O cenário geopolítico global de desenvolvimento assimétrico e novas fontes de energia constituem um desafio para a sustentabilidade organizacional, requerendo organizações com capacidade de adaptação a ambientes turbulentos. Os principais aspectos que afetam a sobrevivência das empresas de energia podem ser categorizados em geopolíticos, econômicos, sociais, tecnológicos, legais, ambientais, de segurança, de energia e administrativos. Esta tese doutoral apresenta um modelo de organizações com capacidade de adaptação a ambientes turbulentos que permite à empresa atingir sustentabilidade no tempo, como resposta à pergunta de partida. Essa pergunta procura as características determinantes de um modelo de organização adaptável, considerando o setor energético brasileiro, no cenário geopolítico global de desenvolvimento assimétrico e novas fontes de energia, segundo a percepção de gestores. A metodologia adotada tomou por base a Grounded Theory apoiada pelo software Atlas/ti e aplicada a entrevistas em profundidade. O método utilizado permitiu construir a teoria indutivamente, com base em categorias, propriedades e dimensões. O modelo proposto emergiu da pesquisa configurando a capacidade de adaptação aos cenários turbulentos para atingir sustentabilidade organizacional como fundamentada nas categorias de Planejamento Prospectivo, Sistemas Adaptativos e Integração Estrutural, identificando as propriedades e dimensões requeridas em cada uma dessas categorias.

o processo de centralização vigente no setor saúde desenvolveu-se utilizando-se fortemente o mecanismo de desconcentração. A análise das três propostas de reorganização do setor saúde, no período de 1983 a 1990, aponta para uma mudança de estratégia no mecanismo de desconcentração. Anteriormente, os órgãos centrais dispunham de estruturas desconcentradas atuando nos níveis intermediários e locais. A partir de 1983 observa-se a tendência da atuação dos níveis intermediários e locais como instâncias desconcentradas do nível central. Portanto, a desconcentração é um processo em curso no setor. A desconcentração pode assumir sentidos distintos, isto é, pode ser uma estratégia de fortalecimento e atualização da centralização ou pode ser uma estratégia de fortalecimento dos níveis intermediários e locais, e, portanto, facilitadora e promotora da descentralização. Considerando o contexto delineado para o setor saúde no Brasil, caberia investigar qual o atual sentido da desconcentração. Descentralização

Este trabalho tem por objetivo demonstrar, através de um estudo de caso desenvolvido no Grupo Lachmann, por meio de entrevistas, questionários e workshops realizados junto à diretoria e aos funcionários, que a mudança eficaz ocorrida nas organizações a nível dos modelos de Administração de Recursos Humanos - ARH é fruto de uma estratégia empresarial. O Grupo Lachmann, líder na América Latina, no setor de agenciamento e transporte marítimo de mercadorias, viu-se diante de um impasse com o desaparecimento repentino de seu presidente: seria capaz de responder aos desafios de reestruturações internas, associados às pressões ambientais geradas pela crescente competitividade do setor? A expectativa era que sim. Mas como? Como mudar uma cultura organizacional sem descaracterizar-se? Como proceder a esta mudança e simultaneamente responder, com sucesso, às demandas crescentes de um mercado onde a concorrência se acirra a olhos vistos? A resposta a tais questionamentos foi sendo desenvolvida através de um processo de mudança planejada, onde a área de Recursos Humanos desempenhou um papel-chave realizando suas ações em sintonia com o planejamento estratégico da corporação e contribuindo para o alcance de seus objetivos. O resultado obtido na pesquisa, realizada no Grupo Lachmann, respaldado pelo exame bibliográfico, permite concluir que a ARH tem uma missão importante no contexto das organizações do mundo contemporâneo, porém sua eficácia está vinculada diretamente à integração de seu planejamento ao planejamento estratégico das organizações. Esta associação, por sua vez, não se faz de forma casual, mas é resultado de uma estratégia empresarial onde os aspectos de recursos humanos são projetados no planejamento estratégico da organização, fornecendo elementos valiosos para a tomada de decisão pela alta direção.

