Tämätutkimus on osa TRAKET -hanketta, jossa keskitytään Luoteis-Venäjälle vievien transitoreittien kilpailukyvyn selvittämiseen. Tässä osatutkimuksessa tarkastellaan Suomen kautta kulkevan transitoliikenteen ympäristövaikutuksia ja turvallisuusnäkökohtia sekä niiden aiheuttamien kustannusten muuttumista liikennemäärän kasvaessa. Raportissa annetaan kehityssuosituksia ympäristö- ja onnettomuustilanteen parantamiseksi. Lisäksi tutkimuksessa esitetään uusien, transitoliikenteen osapuolille tarkoitettujen, lisäpalvelujen synnyttämiseen tarvittavia toimia.

Työ kuuluu osana työn ja työliikenteen turvallisuuden kehittämishankkeeseen tavarankuljetusalalla. Hankkeen tavoitteena on selvittää kuorma-autonkuljettajan työpaikkatapaturmatilanteet ja tapaturmavaarat muun tutkimuksen pohjaksi. Diplomityössä kiinnitetään huomio tutkimushanketta tarkemmin energia-alan kuljetusten turvallisuustekijöihin. Diplomityön ja koko työn ja työliikenteen turvallisuuden kehittämishankkeen lähtökohtana on kuljettajan työnkuvan ongelmallisuus ja laajeneminen. Kuljettajien työ on tiukasti aikataulutettua ja työolot usein varsin vaihtelevia. Kuljettajien työ on yksintyöskentelyä vierailla paikoilla ja usein yötyötä. Työmääräykset kuljettajille tulevat lyhyellä varoitusajalla. Kuljettajien työturvallisuutta selvitettiin kirjallisuustutkimuksella, kenttätyöllä, kyselytutkimuksella kuljetusyrityksille sekä tilastoja tarkastelemalla.

Tämän Pro gradu -tutkielman tarkoituksena on tutustua suomalaiseen kuljetustoimialaan erityisesti liiketoiminnallisesta näkökulmasta ja tarkastella suurimpien kymenlaaksolaisten kuljetusyritysten taloudellisen suorituskyvyn sekä muun talouden kehitystä vuosien 1997–2007 aikana. Lisäksi tässä tutkimuksessa pyritään löytämään selittäviä strategisia tekijöitä kymenlaaksolaisyritysten taloudelliselle menestykselle. Kymenlaakson alueen kuljetusyritysten taloudellisen suorituskyvyn osatekijät pysyttelevät koko Suomen kuljetusyritysten lukujen tavoin tutkimuksen tarkastelujakson ajan keskimäärin tyydyttävällä tasolla. Kannattavuuden ja vakavaraisuuden osalta kymenlaaksolaisyritykset näyttävät menestyvän hieman muuta Suomea paremmin, mutta toisaalta yritysten maksukykyisyys jää muita alemmaksi. Tutkimusjakson selkein kehitys kuljetusyrityksillä liittyy sekä huomattavaan toimintakustannusten että liiketoiminnan koon kasvuun. Tutkimuksen kuljetusyrityksistä erityisesti pienimmät ja perinteikkäät, ainoastaan kuljetuspalveluiden tarjontaan keskittyneet toimijat vaikuttavat menestyvän taloudellisesti muita yrityksiä paremmin. Tutkimusyritysten joukossa esiintyy kuitenkin paljon vaihtelua ja mukaan mahtuu niin menestyjiä kuin heikompiakin toimijoita.

Road transport is a major source of air pollution and greenhouse gas emissions around the world. There is an increasing interest in accurate information on local vehicle emission levels for policy development and sustainable traffic management. Previous studies have shown that emission predictions for the Australian situation need to reflect both the Australian fleet and driving behaviour to avoid unreliable outcomes. This paper discusses a new Australian vehicle emission software (PΔP) and a case-study where traffic simulation software (Aimsun) is combined with PΔP to demonstrate how consistent results can be achieved for the Australian situation. The case-study is an Australian city modelled using the microscopic simulator to generate the required trajectory data of each individual vehicle for the emission model. The simulation results are used in a number of ways: to assess the impacts of urban driving behaviour on fuel consumption, to create maps showing where and when elevated emission levels occur and to compare results with another program (COPERT Australia). The paper will also discuss where further research is required.

