The 1985 State Water Plan was prepared by the Department of Water, Air and Waste Management in response to a 1982 legislative mandate. The report contains recommendations for conservation, priority allocation system, mechanisms to define shortage and initiate the allocation system, better define beneficial use and improving daily management of water rights, well interference and compensation, and groundwater protection strategy.

The objective of teaching the abilities of the thought one would not have to consider as something opposed to teach the conventional content but as a complement of this. People frequently reason from an inferior to the good one; therefore, they are important to develop methods that allow to improve the thought abilities. The authentic protagonism of the school has to go to help to think the person and to teach to learn. The teacher has to teach learning strategies and it should promote the student’s effort to propitiate the construction of outlines and to facilitate the permanent learning. Finally, one of the current and future high-priority areas in investigation is that of the interventions in strategies metacognitives, their impact in the development cognitive of the students and the transfer and the duration of their effects in the learning

This study focuses on regional innovation strategy (RIS) and sustainability aspects in selected regions of European Union (EU) countries. It is known that RIS helps a region to innovate locally and to compete globally and it is considered as one of the main policy tools of the EU for innovation support at a regional level. This study is conducted to explore the existence and adoption of RIS in different regions of selected EU countries, and to highlight and compare regional RIS characteristics. The study is also aimed at identifying the factors that characterise the formulation and implementation of RIS as well as the problems associated thereof. In this study, six regions of EU countries are considered: Päijät-Häme Region (Finland); London Region (United Kingdom); Mid-West Region (Ireland); Veneto Region (Italy); Eastern Region (Poland); and West Region (Romania). Data and information are collected by sending questionnaires to the respective regional authorities of these selected regions. Based on the gathered information and analysis, RIS or equivalent strategy document serves as a blueprint for forwarding innovative programmes towards regional sustainability. The objectives of RIS in these regions are found to be dependent on the priority sectors and state of the region’s development. The current environmental sustainability aspects are focused on eco-design, eco-products, and eco-innovation, although each region also has its own specific aspects supported by RIS. Likewise, regional policies typically follow the RIS yet translated in various sectoral focus or priority areas. The main enhancing factors supporting RIS among selected regions have some similarities and variations; among others, some regions are strongly supported by EU while others have support from own regional agencies, organisations and professional networks. RIS implementation is not without challenges and despite the differences in challenges, almost all of reviewed regions consider financial resource as a common problem. Generally, it is learned from this study that RIS and regional sustainability are reinforcing each other mutually. In this study, the strong focus is given towards environmental sustainability in the regions although regional sustainability also includes economic and social aspects. A well-focused and prioritised RIS is beneficial for regional sustainable development.

Targeted measures bring the greatest benefits for environmental protection in agriculture final report of the TEHO Plus project (2011–2014). Particular priority areas of the project activities included creating a training package for agri-environment advisers and testing it, farm-specific advisory services and exploitation of experiences of advice provision, putting together an information package of agri-environment issues, farm-level experiments, and development of water quality monitoring. The recommendations issued by advisers on targeting environmental measures were based on utilising geographical information material and nutrient balances. The project was implemented in cooperation by Southwest Finland Centre for Economic Development, Transport and the Environment, MTK-Satakunta and MTK-Varsinais-Suomi. The project received funding from the Ministry of Agriculture and Forestry and the Ministry of the Environment. Participating farmers, with whom environmental advice was developed and experiments were carried out, were important partners for the project. The operating area of the project was Satakunta and Varsinais-Suomi in Southwest Finland, but its outcomes can be exploited nationally. A national perspective was ensured by close cooperation with actors in different provinces. This final report describes project experiences and outcomes including environmental advisory services, training of agri-environmental advisers, farm visits and the feedback received from farmers on agri-environmental advice, development of water quality monitoring, experiments and project work.

