The thesis examines the intensification and characteristics of a policy that emphasises economic competitiveness in Finland during the 1990s and early 2000s. This accentuation of economic objectives is studied at the level of national policy-making as well as at the regional level through the policies and strategies of cities and three universities in the Helsinki region. By combining the analysis of state policies, urban strategies and university activities, the study illustrates the pervasiveness of the objective of economic competitiveness and growth across these levels and sheds light on the features and contradictions of these policies on a broad scale. The thesis is composed of five research articles and a summary article. At the level of national policies, the central focus of the thesis is on the growing role of science and technology policy as a state means to promote structural economic change and its transformation towards a broader, yet ambivalent concept of innovation policy. This shift brings forward a tension between an increasing emphasis on economic aspects – innovations and competitiveness – as well as the expanding scope of issues across a wide range of policy sectors that are being subsumed under this market- and economy oriented framework. Related to science and technology policy, attention is paid to adjustments in university policy in which there has been increasing pressure for efficiency, rationalisation and commercialisation of academic activities. Furthermore, political efforts to build an information society through the application of information and communication technologies are analysed with particular attention to the balance between economic and social objectives. Finally, changes in state regional policy priorities and the tendency towards competitiveness are addressed. At the regional level, the focus of the thesis is on the policies of the cities in Finland’s capital region as well as strategies of three universities operating in the region, namely the University of Helsinki, Helsinki University of technology and Helsinki School of Economics. As regards the urban level, the main focus is on the changes and characteristics of the urban economic development policy of the City of Helsinki. With respect to the universities, the thesis examines their attempts to commercialise research and thus bring academic research closer to economic interests, and pays particular attention to the contradictions of commercialisation. Related to the universities, the activities of three intermediary organisations that the universities have established in order to increase cooperation with industry are analysed. These organisations are the Helsinki Science Park, Otaniemi International Innovation Centre and LTT Research Ltd. The summary article provides a synthesis of the material presented in the five original articles and relates the results of the articles to a broader discussion concerning the emergence of competition states and entrepreneurial cities and regions. The main points of reference are Bob Jessop’s and Neil Brenner’s theses on state and urban-regional restructuring. The empirical results and considerations from Finland and the Helsinki region are used to comment on, specify and criticise specific parts of the two theses.

In this research I ask what is interpreted as sex-based harassment by 15-16-year old girls and boys. By sex-based harassment I refer to one-sided, unwanted attention that is based on gender and that makes the target feel embarrassed, frightened, hurt or angry. My focus is not on the most overt cases of harassment but rather on everyday encounters. While young people differentiate between harassing and non-harassing attention, at the same time they define, assign value to and construct differences and power relations on the basis of gender, age and ethnicity, for example. My main data consists of essays (N 104, 54 girls, 54 boys) and thematic interviews (N 14; 20 girls, 3 boys) of ninth graders of a secondary school in Helsinki. In the essays and interviews, students construe the border between pleasant and unpleasant, tolerable and intolerable attention as clear in principle, but, they suggest that in practice this border is ambivalent, negotiable and contextual. The interpretations of incidents are justified by referring to features of the target, the scene or the perpetrator. Targets of harassment are most often construed as being girls who are characterized as thin-skinned, but at the same time they are expected to be understanding toward any sex-based attention they may get, particularly when it is not physical. On the other hand, girls are regarded as equal and even active participants in incidents of harassment. Such statements include considerations of how girls either reject or invite particular kinds of attention by their actions and outward appearance. Forms of harassment, ways of understanding it as well as overcoming it vary according to spatial context. By situating incidents in different spaces and places, young people contrast their experiences with ordinary and predictable non-harassment that takes place e.g. in discos and unusual and unexpected harassment that takes place e.g. in the city streets in the daytime. The behaviour of boys harassing a girls is naturalized by appealing to young masculinity and the childishness but also strong sexual drive which is seen as characteristic of teenage boys. On the other hand, sex-based harassment is racialized and pathologized in ways that separate the phenomenon from young, Finnish, normal masculinity. Both the material experiences of the young people and the definitions of the parties involved in harassing incidents are gendered. Girls encounter and deal with sexualized commenting and unwanted approaches much more often and in a more intensive way than boys. Furthermore, there is a vast cultural repertoire of acceptable accounts that can be mobilised in order to excuse male harassers, to critically evaluate the appearance or action of the female targets and to divide the responsibility between the female target and the male perpetrator.