During the last few years, the discussion on the marginal social costs of transportation has been active. Applying the externalities as a tool to control transport would fulfil the polluter pays principle and simultaneously create a fair control method between the transport modes. This report presents the results of two calculation algorithms developed to estimate the marginal social costs based on the externalities of air pollution. The first algorithm calculates the future scenarios of sea transport traffic externalities until 2015 in the Gulf of Finland. The second algorithm calculates the externalities of Russian passenger car transit traffic via Finland by taking into account both sea and road transport. The algorithm estimates the ship-originated emissions of carbon dioxide (CO2), nitrogen oxides (NOx), sulphur oxides (SOx), particulates (PM) and the externalities for each year from 2007 to 2015. The total NOx emissions in the Gulf of Finland from the six ship types were almost 75.7 kilotons (Table 5.2) in 2007. The ship types are: passenger (including cruisers and ROPAX vessels), tanker, general cargo, Ro-Ro, container and bulk vessels. Due to the increase of traffic, the estimation for NOx emissions for 2015 is 112 kilotons. The NOx emission estimation for the whole Baltic Sea shipping is 370 kilotons in 2006 (Stipa & al, 2007). The total marginal social costs due to ship-originated CO2, NOx, SOx and PM emissions in the GOF were calculated to almost 175 million Euros in 2007. The costs will increase to nearly 214 million Euros in 2015 due to the traffic growth. The major part of the externalities is due to CO2 emissions. If we neglect the CO2 emissions by extracting the CO2 externalities from the results, we get the total externalities of 57 million Euros in 2007. After eight years (2015), the externalities would be 28 % lower, 41 million Euros (Table 8.1). This is the result of the sulphur emissions reducing regulation of marine fuels. The majority of the new car transit goes through Finland to Russia due to the lack of port capacity in Russia. The amount of cars was 339 620 vehicles (Statistics of Finnish Customs 2008) in 2005. The externalities are calculated for the transportation of passenger vehicles as follows: by ship to a Finnish port and, after that, by trucks to the Russian border checkpoint. The externalities are between 2 – 3 million Euros (year 2000 cost level) for each route. The ports included in the calculations are Hamina, Hanko, Kotka and Turku. With the Euro-3 standard trucks, the port of Hanko would be the best choice to transport the vehicles. This is because of lower emissions by new trucks and the saved transport distance of a ship. If the trucks are more polluting Euro 1 level trucks, the port of Kotka would be the best choice. This indicates that the truck emissions have a considerable effect on the externalities and that the transportation of light cargo, such as passenger cars by ship, produces considerably high emission externalities. The emission externalities approach offers a new insight for valuing the multiple traffic modes. However, the calculation of the marginal social costs based on the air emission externalities should not be regarded as a ready-made calculation system. The system is clearly in the need of some improvement but it can already be considered as a potential tool for political decision making.

Globalization has increased transport aggregates’ demand. Whilst transport volumes increase, ecological values’im portance has sharpened: carbon footprint has become a measure known world widely. European Union together with other communities emphasizes friendliness to the environment: same trend has extended to transports. As a potential substitute for road transport is noted railway transport, which decreases the congestions and lowers the emission levels. Railway freight market was liberalized in the European Union 2007, which enabled new operators to enter the markets. This research had two main objectives. Firstly, it examined the main market entry strategies utilized and the barriers to entry confronted by the operators who entered the markets after the liberalization. Secondly, the aim was to find ways the governmental organization could enhance its service towards potential railway freight operators. Research is a qualitative case study, utilizing descriptive analytical research method with a normative shade. Empirical data was gathered by interviewing Swedish and Polish railway freight operators by using a semi-structured theme-interview. This research provided novel information by using first-hand data; topic has been researched previously by utilizing second-hand data and literature analyses. Based on this research, rolling stock acquisition, needed investments and bureaucracy generate the main barriers to entry. The research results show that the mostly utilized market entry strategies are start-up and vertical integration. The governmental organization could enhance the market entry process by organizing courses, paying extra attention on flexibility, internal know-how and educating the staff.

