the socio-cultural dynamics of the same, in terms a new public policy to be strengthened with the participation of specialists in this specific area, in direct work with local managers, in this case, specific examples relating to the strength of information in the process of change in small municipalities.

In Brazil, the large quantities of solid waste produced are out of step with public policies, technological developments, and government budgets for the division. In small municipalities, the common lack of technological knowledge and financial conditions for suitable waste disposal has resulted in a large number of illegal dumps. Therefore, small sanitary landfill facilities are working with simplified operations focusing on cost reduction and meeting the economic and technological standards of the city without endangering the environment or public health. Currently, this activity is regulated at a federal level although there is some uncertainty regarding the risk of soil and aquifer contamination as theses facilities do not employ liners. Thus, this work evaluates a small landfill to identify changes in soil and groundwater using geotechnical parameters, monitoring wells, and geophysical tests performed by electrical profiling. It is verified that based on current conditions, no contaminants have migrated via underground water aquifers, and overall no significant changes have occurred in the soil. It is concluded that, despite its simplicity, the method investigated is a viable alternative for the final disposal of municipal solid waste from small cities, especially in developing countries.

In the beginning of the 1990s the legislation regarding the municipalities and the system of central government transfers were reformed in Finland. This resulted in a move from detailed governmental control to increased municipal autonomy. The purpose of this decentralization was to enable the municipalities to better adapt their administration and service supply to local needs. The aim of this study was to explore the effects of the increased municipal autonomy on the organization of services for people with intellectual disabilities. Did the increased autonomy cause the municipalities to alter their service supply and production and did the services become more adapted to local needs? The data consists of statistical information on service use and production, and also of background data such as demographics, economics and political elections on 452 municipalities in Finland from the years 1994 and 2000. The methods used are cluster analysis, discriminant analysis and factor analysis. The municipalities could be grouped in two categories: those which offered mainly one kind of residential services and others which had more varied mixes of services. The use of institutional care had decreased and municipalities which used institutional care as their primary form of service were mostly very small municipalities in 2000. The situation had changed from 1994, when institutional care was the primary service for municipalities of all sizes. Also the service production had become more differentiated and the municipalities had started using more varied ways of production. More municipalities had started producing their own services and private production had increased as well. Furthermore, the increase in local autonomy had opened up possibilities for local politics to influence both the service selection and methods of production. The most significant motive for changes in the service structure was high unemployment and an increasing share of elderly people in the population, particularly in sparsely populated areas. Municipalities with a low level of resources had made more changes in their service organization while those with more resources had been able to carry on as before. In this study, which pertains to the field of social gerontology and family research, I analyse the meaning of everyday life as perceived by elderly couples living at home. I use the ethnographic approach, with the aim of interpreting meanings from the elderly people s personal point of view and to increase understanding of their way of life. The study deepens our conception of what gives purpose to the everyday life of elderly people. The number of elderly couples is growing and, to an increasing extent, a couple will live and cope together to a ripe old age. Such coping can also be viewed as an important resource for society. Ethnography tries to get close to people's life practices. I examine the day-to-day life of elderly couples based on textual data, which I obtained by visiting the homes of 16 couples in a total of five small municipalities in Southern Finland. The couples had married soon after the war or in the early 1950s. I found that the aspiration towards continuity, which unites the concepts of place and home, housework and a long marriage, is the most important notion connecting the discussion themes. The results show that in the opinion of the elderly, the concept of a good life is intertwined with a long marriage spent at home, as well as its values. Old people find that they lead an independent life if they feel that they can hold on to the key features of their way of life. Elderly couples ability to cope with everyday life involves taking care of housework and other tasks around the home together. This means that they support one another and have common goals and aspirations. Daily tasks provide substance in the lives of elderly couples. Each day has its rhythm, and the pace of this rhythm is set by routine and habits. Satisfaction stems from the fact that you can do something you are good at. The couples have also revised the division of housework. Men have learned to perform new tasks around the house when their wives can no longer manage them by themselves. Some tasks are given up. Day-to-day life at home and around the house provides room for men s participation. Mutual support and care between husband and wife can also protect them from having to resort to outside or official help. Old couples integrate their life experiences and memories, as well as present and future risks and opportunities. They wish to carry on their lives as before, and still think that their present life corresponds with their idea of a good life. This thesis explores selective migration in Greater Helsinki region from the perspective of counterurbanisation. The aim of the study is to research whether the migration is selective by migrants age, education, income level or the rate of employment and to study any regional patterns formed by the selectivity. In the Helsinki region recent migratory developments have been shifting the areas of net migration gain away from the city of Helsinki to municipalities farther off on the former countryside. There has been discussion about Helsinki s decaying tax revenue base and whether the city s housing policy has contributed to the exodus of wealthier households. The central question of the discussion is one of selective migration: which municipalities succeed in capturing the most favourable migrants and which will lose in the competition. Selective migration means that region s in-migrants and out-migrants significantly differ from each other demographically, socially and economically. Sometimes selectivity is also understood as some individuals greater propensity to migrate than others but the proper notion for this would be differential migration. In Finnish parlance these two concepts have tended to get mixed up. The data of the study covers the total migration of the 34 municipalities of Uusimaa provinces during the years 2001 to 2003. The data was produced by Statistics Finland. Two new methods of representing the selectivity of migration as a whole were constructed during the study. Both methods look at the proportions of favourably selected migrants in regions inward and outward migrant flow. A large share in the inward flow and a small share in the outward flow is good for region s economy and demography. The first method calculates the differences of the proportions of favourably selected four migrant groups and sums the differences up. The other ranks the same proportions between regions giving value 1 to the largest proportion in inward flow and 34 to the smallest, and respectively in outward flow the smallest proportion gets value 1 and the largest 34. The total sum of the ranks or differences in proportions represents region s selectivity of migration. The results show that migration is indeed selective in the Greater Helsinki region. There also seems to be a spatial pattern centred around the Helsinki metropolitan region. The municipalities surrounding the four central communes are generally better of than those farther away. Not only these eight municipalities of the so called capital region benefit from the selective migration, but the favourable structure of migration extends to some of the small municipalities farther away. Some municipalities situated along the main northbound railway line are not coming through as well as other municipalities of the capital region. The selectivity of migration in Greater Helsinki region shows signs of counter-urbanisation. People look for suburban or small-town lifestyle no longer from Espoo or Vantaa, the neighbouring municipalities to Helsinki, but from the municipalities surrounding these two or even farther off. This kind of pattern in selective migration leads to unbalanced development in population structure and tax revenue base in the region. Migration to outskirts of the urban area also leads to urban sprawl and fragmentation of the urban structure: these issues have ecological implications. Selective migration should be studied more. Also the concept itself needs clearer definition and so do the methods to study the selectivity of migration.