The economic, political and social face of Europe has been changing rapidly in the past decades. These changes are unique in the history of Europe, but not without challenges for the nation states. The support for the European integration varies among the countries. In order to understand why certain developments or changes are perceived as threatening or as desired by different member countries, we must consider the social representations of the European integration on the national level: how the EU is represented to its citizens in media and in educational systems, particularly in the curricula and textbooks. The current study is concerned with the social representations of the European integration in the curricula and school textbooks in five European countries: France, Britain, Germany, Finland and Sweden. Besides that, the first volume of the common Franco-German history textbook was analyzed, since it has been seen as a model for a common European history textbook. As the collective representations, values and identities are dominantly mediated and imposed through media and educational systems, the national curricula and textbooks make an interesting starting point for the study of the European integration and of national and European identities. The social representations theory provides a comprehensive framework for the study of the European integration. By analyzing the curricula and history and civics textbooks of major educational publishers, the study aimed to demonstrate what is written on the European integration and how it is portrayed how the European integration is understood, made familiar and concretized in the educational context in the five European countries. To grasp the phenomenon of the European integration in the textbooks in its entirety, it was investigated from various perspectives. The two analysis methods of content analysis, the automatic analysis with ALCESTE and a more qualitative theory-driven content analysis, were carried out to give a more vivid and multifaceted picture of the object of the research. The analysis of the text was complemented with the analysis of visual material. Drawing on quantitative and qualitative methods, the contents, processes, visual images, transformations and structures of the social representations of European integration, as well as the communicative styles of the textbooks were examined. This study showed the divergent social representations of the European integration, anchored in the nation states, in the five member countries of the European Union. The social representations were constructed around different central core elements: French Europe in the French textbooks, Ambivalent Europe in the British textbooks, Influential and Unifying EU in the German textbooks, Enabling and Threatening EU in the Finnish textbooks, Sceptical EU in the Swedish textbooks and EU as a World Model in the Franco-German textbook. Some elements of the representations were shared by all countries such as peace and economic aspects of the European cooperation, whereas other elements of representations were found more frequently in some countries than in others, such as ideological, threatening or social components of the phenomenon European integration. The study also demonstrated the linkage between social representations of the EU and national and European identities. The findings of this study are applicable to the study of the European integration, to the study of education, as well as to the social representation theory.

