Preface This study was prepared for the Government of Jamaica following the significant physical damage and economic losses that the country sustained as a result of flood rains associated with the development of Hurricane Michelle. The Planning Institute of Jamaica (PIOJ) submitted a request for assistance in undertaking a social, environmental and economic impact assessment to the Economic Commission for Latin America and the Caribbean (ECLAC) on 14 November 2001. ECLAC responded with haste and modified its work plan to accommodate the request. A request for training in the use of the ECLAC Methodology to be delivered to personnel in Jamaica was deferred until the first quarter of 2002, as it was impossible to mount such an initiative at such short notice. This appraisal considers the consequences of the three instances of heavy rainfall that brought on the severe flooding and loss of property and livelihoods. The study was prepared by three members of the ECLAC Natural Disaster Damage Assessment Team over a period of one week in order to comply with the request that it be presented to the Prime Minister on 3 December 2001. The team has endeavoured to complete a workload that would take two weeks with a team of 15 members working assiduously with data already prepared in preliminary form by the national emergency stakeholders. There is need for training in disaster assessment as evidenced by the data collected by the Jamaican officials engaged in the exercise. Their efforts in the future will be more focused and productive after they have received training in the use of the ECLAC Methodology. This study undertakes a sectoral analysis leading to an overall assessment of the damage. It appraises the macroeconomic and social effects and proposes some guidelines for action including mitigating actions subsequent to the devastation caused by the weather system. The team is grateful for the efforts of the Office of Disaster Preparedness and Emergency Management (ODPEM), the associated government ministries and agencies, the Statistical Institute of Jamaica (STATIN), the Planning Institute of Jamaica and the Inter American Development Bank (IDB) for assistance rendered to the team. Indeed, it is the recommendation of the team that STATIN is poised to play a pivotal role in any disaster damage assessment and should be taken on board in that regard. The direct and indirect damages have been assessed in accordance with the methodology developed by ECLAC (1). The results presented are based on the mission's estimates. The study incorporates the information made available to the team and evidence collected in interviews and visits to affected locations. It is estimated that the magnitude of the losses exceeds the country's capacity to address reparations and mitigation without serious dislocation of its development trajectory. The government may wish to approach the international community for assistance in this regard. This appraisal is therefore designed to provide the government and the international community with guidelines for setting national and regional priorities in rehabilitation and reconstruction or resettlement programmes. A purely economic conception of the problem would be limited. A more integrated approach would have a human face and consider the alleviation of human suffering in the affected areas while attending to the economic and fiscal fallout of the disaster. Questions of improved physical planning, watershed management, early warning, emergency response and structural preparedness for evacuation and sheltering the vulnerable population are seen as important considerations for the post disaster phase. Special attention and priority should be placed on including sustainability and increased governance criteria in making social and productive investments, and on allocating resources to the reinforcing and retrofitting of vulnerable infrastructure, basic lifelines and services as part of the reconstruction and rehabilitation strategy. The Jamaican society and government face the opportunity of undertaking action with the benefit of revised paradigms, embarking on institutional, legal and structural reforms to reduce economic, social and environmental vulnerability. The history of flood devastation in the very areas of Portland and St. Mary shows a recurrence of flooding. Accounts of flooding from the earliest recorded accounts pertaining to 1837 are available. Recurrences in 1937, 1940, 1943 and 2001 indicate an ever-present probability of recurrence of similar events. The Government may wish to consider the probable consequences of a part of its population living in flood plains and address its position vis-à­¶is land use and the probability of yet another recurrence of flood rains. The Latin American Economic Outlook analyses issues related to Latin America’s economic and social development. Since 2011, the report has been published in conjunction with the United Nations Economic Commission for Latin America and the Caribbean (ECLAC) and has tied in with the economic theme of the annual Ibero-American Summit organised by the Ibero- American governments and Ibero-American General Secretariat (SEGIB). In 2013, CAF – development bank of Latin America (CAF) joined the team of authors. This edition focuses on education, skills and innovation as key inputs for more inclusive growth in the region. It provides in-depth analysis of Latin America’s education systems and the region’s capacity to increase enrolment in good-quality education, and looks at the development of skills training to improve economic competitiveness and labour-market integration. These inputs are analysed in association with innovation policies in the production system.