Selon des thèses développées au cours des années 1990 et 2000, le développement économique constitue à la fois la source et la solution aux problèmes environnementaux. Au sujet des forêts, les transitions forestières (c’est-à-dire le passage de la déforestation à la reforestation) documentées dans certains pays développés seraient causées par des dynamiques universelles intrinsèques au développement et à la modernisation des sociétés. Nos travaux ont porté sur l’application de cette vision optimiste et controversée à l’évolution des superficies forestières en Thaïlande. S’appuyant sur une recension de la littérature, sur des données secondaires ainsi que nos travaux de terrain dans la région de Phetchabun, la thèse offre les apports suivants. Elle démontre que contrairement à l’idée répandue en Thaïlande, le ralentissement de la déforestation a été suivi par une expansion forestière substantielle entre environ 1995 et 2005. Ce regain forestier est lié à la disparition presque complète de l’expansion agricole, à l’établissement de plantations sylvicoles et, surtout, à l’abandon de terres agricoles. Cet abandon agricole découle d’abord et avant tout de la faible et incertaine rentabilité de l’agriculture dans certaines zones non irriguées. Ce phénomène s’explique, entre autres, par la dégradation des sols et par l’incapacité des agriculteurs à contrer l’impact des transformations économiques internes et externes à la Thaïlande. L’accroissement de la pression de conservation n’a pu contribuer à l’expansion forestière que dans certains contextes (projets de reforestation majeurs appuyés par l’armée, communautés divisées, terres déjà abandonnées). Sans en être une cause directe, l’intensification agricole et la croissance des secteurs non agricoles ont rendu moins pénibles la confiscation et l’abandon des terres et ont permis que de tels phénomènes surviennent sans entraîner d’importants troubles sociaux. Dans un contexte d’accroissement des prix agricoles, notamment celui du caoutchouc naturel, une partie du regain forestier aurait été perdu depuis 2005 en raison d’une ré-expansion des surfaces agricoles. Cela illustre le caractère non permanent de la transition forestière et la faiblesse des mesures de conservation lorsque les perspectives de profit sont grandes. La thèse montre que, pour être robuste, une théorie de la transition forestière doit être contingente et reconnaître que les variables macro-sociales fréquemment invoquées pour expliquer les transitions forestières (ex. : démocratisation, intensification agricole, croissance économique) peuvent aussi leur nuire. Une telle théorie doit également prendre en compte des éléments d’explication non strictement économiques et souvent négligés (menaces à la sécurité nationale, épuisement des terres perçues comme arables et libres, degré d’attachement aux terres et capacité d’adaptation et résilience des systèmes agricoles). Finalement, les écrits sur la transition forestière doivent reconnaître qu’elle a généralement impliqué des impacts sociaux et même environnementaux négatifs. Une lecture de la transition forestière plus nuancée et moins marquée par l’obsession de la seule reforestation est seule garante d’une saine gestion de l’environnement en respect avec les droits humains, la justice sociale et le développement durable.

L'écotourisme est souvent perçu comme une panacée capable de concilier le développement économique, la protection de l'environnement et le bien-être des communautés autour des aires protégées des pays en développement. La réalité sur le terrain est cependant tout autre, car son caractère complexe, politique et transcalaire est trop souvent négligé lors de la mise en œuvre des interventions. Le but de ce projet de recherche est de jeter un nouvel éclairage sur le développement de l'écotourisme dans les aires protégées des pays du Sud à travers une analyse critique des pratiques et des discours qui lui sont associés. Adoptant un cadre conceptuel dérivé de l'écologie politique, nous avons cherché à comprendre comment l'écotourisme affecte l'accès aux ressources naturelles pour différents acteurs sociaux. L'approche méthodologique s'appuie sur une étude de cas essentiellement qualitative qui s'attarde à un projet spécifique amorcé à Chi Phat, dans une forêt protégée des Cardamomes, au sud-ouest du Cambodge. Elle fait appel à l'analyse documentaire et discursive, à l'observation participante ainsi qu'à plus de 80 entretiens semi-directifs auprès d'acteurs clés. Nos résultats montrent d'abord qu'en matière d'écotourisme au Cambodge, il y a absence de lignes directrices claires et on observe très peu de collaboration, et ce, à tous les niveaux. Cela n'est pas étranger au fait que le gouvernement actuel accorde en général la priorité au développement devant la conservation. Ensuite, le projet d'écotourisme permet à Wildlife Alliance de justifier le maintien de la forêt protégée. Cette ONG se démarque par ailleurs des autres organisations au pays par son approche plus musclée. Le pouvoir dont elle jouit et les résultats qu'elle obtient sur le terrain tiennent en sa capacité à mobiliser, en temps opportun, l'ensemble des moyens disponibles pour contrôler l'accès. Globalement, nous pouvons affirmer que les principaux acteurs qui voient leur accès aux ressources naturelles touché négativement sont les paysans. Finalement, nous proposons deux ajouts au cadre conceptuel, soit la considération de l'aspect géographique de l'exclusion et l'introduction de modalités d'exclusion, qui permettent à notre avis une analyse plus juste de la situation.