The goal of the study is to build an image of deafness and of the lives of the deaf from their own per-spectives. The lives of deaf sign language users are analysed through the concept of identity. The start-ing point for the study is the idea that identities are moulded and structured in action and interaction and are, therefore, continuous processes. The terminology and ideas used in the present study are mostly based on Erving Goffman s (1971, 1986) work in which he sees identity as a representation of self. Via our language and our actions we build and present an image of ourselves to others and to ourselves alike. The research aims at answering the following questions concerning the lives of deaf sign language users: how do deaf people build an image of themselves as deaf people, what kind of meanings does deafness acquire in their lives, and what opportunities do they have to be perceived by others as they feel they are, i.e. to present their true self . In order to answer these questions, the narratives provided by eighteen deaf young adults, aged 25 35, in narrative interviews carried out in sign language, have been analysed. The methodology used is that of a data-based, qualitative analysis and narrative analy-sis. The study follows the lines of prior qualitative research carried out in the field of sociology of health and in the study of everyday life. The subjects are divided into three groups according to the linguistic environment dominant in the family: 1) a deaf child in a deaf family, 2) a deaf child in a hearing family using sign language, and 3) a deaf child in a hearing family where sign language was not used. The childhood family has great significance in the way a child constructs his or her identity as a deaf person. The process of construct-ing an identity in the first group can be defined as being automatic or inherited, in the second group the process can be described as being a collective/joint identity-building process, whereas in the third group the process is ambivalent and delayed. The opportunities the deaf have in building their identi-ties as deaf people have been examined through the concept of a collective story reservoir. Research shows that the deaf have, at least partly, a different collective story reservoir that they can rely on from the one the hearing have. Interaction with other deaf people and access to the collective story reservoir is important, because it enables the deaf to form an idea of their own deafness and the life of a deaf person. Three different ways of understanding deafness can be conceptualized from the narratives of the inter-viewed deaf people. In the outdated counter-narrative and the reductive narrative of deafness as an abnormality, the subjects are not capable of seeing themselves as forming part of the narratives or identifying themselves with the ways the deaf are depicted. Yet, the characterizations prevalent in them are the ones that the deaf constantly come across in their day-to-day lives. The narrative through which the subjects depict themselves and their lives can be defined as a pluralistic narrative. The plu-ralistic narrative consists of three elements: the coexistence of the world of the deaf and that of the hearing, the orientation to sign language, and the replacement of local networks with global networks. Although modern Finnish society and its varied social services and subsidy systems enable the realiza-tion of the kind of life described in the pluralistic narrative, the issues of power and inequality still frequently emerge in the narratives in which the deaf young adults described themselves and their lives. Two kinds of power mechanisms can be perceived in the descriptions: belittling and excluding power. These considerably diminish the opportunities of sign language users to create the kind of life that would reflect their personalities while limiting the chances for presenting the self to others.

A process of change within a single case of cognitive-constructivist therapy is analyzed by means of conversation analysis (CA). The focus is on a process of change in the sequences of interaction, which consist of the therapist’s conclusion and the patient’s response to it. In the conclusions, the therapist investigates and challenges the patient’s tendency to transform her feelings of disappointment and anger into self-blame. Over the course of the therapy, the patient’s responses to these conclusions are recast: from the patient first rejecting the conclusion, to then being ambivalent, and finally to agreeing with the therapist. On the basis of this case study, we suggest that an analysis that focuses on sequences of talk that are interactionally similar offers a sensitive method to investigate the manifestation of therapeutic change. It is suggested that this line of research can complement assimilation analysis and other methods of analyzing changes in a client’s talk.

This thesis studies the interest-rate policy of the ECB by estimating monetary policy rules using real-time data and central bank forecasts. The aim of the estimations is to try to characterize a decade of common monetary policy and to look at how different models perform at this task.The estimated rules include: contemporary Taylor rules, forward-looking Taylor rules, nonlinearrules and forecast-based rules. The nonlinear models allow for the possibility of zone-like preferences and an asymmetric response to key variables. The models therefore encompass the most popular sub-group of simple models used for policy analysis as well as the more unusual non-linear approach. In addition to the empirical work, this thesis also contains a more general discussion of monetary policy rules mostly from a New Keynesian perspective. This discussion includes an overview of some notable related studies, optimal policy, policy gradualism and several other related subjects. The regression estimations are performed with either least squares or the generalized method of moments depending on the requirements of the estimations. The estimations use data from both the Euro Area Real-Time Database and the central bank forecasts published in ECB Monthly Bulletins. These data sources represent some of the best data that is available for this kind of analysis. The main results of this thesis are that forward-looking behavior appears highly prevalent, but that standard forward-looking Taylor rules offer only ambivalent results with regard to inflation. Nonlinear models are shown to work, but on the other hand do not have a strong rationale over a simpler linear formulation. However, the forecasts appear to be highly useful in characterizing policy and may offer the most accurate depiction of a predominantly forward-looking central bank. In particular the inflation response appears much stronger while the output response becomes highly forward-looking as well.