O presente trabalho tem por objetivo disponibilizar metodologia para o projeto de tratamento de esgoto sanitário através de disposição oceânica com utilização de emissário submarino, para localidades de pequeno porte. Também apresenta metodologia simplificada para obtenção de alguns dados oceanográficos necessários, na perspectiva de atender aos administradores dessas pequenas prefeituras envolvidas nas questões de atendimento de sua população quanto aos serviços de tratamento dos esgotos sanitários. Esses municípios, por serem pequenos e em país em desenvolvimento, carecem de recursos financeiros para as soluções convencionais de tratamento de esgotos sanitários. O trabalho contém uma revisão da bibliografia técnica relativa ao processo objeto deste estudo, não só referente ao projeto hidráulico como também à estabilidade física da tubulação do emissário assentada no leito do mar. Julgou-se necessário a realização, deste trabalho depois que se verificou que a implantação de emissários submarinos com diâmetros até da ordem de 300 mm, em geral tem seus custos inferiores aos dos sistemas convencionais.

Esta pesquisa avaliou a situação da tuberculose no Brasil, no período de 2001 a 2003, segundo indicadores do processo de operacionalização do Programa Nacional de Controle de Tuberculose (PNCT), e estimou os efeitos de fatores determinantes da taxa de incidência da doença. Para a avaliação utilizou-se a análise de cluster não-hierárquica, visando agrupar os municípios brasileiros de acordo com a morbidade por tuberculose (TB) e AIDS, e pelo desempenho do PNCT. Estes clusters foram mapeados, comparando-se a distribuição nos municípios, em regiões metropolitanas, municípios prioritários, e segundo o tamanho da população. O qui-quadrado de Pearson foi utilizado para testar associação nas categorias. A modelagem longitudinal multinível foi usada para identificar e estimar os efeitos dos determinantes da doença. Os agregados foram: anos, municípios e regiões metropolitanas. O modelo foi de intercepto e inclinação aleatória. Foram retidas as variáveis capazes de diminuir a variância dos níveis, pois, desta forma, explicam a variabilidade hierárquica da doença. Incluiu-se renda, densidade populacional, proporção de cura, taxa de incidência de AIDS e as grandes regiões brasileiras. A avaliação mostrou que a situação epidemiológica preocupante ocorreu nos municípios com Baixa TB e Alta AIDS, e Alta TB e AIDS. O cluster de Muito baixa TB e AIDS concentrou 50% dos municípios, o que pode configurar problemas de notificação. São 6 clusters de desempenho do programa. Bom e Bom com baixo DOTS predominando nos municípios pequenos, não prioritários e fora das regiões metropolitanas. No desempenho Moderado houve maior proporção de municípios prioritários. Clusters Regular e Fraco concentraram 10% dos municípios, com abandono de tratamento elevado e cura muito baixa. O cluster Muito Fraco caracterizou-se pela falta de dados nos indicadores de desempenho. O modelo multinível identificou a AIDS como fator impactante na tuberculose, anteriormente não encontrado em outros estudos; a interação entre renda e AIDS, e importante contribuição das regiões metropolitanas na distribuição da tuberculose, que se manifesta heterogeneamente nas grandes regiões do país. A análise discriminou municípios, e mostrou não haver associação entre maior morbidade e melhor desempenho do PNCT, retratando inadequação da vigilância à realidade epidemiológica do Brasil. O programa necessita ser reforçado, no sentido de considerar a AIDS ao estabelecer suas estratégias de controle. Ademais, os aspectos de baixa renda da população e densidade populacional, já analisados em diversas pesquisas, também se manifestaram de forma importante nestes resultados.

