The public political investments of urban mobility financed by PAC of Cup 2014 have developed discussions and questions by the civil society in Brazil expecting positive results to the urban infrastructure referring to the possible human rights violation and, specially, rights of habitation related to the removing/expropriation noticed. Natal, capital of Rio Grande do Norte, is into this context, due to the urban mobility project linking North Zone of the city to the Arena das Dunas stadium, financed by the PAC of Cup 2014, named West Structural Corridor, that crosses a field of social interest and proposes almost 400 expropriations. This research analyzes how strategies and mechanisms of integration were presented between the mobility project of West Structural Corridor and the Social Interest Habitation affected by this project. We have as hypothesis those projects financed by PAC of Cup 2014/Urban Mobility to Natal/RN present many problems related to the integration of social interest to the housing project, however the National Politics of Urban Development has planned this integration. As a result we detach 3 strategies in the elaboration process about the integration of those politics: (i) integration between municipal secretaries involved in this project; (ii) urban integration of the city; and (iii) integration of public rules or public politics integrated. For each strategy were presented the main mechanisms used to establish the integration of the project. Those mechanisms, however, in this process of establishment/implementation of the empirical research, presented many contradictions and conflicts that compose problems to the integration between the mobility project and the housing area affected.

O presente trabalho se constitui de um exerccio reflexivo sobre a poltica de destinao de imveis urbanos pblicos federais, no Brasil chamados de imveis da Unio, no utilizados e subutilizados para habitação de interesse social[1] na Zona Porturia da cidade do Rio de Janeiro e a sua relao com a promoo do Direito a Cidade, expresso criada no final da dcada de 60, pelo filsofo francs Henri Lefebvre. Considerando que o processo de produo da legislao urbana, no Brasil, deve ser sempre entendido a partir da perspectiva dos mesmos interesses que levaram a acumulao capitalista, este trabalho pretende apontar que o discurso da gesto democrtica, da abertura institucional para com movimentos sociais e o discurso do Direito a Cidade esto longe de se apresentarem como ferramentas de transformao do status quo. Pelo contrrio! Neste sentido, a inteno aqui apontar que uma genuna promoo do Direito a Cidade, vale dizer, uma verdadeira ampliao democrtica, conduzida muito alm dos espaos deliberativos impostos pelo aparelho de Estado s pode ser entendida a partir da aproximao material e intelectual aos Movimentos Sociais, sob um ngulo autonomista. Por outro lado, apesar do aparelho de Estado se constituir intrnseca e essencialmente uma estrutura heternoma de poder[2]- fundamentada nos moldes da sociedade capitalista e da democracia representativa aprender hoje a participar dessas instncias heternomas de deliberao, com o devido cuidado para evitar pragmatismos e domesticao, se constitui de um importante desafio tanto para o pesquisador cientista/social engajado quanto para o movimiento social. Um dilogo horizontal entre gegrafos e movimentos sociais, despido de arrogncia tecnocrtica e pautado por um esprito tolerante e no-autoritrio pode colaborar assim para importantes ganhos polticos e pedaggicos de autonomia, o que do ponto de vista scioespacial significa dizer que ajudando-se mutuamente podem aprender a agir com o Estado, apesar do Estado e essencialmente contra o Estado por uma cidade mais livre e mais justa. o que se tentar apresentar. [2] Para SOUZA, 2006a, est-se diante de uma situao de heteronomia (...) quando a lei, seja formal ou informal, escrita ou consuetudinria (normas, cdigos, tabus) imposta por um poder superior, ou percebida como imposta por um tal poder. Neste sentido pode ser classificada a estrutura do aparelho de Estado como uma estrutura heternoma de poder, uma vez seu aparato legislativo ser imposto a sociedade civil, sempre subjugado ao binmio democracia representativa + capitalismo. This Masters Degree dissertation seeks to make a comparative study of internal air temperature data, simulated through the thermal computer application DesignBuilder 1.2, and data registered in loco through HOBO Temp Data Logger, in a Social Housing Prototype (HIS), located at the Central Campus of the Federal University of Rio Grande do Norte UFRN. The prototype was designed and built seeking strategies of thermal comfort recommended for the local climate where the study was carried out, and built with panels of cellular concrete by Construtora DoisA, a collaborator of research project REPESC Rede de Pesquisa em Eficincia Energtica de Sistemas Construtivos (Research Network on Energy Efficiency of Construction Systems), an integral part of Habitare program. The methodology employed carefully examined the problem, reviewed the bibliography, analyzing the major aspects related to computer simulations for thermal performance of buildings, such as climate characterization of the region under study and users thermal comfort demands. The DesignBuilder 1.2 computer application was used as a simulation tool, and theoretical alterations were carried out in the prototype, then they were compared with the parameters of thermal comfort adopted, based on the area s current technical literature. Analyses of the comparative studies were performed through graphical outputs for a better understanding of air temperature amplitudes and thermal comfort conditions. The data used for the characterization of external air temperature were obtained from the Test Reference Year (TRY), defined for the study area (Natal-RN). Thus the author also performed comparative studies for TRY data registered in the years 2006, 2007 and 2008, at weather station Davis Precision Station, located at the Instituto Nacional de Pesquisas Espaciais INPE-CRN (National Institute of Space Research), in a neighboring area of UFRN s Central Campus. The conclusions observed from the comparative studies performed among computer simulations, and the local records obtained from the studied prototype, point out that the simulations performed in naturally ventilated buildings is quite a complex task, due to the applications limitations, mainly owed to the complexity of air flow phenomena, the influence of comfort conditions in the surrounding areas and climate records. Lastly, regarding the use of the application DesignBuilder 1.2 in the present study, one may conclude that it is a good tool for computer simulations. However, it needs some adjustments to improve reliability in its use. There is a need for continued research, considering the dedication of users to the prototype, as well as the thermal charges of the equipment, in order to check sensitivity