Esta pesquisa aborda a influência de fatores culturais brasileiros sobre o processo de orçamento empresarial em uma grande empresa nacional. O objetivo do estudo é identificar como os fatores culturais impactam o orçamento, quais os mais relevantes, e assim endereçar uma reflexão acerca das técnicas utilizadas nas empresas brasileiras de modo a privilegiar aquelas que melhor se adéquam a cultura local. Efetuada uma revisão bibliográfica foram identificados os fatores mais comumente mencionados, assim como foram pesquisados estudos que demonstram a influência de questões culturais, em particular as dimensões culturais propostas por Hofstede, sobre a prática de orçamento em outros países. Estruturado um estudo de caso único onde foi elaborada uma pesquisa com 35 profissionais de orçamento visando capturar suas percepções para a influência da cultura nas atividades orçamentárias. A pesquisa foi construída a partir de situações reais envolvendo a gestão orçamentária e os traços culturais. Os resultados apontam para um grupo de traços culturais que, de forma relevante, impactam o processo orçamentário, tanto na função planejamento quanto função controle, e identificam aqueles considerados os maiores ofensores da atividade.

Since the emergence of the first demands for actions that were intended to give greater attention to culture in Brazil, came the first discussions which concerned the way the Brazilian government could have a positive influence in encouraging the culture, as is its interaction with the actors interested and involved with the cause. During the military dictatorship, there were programs which relied on the direct participation of the State to ensure that right, from the viewpoint of its support and implementation of public resources in developing the "cultural product" to be brought to society in its various forms of expression - all this, funded by the government. It is an example of "EMBRAFILMES" and "Projeto Seis e Meia", continued until the present day in some regions of the country, though maintained by entities not directly connected with the administration or the government. However, it was from the period of democratization and the end of the dictatorship that the Brazilian government began to look at the different culture, under its guarantee to the society. Came the first incentive laws, led by "Lei Sarney" Nº 7.505/86, which was culture as a segment which could receive foreign assistance in order to assist the government in fulfilling its public duty. After Collor era and the end of the embargo through the encouragement of culture incentive laws, consolidated the incentive model proposed in advance of Culture "Lei Sarney" and the federal laws, state and local regimentares as close to this action. This applies to the Rouanet Law (Lei Rouanet), Câmara Cascudo Law (Lei Câmara Cascudo) and Djalma Maranhão Cultural Incentive Law (Lei de Incentivo à Cultura Djalma Maranhão), existing in Natal and Rio Grande do Norte. Since then, business entities could help groups and cultural organizations to keep their work from the political sponsorship under control and regiment through the Brazilian state in the form of their Cultural Incentive Law. This framework has contributed to the strengthening of NGOs and with the consolidation of these institutions as the linchpin of Republican guaranteeing the right to access to culture, but corporate social responsibility was the one who took off in the segment treated here, through the actions of Responsibility Cultural enterprises arising from the Cultural Organizations. Therefore, in the face of this discourse, this study ascertains the process of encouraging the Culture in Rio Grande do Norte from the Deviant Case Analysis at the Casa da Ribeira, the main Cultural Organization that operates, focused action in Natal in order to assess the relationships established between the same entity and the institutions which are entitled to maintain the process of encouraging treated in this study - Enterprise, from the viewpoint of corporate sponsorship and Cultural Responsibility and State in the form of the Laws Incentive Funds and Public Culture Incentive

The companies are part of an important segment of the society, besides, it exercises a significant contribution, being also responsible for helping in the improvement of the quality of life of the population. Like this being, to present research looked for to investigate the perception that the entrepreneurs of the building site of Aracaju/SE have concerning the theme Business Social Responsibility (RSE). besides the perceptions, it was part also of the research, to know the entrepreneur's of the building site social construction and the possible practices of Social Responsibility. The research grew in two different moments. The first looked for the theoretical embasamento, trying to study the economical sociology, understanding the effects provoked by the economy, understanding to you reason them that you/they took to the appearance of the perceptions that you/they permeate the historicity among the market, the nascedouro of the associations as company and his/her dynamics in the society. It was also researched, the concept of social responsibility in national and local extent, as well as, the contextualização of the state of Sergipe, detaching the municipal district of Aracaju, and describing how it happened his/her development starting from what is considered urbanization. In the second moment, the accomplishment of interviews in five companies, allowed to notice the entrepreneurs' perception concerning business social responsibility, as well as, actions of different characteristics in four of the samples. In these actions, they are patronage in cultural events, donations of projects for charity institutions, the concern with the preservation of the environment in the use of work materials ecologically correct, preventive health and employees' training. Concluding the research, I introduce the conclusions which it allowed to arrive me, and I point some suggestions for future researches that enlarge the reflection on this theme