La atención domiciliaria constituye hoy una modalidad de atención que permite solventar las dificultades derivadas de la sobreocupación hospitalaria y la cronicidad, los cuales constituyen un problema de interés en salud pública en los países desarrollados y que pueden ser manejados en el domicilio del paciente como una opción costo-efectiva y segura. Para lo cual es necesario buscar estrategias que permitan su desarrollo, gestión de riesgos y modelos de atención, logrando mejorar las condiciones de salud de la población. Uno de los principales retos de la gestión de programas de atención en salud, se encuentra en definir los aspectos donde intervenir para potenciar la eficacia y la calidad en la prestación del servicio, por lo que dichos aspectos se constituyen como determinantes de la atención del paciente y su familia. En este documento se abordan los principales determinantes en la atención de personas con secuelas de Enfermedad cerebrovascular, que reciben manejo medico domiciliario, con el objetivo de identificar las áreas prioritarias de intervención, garantizando una mejor gestión clínica en tres áreas específicas: sobrecarga del cuidador, Polimedicación y ulceras por decúbito.

Este artículo analiza los cambios recientes en la competencia partidista en México, haciendo énfasis en la elección de julio de 2006 a través de la cual se elige presidente de la República y miembros del Congreso. Dicha elección muestra la transición de elecciones competitivas, concentradas en el binomio autoritarismodemocracia, a elecciones temáticas, de asuntos o issues, centradas en las propuestas de política pública de los candidatos a la presidencia y en las que los ciudadanos, asociaciones civiles y organizaciones no gubernamentales, entre otras, juegan un papel activo. Con ese fin en el artículo se expone primero un breve recuento de los ejes medulares de la actual competencia partidista como la última reforma electoral realizada para mover al sistema electoral hacia elecciones justas, libres y transparentes, los desafíos del sistema de partidos y elementos contextuales socioeconómicos y políticos relevantes. Se analiza en segundo término la evolución de la competitividad y los cambios en la estructura de la competencia, lo cual permite entender el tránsito a elecciones temáticas centradas en las propuestas de política pública de los candidatos. En tercer lugar se presentan las principales propuestas de los candidatos en áreas prioritarias y su evaluación. Finalmente se hace una reflexión de conjunto sobre el significado de esta elección, el contexto que domina la actual contienda por la presidencia y la incertidumbre y competitividad que la caracterizan.-----This paper analyses recent changes in Mexican political parties’ competition for national presidency, with an emphasis on July’s 2006 Congressional and Presidential elections. The latter revealed a transition from an old competitive ballot race focused on the antithetic duet authoritarianism-democracy, to what could be called topical elections, focused on issues concerning presidential candidates’ public policy proposals in which citizens, civil associations, and nongovernmental organizations, among other groups, play an active role. With this purpose in mind, the paper starts with a brief exposition of the parties’ core contentions, including debates such as that around the last election reform aiming at pushing the ballot system towards fairer and more transparent elections, the challenges ahead for the party system, and other relevant contextual, political and socio-economic issues. Secondly, the evolution of the new terms of the competition and its structural changes are examined, in order to better understand our main concern here, i.e., the transition to a topical election contest focused on candidates’ public policy proposals. Thirdly, the candidates’ main proposals in crucial priority areas are presented and assessed. Finally, a global reflection is made on the meaning of these elections, on the context that has prevailed alongside, and on the uncertainty and competitiveness that have characterized them.