The Economic Commission for Latin America and the Caribbean (ECLAC), Subregional Headquarters for the Caribbean, and secretariat of the Caribbean Development and Cooperation Committee (CDCC) convened a Seminar on Caribbean Development Thinking: The Path Covered and the Way Forward, in Port of Spain on 21 October 2009. The meeting was attended by representatives of the following CDCC member countries: Dominica, Grenada, Guyana, Jamaica, Saint Lucia, Saint Kitts and Nevis, Saint Vincent and the Grenadines, Suriname and Trinidad and Tobago. Representatives of the following organizations of the United Nations system also attended: the International Labour Organisation (ILO); Joint United Nations Project on HIV/AIDS (UNAIDS); and the United Nations Development Programme (UNDP). The following intergovernmental organizations were represented: the Caribbean Community (CARICOM); the Caribbean Development Bank (CDB); the Caribbean Regional Negotiating Mechanism/Caribbean Community (CRNM/CARICOM); Delegation of the European Commission in Trinidad and Tobago; the Organisation of American States (OAS); and the Organisation of Eastern Caribbean States (OECS). The University of the West Indies (UWI) also participated. The list of participants appears as annex I to this report.

More than one-third of the World Trade Organization-notified services trade agreements that were in effect between January 2008 and August 2015 involved at least one South or Southeast Asian trading partner. Drawing on Baier and Bergstrand’s (2004) determinants of preferential trade agreements and using the World Banks database on the restrictiveness of domestic services regimes (Borchert, Gootiiz, and Mattoo 2012), we examine the potential for negotiated regulatory convergence in Asian services markets. Our results suggest that Asian economies with high levels of preexisting bilateral merchandise trade and wide differences in services regulatory frameworks are more likely candidates for services trade agreement formation. Such results lend support to the hypothesis that the heightened “servicification” of production generates demand for the lowered services input costs resulting from negotiated market openings.

Infrastructure concession is an alternative widely used by governments to increase investment. In the case of the road sector, the main characteristics of the concessions are: long-term projects, high investments in the early years of the contract and high risks. A viability analysis must be carried out for each concession and consider the characteristics of the project. When the infrastructure is located in a developing country, political and market growth uncertainties should be add in the concession project analysis, as well as economic instability, because they present greater risks. This paper is an analysis of state bank participation in road infrastructure finance in developing countries. For this purpose, we studied road infrastructure financing and its associated risks, and also the features of developing countries. Furthermore, we considered the issue of state banks and multilateral development banks that perform an important role by offering better credit lines than the private banks, in terms of cost, interest and grace period. Based on this study, we analyzed the Brazilian Development Bank - BNDES – and their credit supply to road infrastructure concessions. The results show that BNDES is the main financing agent for long-term investment in the sector, offering loans with low interest rates in Brazilian currency. From this research we argue that a single state bank should not alone support the increasing demand for finance in Brazil. Therefore, we conclude that there is a need to expand the supply of credit in Brazil, by strengthening private banks in the long-term lending market.