Este estudo focaliza a construção do Sistema Nacional de Vigilância Sanitária (SNVS) e a analisa do ponto de vista das relações intergovernamentais. Nessa construção, ressalta-se que o modelo de descentralização, adotado pela esfera federal até 2003, seguiu um caminho diferente das ações assistenciais, centrado no reforço à esfera estadual. E um caminho diferenciado em relação à partilha federativa que beneficiou a esfera municipal, e nesta, os pequenos municípios. Dos quatro princípios básicos do federalismo, enfatizam-se a cooperação e a coordenação. A cooperação se relaciona com a autonomia dos entes federados e com o grau de descentralização vigente. A coordenação é vista como necessária para se obter a cooperação. O pano de fundo é a heterogeneidade estrutural dos municípios brasileiros. Examinam-se: a evolução do regime federativo nas constituições republicanas e as relações intergovernamentais que se estabelecem; a trajetória históricas da vigilância sanitária e epidemiológica; o processo de descentralização da vigilância sanitária no Estado do Rio de Janeiro. Aponta-se que a estratégia adotada no âmbito do SUS, de municipalização das ações de saúde, tendo proporcionado ganhos na cobertura assistencial e fragmentação da rede de serviços, merece maior reflexão na sua transposição para a vigilância sanitária. A natureza de sua função de Estado, o grau potencialmente alto de externalidade negativa e a heterogeneidade estrutural municipal colocam: a imprescindibilidade da coordenação efetiva pela União; a necessidade de reforço ao papel da esfera estadual no contexto da necessidade de cooperação regional e local; a urgência na reformulação dos critérios para descentralização e financiamento das ações de vigilância sanitária. Sem pretender esgotar a questão federativa da vigilância sanitária, apresentam-se algumas propostas para discussão visando superar alguns dos problemas detectados.

O objetivo do estudo foi avaliar o processo de tratamento de lixiviados de aterros sanitários combinado com lodos de fossa séptica com o uso de geobags. Foram realizadas amostragens no Aterro Sanitário de Rio das Ostras, onde foram coletadas amostras do lixiviado bruto, da lagoa de mistura de lodo de fossa séptica e lixiviado que constitui o afluente dos geobags, do efluente dos geobags, da entrada do wetland e da saída do wetland. Todas as amostras foram submetidas a análises físico-químicas (pH, condutividade, DQO, COD, nitrogênio amoniacal, série de sólidos), e ensaio de toxicidade com organismos-teste pertencentes a três níveis tróficos diferentes (Danio rerio, Daphnia similis e Aliivibrio fischeri). Além disso, foi realizado teste de coagulação com o mesmo polímero utilizado no aterro e ensaio de equilíbrio em lote com o lodo do interior do geobag. Os resultados encontrados apontaram para uma eficiência de redução de 90% para o parâmetro DQO, 97% para sólidos suspensos totais e 52% para COD, após o tratamento pelo geobag. Foi observada uma redução na toxicidade para Danio rerio e Daphnia similis quando o lixiviado foi misturado com o lodo de fossa séptica. Para Aliivibrio fischeri, ocorreu redução na toxicidade no efluente do geobag. Esses resultados mostraram que o potencial de utilização do geobag como parte integrante de sistemas de tratamento de lixiviados, considerando-se a especificidade do estudo (tratamento combinado com lodo de fossa séptica), pode contribuir para a solução de um dos principais problemas ambientais oriundos dos aterros sanitários em municípios de médio e pequeno porte.

Colombia suffers from one of the longest civil conflicts in the world, which is believed to have had several consequences on the country’s economic and development performance. This study uses measures of central government deterrence effort as instruments of conflict to estimate the impact of conflict on children’s time allocation to two different types of work: housework and work performed outside the household for poor families living in small municipalities in Colombia. I find that conflict significantly increases the amount of time children allocate to work. Both housework, for girls, and work outside the household, for boys, increase with Guerrilla attacks. However, the later effect is the opposite for Paramilitary attacks.

