In 1964, the South Korean government designated the music for the sacrificial rite at the Royal Ancestral Shrine (Chongmyo) as Intangible Cultural Property No. 1, and in 2001 UNESCO awarded the rite and music a place in the Intangible Cultural Heritage of Humanity. The Royal Ancestral Shine sacrificial rite and music together have long been an admired symbol of Korean cultural history, and they are currently performed annually and publicly in an abridged form. While the significance of the modern version of the music mainly rests on the claimed authenticity and continuity of the tradition since the fifteenth century, scholarly inquiry sheds further light on contextual issues such as nationalism, identity, and modernity in the post-colonial era (after 1945), as well as providing additional insights into the music. This dissertation focuses on the Royal Ancestral Shrine’s musical past as reflected in documentary sources, especially those compiled in the eighteenth century during the Chosŏn dynasty (1392–1910). In particular, the substantial music section of an encyclopedic work, Tongguk Munhŏn pigo (Encyclopedia of Documents and Institutions of the East Kingdom, 1770), mainly compiled by a government official, Sŏ Myŏngŭng (1716–1787), provides a considerable amount of information on not only the music and sacrificial rite program, but also on eighteenth-century and earlier concerns about them, as discussed by the kings and ministers at the Chosŏn royal court. After detailed examination of various relevant documentary sources on the historical, social and political contexts, I investigate the various discourses on music and ritual practices. I then focus on Sŏ Myŏngŭng’s familial background, his writings on music prior to the compilation of the encyclopedia, and the corresponding content in the encyclopedia. I argue that Sŏ successfully converted the music section of the encyclopedia from a straightforward scholarly reference work to a space for publishing his own research on and interpretation of the musical past, illustrating what he considered to be the inappropriateness of the existing music for the sacrificial rite at the Royal Ancestral Shrine in the later eighteenth century.

O ensino de História, na atualidade, passa por um período de transformação em suas metodologias de ensino, tendo em vista o novo olhar para o seu principal objetivo, que é, fundamentalmente, o de compreender as relações humanas, a vida. Sendo assim, o presente trabalho tem como objetivo central a busca de estratégias de ensino que possam auxiliar no ensino da História local, a partir dos princípios da Educação Patrimonial, que tem como estratégia de ação, a identificação e a interação com os bens culturais. Esta temática desperta o interesse, principalmente, pela observação de práticas pedagógicas durante alguns anos nas salas de aula, onde se percebe a necessidade de alternativas e possibilidades que tornem o ensino de História mais dinâmico para os alunos. Dessa forma, a Educação Patrimonial surge como alternativa para a superação destas carências didáticas e pedagógicas e, com esta metodologia, pretende-se trabalhar com alguns bens culturais identificados por meio da pesquisa com alunos do Ensino Fundamental da Rede Municipal de São Lourenço do Sul, servindo estes como documentos e fontes para (re) significar a construção do conhecimento histórico no município. Desse modo, a presente Dissertação encontra-se estruturada em três capítulos; o primeiro capítulo consiste na abordagem dos pressupostos da Educação Patrimonial e sua utilização para o ensino da História local, amparada nos bens patrimoniais destes locais; no segundo capítulo, descreve-se o processo da coleta de dados e informações que levaram à identificação dos bens patrimoniais do Município de São Lourenço do Sul. No último capítulo, de posse de bens patrimoniais coletados, eles serão classificados como materiais ou imateriais, bem como as suas descrições históricas e a sua importância cultural. Assim, a partir destes capítulos, observa-se que os bens culturais identificados passam a ser fontes para o ensino de História das cidades, permitindo a ampliação do espaço restrito apenas à sala de aula, tornando o aprendizado mais dinâmico, reflexivo e despertando o sentimento de pertencimento. Além disso, como produto desta pesquisa, apresenta-se uma proposta de cartilha (voltada principalmente para as séries iniciais do ensino fundamental) elaborada com base na pesquisa dos bens culturais do município, sendo estes os pontos de partida para o ensino da História local.

Why would the MPACs need more funding? After all, they are already among the best-funded cultural organisations in the country. Opera Australia is the single largest recipient of Australia Council funding, receiving $20.5 million in 2014, plus another $4.2 million from the New South and Victorian governments. All up, Opera Australia receives more government funding than the 145 small-to-medium organisations put together. But such an imbalance is par for the course in performing arts funding.

