This paper deals with the interaction between fictitious capital and the neoliberal model of growth and distribution, inspired by the classical economic tradition. Our renewed interest in this literature has a close connection with the recent international crisis in the capitalist economy. However, this discussion takes as its point of departure the fact that standard economic theory teaches that financial capital, in this world of increasing globalization, leads to new investment opportunities which improve levels of growth, employment, income distribution, and equilibrium. Accordingly, it is said that such financial resources expand the welfare of people and countries worldwide. Here we examine some illusions and paradoxes of such a paradigm. We show some theoretical and empirical consequences of this vision, which are quite different and have harmful constraints.

Some protected special spaces on behalf of fundamental rights to the environment and the housing at the city of Natal are fragile by facing actions and attempts to suppress and changing (or omission in the implementation) of standards in furtherance of those rights at the local level, which seems to reflect a situation that goes beyond the context of the city. Based on integrated approach of the housing rights and the environment and its protection of special spaces on the field of fundamental rights, the thesis seeks to understand the weaknesses that affect the legal state duty under the realization/implementation of fundamental rights to the environment and housing in cities, focusing on the issues of flexibility of the founding legislation of special spaces to the detriment of the attributes they protected and the lack of implementation of the legal system that allows their effectiveness. So, it looks initially to understand the environment and housing rights and their special protected areas in the brazilian legal system, looking forward the evolution of its legal protection, as well as the weaknesses that emerge in the field of their effectiveness. Analyzing the trajectory of the environment and housing rights and their special protected areas in Natal, considering its standards, attributes, protection indicators, weaknesses and negative evidence within its legal protections and their enforcement by state entity, this thesis proposes to verify the existence of forms to confronting the weaknesses founded in the maintenance of legal protection and its implementation. At this point it discusses the legal basis and safeguard instruments of protection, especially within the juridical field, as part of a (re)discussion about issues of legislative and administrative discretion in the face of objective legal state duty to realization/implementation of fundamental rights in the urban space. With all these issues together the thesis does not ignore the scenario where the dividing line between public and private (economic) are becoming ever more tenuous in the field of state action and where the city stands as a special commodity to the reproduction of real estate, according to the interests of capitalist logic

Este artigo trata das relações entre cuidado, emancipação e Serviço Social, com o objetivo de uma reflexão crítica sobre uma temática que tem ficado obscurecida na discussão profissional. Faz uma análise do conceito de cuidado, enquanto ajuda, trabalho familiar da mulher e ação individual, para situá-lo no contexto das relações de poder, de descaso e abandono, próprio da sociedade capitalista. Considera o cuidar em uma perspectiva teórica e histórica democrática, exigindo a construção de valores éticos e de humanização da atenção profissional articulada à existência de suportes institucionais. Volta-se ao reconhecimento do outro como sujeito individual e coletivo de direitos, na efetivação de sua autonomia, da democracia e da cidadania no contexto da história social, e nas condições do sujeito combinando atenção às suas necessidades, às suas expressões e à inclusão social com valores éticos e processos de atuação profissional explicitados. __________________________________________________________________________________________________ ABSTRACT

Both the end of the twentieth century and the beginning of the twenty-first century have been characterized as a period of major political, economic, social and cultural transformations. Two of the major consequences of the political-economical crisis of the end of last century are the restructuring of capitalist production, and the consolidation of neoliberalism as a worldwide phenomenon. This new world political-economical scenario has influenced, in a dialectic way, the contemporary urban development. In that sense, "new" spatial processes and new paradigms in both urban management and urban planning have gained shape. In this context of urban transformations, the central areas of western cities, also known as historic centers, are being increasingly (re)valued. Since the Second World War, the historic centers urban areas which have great infrastructure and symbolic relevance had been undergoing a process of evasion of population and activities, undeniably linked to the neglect of government authorities. However, in recent decades, the question of historic centers rehabilitation has acquired a growing interest, academically and in political agendas. The object of this dissertation is to focus on how the government of each Brazil and Portugal has dealt with the issue of historic center rehabilitation through programs of urban rehabilitation