In June 2015, legal frameworks of the Asian Infrastructural Investment Bank were signed by its 57 founding members. Proposed and initiated by China, this multilateral development bank is considered to be an Asian counterpart to break the monopoly of the World Bank and the International Monetary Fund. In October 2015, China’s Central Bank announced a benchmark interest rate cut to combat the economic slowdown. The easing policy coincides with the European Central Banks announcement of doubts over US Fed’s commitment to raise interest rates. Global stock markets responded positively to China’s move, with the exception of the indexes from Wall Street (Bland, 2015; Elliott, 2015). In the meantime, China’s ‘One Belt, One Road’ (or New Silk Road Economic Belt) became atopic of discourse in relation to its growing global economy, as China pledged $40 billion to trade and infrastructure projects (Bermingham, 2015). The foreign policy aims to reinforce the economic belt from western China through Central Asia towards Europe, as well as to construct maritime trading routes from coastal China through the South China Sea (Summers, 2015). In 2012, The Economist launched a new China section, to reveal the complexity of the‘meteoric rise’ of China. John Micklethwait, who was then the chief editor of the magazine, said that China’s emergence as a global power justified giving it a section of its own(Roush, 2012). In July 2015, Hu Shuli, the former chief editor of Caijing, announced the launch of a think tank and financial data service division called Caixin Insight Group, which encompasses the new Caixin China Purchasing Managers Index (PMI). Incooperation with with Markit Group, a principal global provider of PMI, the index soon became a widely cited economic indicator. One anecdote from November’s Caixin shows how much has changed: in a high-profile dialogue between Hu Shuli and Kevin Rudd, Hu insisted on asking questions in English; interestingly, the former Prime Minister of Australia insisted on replying in Chinese. These recent developments point to one thing: the economic ascent of China and its increasing influence on the power play between economics and politics in world markets. China has begun to take a more active role in rule making and enforcement under neoliberal frameworks. However, due to the country’s size and the scale of its economy in comparison to other countries, China’s version of globalisation has unique characteristics. The ‘Capitalist-socialist’ paradox is vital to China’s market-oriented transformation. In order to comprehend how such unique features are articulated and understood, there are several questions worth investigating in the realms of media and communication studies,such as how China’s neoliberal restructuring is portrayed and perceived by different types of interested parties, and how these portrayals are de-contextualised and re-contextualised in global or Anglo-American narratives. Therefore, based on a combination of the themes of globalisation, financial media and China’s economic integration, this thesis attempts to explore how financial media construct the narratives of China’s economic globalisation through the deployment of comparative and multi-disciplinary approaches. Two outstanding elite financial magazines, Britain’s The Economist, which has a global readership and influence, and Caijing, China’s leading financial magazine, are chosen as case studies to exemplify differing media discourses, representing, respectively, Anglo-American and Chinese socio-economic and political backgrounds, as well as their own journalistic cultures. This thesis tries to answer the questions of how and why China’s neoliberal restructuring is constructed from a globally-oriented perspective. The construction primarily involves people who are influential in business and policymaking. Hence, the analysis falls into the paradigm of elite-elite communication, which is an important but relatively less developed perspective in studying China and its globalisation. The comparing of characteristics of narrative construction are the result of the textual analysis of articles published over a ten-year period (mid-1998 to mid-2008). The corpus of samples come from the two media outlets’ coverage of three selected events:China becoming a member of the World Trade Organization, its outward direct investment, and the listing of stocks of Chinese companies in overseas exchanges, which are mutually exclusive in sample collection and collectively exhaustive in the inclusion of articles regarding China’s economic globalisation. The findings help to understand that, despite language, socio-economic and political differences, elite financial media with globally-oriented readerships share similar methods of and approaches to agenda setting, the evaluation of news prominence, the selection of frame, and the advocacy of deeply rooted neoliberal ideas. The comparison of their distinctive features reflects the different phases of building up the sense of identity in their readers as global elites, as well as the different economic interests that are aligned with the corresponding readerships. However, textual analysis is only relevant in terms of exploring how the narratives are constructed and the elements they include; textual analysis alone prevents us from seeing the obstacles and the constrains of the journalistic practices of construction. Therefore, this thesis provides a brief discussion of interviews with practitioners from the two media, in order to understand how similar or different narratives are manifested and perceived, how the concept of neoliberalism deviates from and is justified in the Chinese context, and how and for what purpose deviations arise from Western to Chinese contexts. The thesis also contributes to defining financial media in the domain of elite communication. The relevant and closely interlocking concepts of globalisation, elitism and neoliberalism are discussed, and are used as a theoretical bedrock in the analysis of texts and contexts. It is important to address the agenda-setting and ideological role of elite financial media, because of its narrative formula of infusing business facts with opinions,which is important in constructing the global elite identity as well as influencing neoliberal policy-making. On the other hand, ‘journalistic professionalism’ has been redefined, in that the elite identity is shared by the content producer, reader and the actors in the news stories emerging from the much-compressed news cycle. The professionalism of elite financial media requires a dual definition, that of being professional in the understanding of business facts and statistics, and that of being professional in the making sense of stories by deploying economic logic.