La selección de los temas prioritarios de investigación sobre tuberculosis (TB) en Cundinamarca se desarrolló mediante la revisión bibliográfica y la información de bases de datos del programa de TB en el Departamento, el cual no cumple las metas del 80% de captación de Sintomáticos Respiratorios y del 70% de detección de pacientes con TB. Con estos insumos se trabajó con los municipios de mayor importancia como Girardot, Fusagasugá, Facatativá y Zipaquirá, donde se les consulto de qué manera se maneja la Prevención y Control de TB a través de una encuesta con 41 médicos de consulta externa. En la encuesta participativa se seleccionaron y ordenaron las preguntas según su prioridad en la búsqueda oportuna de pacientes con Tuberculosis. Estos temas, seleccionados mediante esta metodología inclusiva, transparente y participativa, pasaron a ser, pieza fundamental, a la hora de dar un diagnóstico, hallando que 17.08% de los médicos desconoce la sintomatología respiratoria del paciente con TB; el 41.46% piden mayor tiempo de consulta, el 29.26% necesitan capacitación, el 29.28% oportunidad en la atención y toma de muestras de laboratorio; para el 70.73% la mejor forma de captación de pacientes es búsqueda casa-casa realizada por promotores, para el 29.26% es la realizada por otros actores. Los médicos no se identificaron como actores principales. El 32.41% no ven prioritaria la articulación con los programas de VIH y crónicos; y el 21.96% no tienen en cuenta realizar seguimiento a población vulnerable como indígenas y población carcelaria. Estos resultados deben contribuir a mejorar las estrategias de control de la TB y optimizar el uso de los recursos financieros y humanos.

The Golden-winged Warbler (Vermivora chrysoptera) is currently being considered for protected status under the U.S. Endangered Species Act. The creation of breeding habitat in the Appalachian Mountains is considered a conservation priority for this songbird, which is dependent on extensively forested landscapes with adequate availability of young forest. We modeled abundance of Golden-winged Warbler males in regenerating harvested forest stands that were 0-17 years postharvest at both mid-Appalachian and northeast Pennsylvania regional scales using stand and within-stand characteristics of 222 regenerating stands, 2010-2011. Variables that were most influential at the mid-Appalachian scale were different than those in the northeast region. Across the mid-Appalachian ecoregion, the proportion of young forest cover, i.e., shrub/scrub cover, within 1 km of regenerating stands best explained abundance of Golden-winged Warblers. Golden-winged Warbler response was best explained by a concave quadratic relationship in which abundance was highest with 5-15% land in young forest cover. We also found evidence that the amount of herbaceous cover, i.e., the amount of grasses and forbs, within a regenerating stand positively influenced abundance of Golden-winged Warblers. In northeastern Pennsylvania, where young forest cover is found in high proportions, the distance to the nearest regenerating stand best explained variation in abundance of Golden-winged Warblers. Abundance of Golden-winged Warblers was <1 male per survey when another regenerating stand was >1500 m away. When modeling within-stand features in the northeast region, many of the models were closely ranked, indicating that multiple variables likely explained Golden-winged Warbler response to within-stand conditions. Based on our findings, we have proposed several management guidelines for land managers interested in creating breeding habitat for Golden-winged Warblers using commercial timber operations. For example, we recommend when managing for Golden-winged Warblers in the central Appalachian Mountains that managers should strive for 15% young forest in a heavily forested landscape (>70% forest cover) and cluster stands within 1-2 km of other young forest habitats.