The Australian government, and opposition, are committed to facilitating high-speed broadband provision. In April 2009 the (then) Labor government announced a proposal to facilitate provision by mandating “…the use of fibre optic infrastructure … in greenfield estates ….” Separately, the installation of (usually overhead) cables commenced in select brownfield areas throughout Australia. In the lead up to the 2010 federal election, the broadband policy focus of the (then) federal opposition was to enabling private investment rather than direct investment by government itself. High-speed broadband is essential for Australia’s economic future. Whether implementation is undertaken by government, government owned corporations or private investors, will impact on the processes to be followed. Who does what, also will determine the rights available to land owners. The next stage, of necessity, will involve the establishment of procedures to require the retrofitting of existing urban environments. This clearly will have major property, property rights and valuation impacts. As Horan (2000) observed “…preserving... unique characteristics … of…regions requires a compromise between economic ambitions and social, cultural, and environmental values”. The uncertainty following the federal election, and the influence of independants with individual agendas; presents unique challenges for broadband implementation. This paper seeks to identify the processes to be followed by various potential broadband investors as they work to establish a ubiquitous network. It overviews current legislative regimes and examines concerns raised by stakeholders in various government reviews. It concludes by plotting a clear way forward to the future, with particular regard to property rights and usage.

The full economic, cultural and environmental value of information produced or funded by the public sector can be realised through enabling greater access to and reuse of the information. To do this effectively it is necessary to describe and implement a policy framework that supports greater access and reuse among a distributed, online network of information suppliers and users. The objective of this study was to identify materials dealing with policies, principles and practices relating to information access and reuse in Australia and in other key jurisdictions internationally. Open Access Policies, Practices and Licensing: A review of the literature in Australia and selected jurisdictions sets out the findings of an extensive review of published materials dealing with policies, practices and legal issues relating to information access and reuse, with a particular focus on materials generated, held or funded by public sector bodies. The report was produced as part of the work program of the project “Enabling Real-Time Information Access in Both Urban and Regional Areas”, established within the Cooperative Research Centre for Spatial Information (CRCSI).

Crucial to enhancing the status and quality of games teaching in schools is a developed understanding of the teaching strategies adopted by practitioners. In this paper, we will demonstrate that contemporary games‟ teaching is a product of individual, task and environmental constraints (Newell, 1986). More specifically, we will show that current pedagogy in the U.K., Australia and the United States is strongly influenced by historical, socio-cultural environmental and political constraints. In summary, we will aim to answer the question „why do teachers teach games the way they do.‟ In answering this question, we conclude that teacher educators, who are trying to influence pedagogical practice, must understand these potential constraints and provide appropriate pre-service experiences to give future physical education teachers the knowledge, confidence and ability to adopt a range of teaching styles when they become fully fledged teachers. Essential to this process is the need to enable future practitioners to base their pedagogical practice on a sound understanding of contemporary learning theories of skill acquisition.

The paper investigates if there are any discernible trends in the U.S. and Australian commercial property public debt markets with the onset of the global financial crisis (GFC). Commercial mortgage-backed securities and unsecured bonds issued by real estate investment trusts for the period 2000 to Q3:2009 are reviewed. It is shown that events in the equity markets have an impact on the pricing of these two instruments. Furthermore, the impact of subdued activity in these financing instruments on the commercial property market is discussed.

Networks are increasingly recognised as advantageous when creating and embedding cultural change within organisations. This paper explores andproblematises ideas around networks for education for sustainability (EfS), Australian Sustainable Schools Initiative (AuSSI), a national, whole-school approach to EfS. In three Australian states - New South Wales, Victoria and Queensland – AuSSI has been implemented in different ways. In examining the use of products, facilitators and networks to embed initiatives such as AuSSI in Australian schools, we propose a “continuum of cultural change strategies” as a framework for thinking about each of these approaches to creating organisational and cultural change for sustainability. We anticipate that such a framework may assist where choices need to be made in relation to the kinds of capacity building processes that might best achieve “deep and wide” change within schools hoping to engender significant cultural change.