Aquesta tesi utilitza l'anàlisi econòmica per a estudiar les hisendes locals, especialment els aspectes relacionats amb la provisió i finançament dels béns i serveis públics locals. Les hisendes locals, tant a Catalunya com a la resta d'Espanya, pateixen diversos problemes. Dos són especialment rellevants per a aquesta tesi. El primer és la reduïda dimensió dels municipis, l'altre la seva insuficient dotació financera. A la tesi es tracten aquestes dues qüestions en cinc capítols. Primer s'introdueix la problemàtica, exposant-ne els antecedents, la situació actual i la metodologia per al seu anàlisi. A continuació s'aborda la relació entre la grandària dels municipis i la seva capacitat per a proveir béns i serveis públics. De manera recurrent es produeixen debats sobre els problemes que pateixen els municipis petits. El problema més evident d'aquests municipis és el dèficit de serveis públics. Es sol argumentar que els municipis petits pateixen aquests dèficits en la provisió de serveis públics a causa de la manca d'un nombre crític d'habitants. Normalment es presenta la consolidació municipal com a solució a aquest problema. En aquest treball analitzem les diferents vessants de la qüestió dels dèficits de serveis municipals. Es continua analitzant com influeix sobre el sector privat la incapacitat per part dels municipis de prestar la quantitat i/o qualitat correcta de béns i serveis públics. Sembla clar que l'atractiu d'un hotel per als seus clients depèn tant dels serveis que ofereix com de l'entorn en què es troba. Com s'ha dit sovint "un hotel de quatre estrelles necessita un entorn de quatre estrelles". Aquests atributs que configuren l'entorn són complementaris a l'oferta privada dels serveis hotelers i són essencials a l'hora de definir les opcions de comercialització, ja que sembla raonable que diferències en les dotacions de serveis públics, capital natural i imatge de la localitat generaran diferències en els preus d'hotels que altrament són idèntics. A la següent etapa s'estudia la situació financera a la qual s'enfronten els municipis a l'hora de proveir els béns i serveis públics, especialment en el cas de les localitats amb forta implantació de l'activitat turística. L'objectiu d'aquest estudi és doble. Primer, realitzar una anàlisi i un diagnòstic del finançament als municipis turístics i, segon, discutir diferents vies de millora. En una primera part s'exposa el marc que cal tenir en compte a l'hora de considerar les qüestions de provisió de serveis públics i els consegüents aspectes pressupostaris. Després es presenta un model estilitzat de provisió de béns públics i d'estructura pressupostària que explicita, amb la intenció de portar a terme l'anàlisi economètrica, les interrelacions rellevants entre provisió de serveis públics, ingressos fiscals i despeses. Tot seguit es presenten les dades que han de servir per a una anàlisi empírica que té dues vessants. Primer, estudiar si realment els municipis amb un fort pes de l'activitat turística presenten diferències en l'àmbit pressupostari i, segon, concretar quantificar en què consisteixen i de què depenen les diferències. El sisè apartat tracta la complementarietat entre béns i serveis públics des d'un marc normatiu, posant de manifest els aspectes que ha de tenir en compte un municipi turístic en les qüestions de provisió i finançament dels béns públics i que fan que tingui un comportament diferent d'un municipi no turístic. El penúltim apartat del treball inclou la discussió i l'avaluació d'algunes propostes correctores dels problemes detectats a l'anàlisi estadística i economètrica. El treball conclou amb un resum de les principals conclusions. La tesi conclou amb una discussió dels resultats obtinguts.

Opposition and Support: A Study of Swedish Muslim Congregations Anti-Islamic attitudes are deeply rooted in Western Europe, and Muslims have, especially in the post-September 11 context, experienced discrimination and demonization. But how do anti-Islamic attitudes affect practicing Muslims and their congregations? The aim of this study, the first of its kind in Europe, is to present a statistically representative view of how Muslim congregations in Sweden experienced the reactions from the surrounding community. The results of the survey carried out show that according to the representatives of the local congregations (n=105) half of the congregations have experienced opposition from the local community and in 40 percent of the congregations criminal offences have been committed against active Muslims or their places of worship.  This opposition is closely connected with two types of situations: either international occurrences (i.e. terrorist bombings in, for example, London, Madrid) or local events that have emphasized the presence of Islam in the public sphere. A multivariate analysis of the results of the study shows that the strongest opposition has taken place in small municipalities with a large proportion of immigrants. However, opposition does not preclude support. On the contrary, opposition appears to have a mobilizing effect on those who support the right of Muslims to exercise freedom of religion. However, neither opposition nor support are the key factors affecting whether congregations see themselves as established in the local community. The degree of anchorage depends on the demographic composition of the congregation and on the degree of contact that the members have with the surrounding community.