1. It has been postulated that climate warming may pose the greatest threat species in the tropics, where ectotherms have evolved more thermal specialist physiologies. Although species could rapidly respond to environmental change through adaptation, little is known about the potential for thermal adaptation, especially in tropical species. 2. In the light of the limited empirical evidence available and predictions from mutation-selection theory, we might expect tropical ectotherms to have limited genetic variance to enable adaptation. However, as a consequence of thermodynamic constraints, we might expect this disadvantage to be at least partially offset by a fitness advantage, that is, the ‘hotter-is-better’ hypothesis. 3. Using an established quantitative genetics model and metabolic scaling relationships, we integrate the consequences of the opposing forces of thermal specialization and thermodynamic constraints on adaptive potential by evaluating extinction risk under climate warming. We conclude that the potential advantage of a higher maximal development rate can in theory more than offset the potential disadvantage of lower genetic variance associated with a thermal specialist strategy. 4. Quantitative estimates of extinction risk are fundamentally very sensitive to estimates of generation time and genetic variance. However, our qualitative conclusion that the relative risk of extinction is likely to be lower for tropical species than for temperate species is robust to assumptions regarding the effects of effective population size, mutation rate and birth rate per capita. 5. With a view to improving ecological forecasts, we use this modelling framework to review the sensitivity of our predictions to the model’s underpinning theoretical assumptions and the empirical basis of macroecological patterns that suggest thermal specialization and fitness increase towards the tropics. We conclude by suggesting priority areas for further empirical research.

“La questione di Trieste”, ovvero la questione del confine italo-yugoslavo all’indomani della seconda guerra mondiale costituisce da lungo tempo oggetto di attenzione e di esame da parte della storiografia italiana e straniera. Con alcune importanti eccezioni, la ricostruzione complessiva di quelle vicende ha visto il più delle volte il prevalere di un approccio storico-diplomatico che ha reso difficile comprendere con chiarezza i rapporti e le interdipendenze fra contesto locale, contesto nazionale e contesto internazionale. Attraverso la lettura incrociata dell’ampia documentazione proveniente dai fondi dei National Archives Records Administration (NARA) questo studio tenta una rilettura delle varie fasi di sviluppo della questione nel periodo compreso tra il giugno del 1945 e l’ottobre del 1954 secondo una duplice prospettiva: nella prima parte si concentra sulla politica americana a Trieste, guardando nello specifico a due aspetti interni tra loro strettamente correlati, la gestione dell’ordine pubblico e la “strategia” del consenso da realizzarsi mediante il controllo dell’informazione da un lato e la promozione di una politica culturale dall’altro. Sono aspetti entrambi riconducibili al modello del direct rule, che conferiva al governo militare alleato (GMA) piena ed esclusiva autorità di governo sulla zona A della Venezia Giulia, e che ci appaiono centrali anche per cogliere l’interazione fra istituzioni e soggetti sociali. Nella seconda parte, invece, il modificarsi della fonte d’archivio indica un cambiamento di priorità nella politica estera americana relativa a Trieste: a margine dei negoziati internazionali, i documenti del fondo Clare Boothe Luce nelle carte dell’Ambasciata mostrano soprattutto come la questione di Trieste venne proiettata verso l’esterno, verso l’Italia in particolare, e sfruttata – principalmente dall’ambasciatrice – nell’ottica bipolare della guerra fredda per rinforzare il sostegno interno alla politica atlantica. Il saggio, dunque, si sviluppa lungo due linee: dentro e fuori Trieste, dentro 1945-1952, fuori 1953-1954, perché dalle fonti consultate sono queste ad emergere come aree di priorità nei due periodi. Abstract - English The “Trieste question”, or the question regarding the Italian - Yugoslav border after the Second World War, has been the object of careful examination in both Italian and foreign historiography for a long time. With a few important exceptions, the overall reconstruction of these events has been based for the most part on historic and diplomatic approaches, which have sometimes made it rather difficult to understand clearly the relationships and interdependences at play between local, national and international contexts. Through a comparative analysis of a large body of documents from the National Archives and Records Administration (NARA), College Park MD, this essay attempts a second reading of the various phases in which the question developed between June 1945 and October 1954, following a twofold perspective: the first part focuses on American policy for Trieste, specifically looking at two internal and closely linked aspects, on the one hand, the management of ‘law and order’, as well as a ‘strategy’ of consent, to be achieved through the control of all the means of information , and, on the other, the promotion of a cultural policy. Both aspects can be traced back to the ‘direct rule’ model, which gave the Allied Military Government (AMG) full and exclusive governing authority over Venezia Giulia’s Zone A. These issues are also fundamental to a better understanding of the relationships between institutions and social subjects. In the second part of the essay , the change in archival sources clearly indicates a new set of priorities in American foreign policy regarding Trieste: outside any international negotiations for the settlement of the question, the Clare Boothe Luce papers held in the Embassy’s archives, show how the Trieste question was focused on external concerns, Italy in particular, and exploited – above all by the ambassador – within the bi-polar optic of the Cold War, in order to strengthen internal support for Atlantic policies. The essay therefore follows two main lines of inquiry: within and outside Trieste, within in 1945-1952, and outside 1953-1954, since, from the archival sources used, these emerge as priority areas in the two periods.

