This study aims to bring reflection on the legitimacy crisis of the Brazilian representative democracy, which results in non-attendance of fundamental rights, regarding legal and social facts in light of the existing constitutional order and seeking solutions in more democratic procedures and in a more humane, critical, democratic and collaborative education. It has been an issue for some time the understanding that the authorities do not meet the basic needs of Brazilian citizens - the only way to make them autonomous and sufficiently able to conduct their lives in a competitive and globalized labor market. Such situation only worsened - as illustrated by the social movements in mid-2013 - when people took to the streets, showing a noticeable dissatisfaction with public services in general, and some other groups presenting specific complaints in those events. To find solutions or at least suggestions for the reflection of the problem found, a current approach to public authorities was necessary attempting to reveal how the constitutional order authorizes their operation and how - in fact - they act. In this endeavour, the legitimacy of power was discussed, involving the analysis of its origin, to whom it belongs and the legitimacy of deficit situations, concluding that it is only justified as it gets more democratic influence, with greater participation of people in its deliberations and decisions, with its plurality and complexity. Research carried out by official institutions was necessary to have evidence of the low level of social development of the country and the nonattendance of minimum basic rights, as well as exposure to various acts and omissions which show that all public authorities do not legitimately represent the people's interests. The competence of the Supreme Court to establish the broader scope of the remuneration policy in the public service received proper attention, presenting itself as an effective means to promote the reduction of the remuneration and structural inequality in public service and contributing to better care of fundamental rights. Also, considerations were made about the Decree 8243/2014, which established the National Policy for Social Participation (NPSP) and the National System of Social Participation (NSSP) and took other measures with the suggestion of its expansion into the legislative and judiciary powers as a way to legitimize the Brazilian democracy, considering its current stage. In conclusion, it is presented the idea expressed by the most influential and modern pedagogical trends for the creation of a participatory, solidary, non-hierarchical and critical culture since the childhood stage. This idea focuses on the resolution of questions addressed to the common good, which considers the complexity and the existing pluralism in society with a view to constant knowledge update. Knowledge update is in turn dynamic and requires such action, instilling - for the future generations - the idea that the creation of a more participatory and collaborative democracy is needed to reduce social inequality as a way to legitimize and promote social welfare, with the implementation of a policy devoted to meet the minimum fundamental rights to ensure dignity to the population.

Aborda as formas sobre as quais a experiência de Governo Municipal foi desenvolvida, tecendo considerações a respeito das práticas que ensejaram a Participação Social, inaugurando uma nova relação entre as Sociedades política e Civil locais.

The integrated management of municipal solid waste in Brazil is held legally responsible by the city council administration. This is done since the year 2010 with the publication of the National Solid Waste Policy term. According to the policy and law, each city must encourage the implementation of selective collection and the participation of waste picker´s entities aiming social inclusion. However, these actions haven’t yet reached its legal aims. These workers are considered regarding collection actions but are stripped of certain basic labor rights not in conformation with the Decent Work concept. This type of work, according to International Labour Organization, must be seen as work that is properly paid for and must be done regarding conditions of freedom, equity, security and able to provide workers with a dignified life conditions. Thus, this work aims to investigate the implementation process regarding the Solid Waste National Policy in Natal-Rio Grande do Norte in Brazil. This is done considering socio-productive insertion of recyclable material collectors. The research is substantiated by a qualitative approach as well as documental and bibliographical research. A field research considering the cooperatives as well “in locco" observation and semi-structured interviews were carried out between the time span of 2013 and 2014. In order to investigate decent daily working conditions the research emphasized municipal management actions in Natal towards social inclusion that aim to reflect on the progress and difficulties experimented. It is seen that even when these cooperatives receive government support there are still important struggles that need to be overcome. The worker´s tasks are risky, the work environment in not safe or is adequate in terms of health issues. There is the stigma of it being considered an occupational task, the low individual income distancing the activity regarding parameters of the Green Employment and Decent Work concept. On the other hand, the survey showed potential as the relentless pursuit on behalf of the cooperatives that still search better work condition improvement.