Venäjän lainsäädäntö mahdollistaa erilaisten rajoitusten asettamisen liikenteelle kelirikkoajan aikana ja alhaisten painorajoitusten asettaminen on tällöin yleistä. Kelirikon aikaisiin rajoituksiin liittyvä lainsäädäntö on pääosin tarkoituksenmukainen, mutta sitä sovelletaan tavalla, jolla vaikeutetaan huomattavasti yritysten toimintaa ja tarvittavien kuljetusten järjestämistä. Diplomityössä tutkitaan kelirikon vaikutuksia liiketoimintaan erityisesti caseyksikössä, joka on metsäteollisuusyhtiön Venäjällä sijaitseva tuotantoyksikkö. Venäläinen liiketoimintaympäristö eroaa huomattavasti suomalaisesta, ja kelirikon aikana korostuvat etenkin korruption ja henkilökohtaisten suhteiden merkitys. Suuri osa havaituista sallitun painon ylityksistä hoidetaan kelirikon aikana maksamalla epävirallisia maksuja suoraan tarkastajille. Myös virallisia kulkulupia myydään, mutta niiden hankinta on kallista ja aikaa vievää. Työn lähtökohta kiteytyy lainsäädännön, viranomaisten tulkinnan ja todellisen tilanteen välisten ristiriitojen avaamiseen ja selvittämiseen, ja tavoitteena on ollut mahdollisimman objektiivisen kokonaiskuvan luominen tilanteesta. Case-yksikössä on kehitetty vaihtoehtoisia toimintamalleja kelirikkoajan kuljetusten varmistamiseksi. Rautatiekuljetusten määrää on lisätty huomattavasti ja välivarastointiterminaalin rakentamista on suunniteltu. Vaihtoehtoiset toimintamallit aiheuttavat kuitenkin huomattavia lisäkustannuksia. Tutkimuksen tuottamien tietojen avulla case-yhtiössä voidaan jatkossa arvioida todellisia riskejä sekä vaihtoehtoisten toimintamallien tarpeellisuutta ja kustannustehokkuutta aikaisempaa tarkemmin.

Environmental problems and issues have received more and more attention during the last decades. Reasons for this are different increased external costs such as congestion, CO2 emission, noise and accident costs. Transportation sector is the only sector with increasing external costs. The EU will increase its attention in decreasing the external costs of transport. Aim of this research was to find out if a dry port solution could decrease costs of transport, especially external costs. Dry port concept is an intermodal transport system, where inland transport between port and dry port is performed by rail transport instead of traditional road transport. In addition, dry ports offer similar services as ports. Research is conducted by performing a literature review about dry port concept and costs of transport, especially external costs of transport. Financial and environmental impacts of the dry port concept are studied by comparing costs of road and rail transport by cost accounting and with a simulation model. Location of dry port is researched with gravitational models. Results of the literature review are that rail transport is environmentally friendlier mode of transport than road transport. Cost model and simulation model show that if only costs of freight movement are considered, rail transport is more inexpensive transport mode than road transport in terms of internal and external costs. Because of that dry port concept could decrease costs of transport, especially external costs. Results of gravitational models are that city of Kouvola is in a good position to be a dry port. Russian transit traffic through Finland improves location of Kouvola to be a dry port.