This report provides case studies of Early Warning Systems (EWSs) and risk assessments encompassing three main hazard types: drought; flood and cyclone. The case studies are taken from ten countries across three continents (focusing on Africa, South Asia and the Caribbean). The case studies have been developed to assist the UK Department for International Development (DFID) to prioritise areas for Early Warning System (EWS) related research under their ‘Science for Humanitarian Emergencies and Resilience’ (SHEAR) programme. The aim of these case studies is to ensure that DFID SHEAR research is informed by the views of Non-Governmental Organisations (NGOs) and communities engaged with Early Warning Systems and risk assessments (including community-based Early Warning Systems). The case studies highlight a number of challenges facing Early Warning Systems (EWSs). These challenges relate to financing; integration; responsibilities; community interpretation; politics; dissemination; accuracy; capacity and focus. The case studies summarise a number of priority areas for EWS related research: • Priority 1: Contextualising and localising early warning information • Priority 2: Climate proofing current EWSs • Priority 3: How best to sustain effective EWSs between hazard events? • Priority 4: Optimising the dissemination of risk and warning information • Priority 5: Governance and financing of EWSs • Priority 6: How to support EWSs under challenging circumstances • Priority 7: Improving EWSs through monitoring and evaluating the impact and effectiveness of those systems

Carbon emissions related to human activities have been significantly contributing to the elevation of atmospheric [CO(2)] and temperature. More recently, carbon emissions have greatly accelerated, thus much stronger effects on crops are expected. Here, we revise literature data concerning the physiological effects of CO(2) enrichment and temperature rise on crop species. We discuss the main advantages and limitations of the most used CO(2)-enrichment technologies, the Open-Top Chambers (OTCs) and the Free-Air Carbon Enrichment (FACE). Within the conditions expected for the next few years, the physiological responses of crops suggest that they will grow faster, with slight changes in development, such as flowering and fruiting, depending on the species. There is growing evidence suggesting that C(3) crops are likely to produce more harvestable products and that both C(3) and C(4) crops are likely to use less water with rising atmospheric [CO(2)] in the absence of stressful conditions. However, the beneficial direct impact of elevated [CO(2)] on crop yield can be offset by other effects of climate change, such as elevated temperatures and altered patterns of precipitation. Changes in food quality in a warmer, high-CO(2) world are to be expected, e.g., decreased protein and mineral nutrient concentrations, as well as altered lipid composition. We point out that studies related to changes in crop yield and food quality as a consequence of global climatic changes should be priority areas for further studies, particularly because they will be increasingly associated with food security. Changes in species composition is an important process in many ecosystems but rarely considered in systematic reserve site selection. To test the influence of temporal variability in species composition on the establishment of a reserve network, we compared network configurations based on species data of small mammals and frogs sampled during two consecutive years in a fragmented Atlantic Forest landscape (SE Brazil). Site selection with simulated annealing was carried out with the datasets of each single year and after merging the datasets of both years. Site selection resulted in remarkably divergent network configurations. Differences are reflected in both the identity of the selected fragments and in the amount of flexibility and irreplaceability in network configuration. Networks selected when data for both years were merged did not include all sites that were irreplaceable in one of the 2 years. Results of species number estimation revealed that significant changes in the composition of the species community occurred. Hence, temporal variability of community composition should be routinely tested and considered in systematic reserve site selection in dynamic systems.