The study analyses the ambivalent relationship republicanism, as a form of self-government free from domination, had with the ideal of participatory oratory and non-dominated speech on the one hand, and with the danger of unhindered demagogy and its possibly fatal consequences to that form of government on the other. Although previous scholarship has delved deeply into republicanism as well as into rhetoric and public speech, the interplay between those aspects has only gathered scattered interest, and there has been no systematic study considering the variety of republican approaches to rhetoric and public speech in 17th-century England. The rare attempts to do so have been studies in English literature, and they have not analysed the political philosophy of republicanism, as the focus has been on republicanism as a literary culture. This study connects the fields of political theory, political history as well as literature in order to make a multidisciplinary contribution to intellectual history. The study shows that, within the tradition of classical republicanism, individual authors could make different choices when addressing the problematic topics of public speech and rhetoric, and the variety of their conclusions often set the authors against each other, resulting in the development of their theories through internal debates within the republican tradition. The authors under study were chosen to reflect this variety and the connections between them: the similarities between James Harrington and John Streater, and between John Milton and John Hall of Durham are shown, as well the controversies between Harrington and Milton, and Streater and Hall, respectively. In addition, by analysing the writings of Marchamont Nedham the study will show that the choices were not limited to more, or less, democratic brands of republicanism. Most significantly, the study provides a thorough analysis of the political philosophies behind the various brands of republicanism, in addition to describing them. By means of this analysis, the study shows that previous attempts to assess the role of free speech and public debate, through the lenses of modern, rights-based liberal political theory have resulted in an inappropriate framework for understanding early modern English republicanism. By approaching the topics through concepts used by the republicans legitimate authority, leadership by oratory, and republican freedom and through the frames of reference available and familiar to them roles of education and institutions the study presents a thorough and systematic analysis of the role and function of rhetoric and public speech in English republicanism. The findings of this analysis have significant consequences to our current understanding of the history and development of republican political theory, and, more generally, of the connections between democratic theory and free speech.

Since the 1970s alcohol and drug use by pregnant women has become a target of political, professional and personal concern. The present study focuses on prenatal substance use and the regulation of risks by examining different kinds of societal responses to prenatal alcohol and drug use. The study analyses face-to-face encounters between professionals and service users at a specialised maternity clinic for pregnant women with substance abuse problems, medical and political discourses on the compulsory treatment of pregnant women as a means of FAS prevention and official recommendations on alcohol intake during pregnancy. Moreover, the study addresses the women s perspective by asking how women who have used illicit drugs during pregnancy perceive and rank the dangers linked to drug use. The study consists of five empirical sub-studies and a summary article. Sub-study I was written in collaboration with Dorte Hecksher and Sub-study IV with Riikka Perälä. Theoretically the study builds on the one hand, on the socio-cultural approach to the selection and perception of risks and on the other on governmentality studies which focus on the use of power in contemporary Western societies. The study is based on an ethnographic approach and makes use of the principles of multi-sited ethnography. The empirical sub-studies are based on three different types of qualitative data: ethnographic field notes from a maternity clinic from a period of 7 months, documentary material (medical journals, political documents, health education materials, government reports) and 3) interviews from maternity clinics with clients and members of staff. The study demonstrates that the logic of the regulation of prenatal alcohol use in Finland is characterised by the rise of the foetus , a process in which the urgency of protecting the foetus has gradually gained a more prominent role in the discourses on alcohol-related foetal damage. An increasing unwillingness to accept any kinds of risks when foetal health is at stake is manifested in the public debate on the compulsory treatment of pregnant women with alcohol problems and in the health authorities decision to advise pregnant women to refrain from alcohol use during pregnancy (Sub-studies I and II). Secondly, the study suggests that maternity care professionals have an ambivalent role in their mundane encounters with their pregnant clients: on the one hand professionals focus on the well-being of the foetus, but on the other, they need to take into account the women s needs and agency. The professionals daily encounters with their clients are thus characterised by hybridisation: the simultaneous use of technologies of domination and technologies of agency (Sub-studies III and IV). Finally, the study draws attention to the women s understanding of the risks of illicit drug during pregnancy, and shows that the women s understanding of risk differs from the bio-medical view. The study suggests that when drug-using pregnant women seek professional help they can feel that their moral worth is threatened by professionals negative attitudes which can make service-use challenging.