The twin-city model has found to increase economical activity and well-being. The similar economical, social and cultural background of Finland and Estonia as well as the EU integration give good preconditions to create a twin-city of Helsinki and Tallinn. The relatively long distance between Helsinki and Tallinn is challenging. Therefore, good transport infrastructure and functioning connections are required to form a twin-city of Helsinki and Tallinn. The connections between these cities can be considered also in broader perspective than only from the viewpoint of the twin-city concept. New markets areas have been emerged in Europe due to collapse of planned economy and integration of Europe. Also the transport routes to the markets are changing. The Hel-sinki-Tallinn sea route can be considered as a fast route to the new markets in the Cen-tral and Eastern Europe. The Helsinki-Tallinn sea route is also a potential route to the Western European markets. This study provides an analysis of transport and cargo flows between Finland and Esto-nia for regional and local planners. The main purpose of the study is to clarify the pre-sent situation of the seaborne cargo flows on the Helsinki-Tallinn route and how the cargo flows will develop in the future. The study focuses on the following thematic enti-ties: the Finnish and Estonian seaborne transport system and cargo flows, the structure and volume of the cargo flows on the Helsinki-Tallinn route, the hinterland cargo flows on the Helsinki-Tallinn route and the transport methods used on the Helsinki-Tallinn route. The study was carried out as a desk research, a statistical analysis and an inter-view study during the spring–autumn 2011. The study reveals that during the period 2002–2010 the volume of the seaborne cargo traffic between Finland and Estonia has increased significantly while the trend of the trade volume between Finland and Estonia has remained nearly constant. This indicates that the route via Estonia is increasingly used in the Finnish foreign trade. Because the ports of Helsinki and Tallinn are the main ports in the cargo traffic between Finland and Estonia, the role of the Helsinki-Tallinn route as a sea leg in the hinterland connections of Finland has increased. The growth of the cargo volume on the Helsinki-Tallinn route was estimated to continue on the annual level of 10 % during the next couple of years. In the long run the growth of the cargo volumes depends on the economical and indus-trial development of the former Eastern European countries. If the IMO’s sulphur regu-lations will come in force, the Helsinki-Tallinn route will become one of the main routes also to the Western European markets, besides of the route via Sweden. The study also shows that the fast and reliable connections year round on the Helsinki-Tallinn route have made it possible for service and logistics companies to reconsider their logistics strategies in a new way in the both side of the Gulf of Finland. Anyway, the ropax concept is seen as the only economical profitable solution on the Helsinki-Tallinn route because cargo and passenger traffic are supporting each other. The trucks (vehicle combinations) will remain the main mode of transport on the Helsinki-Tallinn route because general cargo is the main commodity on the route. IMO’s sulphur regula-tions and the changes in the structure of the Finnish industry may create prerequisites for rail road transport in the hinterland connections of Finland. Transport volumes have increased and will continue to increase in European Union. Even though the growth has not been equal between different transport modes. Most of the growth has been faced on road transport. European Union aims to balance the unbalanced market shares between the modes by gaining and supporting the competitiveness of railway and waterway transport. In EU railway transportation is seen as solution to increase safety in traffic and decrease the environmental impacts of transportation. The aim of this research is to figure out how it is possible to decrease the environmental impacts by the technology already in use. Main focus of this research is in intermodality and combining the road and railway transportation. This study aims also to figure out demands and expectations towards new Rail Baltica railway route connecting Tallinn and Berlin. The research is conducted by performing a literature review about decreasing environmental impacts and combining road and rail transport. Another viewpoint is taken from the possible effects of tourism to the passenger transport on rails. Knowledge gained by literature review is deepened by additional internet questionnaire study and expert interview study. In decreasing the environmental impacts of transportation electric trains are definitely the best option providing that the electricity is generated from renewable or carbon dioxide free sources. Decrease of environmental impacts has been reached also with acceptance of larger road transport vehicles. According to interviewed passenger transport experts, the whole route from Tallinn to Berlin may not be convenient to be used in passenger transport, just because the route is too long.. In EU freight is transported mainly with semi-trailer combinations, and that is why it could be logical if huckepack trains would be used on Rail Baltica. Huckepack train allows semi-trailers to be transported on rails with time efficient loading-unloading process. Overall, Rail Baltica project is experienced as a future-oriented one and new railway alignment is seen as great alternative option for transport modes using fossil fuels.

Työn tavoitteena oli tuottaa selvitys kohdeyrityksen kotimaan kuljetusten nykytilasta sekä toimenpidesuositus perusteluineen, onko tarpeellista kannustaa nykyisiä kuljetusalihankkijoita hankkimaan uutta kuljetuskalustoa. Lisäksi tutkimuksen tavoitteena oli selvittää ne tilanteet, joissa korkeampien kuormien hyödyntäminen olisi kaikkein kannattavinta kohdeyrityksen kannalta. Tutkimuksen teoriaosiossa käytiin läpi kuljetustoimintojen merkitystä yrityksissä, kerrottiin taustatietoa 1.10.2013 voimaantulleesta mitta- ja massauudistuksesta sekä kuljetuspalveluiden hinnoitteluun liittyviä seikkoja. Työn empiriaosiossa käsiteltiin tutkimukseen valittujen case – tehtaiden kotimaankuljetusten nykytilaa ja tehtaisiin liittyviä kuljetuskustannuslaskelmia tuloksineen, sekä nykytilan mukaisia että aiempaa suurempia sallittuja kuormia hyödynnettäessä. Lisäksi empiriaosiossa esitettiin laskelmiin perustuen toimenpidesuosituksia työn toimeksiantajalle. Työn keskeisin tulos oli, että mitta- ja massauudistusta kannattaa hyödyntää tilanteissa, joissa kuljetettavat määrät ovat mahdollisimmat suuria, välimatkat pitkiä ja joissa kuorma puretaan esim. satamassa. Käytännössä tämä toteutuu Pohjois-Suomesta Etelä-Suomeen suuntautuvissa kuljetuksissa ja se on myös kuljetusyritysten näkökulmasta kannattavin vaihtoehto.