Feeding habits of many animals have been used widely in animal classifications. This is so, because the type of diet an organism requires demands structural specialisation which will utilise the available resource. Many animals may however have many structural modifications to enable them to be described as omnivourous or generalised feeders such as H. empodisma and H. riponianus (GREENWOOD 1960) which may show varying degrees of structural and adaptational intermediacy between two trophic groups. Generally, however, the diet of many animals including fish changes as the animal grow larger. The change in structural modifications is usually correlated with changes in the diet. In fishes the change may involve change from tricuspid to biscuspid and finally to unicuspid type of teeth. The degree of modification in the structure depends on the diet, thus Haplochromis that feeds on soft tissues of snails only requires modifications in oral dentition while Haplochromis that feeds on both soft tissues and shells of snails require modification in the lower pharyngeal bone for grinding purposes. Other modifications connected with food utilisation may be located in the alimentary canal. (I) The fish species that are commercially exploited are Protopterus aethiopicus, Clarias mossambicus, Tilapia esculenta, Tilapia amphimelas and Tilapia hybrids. The other fish species present in the lake but not commercially exploited are: Gnathonemus sp. Alestes sp. Labeo sp., Barbus paludinoses, Barbus jacksoni, Barbus lineomaculatus, Barbus regersi, Leptogrlanis sp., Schilbe sp., Haplochromis spp. and Hemihaplochromis sp. (2) Protopterus sp. and Clarias sp. are mostly caught with hooks on long lines. There has been a steady increase in number of hooks on the lake. Since the stocks of Protopterus and C/arias in the lake have a limit, we should control the number of hooks used by each of the fishermen in order to avoid overharvesting. (3) All the previous studies on Lake Kitangiri fisheries suggested the use of gill nets with mesh size greater than 88.9 mm in order to avoid the capture of immature Ti/apia spp. But if the fishermen are to obtain economic gains from the fishery, the optimum mesh size for use is 88.9 -101.6 mm. (4) The gillnet is a passive gear with very beneficial selective characteristics. Unfortunately the drive-in fishery which exists on Lake Kitangiri more or less destroys the gillnet selectivity characteristics. It is therefore recommended that the beating of water with poles be discouraged and stopped. (5) There is need for provision of stable fishing canoes to replace the unstable bottle palm dug-out canoes which are currently being used and which are very risky to operate. (6) The fish processing facilities on Lake Kitangiri are still inadequate. Most of the fish is sun dried, Since sun drying is very difficult during the rainy season, most fishermen carry out intensive fishing during the dry season, Concentrating most of the fishing effort in anyone season instead of spreading evenly this effort over the whole year could damage the age structure of the exploitable stocks. (7) There are considerable fluctuations in the volume of water of the lake. The feasibility of regulating the water loss through the effluent Sibiti river should be investigated by the Water Development Department. (8) Damming the Sibiti river is an expensive undertaking and therefore, the Rural Development Bank of Tanzania should be asked to assess the economic feasibility of such a project.

Los indicadores de sostenibilidad conforman herramientas útiles para la toma de decisiones. Las ciudades latinoamericanas, y especialmente las áreas de expansión sin planificación adecuada, enfrentan desafíos cada vez mayores para revertir problemáticas que amenazan su sostenibilidad. El presente trabajo evalúa de manera preliminar, la sostenibilidad ambiental del periurbano de Mar del Plata (Argentina) tomando como referencia algunos de los indicadores propuestos por el modelo del Banco Interamericano de Desarrollo en la Iniciativa Ciudades Emergentes y Sostenibles. Se construyó un índice sintético (Índice de Sostenibilidad Ambiental, ISA) que integra trece indicadores agrupados en ocho temas. Las situaciones más críticas (ISA: 0,45-0,558) se identifican fundamentalmente en zonas en las que se desarrollan actividades rurales y en las que se localizan asentamientos de carácter precario. El estudio realizado profundiza en el conocimiento de la dimensión ambiental de la sostenibilidad, enfatizando en el análisis de los contrastes internos del periurbano marplatense.