A Assistência Social brasileira, reconhecida legalmente como direito social pela Constituição de 1988, enfrentou e enfrenta restrições e limites para ser consolidada como política social. Este texto problematiza e tenta apresentar algumas respostas a essa dificuldade, tendo como referencial a complexa e conflituosa relação entre assistência e trabalho nas sociedades capitalistas. Este ensaio, por meio de revisão da literatura, analisa as transformações societárias em curso que afetam o mundo do trabalho e a vida em sociedade, provocando o acirramento da questão social, compreendida como resultante das contradições entre capital e trabalho. Em linhas gerais, tendo em vista o acúmulo de conhecimento produzido no campo das ciências sociais e humanas acerca do tema, são apresentados elementos acerca das alterações desencadeadas no mundo do trabalho e seus reflexos para os trabalhadores em tempos de crise do capital. Dentre as consequências dessas transformações estão a intensificação e a expansão de formas precárias de trabalho, o agravamento do pauperismo, o avanço do desemprego, a informalidade, as subcontratações, a miséria e a perda de direitos sociais. Tal quadro esboça, para o conjunto da classe trabalhadora, por meio de organizações e lutas coletivas, desafios com vistas à superação da sociabilidade capitalista. __________________________________________________________________________________________________________________ ABSTRACT

Resumen Este texto nació de un diálogo por internet entre Fred Herrera, en París, quien desarrolla un proyecto de investigación para la Escuela de Economía sobre las crisis, y Hernán Ugarte, en San José, quien se proponía producir un material útil para la docencia. El diálogo se desarrolló como un comentario del capítulo V del libro El sujeto y la ley - El retorno del sujeto reprimido del profesor de ambos, Franz Hinkelammert, sobre la relación entre Adam Smith y Marx. No se trata de una entrevista, aunque el papel de Hernán está sesgado en ese sentido, sino de un entrelazamiento de reflexiones que tiene la frescura y el valor heurístico de una conversación a distancia. Este diálogo tiene el interés de estar centrado en el tema de la crisis, muchos años antes de que el tema volviera al primer plano de la realidad económica mundial. Los lectores pueden encontrar aquí ideas sugerentes para pensar hoy la cuestión de las crisis, en el marco de la sociedad dominada por el modo de producción capitalista. Abstract This text came to live by an internet dialogue between Fred Herrera, in Paris, who works in a research project about crises, for the Economic School, and Hernán Ugarte, in San José, interested in producing a useful teaching document. The dialogue is structured as a comment based on chapter V of the book The subject and the law — The return of the repressed subject by Franz Hinkelammert, who was professor of both of them, about the relationship between Smith and Marx. It is not precisely an interview, but the role of Hernán has a stress on that side, but rather a series of reflections, interwoven with the freshness and heuristic value of a conversation at a distance. The dialogue has the interest that it focuses on the crisis, many years before the return of that theme to the forefront of the world economic reality. The readers may find in this conversation suggestive ideas to think today the question of crisis within the context of a society dominated by the capitalist mode of production.

The general objective of this academic work is to analyze the relationship between the territorial division and the urban expansion process of Mossoró city, understood here as the production and occupation of space. The urban expansion in Mossoró, since its formation as settlement in 1772 until current days, identifies with the Brazilian urbanization process whose growth is determined by the capitalist development. Thus, the expansion was determined by several economical specializations imposed by the territorial division of work which occurs at an interregional level, and, sometimes at an international level. Then, each specialization determined a moment of the urban expansion of the city, as follows: a) The cattle farmer specialization, between 1772 and 1857, when the urban expansion was shy, is summarized to a commercial square that received goods from Aracati aiming to cover a wide rural area; b) The commercial emporium specialization, between 1857 and 1930, when the urban expansion took an important impulse with the concentration of public and private capitals; c) The salt industry and the agricultural-industrial exporter specialization inside a state of development policy, between 1930 and 1970, when the urban expansion, joined to the settlement of the working class in the urban soil, developed along an important axis -the railway; d) The render of services specialization inside a state of intervention policy, between 1970 and 1990, when the urban expansion was characterized by the accelerated growth rhythm, by the reuse of some spaces, and by space segregation of demanding people; e) The render of services policy inside a neoliberal state policy, since 1990 until current days, when the urban expansion reduced its rhythm abruptly, when only small alterations occurred in the existing spaces. It focused on social policies and on several slums eradication programs. Finally, the territorial structure is deeply articulated with others, no territorial, but economical, social and political, which happens at a national, regional and local rate. Only within a historical and conceptual panorama, it was possible to explain the urban expansion in Mossoró from its formation in 1772 until current days. Therefore, this work is a several discipline analysis of the urbanization process existing in Mossoró