This work contributes to an understanding of how the existence of multiple ethnic- cultural belongings in the political community concurs with the maintenance of a socially cohesive and politically united community. Considering the immigration reality in Portugal, we tried to identify the bonds that link immigrants to the political community and how those bonds can be mobilized to integrate immigrants in a common living project inside the national territory. Methodologically, this investigation is based in a qualitative and quantitative analysis of the policies and measures applied in Portugal in the immigration sphere, as well as the results of the empirical work we carried out with two immigration groups (Brazilians and Cape Verdeans) living in Lisbon’s metropolitan area, and the answers to a survey we sent to immigrant associations. The results of this research revealed the existence of a certain political ambivalence concerning the immigrant integration process, which expresses itself to a certain degree in the way national citizens and immigrants appraise the immigrant contribution to Portuguese society. The prevailing and blurred idea states that immigration expenses don’t make up for the benefits, and that is likely to influence the mutual relationship established between the two. Despite the existence of objective situations of social and economic disparity and despite a feeling of discrimination shared between immigrants, it is possible to identify a progressive citizenship universalization and the formal acceptance of immigrant religious and cultural traditions, even though the Portuguese parliament does not reflect such diversity. Thus, we perceive the possibility of warranting specific ethnic and cultural minority rights without the ethnicization or culturalization of political representation, and the general standards that serve as a backbone to the national political community might be enough to warrant that protection. Notwithstanding, some signs suggest that immigrant access to public sphere might not be easy, and this might have repercussions in the visibility and in the public discussion of demands, with outcomes on the type of integration policies Portugal applies.

O presente trabalho é um contributo para entender em que medida a existência de múltiplas pertenças étnico-culturais na comunidade política é conciliável com a manutenção de uma comunidade socialmente coesa e politicamente unitária. Tendo em conta a realidade imigratória em Portugal, procurou-se saber quais os laços que ligam os imigrantes à comunidade política e em que medida eles podem ser mobilizados para a integração dos imigrantes num projecto comum de vivência em território nacional. Metodologicamente, este trabalho tem por base a análise qualitativa e quantitativa das políticas e medidas adoptados em Portugal em matéria de imigração, bem como, os resultados do trabalho empírico por nós realizado junto de dois grupos de imigrantes (brasileiros e cabo-verdianos) residentes na área metropolitana de Lisboa, assim como os resultados de um questionário enviado às associações de imigrantes. Os resultados da pesquisa apontam para a existência de uma certa ambivalência política no processo de integração dos imigrantes, a qual se reflecte de algum modo na forma como os nacionais e os imigrantes valorizam o contributo dos imigrantes para a sociedade portuguesa, sobressaindo uma ideia difusa generalizada de que os custos da imigração não compensam os seus benefícios, o que provavelmente afectará o relacionamento recíproco. Apesar de situações objectivas de desigualdade social e económica e da percepção de discriminação existente entre os imigrantes, é possível identificar uma progressiva universalização da cidadania e a aceitação formal das tradições religiosas e culturais dos imigrantes, mesmo não sendo o parlamento português representativo dessa diversidade. Deste modo, afigura-se ser possível assegurar direitos específicos de protecção das minorias étnicas e culturais sem que seja necessária a etnicização ou a culturalização da representação política e os princípios gerais que estruturam a comunidade política nacional poderão ser suficientes para assegurar essa protecção. No entanto, existem indícios que sugerem que o acesso dos imigrantes à esfera pública poderá não ser fácil, o que se poderá traduzir na visibilidade e na discussão pública das suas reivindicações, com consequências a nível do tipo de políticas de integração adoptadas em Portugal.

La autora de este artículo hace una descripción y análisis de la última reforma del currículum nacional de Suecia, centrándose en el trabajo realizado como secretaria dentro del Comité Nacional del Currículum. Desde una perspectiva interna, ve la configuración del currículum nacional como una empresa práctica que trata de solucionar problemas. Así, las propuestas del curriculum surgen de una interacción entre los factores que enmarcan el proceso, los acontecimientos incidentales y las consideraciones prácticas.

Esta dissertação pretende examinar a relação entre democracia representativa (eleitoral) e democracia participativa, assim como os diferentes graus de influência da participação, direta ou indireta através de representantes, de atores e grupos socioculturais, antes excluídos, em espaços deliberativos, especialmente em conferências, conselhos, seminários e fóruns abertos para a elaboração de políticas públicas. Para tanto, o trabalho baseia-se na discussão sobre a crise da representação política e a relação com a participação social desenvolvida no âmbito da teoria democrática contemporânea e são utilizados aspectos extraídos da literatura sobre a elaboração de políticas públicas, o conceito de capital social de Pierre Bourdieu e a ideia de democracia comunicativa de Iris Young. A metodologia do trabalho consiste em três estudos de caso interligados: o nacional, relativo à participação em espaços deliberativos e à representação político-eleitoral principalmente para elaboração do Plano Nacional de Cultura; o estadual, relativo à representação política e participação para elaboração de políticas de cultura em Pernambuco; e um caso municipal, a análise da participação em espaços deliberativos abertos para a elaboração do plano e de políticas de cultura no município de Recife.