Literature dealing with the history of Chinese printed books and printing is voluminous. Yet studies of how knowledge in general and utilitarian forms of knowledge in particular were generated, accumulated and circulated by printed books and their relationship with the long-term socio-economic transformation of China are rare. This paper aims to open up the subject by examining the long-term trends in the production of manuscripts and books and focusing on the connections between the generation and dissemination of useful knowledge in China and the production and circulation of printed books over the centuries and dynasties from circa 581 to 1840 compared to Europe. It connects trends in this indicator for knowledge formation and diffusion to economic growth, urbanization, changes in higher forms of education, the rise of literacy, the development of printing technologies, and changes in perceptions of the natural world. It concludes that human capital formation in China probably proceeded at a slower rate,which is relevant for narratives of the “divergence” between China and Europe.

Résumé La démonstration qui est ici à l’œuvre s’apparente, dans une certaine mesure, à celle qu’élabore Amartya Kumar Sen dans 'The Argumentative Indian'. Dans cet ouvrage, Sen discute de l’héritage intellectuel et politique de l’Inde et de la manière dont cette tradition est essentielle pour le succès de la démocratie et des politiques séculières de l’État indien. Pour notre part, nous ne nous intéressons point à l’Inde, mais à la Chine, notamment à l’héritage intellectuel, politique et moral des lettrés confucéens de l’Antiquité chinoise et à la pertinence de revisiter, aujourd’hui, la réflexion confucéenne classique pour mieux penser et fonder les droits humains en Chine. Plus précisément, notre réflexion s’inscrit au sein du débat contemporain, qui a lieu à l’échelle internationale, entourant les soi-disant valeurs asiatiques et les droits humains. Pour les partisans de la thèse des valeurs asiatiques, les valeurs asiatiques seraient associées au modèle de développement dit asiatique, lequel se distinguerait du modèle « occidental » en étant en outre réfractaire aux droits humains. Ces droits ayant une origine occidentale et étant, à maints égards, en rupture avec les valeurs asiatiques, ils ne seraient ni souhaitables en Asie (notamment en Chine) ni compatibles avec les valeurs asiatiques (spécialement avec les valeurs confucéennes). Dans notre thèse, nous réfutons ce point de vue. Par l’entremise d’une analyse de la 'Déclaration universelle des droits de l’homme' de 1948 et d’un examen des quatre textes fondateurs du confucianisme classique que sont : les 'Entretiens' (Lunyu), le 'Mencius' (Mengzi), la 'Grande Étude' (Daxue) et la 'Pratique du Milieu' (Zhongyong), nous démontrons que cette compréhension des choses s’avère injustifiée. Les droits humains ne sont pas incompatibles avec les valeurs confucéennes et leur adoption est souhaitable en Asie (notamment en Chine), tout comme elle l’est en Occident. De fait, la philosophie des droits humains et la pensée confucéenne classique ont de nombreuses affinités conceptuelles, axiologiques et normatives. Loin d’être en rupture, ces univers théoriques convergent, car ils ont tous deux à cœur l’être humain, ses besoins vitaux et son épanouissement au sein de la communauté. Notre démonstration s’appuie, pour une large part, sur l’analyse d’un concept phare de la pensée éthique et politique confucéenne, soit la notion d’humanité ou du sens de l’humain (ren) ainsi que d’une autre notion qui lui est étroitement liée, soit celle de l’homme de bien ou de la personne moralement noble (junzi).