Este artículo revisa y analiza comparativamente varias perspectivas sobre el proceso de globalización y su concepto, tanto las que la entienden como un proceso de larga duración como las que la reducen a un fenómeno de las últimas dos o tres décadas. En la última parte se resume el debate sobre la novedad histórica de la globalización y se contrasta con la explicación del fenómeno desde la teoría del imperialismo.

Purpose – The purpose of this paper is to contribute to the ongoing debate on governance, accountability, transparency and corporate social responsibility (CSR) in the mining sector of a developing country context. It examines the reporting practices of the two largest transnational gold-mining companies in Tanzania in order to draw attention to the role played by local government regulations and advocacy and campaigning by nationally organised non-governmental organisations (NGOs) with respect to promoting corporate social reporting practices. Design/methodology/approach – The paper takes a political economy perspective to consider the serious implications of the neo-liberal ideologies of the global capitalist economy, as manifested in Tanzania’s regulatory framework and in NGO activism, for the corporate disclosure, accountability and responsibility of transnational companies (TNCs). A qualitative field case study methodology is adopted to locate the largely unfamiliar issues of CSR in the Tanzanian mining sector within a more familiar literature on social accounting. Data for the case study were obtained from interviews and from analysis of documents such as annual reports, social responsibility reports, newspapers, NGO reports and other publicly available documents. Findings – Analysis of interviews, press clips and NGO reports draws attention to social and environmental problems in the Tanzanian mining sector, which are arguably linked to the manifestation of the broader crisis of neo-liberal agendas. While these issues have serious impacts on local populations in the mining areas, they often remain invisible in mining companies’ social disclosures. Increasing evidence of social and environmental ills raises serious questions about the effectiveness of the regulatory frameworks, as well as the roles played by NGOs and other pressure groups in Tanzania. Practical implications – By empowering local NGOs through educational, capacity building, technological and other support, NGOs’ advocacy, campaigning and networking with other civil society groups can play a pivotal role in encouraging corporations, especially TNCs, to adopt more socially and environmentally responsible business practices and to adhere to international and local standards, which in turn may help to improve the lives of many poor people living in developing countries in general, and Tanzania in particular. Originality/value – This paper contributes insights from gold-mining activities in Tanzania to the existing literature on CSR in the mining sector. It also contributes to political economy theory by locating CSR reporting within the socio-political and regulatory context in which mining operations take place in Tanzania. It is argued that, for CSR reporting to be effective, robust regulations and enforcement and stronger political pressure must be put in place.

This paper presents a feminist analysis of corporate social responsibility (CSR) in a male-dominated industry within a developing country context. It seeks to raise awareness of the silencing of women’s voices in CSR reports produced by mining companies in Tanzania. Tanzania is one of the poorest countries in Africa, and women are often marginalised in employment and social policy considerations. Drawing on work by Hélène Cixous, a post-structuralist/radical feminist scholar, the paper challenges the masculinity of CSR discourses that have repeatedly masked the voices and concerns of ‘other’ marginalised social groups, notably women. Using interpretative ethnographic case studies, the paper provides much-needed empirical evidence to show how gender imbalances remain prevalent in the Tanzanian mining sector. This evidence draws attention to the dynamics faced by many women working in or living around mining areas in Tanzania. The paper argues that CSR, a discourse enmeshed with the patriarchal logic of the contemporary capitalist system, is entangled with tensions, class conflicts and struggles which need to be unpacked and acknowledged. The paper considers the possibility of policy reforms in order to promote gender balance in the Tanzanian mining sector and create a platform for women’s concerns to be voiced.