Short sea shipping is an important part of the European economy and an alternative to road transport of goods in Europe. It represents an intermodal transport combination of sea and land on a Door-to-Door basis, and it aims to develop more sustainable transport network with the least negative impacts by the transport modes. This Master’s thesis addresses the development of short sea shipping transportation chains at Helsinki-Tallinn route. The Master´s thesis explores the development of short sea shipping at Helsinki-Tallinn route by analyzing the shipping costs per unit transported by different ship types and sizes between port of Helsinki-Vuosaari harbour and port of Tallinn-Muuga harbour, and examining the possibility of Ro-Ro traffic as well. The study is qualitative-quantitative method and it is based on a case study, data is collected from secondary and primary sources, and mixed methods analysis is used to implement the interviews and observations results with the databases analysis. In the thesis factors affecting on short sea shipping are explored and analyzed, also the possibility of Ro-Ro shipping is examined, by comparing the shipping cost and the environmental impact of different ships like container ships, Ropax, and CONRO ships. The finding of this research shows the importance of time at port and utilization as a shipping cost determinants, the relationship between ship type and costing, and the possibility of Ro-Ro shipping.

Teniendo en cuenta la importancia de la infraestructura de transporte en el desarrollo económico, ya que de esta depende el intercambio de bienes y servicios dentro y fuera del país, y dado el entorno de globalización de mercados, se hace relevante hacer un diagnóstico de la evolución de la inversión en infraestructura de transportes en Colombia durante los últimos años. El análisis de la actividad de transporte dentro del Producto Interno Bruto Nacional a lo largo del periodo 2002 - 2010, muestra un aporte importante al mismo, confirmando así la relevancia que tiene el sector de transporte en la economía del país. El modo de transporte que cobra más importancia es el transporte por carreteras pues es el medio más utilizado en Colombia, tanto para mercancías como para pasajeros, por lo cual se enfatiza en la inversión y evolución de la infraestructura vial. En este contexto se presenta un estudio de la legislación del sector, los principales proyectos ejecutados durante la última década, los objetivos propuestos por cada uno de estos y el estado actual de los mismos.

Este estudio buscó evaluar la asociación de desórdenes músculo esqueléticos en región cervical, dorsal y lumbar identificados mediante el Cuestionario Nórdico en su versión validada al español y los factores de riesgo psicosocial con el Cuestionario del contenido del trabajo (JCQ), en conductores de vehículos de carga de una empresa de transporte terrestre en Bogotá, Colombia; fue un estudio de corte transversal con la participación voluntaria de 125 conductores. Los resultados demostraron mayor prevalencia de trastornos músculo esqueléticos en región lumbar en los últimos 12 meses en el 36% de los participantes y en los últimos tres meses en región cervical con el 17.6%; la prevalencia de factores psicosociales arrojó trabajo de baja tensión en el 29.6%, trabajo activo 26.4%, trabajo con alta tensión 23.2% y trabajo pasivo con el 20.8%. El valor p fue mayor de 0,005 no hallándose asociaciones significativas de desórdenes músculo esqueléticos en región cervical, dorsal y lumbar con factores de riesgo psicosocial.

European air quality legislation has reduced emissions of air pollutants across Europe since the 1970s, affecting air quality, human health and regional climate. We used a coupled composition-climate model to simulate the impacts of European air quality legislation and technology measures implemented between 1970 and 2010. We contrast simulations using two emission scenarios; one with actual emissions in 2010 and the other with emissions that would have occurred in 2010 in the absence of technological improvements and end-of-pipe treatment measures in the energy, industrial and road transport sectors. European emissions of sulphur dioxide, black carbon (BC) and organic carbon in 2010 are 53%, 59% and 32% lower respectively compared to emissions that would have occurred in 2010 in the absence of legislative and technology measures. These emission reductions decreased simulated European annual mean concentrations of fine particulate matter(PM2.5) by 35%, sulphate by 44%, BC by 56% and particulate organic matter by 23%. The reduction in PM2.5 concentrations is calculated to have prevented 80 000 (37 000–116 000, at 95% confidence intervals) premature deaths annually across the European Union, resulting in a perceived financial benefit to society of US$232 billion annually (1.4% of 2010 EU GDP). The reduction in aerosol concentrations due to legislative and technology measures caused a positive change in the aerosol radiative effect at the top of atmosphere, reduced atmospheric absorption and also increased the amount of solar radiation incident at the surface over Europe. We used an energy budget approximation to estimate that these changes in the radiative balance have increased European annual mean surface temperatures and precipitation by 0.45 ± 0.11 °C and by 13 ± 0.8 mm yr−1 respectively. Our results show that the implementation of European legislation and technological improvements to reduce the emission of air pollutants has improved air quality and human health over Europe, as well as having an unintended impact on the regional radiative balance and climate.