Cette thèse porte sur l’introduction des politiques de transfert de revenu au Brésil. L’objectif central de la recherche est de comprendre comment ces politiques se sont imposées dans le cadre des réformes de la protection sociale brésilienne pendant les années 1990, notamment à partir de 1995 et comment elles ont engendré un changement paradigmatique de troisième ordre de la politique nationale d’assistance sociale. Nous posons deux hypothèses de recherche : la première est que l’introduction de telles politiques au Brésil fut le résultat du rôle historique des intellectuels engagés dans la défense du revenu minimum en tant qu’alternative au modèle de protection sociale brésilien. Cette défense du revenu minimum fut soutenue par des intellectuels, des communautés épistémiques et par des politiciens qui ont inscrit le débat sur le revenu minimum à l’agenda politique brésilien. La deuxième hypothèse suggère que la convergence d’idées, d’institutions et d’intérêts a favorisé l’adoption de ces politiques. Cette convergence d’idées, d’institutions et d’intérêts repose sur le rôle de plusieurs acteurs tels les intellectuels, le président Cardoso et d’autres politiciens qui se sont mis à la défense du social au Brésil depuis 1999, des institutions parlementaires brésiliennes et des organisations internationales, notamment le FMI, la Banque mondiale et la Banque interaméricaine de développement – BID. Nous proposons l’approche des trois i pour rendre compte de ce changement. L’apprentissage social, les processus de diffusion et de lesson-drawing sont les facteurs à l’origine de la formation de la convergence autour des programmes de transfert de revenu. Nous montrerons que l’expérience brésilienne de programmes de transfert de revenu a non seulement engendré un processus d’apprentissage social renversé auprès de la Banque Mondiale mais qu'elle a aussi eu un effet aussi sur les actions de la BID. Nous suggérons que le changement paradigmatique de la protection sociale brésilienne a été amorcé par le gouvernement Cardoso dans un processus d’essais et d’erreurs. Ce processus, qui est à l’origine des réaménagements du programme « Comunidade Solidária », a permis la création du « Projeto Alvorada » et du « Réseau de protection sociale » en 2001. Les programmes de transfert de revenu reliés à l’éducation et aux soins de santé ont été les plus influents dans la construction du consensus qui s’est établi autour des programmes de transfert de revenu comme alternative à l’ancien modèle de protection sociale puisqu’ils procurent le renforcement du capital social en même temps qu’ils fonctionnent comme facteur structurant de la protection sociale. Ce legs du gouvernement Cardoso a permis au gouvernement de Luis Inácio Lula da Silva de consolider le nouveau paradigme avec la création du programme national Bolsa-Família. Le gouvernement Lula a donc bénéficié de l’héritage historique des deux mandats de Cardoso et, ironiquement, a récolté les fruits de l’apprentissage social. Le phénomène du « lulismo » en est la preuve. Par ailleurs, cette thèse met en question la paternité du programme Bolsa-Família puisqu’elle montre la création de ce programme d'abord comme la consolidation du processus d’apprentissage et puis comme conséquence de la création d’un nouveau paradigme pour la politique d’assistance sociale au Brésil qui a eu lieu pendant les deux mandats de Cardoso.

El desarrollo del Este Asiático en los últimos años ha sido sorprendente. Estos Estados han logrado un crecimiento acelerado integrándose en el mercado mundial tanto de bienes como de capitales. Lo anterior, ha generado que la postura japonesa cambie frente a la integración económica, pues ahora el Estado Nipón está creando acciones en su política exterior como un actor racional para mantener su posición, estabilidad y bienestar dentro de la región. Es así que la presente monografía busca identificar cuáles son los intereses de Japón en materia de Integración Regional en el Este Asiático durante el período 1997-2008. Por lo antes mencionado, se han planteado como propósitos particulares: Identificar la perspectiva japonesa frente al establecimiento de Integración Regional en el Este Asiático, describir cuáles son los intereses y estrategias de política exterior japonesa en el Este Asiático y analizar la influencia de los enfoques económico y político en la consolidación de la influencia del Estado Japonés.