Resumen: La crueldad, el prejuicio y los estereotipos eran algo común en la mirada que tenían los romanos de los demás pueblos. En el caso particular de los griegos, la visión que los romanos tenían de ellos era ambivalente: por un lado, admiraban a los escritores, a los filósofos, a los artistas, pero, por el otro, tenían en muy baja consideración al resto de los griegos. Marcaban una gran diferencia entre la Grecia clásica y su herencia y sus sometidos, los griegos contemporáneos. El Satyricon de Petronio, aunque no es una excepción dentro de la tradicional xenofobia contra los restantes pueblos, presenta con relación a los griegos una peculiaridad que lo distancia de la mayoría de los escritores latinos. La causa de esta singularidad quizá podría hallarse en el espíritu filohelénico de la corte de Nerón, de la que Petronio era el elegantiae arbiter.

Este estudo aborda a temática das relações existentes entre a formação universitária e a imagem social de mulheres negras universitárias da área da saúde e suas possíveis transformações pessoais e sociais. Considerando que a formação universitária produz uma valorização social e os seus desdobramentos influenciam nos papéis sociais vividos por este grupo. Buscamos assim, descrever a imagem social de mulheres negras na perspectiva de mulheres negras universitárias e sua autoimagem social; e analisar a influencia da formação universitária na autoimagem social das mesmas. Metodologia: Pesquisa descritivo-exploratória com abordagem qualitativa, realizada com roteiro de entrevista semi estruturada com dez entrevistadas que se autodeclararam pretas ou pardas matriculadas em Programa de Pós-graduação (Mestrado) de uma universidade pública estadual no município do Rio de Janeiro (Brasil). Os dados produzidos foram analisados e interpretados à luz da análise de conteúdo de Bardin. Deste processo emergiram três categorias. A primeira categoria A imagem social da mulher negra na perspectiva de mulheres negras universitárias descreve a condição desigual da mulher negra na sociedade a partir da desvalorização do gênero feminino e da raça (sexismo e o racismo) e o corpo da mulher negra como objeto de sensualidade. A segunda categoria - A formação universitária na vida de mulheres negras desdobrou-se em duas categorias intermediárias: Situações positivas vivenciadas durante a formação (formação universitária como veículo para as transformações sociais e pessoais a partir da ampliação do conhecimento científico e a melhora na inserção social); Situações negativas (desigualdades de classes, sentimentos de indecisão, frustração frente à escolha do curso e limitações na aprendizagem e adaptação). A terceira categoria A autoimagem social de mulheres universitárias negras desenvolve a percepção das entrevistadas acerca da sua autoimagem a partir do processo de formação universitária, e desdobra-se em visões positivas e negativas sobre sua autoimagem. A visão positiva destaca o empoderamento diante da sua condição étnica caracterizado por atitudes perseverantes e demonstração de competência no cotidiano, favorecendo o fortalecimento de posições sociais; algumas inclusive não identificam vivenciar diferenças sociais pela etnia. A visão negativa foi descrita a partir dos sentimentos de baixa estima, insegurança no posicionamento nos espaços sociais e a dificuldade de falar sobre a sua autoimagem. Para as depoentes a autoimagem se traduz não no estereótipo, mas, nas conquistas sociais que elas alcançam decorrente da formação universitária. A formação universitária se torna condição fundamental para transpor os estigmas sociais que interferem na imagem social deste grupo populacional na sociedade.

O estudo investiga as dinâmicas que orientam as interações entre homossexuais e bissexuais femininas no ambiente escolar, analisando no âmbito da escola aspectos de vulnerabilidade e de potencialidades das ações educativas relacionadas à homossexualidade humana, em especial, a lesbianidade. A metodologia utilizada nesta pesquisa é de caráter qualitativo e tem como procedimento metodológico a realização de grupos focais com educandas de turmas do ensino médio do curso de formação de professores do ensino público. Foram realizados três grupos focais com a participação de vinte e uma adolescentes do sexo feminino e, desses grupos, foram analisados os relatos das sete jovens com experiências de vida mais significativas para as temáticas de interesse deste estudo. Conclui-se que há uma grande resistência por parte de educadores em discutir as questões da sexualidade com seus alunos, assim como por parte dos pais com relação a seus filhos. As jovens mencionaram vivenciar freqüentemente experiências de discriminação pelo fato de serem homoafetivas. É possível compreender este fenômeno a luz do preconceito e do machismo existentes nas sociedades heteronormativas que finda por dificultar o diálogo quando se pretende tratar das questões voltadas às diferentes orientações sexuais na família e no ambiente escolar.