The debate around the thematic of Corporate Social Responsibility - CSR involves economic, social, cultural and symbolic aspects in the relations established between company and society. In Brazilian reality, the CSR, understood as enterprise actions, external and/or internal, that contributes to social and ambient improvement, gains greater visibility in 1990 decade. Although the significant increase of theoretical productions about CSR pertinent elements, it is still scarce the studies that treats about the relation company/society in the northeastern reality, and singularly, in Rio Grande do Norte. It was in this perspective, that, in being the salt industry one of most important in the potiguar economic history formation , the present work investigated practicies and perceptions of salt entrepreneurship about CSR. Considering all the Rio Grande do Norte salt industry history phases, since the period of the Brazil s settling, as well as the characteristics of the study object, was opted to the qualitative research, objectified in interviews half-structuralized realized with the salt segment entrepreneurs, as well as professionals of ambient management and human resources working in potiguar salt segment. The research main results indicated a coexistence between the mechanisms of management seated on personal and paternalists relations, typical of traditional salt industry, and the emergency of innovative elements typical of the modern management, like the CSR. In this context, a tension between continuity and rupture with the traditional mechanisms of management in salt entrepreneurship actions

In the current systemic crisis, economic policy is directed to correct the consequences of the functioning of this metabolism, but within the limits of the capital. From this perspective, decision makers propose trade policies, agricultural and industrial to ensure conditions for economic growth. However, as a dead end, there is failure of the State in giving efficacy to the operation of all segments of the economy, especially given the budget constraint. Public managers are forced to seek external resources, resuming the cycle of political allegiance to the interests of international financial and banking representatives, installed in so-called multilateral. The complex ideological capital comes into play in trying to convince society that the paths taken by governments are inevitable, and that capitalism can be "humanized", even with the realization of the growing inequalities caused by historical irrationalism of the production process of capital . In this sense, emerging concepts that attempt to demonstrate the compatibility of the system to real human needs. This ideological offensive is intended to legitimize the capital. The so-called third sector has a special highlight with the concept of corporate social responsibility. It creates a political environment in which the inevitable mix-up with new illusions offered by and often funding the metabolism of capital in order to perpetuate this system. In this context, political elites, and considerable portions of the academy, embark on "waves of capitalist optimism," while the sociometabolismo capital expands its historical limits, driving forces postponing their collapse, but that cause human suffering and ecological stress. Wars are disseminated to strengthen the deadly war industry and the automobile industry; and devastating the environment of which depends the capital system. In this scenario disassemble, propositions emerge around a "new social pact" in order to minimize the adverse effects of the dynamics of reproduction of capital. The business class is called to exercise its role through the discourse that appeals to social responsibility programs, in order to intervene directly in the "social question". The core of this research is precisely this point. Although there is considerable scholarship on the phenomenon of Social Responsibility and Corporate Citizenship, there is also an evident lack of this approach focused on the banking sector in Brazil. The importance of rentier capital increased ownership of shares in the wealth produced by all of Brazilian society, justifies a sociological research project on Social Responsibility in the domestic financial sector. In this sense, it was decided to perform a dynamic approach to the "Corporate Citizenship" in the banking industry, specifically in the Bank of Brazil. As this is a key institution, is important analyze of the impacts of this strategy fetish of capitalist reproduction, in order to evaluate the social legitimization of rentier capital in Brazil. In this scenario of the abundance of the discourse on social responsibility there exist a progressive impoverishment of professional work in this segment in Brazil. There is a dramatic mismatch between rhetoric and practice because of the trend of deepening vulnerability of the working conditions of the Brazilian bank worker, from the 1990's. In the specific case of the Bank of Brazil, the first initiative of the institution was to conform to the principles of the UNO and the Ethos Institute, aiming to align their domestic policies to this new strategy of domination of capital. The purpose is to place the Bank in the ideological sphere of corporate social responsibility, just as with its partners in the private financial intercapitalist competition. Indeed, in the internal ambit of the Bank of Brazil, there is a policy to adjust its functional segments to the doctrine of Social Corporate Responsibility. The concepts of this doctrine is presented as something inexorable. There are no alternatives. The Bank of Brazil operates in a highly competitive market, the segment featuring the dominance of financial capital accumulation today. For this reason it can not fail to incorporate the technological advances organizational. For employees there is no alternative but to adapt to this new set of ideas proposed by the metabolism of capital

This article aims to address the relationship between work and professional education, specifically the ideology skills and the new pedagogy business under the globalization of capital. Is analyzed at first, the world-historical context, the restructuring of the productive and political capital from the 1970s, and the demand for a new organization of work based on model Toyota. Second, discuss such changes are productive within the Brazilian state and its influence on educational policies geared to work, permeated by the ideology skills as an instrument that seeks to obscure the relationshipcapital. It discusses the emergence of new education business connected to the ideals of human capital. It is the influence of international organizations in Brazil of the United Nations (UN) and the United Nations Organization for Education, Science and Culture (UNESCO), aimed at articulating the education according to the ideological aspect global, verified legislative apparatus in education. Ends up not only to reflect the content of the skills ideology, but it is suggested the redemption value of the denied promise of emancipation human-general.