This dissertation analyses the Brazilian housing policy of today s, focusing on the programmes in the socalled Social Interest Housing Subsystem in order to discuss to what extent the government has been able to grant housing constitutional rights in the country. The discussion is about housing policy and the principles in the country s Constitution regarding the role of housing as a social right, a right that must be granted by the state. This refers to land rent theory to understand the relationship between capital and property and the reasons why, under capitalism, housing becomes a commodity in the market. Then, it discusses the national housing policy, which emphasizes land ownership through financing, that is, via market, a process that excludes all low income population. In the conclusion, it is clear that, although government programmes cover extensively at least potentially the national territory as well as social group, subsidized housing programmes cannot be implemented in the city due to land prices because subsidy is too low. In this way, the law that grants housing rights to all Brazilian citizens is violated

As cidades brasileiras, ano a ano, vivem um crescente processo de urbanizao, o qual nem sempre ocorre de uma maneira ordenada. Tal evento causou e tem causado um dficit de habitação para uma parte da populao classificada como baixa renda e que se v sem opes dignas de moradia. Portanto, este trabalho tem o objetivo de propor um projeto de Habitação de Interesse Social para essa classe mais pobre em uma rea j consolidada do municpio. Trata-se da remoo de um cortio com habitaes insalubres, mas que est contida numa malha urbana central, com equipamentos pblicos, servida de infra-estrutura e acesso a transporte pblico, ou seja, em uma rea classificada como de incluso social na cidade de Presidente Prudente SP

This research covers the topic of social housing and its relation to thermal comfort, so applied to an architectural and urban intervention in land situated in central urban area of Macaba/RN, Brazil. Reflecting on the role of design and use of alternative building materials in the search for better performance is one of its main goals. The hypothesis is that by changing design parameters and choice of materials, it is possible to achieve better thermal performance results. Thus, we performed computer simulations of thermal performance and natural ventilation using computational fluid dynamics or CFD (Computational Fluid Dynamics). The presentation of the thermal simulation followed the methodology proposed in the dissertation Negreiros (2010), which aims to find the percentage of the amount of hours of comfort obtained throughout the year, while data analysis was made of natural ventilation from images generated by the images extracted from the CFD. From model building designed, was fitted an analytical framework that results in a comparison between three different proposals for dwellings housing model, which is evaluated the question of the thermal performance of buildings, and also deals with the spatial variables design, construction materials and costs. It is concluded that the final report confirmed the general hypotheses set at the start of the study, it was possible to quantify the results and identify the importance of design and construction materials are equivalent, and that, if combined, lead to gains in thermal performance potential.