Eta nahiz eta errealitatea aldatzen ari den gaztetxeetan edo asanbladetan gai hauek ateratzea oso zaila da. Gehienetan arazoa ez delako identifikatzen. Horregatik, hausnarketa bultzatzea eta aldaketak eragitea du helburu ikerlanak.

O foco desta dissertação é a relação entre Pentecostalismo e a tecnologia televisiva na vila de Provetá, uma comunidade evangélica situada na Ilha Grande, município de Angra dos Reis, Estado do Rio de Janeiro. Os residentes de Provetá são majoritariamente membros da Igreja Pentecostal Assembléia de Deus, situada ali desde princípios da década de 1930. A televisão, em contraste, fora introduzida na vila apenas em 1987, mediante o acesso a antenas parabólicas. O objetivo central da dissertação é compreender o processo histórico e social de inserção da tecnologia televisiva na vila de Provetá, e como esta tecnologia se relaciona com mídias e práticas Pentecostais de mediação com o transcendental. Condenada num primeiro momento pelo então pastor presidente da Assembléia de Deus como uma tecnologia exclusivamente diabólica e portanto, irrevogavelmente proibida aos membros da igreja , a televisão fora progressivamente ressignificada pelas lideranças da igreja como uma tecnologia ambivalente, a partir da qual tanto Deus quanto o Diabo seriam capazes de operar. A dissertação explora, nesse sentido, o processo de negociação em torno dos significados religiosos atribuídos à televisão, bem como os regimes normativos relativos ao seu consumo. Dado o status ambivalente da tecnologia televisiva aos olhos das lideranças contemporâneas da igreja seu potencial de estar a serviço de Deus ou do Diabo, do bem ou do mal , busco compreender uma ética do assistir que parece subjazer o processo de autorização do consumo da televisão, isto é, como um crente deve assisti-la. Assistir à televisão de forma eticamente apropriada, portanto, implicaria um conhecimento essencial sobre como assistir. Este conhecimento, argumento, é o conhecimento da Bíblia. Mediante um regime de verdade bíblico, os provetaenses traçariam uma distinção fundamental em relação aos conteúdos televisivos considerados factuais ou reais, cujo consumo seria inofensivo ou benéfico, e aqueles considerados forjados, encenados ou construídos, cujo consumo seria inapropriado, ou ainda perigoso. Partindo da identificação das telenovelas da Rede Globo como mentiras de natureza diabólica, e do telejornal como um espaço de aprendizado para o crente, empreendo uma análise de recepção destes programas, buscando compreender as dinâmicas simbólicas e sensoriais de identificação das presenças e das agências de Deus e do Diabo através da televisão. O argumento central a ser desenvolvido na dissertação é o de que a experiência de assistir à televisão em Provetá encontra-se estruturada por uma estética Pentecostal fomentada a partir da Bíblia. A partir das práticas religiosas de mediação centradas na Bíblia, um regime sensorial Pentecostal fora progressivamente constituído: uma dada gramática do sentir os objetos da experiência em relação ao regime de verdade Bíblico. Têm-se, desse modo, uma dinâmica circular no interior da qual imagens são experimentadas sensivelmente a partir do prisma da verdade Bíblica, e tais sensações, por sua vez, objetificam a realidade dessa verdade no corpo do sujeito. Nessa dialética entre o crer e o sentir, a experiência sensível de assistir à televisão é informada por um entendimento Pentecostal da realidade, e esse entendimento é autenticado por aquilo que é sentido.