Currently with the context of the Internet, especially on online social networks, it is observed that people and companies are establishing relationships both online and offline. The new digital culture and the competitiveness of the market are making companies change the way they communicate with their customers, providing a broader and more participative communication with their stakeholders. This resear chaims to understand the relation of corporate communication and Public Relations and from the conceptualization of the trials will detect the relationship processes of companies and their public in online social networks. Understand this type of relation ship is interesting because that, it is the field of the Public Relations professional. An area that grows in importance in today's market, since Facebook is being used as a channel of communication and relationship with consumers. The methodology used is exploratory research, in which, it aims to familiarize themselves with the subject and the possibility of analyzing three examples of relationships and engagement in the corporate communications field. In this case, the ranking of the top three companies, Coca-Cola, Guaraná Antarctica e Mc Donald's, in the Top Facebook Posts Brazil in January 2015. It is important that to have a Public Relations Professional that is able to create an open channel of communication on social networks with the purpose of detecting the characteristics of the target public and promote the participation of such public in the building of content and the innovative organization process. El presente trabajo integra una investigación de mayor alcance que se efectúa en el ámbito de la Facultad de Ciencias Empresariales de la Universidad Abierta Interamericana, denominada 'Gestión del cambio empresarial en el contexto manufacturero pyme de la ciudad de Rosario'. En dicha investigación se intenta con nuevas metodologías de análisis, propender al desarrollo de competencias ejecutivas y gerenciales en dicho sector de la economía, que posibiliten el dinámico proceso de comprensión, interpretación y acción en la gestión, de la realidad de los contextos de inserción y de los sujetos implicados en la misma. Hablar de la gestión del cambio es referirse prácticamente a la historia de la administración de organizaciones, ya que sin duda todas las principales escuelas de pensamiento apuntaron a guiar los comportamientos de los individuos-sujetos organizacionales, con planteos que se desplegaban en un amplio abanico desde aquellos modelos cerrados de causa y efecto, con una consideración de individuos indiferenciados e intercambiables, costo variable en la función de producción tipo, propios de la administración científica del trabajo; a los modernos abordajes comprensivos-interpretativos, que destacan el potencial sinérgico de los sujetos, desplegados en marcos organizacionales aunados por una visión compartida, el compromiso resultante de la socialización organizacional, una cultura innovadora, creativa y flexible, etc. finalmente organizaciones inteligentes, centradas en el aprendizaje con alto grado de adaptación al contexto y riqueza social generada. En todas aquellas interpretaciones significativas que intentaban orientar el accionar humano en las organizaciones, se desprendían concepciones del individuo-sujeto, ideologías, percepciones de una realidad estable o dinámica, etc., análisis construidos con una puesta en situación de los contextos que demarcaban las prácticas concretas que se realizaban en las organizaciones de su época, con una más o menos amplia visión a futuro. Hoy en día las prácticas basculan entre las dos categorías que ya esbozaron las principales teorías de la administración con distinto grado de ponderación, es decir poniendo el punto de vista central en la gestión de recursos (incluido el humano) o en el comportamiento humano en las organizaciones. Estos principios coexisten en las organizaciones actuales, no encontrando por lo general las mismas el punto de equilibrio que se sintetice en una competitividad integral centrada en la eficiencia operativa, pero sustentable desde el punto de vista de las subjetividades de las personas que despliegan sus prácticas, y desarrollan buena parte de su identidad individual y social en dichas empresas. Se piensa que el desafío como profesional de la Psicología del trabajo y las organizaciones es facilitar la toma de conciencia en los actores (titulares, ejecutivos y gerentes de empresas), de la necesidad de encontrar dichas formas específicas de actuación organizacional que pongan en resonancia las percepciones, expectativas, motivación, accionar de los sujetos en las organizaciones con modelos, sistemas, políticas, decisiones, etc en la gestión, que viabilicen el compromiso en la generación de riqueza social, con sustentabilidad, equidad y pleno empleo. Lo que se despliega en el trabajo es la implementación específica de estos principios, desplegadas en prácticas de consultoría de gestión de organizaciones pymes -desarrolladas desde hace más de quince años, con todos los avatares que dicho tipo de experiencias nos plantea como desafío en nuestro país. A partir de las mismas se establecen las categorías de aplicación de un modelo accional que colabore con el accionar de la gestión de los ejecutivos de estas empresas, facilitando el mejoramiento de las condiciones de vida laborales y el desarrollo de un conjunto de sistemas de adaptación al contexto