Esta pesquisa tem como objetivo verificar se as Comissões de Legislação Participativa da Câmara dos Deputados e do Senado Federal facilitaram a participação social no processo legislativo frente ao tradicional instituto da Iniciativa Popular de lei. Essa investigação será pautada pelo estudo dogmático do processo legislativo federal; pela investigação de como a participação social está prescrita na Constituição Federal e nos Regimentos Internos das Casas do Legislativo, visando constatar como a participação política se implementa no processo de produção legislativa; ademais do estudo sobre a relação entre representação e participação. Para tanto, foi utilizada revisão bibliográfica, análise documental, levantamento de dados, estudo de caso e entrevistas. A pesquisa realizada permite afirmar que as Comissões facilitaram a participação social na produção legislativa no que se refere à eliminação de parte dos requisitos formais que a obstaculizavam via Iniciativa Popular; além de ampliar o rol dos tipos de proposições legislativas que a sociedade pode apresentar. Entretanto, esses novos mecanismos reproduziram limitações que a Iniciativa Popular apresenta, ademais de desconsiderar na sua estruturação elementos essenciais à consecução de um processo legislativo efetivamente participativo, os quais são contemplados pelo instituto tradicional, permitindo, então, afirmar que as Comissões são inovações institucionais limitadas frente ao instituto da Iniciativa Popular.

The current National Policy for Social Assistance (PNAS) is the instrument that regulates the organization and procedures of social-welfare actions. Developed and approved in 2004 since the Unified Social Assistance System (ITS) was crated in 2003, it reaffirms the democratic principles of the Social Assistance Organic Law (LOAS) focusing on the universalization of social rights and equality of rights when accessing the social-welfare system. In the SUAS point of view, the PNAS highlights the information, monitoring and evaluation fields for being the best way to assure the regulation, organization and control by the Federal Government paying attention to the principles of decentralization and participation. This political-institutional rearrangement occurs through the pact among all the three federal entities. The pact deals with the implementation of the task. It says that it has to be shared between the federal autonomous entities, established by dividing responsibilities. To the cities, considered as the smallest territorial unit of the federation and closer to the population, was given the primary responsibility, which is to feed and maintain the database of SUAS NETWORK and identify families living in situations of social vulnerability. In addition to these responsibilities, the cities that have full autonomy in the management of their actions, have the responsibility to organize the basic social protection and the special social protection, that using the Center of Social Assistance Reference (CRAS) and the Center of Specialized Social Assistance Reference (CREAS), are responsible for the provision of programs, projects and services that strengthen the family and community; that promote people who are able to enjoy the benefits of the Continuing benefit of Provisions (BPC) and transfer of incomes; that hold the infringed rights on its territory; that maximize the protective role of families and strengthen its users organization. In Mossoró/RN, city classified as autonomous in the social assistance management, has five units of CRAS that, for being public utilities, are considered the main units of basic social protection, since they are responsible for the connection between the other institutions that compose the network of local social protection. Also known as Family House, the CRAS, among other programs and services, offers the Integral Attention to Families Program (PAIF), Juvenile ProJovem Program, socio-educational coexistence services programs, as well as sending people to other public policies and social-welfare services network, provides information, among others. In this large field, social workers are highlighted as keys to implement the policy of social assistance within the city, followed by psychologists and educators. They should be effective public employees, as a solution to ensure that the provision of the services are to be continued, provided to the population living around the units. However, what we can find here is inattention to the standard rules of social assistance, which not only undermines the quality of programs and services, but also the consolidation of policy on welfare as public policy of social rights

The present study aims at making a theoretically reflection about the reconstruction process of democracy that can be observed in the country since the opening political process, which took place with the Geisel´s government in 1974, passing through the first civil president, in 1985, the Constitution process, in 1986, and finally the Constitution promulgation in 1988. It interests to this study analyses the premise that the 1988 Constitution inaugurates the moment in which democracy starts to be reconstructed in the country, and that this reconstruction is made in such a brand new way, once it included the possibility of participation of the civil society in the deliberation of the public politics, what became possible with the creation of new spaces of a gestion shared by the three executive powers: federal; states; municipalities, and with the civil society, in the councils created in those spheres. In this way, this work wishes to focus the opening process to the civil society participation, wich became possible with the creation of the city councils of public politics. It´s about investigating the form in wich the relations set up in these hibrid spaces could be considered democratic, inclusive and promoters of effective participation, checking up tendencies, giving emphasis to regularities and some specifities encountered in the forms of participation, which have been observed in those councils. In order to comprehend the democratic process in construction in the country, the analysis of the relations established by the civil society and the local executive power in the obligatory municipal councils is taken as object of study, passing by the tensions wich evolves institutions and political practices, permeated by the local political culture. It starts from a briefly review of works already made on the subject
